Woke up a little bit late in the morning but managed to be in the office at the exact time i should be here at 7:30am. Doing my usual work and surfing the net at the same time it was around 10am when i decided to leave for one of those Ministry offices to get a letter that was under process for the last few days. Went to the Ministry and the guy told me to come back later coz he did not manage to get the final signature from the concerned person. Well, i don't mind so said Ok and left the place. Just before i go back to my office i wanted to pass by telecommunication company to fix my recently enabled sim-card for the SMS ...... Standing there waiting for the guy to fix this, there was ring on my other phone. Didn't know the number but after a while i decided to take the call anyway. Me: Hello ! Him (with a southern accent) : Helloo ,, Iska waran ? Me: Nabad, who is this ? Him: It is me, your SOL friend. Me: What ? Him: Yes, you are SAMATAR, and Jacaylbaro on SOL sow maaha ? Me: No, my name is not Samatar but yeah i'm JB Him: Well, So what is your name ? Me: My name is ........... Him: Ohh ,, Mr. .... How are you ? Me: I'm fine. Wassup ? .. and what was your name ? Him: Well, i'm leaving today. Me: What ???? Him: Yes, been here but was busy niyow. I'm leaving in two hours or something. Me: Well, where are u right now ? Him: Where are you ? Him: Where is that ?? Me: Do u know so and so places ? Him: No i don't. Me: Well, do u know Obama restaurant ? (that was a bit far from the place i was in) Him: Ohhh ,, Your place. Yes. Me: I'm in that area. Where are you now ? Him (still doesn't want to disclose his place): Well, i'm far from that area right now. I would love to stop by and say Hi before i depart niyow. I will call you in an hour and say hi to you. Me: Okey then no problem. Him: Okey Bro. I will call you soon. Me: Okey take care. I was trying to refresh my mind and see who da hell is that person who even ignored when i asked him his name and didn't want to disclose his place. I was trying to remember if there is someone i gave him my phone or something. It took me like 30 min to remember this SOL member who strangely PMed me around a week ago telling me Hi and asking me to drop my number. Without going into the full details of the laws regulating the timing of the elections, the National Elections Commission, in consultation with the national political parties and the donor nations that finance Somaliland elections, is the sole authority that recommends the exact timing of any election. Whether an election is moved forward, held on a previously agreed upon date, or rescheduled is the sole prerogative of our National Elections Commission. The recommendation is then passed on to the House of Elders. This legislative chamber has the final say on the exact date. Once the Elders issue the final election writ, then the law is passed on the president for final signature. That being the case, the leaders of our national parties have no mandate to issue marching orders to the National Elections Commission. The inflammatory rhetoric in the media is counter productive; our politicians are bound to respect the laws of the land. Before any date is set for this election, the certain hurdles should be cleared. First and foremost, the three political parties, the National Elections Commission and European Union agency that finances our elections should sign a memorandum of understanding with the following stipulations: 1. The tabulations of the voter registration drive will go through the main Server; 2. All double/triple votes will be automatically discarded; 3. The number of purged votes from each region should be on the public record Without this agreement in place, there will never be a free and a fair election. Furthermore, the National Elections Commission has yet to submit their statement of expenses for the three months: November, December 2008, and January 2009. Without an audited statement of expenses, Interpeace will not release any funds for the presidential election. This election is a litmus test to our commitment to qualify for recognition. I hope our national political parties, the Commission, and the government do seriously understand the gravity and the magnitude of the issue. Finally, a word of caution to the leaders of our political parties: Sooner or later, the election will be held. In the meantime, please be patient till the Commission submits it is regulation. Till then, no more threats and no blackmailing. The same thing applies to the die hard supporters of any party. Ahmed Ali Ibrahim Sabeyse.

DURBAN, 10 February 2009 (PLUSNEWS) - After years of disappointments, AIDS researchers have announced results from a trial in which a vaginal microbicide appeared to offer promise in preventing HIV infection in women. According to findings from a clinical trial involving more than 3,000 women in Malawi, South Africa, Zambia, Zimbabwe and the United States, the microbicide PRO 2000 gel was 30 percent effective. "This is the first time in the history of microbicide research that we have found something that works, even if its 30 percent," Gita Ramjee, principal investigator of the trials in South Africa, told journalists on 9 February in the country's east coast port city of Durban. Ramjee described the results as a "glimmer of hope" that the microbicides concept could become an effective HIV prevention tool for women. Although the results were "promising" they are not statistically significant, as there was a one-in-ten chance that the 30 percent reduction in HIV infections seen in women who used PRO 2000, versus those who used a placebo, was due to chance, Ramjee explained Scientifically, results are not regarded as "significant" unless the chance they are wrong is 0.05 percent or less than one in 20. "If we had seen a 33 percent reduction it would have been statistically significant," Ramjee said. Women in the trial were randomly assigned to one of four groups: one group involved women who received a 0.5 percent dosage of PRO 2000 gel; in the second, women were treated with BufferGel, a second microbicide candidate; and in the third and fourth groups women received a placebo gel or no gel at all The study, conducted by the US-based Microbicide Trials Network, also found more regular gel use, corresponded to a higher level of HIV protection. According to Ramjee, PRO 2000 provided protection of up to 78 percent against the virus in women who were not able to negotiate condom use, but reported more frequent application of the gel. The study also reported a higher level of adherence: participants in the three gel groups reported using the gel 81 percent of the time. Results from a larger study of PRO 2000 are expected later this year and it is hoped it will be able to demonstrate efficacy if they find similar reductions in the HIV infection rate. Trial participant Desiree, who declined to use her last name, was not sure of what to make of the hype surrounding the results of the clinical trials. "One on one side I am proud of what I did and I am quite glad there is some progress, but I don't want to get too excited just in case it doesn't work in the end," the 26-year old mother told IRIN/PlusNews. Desiree spent almost two years on the trial despite criticism and negative reactions from community members who believed the trial was "injecting people with AIDS". "Some people felt because I was Indian I shouldn't do it, but I didn't listen to them. But my mother was fine, she said 'OK no problem', and my partner was also fine. We even enjoyed using the gel," she said. The South African arm of the trials was conducted in Durban's traditionally conservative Indian township of Chatsworth, as well as the rural district of Hlabisa in northern KwaZulu Natal. Dr Samu Dube, the Africa Programme Leader for the Global Campaign for Microbicides, has cautiously welcomed the findings. "It is the first time we are seeing positive news on clinical trials [of microbicides], it is a smiling moment. But we expect more. For us to jump around, the results should be statistically significant. But we will get there," she told IRIN/PlusNews. The microbicide field has been desperate for positive news after a host of depressing trial results, which included the 2007, clinical trials - using a cellulose sulphate-based microbicide - which were terminated after preliminary findings found higher HIV infections in the trial group compared to the placebo group. In 2008, the US-based reproductive health organisation, Population Council announced that Carraguard - the first microbicide to complete the advanced stage of clinical testing - had also failed to prevent HIV infection. In a statement, Lori Heise, director of the Global Campaign for Microbicides (GCM), said PRO 2000 was "not a home run, but this proof of concept should "invigorate the field."
