I understood that they are doing for clarity but it looks the opposition is fiercely opposed because they think the intent of Quran and Sunnah will be altered. And then there's consensus the Ulemma need to agree when issues such as, let's say artificial insemination comes up. I don't why they mention the economy but vibrant economy obviously need codified rules and regulations.
