So, if that is the case, I don't know why you think that "hide iyo dhaqan" would help create a culture of not being modest later on in their lives. Besides sxb, our "hide iyo dhaqan" comes with a set of strong "modesty codes" attached to it. Being "modest" and "shy" is the central pillar of our culture as far as girls is concerned.

You therefore have to be very cautious. The handpicked members of the presidential guard, trained by German antiterrorist experts, have orders to shoot at the slightest suspicious movement. A short time ago a minister was welcomed with a hail of machine gun fire because his car had driven too casually through the main entrance gate. Our car therefore drove at walking pace, and stopped outside the entrance, waiting for a tough but indolent junior guard to deign to inspect us. The president was wearing dark glasses, and seemed rather tense. We therefore adopted a cautious approach and tried to give the interview the high tone of interna­tional politics, before turning to the controversy over aid. The first questions were about the very recent agreement between Somalia and Ethiopia. It is a very important agreement for the Horn of Africa, underesti­mated by the European newspapers, which makes provi­sion for Somali and Ethiopian troops to withdraw to a line 15 km from the border, an end to all hostile propaganda and activity, the resumption of diplomatic relations, and an exchange of prisoners. Siyaad Barre recounted the lengthy preparations for the agreement and the difficulty of the initial contacts. He then told us about the sudden speeding up of the process a few weeks ago and the conclusion of the agreement. According to diplomatic observers, the reasons why the process was speeded up are the victories won by Eritrean guerrillas, which are causing chaos in the Mengistu regime (there is talk of between 18,000 and 20,000 Ethiopian soldiers going over to the guerrillas, and of mass executions of high-ranking officers ordered by an increasingly enraged Mengistu). On the Somali side, the reasons are the hope of improving the situation in the north of the country - the Hargeisa area - which is in a state of constant revolt, and ending the Ethiopian aid to the guerrillas and the **** rebels. Siyaad Barre said that the Ethiopians are skilled and tough negotiators. He also mentioned Mengistu's abilities, unlike his usual habit of speaking ill of him and even insulting him. [Malatesta] But is this agreement not certain to damage the Eritrean guerrillas? Mengistu is now free to launch his troops from ****** toward Asmera. [barre] It will not be the agreement which damages the Eritrean guerrillas. The Ethiopians have many regiments and large numbers of troops. They have planes, tanks, weapons of all kinds; and hundreds of thousands of soldiers, and the ability to repel any attack by Eritrean guerrillas if they so wish. [Malatesta] However, the Soviets seem more tepid in their support for the Mengistu regime. [barre] I have had talks with the Russian deputy foreign minister in the past few days. He told me that we cannot make progress like this, and that there must be peace in the Horn of Africa. It struck me as a fairly significant statement. I do not know how much hope the Eritrean guerrillas have, although they have made major gains. [Malatesta] What about the situation of endemic civil war in northern Somalia? How do you intend to solve this problem? [barre] The situation will be resolved when other coun­tries stop stirring up trouble. As you know, the British are fomenting trouble . They do not accept the fact that Italy has special ties with Somalia. [barre ends] He continued to talk for a while about political prob­lems, about the north, and so forth. The president then removed his spectacles, stared at me and said: "We in Somalia do not allow people to speak ill of Italy and the Italians. Anybody who does so knows that he will come to a bad end. We are great friends of Italy. So, how can you allow people in Italy to talk ill of Somalia? How can you allow them to make slanderous accusations against its president?" We had finally come to the point. We tried to point out that in Italy there is a distinction between the govern­ment and the free press. [Malatesta] The accusations of corruption made against you, sir, did not come from the government, but from the newspapers. And the newspapers were reporting the evidence given by Ali Khalif Galaid, a former Somali minister, during a trial. The minister referred to a rumor about a bribe of 7 million dollars pocketed by the president's office for a deal on a fertilizer factory.... [Malatesta ends] The president grew angry: “Ali is a scoundrel and a rascal. He deserves a thrashing. But at the time, Ali was industry minister and signed the deal. Then, after he lost his position, he fled with the help of the English, and is now moralizing, as you say.†[Malatesta] Sir, the urea factory is still standing unused, and possibly abandoned.... This is Italian aid which has been misused. [barre] The factory was constructed with Somali money and the Italian aid arrived later. Nobody was to blame. It was to be run with Iraqi oil which has not arrived because of the war. There have been other problems with the electricity power station. Ours is a very poor country, we lack resources, and many things function badly. [Malatesta] The rumors about corruption with regard to Italian aid in Somalia are fairly widespread: It is not just Ali Khalif Galaid who mentions them. [barre] They are rumors put about by scoundrels, and are spread in Italy, not here in Somalia. [Malatesta] I can understand that. Your immediate entourage, sir, does not have a good reputation in Italy. [barre] Listen, we are very pleased with Italian cooper­ation. We are 99 percent satisfied. But these things you are talking about, bribes as you call them, and bundles of bank notes, have nothing to do with us. Nobody here takes bribes. We have always told the Italians: Thank you, thank you very much for your gifts. But we do not want to know about your problems and your quarrels, or about