Duke-I apologize for my comment if it in anyway offended people. It wasn't directed at the residents of Puntland but the administration but nonetheless it went over the top. Puntland is indeed to all Somalis but all should be protected from any mistreatment. I think you and I agree on this much as demonstrated by your above comment. My only concern is when Puntlanders made an excuse for the actions of the Faroole administration though it is really clear the administration had made blunder. Without paying any attention to what others say or worrying any veiled attacks-I think you should able to condemn the actions of the administration! Instead of addressing the issue, Puntlanders reduce the whole matter to mocking the suffering of the people from Somaligalbeed. You can be loyal to your region but also condemn any injustice done by the authority in charge.This is even important considering those facing injustices happen to be Somalis

^True but that doesn't discount your responsibility or mitigate the actions taken by Faroole administration. And this is not about ONLF. It is about helping someone (individual) who sought peace among his people. Should I perhaps put this in question form Jachpar. Would you allow the likes of Bishaaro and the five men once imprisoned in Bossaso to be handed to the Ethiopians knowing they will face certain lengthy prison time, torture, and even death?

Duke-Not just yours but the responsibility of the admin you go great lengtsh to defend while they hand civilians over to Ethiopia. Jigjiga imprisons people is not good excuse. P.S. Doesn't matter the ONLF do. The issue here is any Somali from Western Somalia that seeks refugee in Somalia shouldn't send back-this is where the responsibility of those Somalis in Somalia comes in.

LONDON, March 9 (Reuters) - The United Nations Ethics Committee has upheld complaints by a former employee of the U.N. Development Programme who said he suffered retaliation from the UNDP for alleging that its Somalia programme was corrupt. The man, Ismail Ahmed, was transferred to another office without proper visa support, and the UNDP Somalia office later told a potential employer not to hire him because of his "silly non-proven accusations", Ethics Committee Chairman Robert Benson found in a report seen by Reuters. A new UN Security Council report says that as much as half the food aid sent to Somalia is diverted to a network of corrupt contractors, radical Islamist militants and local UN staff members, the New York Times reported on Tuesday. The report outlines such serious problems that it recommends Secretary General Ban Ki-moon open an independent investigation into the World Food Programme's operations in Somalia, the paper said, noting diplomats had shown it the as yet unpublished document. source

Washington, D.C. – The Government Accountability Project (GAP) applauds United Nations Ethics Committee Chairman Robert Benson and United Nations Development Programme (UNDP) Administrator Helen Clark for protecting a UNDP whistleblower from retaliation. In February, UNDP agreed to enforce a decision issued by the United Nations Ethics Committee on December 11, 2009. The decision stated that GAP client Ismail Ahmed, a former UNDP financial services program officer, suffered retaliation for making protected whistleblowing disclosures regarding wrongdoing in the UNDP Somalia Country Office. Dr. Ahmed alleged that fraud and corruption in the UNDP Somalia Remittances Programme threatened to jeopardize the ability of remittance companies to comply with international regulations addressing money laundering and terrorist financing. He also disclosed detailed information about corruption in the procurement process and support provided to a company suspected of links with terrorist organizations. “This decision shows that there can be light at the end of a very long tunnel for UNDP whistleblowers who have overwhelming evidence of retaliation,” said GAP International Program Officer Shelley Walden. Castro-Speaking of fueling the conflict, UNDP office in Nairobe has Somali clan map according to someone that went there.If you start a conversation with the staff about their projects in Somalia, they will ask where on the map are you from, essentially telling what your opinion of anything should be and laying the foundations for more conflict. -

Thankful-I'm not sure what the consequence would be though. The strategy of the world as far as Somalia is concerned has been to contain its problems within her boundaries.Piracy is one Somali issue that has obviously spilled over into the international arena-the question now is it easier for shipping companies to pay off pirates despite rising insurance fees or would blaming Faroole lead to any tangible change though things are no longer in his control if they ever were to begin with. -

If the world would only reward the good behaved Somalis Nothing new here but since WFP is in the spotlight, maybe they should extend the investigation into the UNDP office in Nairobi which manages most of Somalia's aid money including monies for capacity building. -
