If that is true, then I say kudos to Range Resources. This is also a great political move by the administration to applease the people of Garoowe. Now Faroole is isolated even more because the people, who control the wealth and security of that city have been given a boost.

 

There was a major diagreement if the project of Garoowe Airport should be put on hold, which Faroole argued for and if it should go ahead, which the people of the city, namely the majority who occupy that city stronly argued for, but praise to Allaah if it is true that funds will go into Garoowe Airport.

 

P.s. I've seen another report, which said that the money would go towards Banderqaasim Airport in Bosaso but if it goes to Garoowe Airport, then this makes me even more happier.

But what's so "great" about this? Range already has APPROVAL, remember? I guess the important thing is warlord Cadde is signing magical deals in Boosaaso (the new Capital? ;) ) and exploration "will" move on.

 

Secondly, SBC is bullsh!tting about the $250,000 going to Garoowe airport. Who is s.tupid enough to believe that crap? SBC is owned by Cadde's clan-cousin, Cabdi Awaare, who is supposed to be the minister for rural develoment + local gov't. But in reality, Cabdi Awaare is a "super-minister" like Jurille of TFG. He's everywhere - in Yemen, in Djibouti, in Boosaaso. Recently, he was at a PL health ministry meeting with WHO for a fancy photo-op through his own news media.

 

RadioSSC.net reported that the $250,000 is going to Bender Qassim [boosaaso] airport but I don't understand why SBC has to lie about it. Reer Garoowe aren't so s.tupid as to fall for Cadde's newest tricks - they didn't fall for his "divide-and-conquer" trick when he replaced Col Cabdi Salaad with Faroole. [The reason RadioSSC.net is more believable than SBC is because they reported the Majiyahan fighting while SBC tried to hide it, which was the original PL admin plan. 3 weeks later, SBC reported fighting in Majiyahan because the Truth always comes out. Always.]

 

p.s. A QUESTION: What is the difference between this "deal" and the one before it? If anyone knows, I'd like to hear it.

Great news. Punltand is moving forward and no one can stop it for their own personal gain. Puntland has shown great patience, while blood is being shed by fools who have no idea of the consequnce of their action. Let us hope wise people can rise to the occation and see the benefit for all in this mining exploation if it is successful. Puntland govt must show that it controls all the land for the benefit of all its people and no one clan can have a veto of where natural resources are explored.

Amazing development, I'm very proud of what Puntland is doing and how they are becoming a model for the rest of Somalia. This exploration debate has never been an issue until this Administration took over. Now you hear of Somliland trying to go ahead with it as well.

Focusing on Garowe is a very wise; it's the heart of Puntland, which is why it's the capital. You can add this development to the long list of successes. One thing is for certain Puntland needs investment (, i.e. from Its PEOPLE,) who should start returning and rebuilding there land.

Yet, neither of you can answer with certainty what the difference is between this new "deal" and the one before it.

 

But hey, anywhere you see the Cadde Cheer Squad, you're quick to grab your pom-poms and cheer, so I can't say I'm disappointed. ;) How does the cheer go, again? Is it "Go, Boqortooyo, Go!"? :D

Puntland got problem. It does not seems Ade Muse have any solution. does rangers offer any incentives for sanaag or sool region? Than you do not have to fight whether a new airport should located Boosaaso or Garoowe.

I have few doubts abouts such deals. shouldn't it be the national government that deals with contracts with foreign companies. Even in a federal government such as the united states, to my understanding, only the federal government deals with this kinds of contracts and local administration deals with local stuff. If every enclave whose ligitamacy is unkwon at the very best runs around and gives contracts on national resources, would it not exacerbate the political setuation in Somalia. alienation of the natives of some the places that are to be "Explored" and the agitation puntland's neighbor Somaliland.I say this because this kind of behind-closed-door deals threaten the unity of puntland. cade muuse has insulted certian memper of the puntland population by saying things like "They eat grass" and wants expliot their region without their consultation. We are all aware or should be of the recent fighting that has taken place in mijiyahan. Also, Sanaag, as cade has acknowleged, is a divided region. Two administartion claim this region, so wouldn't be more wise to resolve this political despute before you start signing illigel contracts. No one, as some of have to believe, is against the economic progress of puntland, but could not the current administration do it so in a way that does not threaten regional stability or puntland unity.

