I am fully aware of the many challenges and the need for strong and sustained commitments from all sides. I will be in the region this week and plan to address Somalia’s serious situation with a fair and open-minded approach. I will be listening to the Transitional Federal Government (TFG) and to all Somalis without any preconceived ideas or views. Indeed, I am distressed by the long suffering of Somalia. The humanitarian and human rights situation – the worst on the continent- are unacceptable. Somalis are a great people with a long history, sharing the same culture, language and religion. Few countries in Africa can claim such an advantageous inheritance. Somalia does not deserve to be an international case study on how to manage conflict. On the contrary, it should become again a responsible and active member of the regional and international community. That depends first of all on Somalis themselves and, more specifically on their political, business, and religious elite within and outside the country. It is the responsibility of this elite to rise beyond personnel and other short term considerations, and to come together to rebuild the country. Somalis should find in their long history the strength and courage to consolidate the process that will lead to renewed unity and pride. I will be along with them on that “straight way”. Somalia’s external partners strive to help rebuild a country able to take care of its citizens and find again its traditional role in the sub region. Like Somalis themselves, they are aware that without a government, as Hobbes stated a few centuries ago, “life is nasty, brutal and short”. I will meet all these partners and will call on them to ensure that we have a common approach and joint action in addressing the situation. We should all – Somalia, UN, and other partners – work together towards a steady return to peace and stability. We shall overcome.

Former US Ambassador Favors Arab Troops In UN Somali Peacekeepinbg Force By Joe De Capua Washington 17 September 2007 Somali leaders meeting in Saudi Arabia Sunday say they want Arab troops to play a major role in a peacekeeping force in their country. The meeting in Riyadh between members of the Transitional Federal Government and various factions follows a recent reconciliation conference in Mogadishu. For a look at greater Arab involvement in the Somali peace process, VOA English to Africa Service reporter Joe De Capua spoke with Professor David Shinn of George Washington University. Shinn, a former US ambassador to Ethiopia, favors the Arab troop proposal. David Shinn “On the face of it, it’s a sound idea in that it is clear that the African Union is not capable of putting together a significant peacekeeping force to go into Mogadishu. I have said for some time that it really has to be a United Nations peacekeeping force. And the idea of focusing on using African and Arab troops is, I think, a very sound one. I think it would be very useful, especially, to get Arab troops involved in this. This is also a way in which it would be possible for the Ethiopians to leave Somalia. The problem is that it still doesn’t resolve the basic issue and that is serious power sharing between the Transitional Federal Government on the one hand and the moderate opponents…on the other, Most of whom have met recently in Eritrea,” he says. Asked why he would favor Arab participation in a peacekeeping force, Shinn says, “I think that the Arab troops would be able to empathize relatively well with Somalis. Somalia is a member of the Arab League. It’s also a member of the African Union. The Arab forces would of course speak Arabic and a surprising number of Somalis speak Arabic. I think that culturally, the Arab countries are in some ways better attuned to Somali culture than are some of the African countries. They’re all Muslims.” Recently, Somali opposition leaders and Islamists met in Asmara, Eritrea, and said Gunmen in Mogadishu (file photo) they plan to retake control of the country and drive out Ethiopian forces. Shinn says they would be opposed to any peacekeeping force, even one that included Arab troops. “I think they would oppose the idea of any troops coming in because I think they have decided that they want to seize power and they don’t want anyone there to stop them. At the moment, it’s the Ethiopian forces who are preventing that. And if you had a peacekeeping force in there under the United Nations, they would play the role of trying to mediate or resolve problems between the competing sides rather than just hand power over to them,” he says. They empolyed suicide bombings unheard of in Somalia and discipline unheard of from these militias of the USC. The fact is that after their defeat only Asmara their nation state ally gave support. The Ethiopian reaction was to deal a blow to Asmar and the rebels, thats why as you said it was over the top. The foreign fighters are there, Al Amiriki is talking today while another white American has been sentenced to jail in the US after being captured at the kenyan border.

Not to mention foreign fighters who burned the Somali flag in Kismayu and have even spoken out this week. Thus the Ethiopians, Ugandan;s came to aid a recognised and soverign nation against all sorts of criminals. Home grown and otherwise led by Aferwaki.

  15. Funny how secessionits who were praying for a prelonged war between the defeated clan courts supported by Eritrea and the TFG forces aided by Ethiopia. Are now upset that the war they wished for was only a week long and the government they despise, since it makes their clan day dream into naught has won. Thus those who pride themselves on "Somaliland" is cool, can teach nothing to the rest of Somali's.

  20. ^^^No excitment adeer, just highlighting the fact that there is some progress in the foreign arena. Saudi Arabia what ever they are tend to give money to causes they see fit. I rather the money go to the TFG than to anti-TFG groups. As for the reconciliation conference, indeed it was completed a few weeks back, thus highlighting how deep and profound its effects were.
  21. ^^^Adeer, the TFG is the most successful political entity in Somalia these past 17 years. It lacked everything, after theree years its at the door of power. The many and varied excuses people make will not hinder the forward momentum its gained. Yes the TFG inherited nothing from anyone. It has gained the support of all its neighbours, notably Ethiopia, Kenya and Yemen.It has gained the support of the world powers, the United States, the EU and notably China. Today is a historic moment for the TFG has brought into play the Arab power that is the Saudi Kingdom.It has defeted [with what ever method] its enemies in battle. Thus a few bombs, and crocodile tears will not stop the TFG. Resistance I like the way you tried to explain things away. The Saudi's have pledged money, support, recognition for the TFG and its efforts to secure the country. They wanted to play a role in the reconciliation conference and will move forwad towards building up the armed forces. The Asmara group a rebel movement has the support of Eritrea, can they be compared?
