afrol News, 27 May - An Australian company today announced the "historic" start-up of a large seismic survey in the semi-independent Somali region of Puntland. While investors are positive on the prospects for oil exploration, operations in the disputed status of Puntland could carry a great political risk. New revenues could fuel the Somali war. Range Resources Limited, a small Australian company, through its joint venture partner Africa Oil Corporation has started a 2,600 kilometre seismic survey in the Puntland area of Somalia, located at the tip of the African Horn. "We have been able to make a start on the survey, which is an integral part of a comprehensive exploration programme in the region, following the arrival of seismic equipment at Bossaso Port," Managing Director Michael Povey said today. Africa Oil is the operator of the onshore oil and gas exploration effort with an obligation to spend US$ 50 million to earn an 80 percent interest in the two main basin areas in the Nogal and Darin Basins of Puntland. The project area covers 200,000 square kilometres with Range Resources having exclusive exploration rights to all key hydrocarbon and mineral regions in Puntland, according to the company. The exploration deal has already caused controversy in Somalia, as the original deal with foreign explorers was made by the regional administration of Puntland. Immediately, the deal was protested by the transitional government of Somalia, with transitional Prime Minister Ali Mohamed Gedi sending a sharp protest letter to the Australian stock exchange. Further protests came from neighbouring Somaliland, a former British colony united with Italian Somalia in 1960, but re-declaring independence in 1991. The non-recognised state, located west of Puntland, claims parts of its territory is occupied by Puntland troops, and that these "occupied lands" where included in the exploration deal with Range Resources. The business agreement in 2005 also caused surprise in Australia, where media referred to it as a "mysterious deal" between a very small company and territorial authorities that may have no jurisdiction to issue exclusive mining and exploration rights. The Australian government and the national stock exchange launched an investigation into the deal. Despite initial scepticism in Mogadishu, the transitional government however changed its mind and nodded the deal through. Prime Minister Gedi made new statements, fully endorsing the deal. The change of mind probably came as a result of pressure from Somalia's transitional President Abdullahi Yusuf Ahmed, who earlier was the leader of Puntland. President Yusuf still has Puntland as his personal power basis, relying on revenues from the relatively calm region. Puntland has declared its independence from Somalia and is governed by a regional authority based in Bossaso. Along with its independence declaration, the state also said it would return to a united Somalia as soon as peace, order and a central government was reinstalled. The possible discovery of oil in Puntland may however complicate such a reunification. Also in Somaliland, the government is nervous about the consequences of the started explorations. It remains unsure whether the seismic survey will be concluded on lands claimed by Somaliland. Finally, concerns are that new economic muzzles for Puntland - in the case of a major oil discovery - may again fuel the Somali war. According to several UN reports, the arms embargo against Somalia is constantly broken. Oil revenues would surely go to financing arms, which would tip the power balance in favour of Puntland troops. by Woldu M.A. Solomon It is hard to know what President Isaias’s political qualifications really are, but leading a nation certainly cannot be one of them. Commemorating his country’s 17th independence anniversary last week, the Eritrean leader again offered his people more of the same: tyranny, hunger, ignorance, and possible fresh wars with his neighbors. Like Liberia’s Charles Taylor, he may have been a good guerrilla fighter, but he has been an absolute disaster as chief of government. Isaias is not the first and won't be the last inept politician to rule an African nation. There have already been the Mobutu Sese Sekos, the Emperor Jean-Bédel Bokassas, the Ian Smiths and the Idi Amins whose lunatic policies destroyed one way or the other the lives of millions of Africans. Like these incompetent characters, Isaias is allergic to concepts of individual liberty, justice or democracy. His recent Algezeera and Western media interviews reinforce the widely held notion that after almost 2 decades in power, he still is not up to the task and is dangerously out of touch with reality. As Isaias keeps stumbling on every national question with amazing regularities, many Eritreans are starving to death and the country’s economy is in a shambles; citizens are terrorized, tortured or killed for merely thinking about democratic changes; the country is in a permanent state of war with its neighbors; and the government’s rogue behavior has earned