Cade muuse is showing his true colors and intentions with such actions, and believe is for the sake puntland progrss!

Is Puntland compromising its hard-won peace?

 

MAJIYAHAN has become the epicenter of the storm: the relatively unknown mountainous area some 40 KM southwest of Bossaso was the scene of deadly clashes last week. To date, a military standoff exists in Majihaan between Puntland and native clan militias – tensions are high and another breakout of violence seems imminent. Neither side has backed off from its original stance: the Puntland leadership wants to explore the region for its rumored mineral wealth – even by force – and clan militias are aggressively opposed to the Administration’s policy.

 

The State of Puntland was officially declared in 1998 as a semiautonomous regional administration within a federal Somalia. It has an elected President, a clan-balanced Parliament and a functioning judicial system. In its seven-plus year history, Puntland has built a solid reputation for its relative peace and stability – and has even attracted direct foreign investment, specifically from a company based in Australia. But in its stated campaign to make profit from the region’s potential natural resource reserve, is Puntland compromising its hard-won peace?

 

 

The Puntland disAgreement

 

 

Puntland president Mohamud “Adde†Muse risked his political career and future aspirations when he signed the controversial “Puntland Agreement†last year that gave a foreign company the green light for exploration. “Controversial†is the operative word here because the President did not follow legal procedure for such a momentous undertaking. Therefore, almost instantaneously, disagreement sparked over the “Agreement.†The embryonic Somali transitional federal government (TFG) weighed in its opinion and opposed the “Agreement†under legal merit, citing that international agreements were in the exclusive realm of the federal government. Somali Prime Minister Ali Muhammad Ghedi and the Puntland leadership exchanged critical words through media before holding talks; eventually, the TFG accepted an “amendment of contract.â€

 

 

However, discord over the “Agreement†continued within Puntland. For one, the President failed to present the tenets of the “Agreement†to the Puntland Parliament, as required by the law.1 This was the most crucial step for it gave the Administration an opportunity to disclose its plans, explain the potential benefits and ills associated with the “Agreement†to Parliament (and, by extenion, the public) and to then open the door for a democratic practice via a parliamentary vote. Instead, the Administration opted to commit an unlawful act by first signing a unilateral agreement with a foreign company and, secondly, by attempting to implement that agreement by military force.

 

 

That’s when what was initially a legal and political dispute transformed into a military confrontation: against the wishes of the natives, the President ordered his security forces into the Majiyahan district in mid-March to secure the area for data collection and research by foreign scientists. The order was seen as an act of aggression and the local population was forced to react. Militias were armed and mobilized to defend the territory from the President’s hostile policies.

 

 

Could the President have handled the situation more diplomatically? He was diplomatic and friendly with the foreigners when he signed the controversial “Agreement†but failed to convince his own constituents in accepting it. Puntland wasn’t built in a single day. It took years of consultative meetings and policies to create a uniform administration for northeastern Somalia with enough power to return the rule of law. But if the President is breaking the law, what is to be expected of the public?

 

 

Peace or profit?

 

 

President Adde contends that Puntland will reach its potential as an economically viable state if it takes full advantage of the vast natural resources rumored to be under its earth. He fantasizes of a day when funds generated from the sale of resources will build roads, schools and an economic infrustructure unmatched in the region.

 

 

In his blind pursuit of reaching that fantastical goal, he has managed to forego the most important aspect of it all: maintaining the peace. Without peace, neither research nor exploration can be carried out. No sensible person is against the development of Puntland, as the President has alleged on prior occasions. But everyone is concerned for keeping the peace. Natural resources have neither been found nor properly explored but violence as already erupted in some of Somalia’s most peaceful regions. The reason, quite simply, is that President Adde signed the unilateral “Agreement†with Consort/ Range Resources without consulting with his administration, local leedership and the native population – the citizens of Sanaag region are as uninformed of the “Agreement†as Nugal citizens, for example.