bribes. They are your problems, they are party quarrels. We want the keys in our hands, we say thank you, and that is enough. [Malatesta] Recently, some Somali officers, who were on courses in Italy, appeared on Italian television: They did not speak well of you. [barre] They are just kids; they have been taken in by scoundrels and rascals. The responsibility rests with the military attaché in Rome who failed to keep control over them. Yes, the blame certainly rests with the military attaché. [Malatesta] There are many Somalis living in exile in the United States who also attack your regime. [barre] They too are scoundrels. I do not say that because they are making criticisms but because they are damag­ing Somalia. There are also Ethiopian exiles in the United States who criticize the Mengistu regime. How­ever, at the same time they say: Give food to the Ethiopians who are starving. However, the Somalis are saying: Stop aid to Somalia, because Siyaad Barre is a bad man. Do you understand the difference? [Malatesta] Sir, the American Academy of Science Human Rights Committee published a report recently on the state of civil rights in Somalia: It talks of hundreds of people being illegally arrested and detained, and even of torture. [barre] Listen, last week some former ministers and prominent people were put on trial for plotting again the state. The trial was conducted properly. Two of them were sentenced to death. Then, in the end, they were a pardoned and they are now at home drinking tea. Do you call that a repressive regime? [Malatesta] The report, based on eye-witness accounts gives an entirely different picture. The pardoned men cannot leave their homes, not even Mohamed Aden Sheikh, who was acquitted. [barre] Yes, it is better for them to stay at home, because they are intelligent and could do harm. The more intelligent a man is, the more harm he can do, if he so wishes. These are all people I made, like the others who fled. I dragged them up out of the dirt, and now they are attacking me. They are scoundrels; that is what they are.

Indivituals can change their political orientation and can reinvent themselves which ever way the wind goes, but the collective strugle of a people is something quite different. Somaliland is about the collective strugle of its people. It doesnt matter who is in power today, what matters is what they stand for, and as far as that is concerned, it reflects the general view of the people of Somaliland. Rayaale is in power because the people voted for him. Hard to understand??

Let me begin by clarifying Crisis Group's editorial policy: each report is a corporate endeavour, not the work of a single individual . Please forgive me for not engaging in a point-by-point rebuttal of your factual critique of our 2003 report, Somaliland: Democratisation and its Discontents. It is Crisis Group's policy to publicly acknowledge factual errors and to correct them where possible. However, with respect to the Dervish movement, I would refer you various authoritative accounts including those by Touval (Somali Nationalism, 1963), Beachey (Warrior Mullah, 1990), and Abdi (Divine Madness, 1993), all of which make reference to opposition to Mohamed Abdallah Hassan and his followers. Our analysis of the situation in Sool region and the attachment of some *********** to the TNG (among them former Prime Minister Ali Khalif Galaydh) is based on numerous interviews in Las Anod with intellectuals, political figures and traditional elders, many of them cited in the text. More generally, Somaliland is only one of several cases of separatism that Crisis Group has addressed over the years. I would invite you to examine as well our reporting on Kosovo and Montenegro, Sudan, and Aceh as well as a forthcoming report on Western Sahara / Sahrawi Republic . Although each case is unique, we nevertheless attempt to apply a consistent analytical approach. Exercise of the right to self-determination does not automatically imply boundary change or secession. When being pursued by an ethnic or similar defined group within a sovereign state, the most appropriate solution is usually some combination of legal and political strategies involving autonomy, power and wealth sharing, and human rights protection within that state. International law does, however, permit boundary change by peacefully negotiated agreement, and some countries' constitutions provide for secession (usually after some high-hurdle referendum process), but the achievement of independence through such processes is the exception rather than the rule. Only in very exceptional cases is the international community prepared to contemplate changes to boundaries against the will of one or more of the relevant players (with our without conditions being attached) and result in recognition of a new sovereign separate entity: the 'Badinter Commission' republics in the Balkans were one such example, and Kosovo is another. Somaliland may prove to be another exceptional case - for the familiar combination of reasons involving the circumstances of its birth (having a. separate sovereign identity when it entered the union), the protracted crisis in southern Somalia and ihe evolution of Somaliland towards de facto statehood, despite the absence of international recognition . In this context, we have consistently made reference to Somaliland's progress in restoring peace, security and democratic governance in a region once devastated by war. These achievements have been applauded not only by Crisis Group, but also by various Somali leaders, the international media, respected scholars, visiting diplomats, aid agencies, the African Union, the European Union and the United Nations . Likewise, we have noted both the evident level of public support within Somaliland for the separatist platform , as well as the opposition to this agenda within sections of the population and in southern Somalia. From a conflict prevention perspective, this is clearly a deeply divisive issue with the potential to generate serious violence..It is our mission to highlight such disputes before