it the name of a terrorist state. Isaias told Algezeera TV last week that he would not allow democratic elections in his country for another three to four decades. His tone and his attitude sounded more like that of Premier Ian Smith 30 years back, when he was making a buffoon of himself as he kept advising the world that there would not be a democratically elected black majority rule in Rhodesia (Zimbabwe) in a thousand years. Smith and his white minority government believed Africans were not politically mature enough for leadership jobs or for democracy. In a similar way, Isaias does not think Eritreans deserve or are yet ready for a democratic way of life. Isaias will be over a hundred years old with a lot of pace-makers in his arteries by the time he feels like granting his Eritrean subjects their freedom. Of course, his main concern is how to safeguard his personal interests, which, he may try to accomplish by passing on the presidency at some point to his young son, Abraham Isaias. Many African dictators have dreamt of such plans, but have failed disastrously. But Africa has also had its share in producing well respected world leaders, among them, Nelson Mandela, Julies Nyrere, Kwame Nkrumah, Desmond Tutu, as well as many revolutionary fighters like Patrice Lumumba, Gamal Abdel Nasser and Samora Machel, to mention a few. One may disagree with them on some specific policy details, but they represent the best in world politics that often matched the challenges of the given African hour.

DAKAR, 27 May 2008 (IRIN) - The extent of sexual abuse by aid workers and peacekeepers is being under-estimated because mechanisms to encourage victims to speak out against their attackers and to protect them are poorly developed, the British non-governmental organisation Save the Children warns in a report released today. "For every one reported case of sexual abuse, many more are kept quiet," said the report's author Corinna Csaky. "Children and their carers are too frightened and powerless to speak out." As part of its research for the report called "No One To Turn To", Save the Children says it conducted field work in Haiti, Cote d'Ivoire and southern Sudan in 2007. In all of those places, the organisation documented evidence that children as young as six were being abused by adults working in the international community. The children interviewed highlighted many different types of abuse, including trading food for sex, rape, child prostitution, pornography, indecent sexual assault and trafficking of children for sex. "My friends and I were walking by the National Palace one evening when we encountered a couple of humanitarian men. The men called us over and showed us their penises," said a 15 year-old girl from Haiti whose testimony is included in the report. "They offered us 100 Haitian gourdes (US$2.80) and some chocolate if we would suck them. I said no, but some of the girls did it and got the money." Another teenage girl from Cote d'Ivoire is quoted in the report as saying: "We have never heard of anyone reporting the cases of abuse". The report says that perpetrators of sexual abuse "exist in every type of humanitarian, peace and security organisation, at every grade of staff, and among locally recruited and international staff". Their crimes are going unreported despite the UN and many NGOs having developed various codes of conduct, inter-agency cooperation and mechanisms to encourage the reporting of abuse, and the preparation of reams of training, information and guidance material, as well as a high-level UN conference in 2006 at which UN agencies and other international actors reaffirmed their commitment to take "vigorous action" against abuses committed by their workers. "This issue has been well documented and lots of organisations know it happens and have procedures in place to deal with it. But if children and their carers aren't able to speak out it's a fundamental flaw in the system and it's that part of the problem which is what we're trying to focus on," Csaky said. People living in areas where aid is being distributed are afraid that the abuser might come back and hurt them, that aid agencies might stop helping them, or that they will be stigmatised by their family and community, Save the Children says. Csaky said agencies should take sexual abuse as seriously as they do matters of security, by convening regular meetings of senior staff to discuss the situation and risks. Other recommendations made in the report are for effective local complaints mechanisms to be set up, a new global watchdog to be established to monitor and evaluate the efforts of international agencies to tackle abuse, and that national child protection systems be better developed. "The obstacle to this happening is political will. It's about organisations wanting and actively seeking to address a problem many would rather sweep under the carpet," she said. "We're asking for a new culture of transparency and openness, of new priorities among all those working in emergencies to make the welfare of children a priority."