 

 

The Puntland leader’s insistence on reinforcing – instead of retreating – his security forces in the Majiyahan area has all the signs of warlordism. The President has projected himself to be rigid and obstinate during the “Agreement†controversy and, as a direct result of his stubbornness, launched a war of aggression against the inhabitants of Sanaag region for explicitly opposing his Administration’s misguided policies. Has President Adde forgotten that he came to power in Puntland through a parliamentary vote and not through military force? By opting to use violence to express his political objectives, the President not only risks his political career but he is also risking the unity and the future of a peaceful Puntland.

 

 

Somalia is a country awash with military arms. If the President believes that he can achieve his goals militarily, then perhaps, he should re-read a chapter from the legacy of Somalia’s former military dictator. Furthermore, if the President believes that financial profit is more important than maintaining the peace, then he is most certainly not fit to lead.

 

Issims: The missing link

In times of turmoil, the key mediation role played by the traditional elders – the revered Issims – was fundamental to keeping the peace in Puntland. But in the ongoing Majihaan conflict, the Issims’ voice has been noticeably absent. This could be partly explained by the unfortunate fact that some of the oldest and most respected Issims – Islan Mohamed Islan Muse, Garad Abdiqani Garad Jama and Boqor Mohamud Boqor Muse (may Allah have mercy on their souls) – have died recently.

 

But in the wake of their absence, it is the duty of the Issim leadership to mount a peace-making expedition with the goal of halting yet another breakout of violence in the Majihaan area. The traditional system of conflict resolution has been a cornerstone of Puntland politics since its declaration in 1998. As before, the masses expect the Issims’ to play a prominent mediation role by interfering and inviting the fighting parties to the peace table. Puntland is too valuable to millions of people to allow one man’s injudicious policies to destroy it.

Peace Action, I think you support your president Abdilaahi Yusuf. He said this last year,

It looks like he doesn't want to be part of the illegality of the deal though he criticises Puntland's stance.

Talker, your argument is that everything Puntland does is wrong, and the Puntland media are all liers. Now if we look at this deal its a step forward towards progress, only through trading and exporting can we get out of this dire poverty.

 

I dont expect much form you, as you are against this deal for other reasons than interest of the people of Puntland. You have been consitant in opposing it and even propogating the false news of Dayniile and Onkod.

 

I repeat again that this will make the state stronger, pay its workers and help develop its infrustructure faster..

 

PS: The agreement is more than one area, its to explore the whole state...

What Claahi Yusuf said was in favor of TFG namely only central government owns natural resources. This position is inconsistant with accepted state rights where all over the world each regional state has control of its port, land, natural resources etc and the central government collects their share of taxes.

 

Moreover the TFG and the Puntland state have agreed to share where the TFG gets one third, Puntland state gets one thrrd and locals get one third. We hope the TFG succeeds in it mission to pacify Somalia but the Puntland authorities should not wait for anyone for the development of its resources and people. They could have started their regional state in 1991 rather than 1998 all for elusive national government.

 

Duke, the Talker has nothing positive to say about Puntland I wonder why? Ninku muu iska aamuso ileen faa'iido malaha iska hadal.

DUKE, tell me exactly why warlord Cadde can't pay his employees right now. Is Puntland broke? I think not...so why have PL employees not been paid yet?

 

"Explore the whole State" sounds like a wonderful idea on paper. But in reality across PL today, there are many Majiyahan-type resistance movements already building up against warlord Cadde's future plans. How can you dig up Sanaag without support from the local community? Nin nin kale dhulkiisa ka xoogi kara majiro siyaasada qabqable Cadde-na waa inuu xoog wax ku maamulo.

 

My belief is quite simple, actually: Competent, powerful Administration first...everything else later. With warlord Cadde's term, you have the most corrupt and incompetent administration to date in PL but they're somehow trying to "develop" the region...by violent means. When did violence ever work?