they escalate and to propose policy options to concerned actors, domestic and foreign. Given the nature of deep-rooted conflict, it is not unusual that our prescriptions are perceived in some quarters as controversial. It is Crisis Group's belief that peaceful settlement of the question of Somali unity will require open debate and dispassionate analysis of the issues and options - not by ignoring the problem, ostrich-like, in the hope that it will disappear. For this reason we have decided to make Somaliland the topic of a forthcoming report - a report we hope will advance public debate and further clarify the options for policy-makers. New school restores hope As is the case with just about every family in the village, Mapsut’s parents did not have the means to send her far away to school in the Somaliland capital of Hargeisa. Only a handful of children from Burao-Durey have ever attended school. Mapsut has not seen many doctors during her lifetime but on the few occasions one has visited her village, she was mesmerized by their ability to help the sick. “I would like to be a doctor and help my people when they are sick,†she says simply. In the local language, Mapsut means “happiness†and now, at last, she has reason to be happy – Burao-Durey has a brand new school. Completed towards the end of 2005, Burao-Durey Primary School serves four villages and accommodates more than 225 children. Funded by A Glimmer of Hope Foundation and implemented by its partner in Somaliland – Hope for the Horn – the school consists of eight classrooms and two pit latrines. After just three weeks of lessons, Mapsut had already learned the alphabet. “In the past, I was blind but now I see,†she said. During regular class times, Mapsut and her classmates are taught to read and write in the local language (Somali), mathematics, English and Arabic. After they go home, it’s the adults turn. Adult education classes are proving immensely popular among those who never got the opportunity to go to school when they were young. Kaltun Osman is a 50-year-old mother of five. Back in the 1970s, there was a war going on in this part of the country and she missed out on going to school because her parents feared for her safety. Asked why she would start going to school now, she replied: “In our village we have nothing; we have no property except for our camels and goats. And, this year we have lost almost all of them. What else can we do? If we sit at home we have nothing to gain – we’ve got to go to school and learn new things.†The Burao-Durey Primary School is the first education center to be built in this part of Somaliland near the Ethiopian border and it has already become a focal point for the entire community. It is more than just a school; it is also a meeting place for the community and a hub for their discussions on community affairs. Two young teachers have been assigned to the school by the regional government and both are recent graduates of the only teacher-training institute in the region. The school is one of 10 primary schools constructed in the region with funds provided by A Glimmer of Hope. Despite the devastating drought and utter destitution that prevails in the area, Burao-Durey’s inhabitants are experiencing a rare mix of new emotions – flourishing optimism against a history of bitter disappointments. Among them is Mapsut. For the first time in her life, she is daring to dream that her selfless ambition to become a doctor may just become a reality.

He is at moment Director of Institute of Global Cultural Studies, based in the United States, which he played a big role in its foundation and establishment. His contributions to the African cultural history through a UNESCO project of re-writing the African cultural history have been regarded as a unique. According to Ali Mazrui (1990), culture serves several fundamental functions in society. These are: (a) It is a prerequisite for perception and cognition: how people envisage the world is basically conditioned by one or more cultural perspectives that they have been exposed to. (b) It provides conditions of human behaviour: what makes an individual respond behaviourally in a particular way is largely due to cultural origins. © It provides a methodology of evaluation: What is good or bad, moral or immoral. (d) It gives a basis of identity. (e) Culture is an elaborate system of communication of which language is the most important aspect. In analysing the African Society, his theoretical concept and model of ‘The Triple Heritage’ has been an original and widely referred and red by students on African Societies, Ali Mazrui (1990) described this model ‘The Triple Heritage’, as follows. The triple heritage consists of the impact of three legacies: indigenous values, Islamic influence and the impact of Western culture. On Islam Mazrui (1997), has argued that there are two main issues: Islamic expansion and Islamic revivalism. The former involves the spread of Islam, "in search of new worlds to conquer" and the conversion of non-Moslems. Revivalism is the "rebirth of faith" among those who are already converted. Countries such as Sudan and Saudi Arabia have revived their legal systems and other features of the Islamic way of life, aspects of which go back fourteen centuries. Islamic movements in countries like Algeria, Egypt, and Afghanistan are also seeking revivalist goals. A similar sacred nostalgia is evident in other religions, such as among born-again Christian sects in the United States and Africa. During the Kenyan political and economic crisis, in the 1970s and 1980s, Professor Marzui was seen as the best candidate to replace the former President of Kenya Mr. Daniel Arab Moi, and help Kenya to overcome this crisis. Professor Ali Mazruri has an enormous influence on the world stage, the African continent, African Diaspora, African Americans and he has many followers and listeners throughout the world. What he says on Somaliland definitely will be given a close attention and be listened by many policy makers and governments; therefore, his visit to Somaliland is a milestone.
