  14. VC4Africa extends tech support to Somaliland A year after a group of venture capitalists partnered to form Venture Capital for Africa (VC4Africa), their move to back a lab in Somaliland comes as a sign that tech entrepreneur funding in Africa is moving beyond traditional hubs like Johannesburg, Nairobi, Lagos and Accra. “We see ventures coming online in Congo, Gabon, Democratic Republic of Congo, Mali, Southern Sudan and Somaliland; it shows there is an entrepreneurial appetite on every corner of the continent,” said Ben White, VC4Africa founder. The group is backing Somaliland’s first software incubation and testing labs. VC4Africa matches entrepreneurs with VCs. Entrepreneurs register their apps and businesses with VC4Africa to receive feedback and potential funding from venture capitalists within the organization. VCs working with VC4Africa include eVa Fund, Acumen Fund, Ashoka Change Makers, East Africa Capital Fund and In Return Capital. Somaliland and its capital, Hargeisais, are relatively peaceful relative to the more famous war-torn Somalia and its capital, Mogadishu. Because of the similarity in names, Somaliland is often mistaken as hostile and unstable, but the country is served by fiber optic cable and telecom costs are relatively affordable compared to other countries and major cities such as Nairobi and Addis Ababa. “The region is quite stable, energy and Internet provision are above average and you have a young and graduated workforce which is hungry to prove their skills,” said Saskia Reus, head of international partnerships at VC4Africa. The lab in Boorama, Somaliland, is being formed in partnership with ExtendedBits, a local software company. VC4Africa has already connected the company with RLabs in South Africa, to allow developers in the two companies to exchange ideas and improve on software and testing. “There is tech talent in Somaliland and graduates are quick to learn principles of software testing,” said Hassan Giire, founder of ExtendedBits. “Somaliland has one of the cheapest telecom rates and the infrastructure is good.” Giire said the company is ready to deliver high quality testing and enhance on-the job training in order to attract bigger outsourcing contracts in Europe. 15. srael increase in support for Kenya's al-Shabaab battle draws fresh threats Israel will increase its support for Kenya's battle against Somalia's Islamist insurgents, officials said, in a move which drew threats of fresh attacks from the militants' al-Qaeda-linked leadership. Al-Shabaab has warned of fresh reprisals Photo: REUTERS By Mike Pflanz, Nairobi3:36PM GMT 15 Nov 2011Comment Because "Christian" Kenya was reaching out to "Jews", Muslims had "a responsibility" to act, said a spokesman for al-Shabaab, the Somali jihadist group. Shimon Peres, Israel's president, said his country would "make everything available" for Kenya to secure its borders and boost internal security as it continues its incursion into its anarchic neighbour. There were few details of the surprise deal, which came a month after Kenya's invasion of Somalia to hunt down the Islamists. But Benjamin Netanyahu, the Israeli prime minister, said: "Kenya's enemies are Israel's enemies". "We have similar forces planning to bring us down," he said after meeting Raila Odinga, Kenya's prime minister, who was visiting Jerusalem. "I see it as an opportunity to strengthen our ties." RELATED ARTICLES Israel agrees deal to help Kenya fight al-Qaeda-linked Somali militants 15 Nov 2011 Somali kidnappers demand money for return of dead French hostage's body 20 Oct 2011 Armed guards to protect British ships 30 Oct 2011 Aide workers pulled from camp 14 Oct 2011 Africa piracy: foreigners being held hostage 14 Oct 2011 News of the agreement immediately drew fresh threats from al-Shabaab, which has been fighting Somalia's Western-backed government since 2007. "We want to tell the Muslim world that we have the same religion, the same faith and the same god," Mohammed Ali Rage, al-Shabaab's spokesman, said in a message broadcast on jihadist radio stations. "It is their responsibility to support their Muslim brothers in Somalia because the Kenyan Christians are seeking support from the Jews in Israel." Analysts warned that publicly linking Israel to the Kenyan mission threatened to "erode" the broad backing for the offensive among moderate Somalis. "This move will give [al-Shabaab] room to push the perception that this is not just Kenya fighting for itself, but that it is a coalition of Christian or non-Muslims fighting against Muslims," said Andrews Atta-Asamoah of the Institute for Security Studies in Nairobi, the Kenyan capital. "It would have been preferable to delay this, or to accept help covertly. "Now al-Shabaab will be the beneficiary, it will get more funding, more recruits, and the support that Kenya was getting on the ground will be eroded." The deal could also backfire within Kenya, said another Somalia expert in Nairobi. "There are large numbers of radicalised Muslim youth in Kenya already, and this kind of thing, using megaphone diplomacy to boast that Israel's behind you, will do no end of harm to trying to contain them," he said. But Mr Odinga said that increasing threats "called for more advanced and improved security measures". Israel gave Kenya logistical help following al-Qaeda attacks on the US embassy in the capital, Nairobi, in 1998. Four years later, al-Qaeda blew up a hotel on Kenya's coast popular with Israeli tourists, and tried but failed to shoot down a holiday jet taking off from Mombasa for Tel Aviv. The news of the fresh Kenyan-Israeli agreement came as Unicef, the UN's children's charity, said the number of children killed and wounded in southern Somalia had soared in recent weeks. Sikander Khan, the agency's representative for Somalia, said that 24 children were killed and 58 seriously injured in conflict in October – nearly double the number in every other month this year.

  17. Ethiopia: Trade ministers sacked By The Africa Report The Ethiopian government has given its trade ministers the boot following a widely criticised price cap strategy that was introduced in the country at the beginning of the year to control inflation. The Prime Minister, Meles Zenawi's Office sacked Trade Minister, Abdurahman Sheikh Mohammed and Minister of State for Trade, Ahmed Tussa over the weekend only fifteen months after the two were appointed into office. It was reported that recently mounting public discontent over the introduction of the price cap, in January and which was revised in June, triggered the move. A trade ministry price cap on 18 basic commodities at the beginning of the year was blamed for market instability that saw the country's inflation soar to around 40 per cent. Consumers and traders also criticised the government over its decision to impose the price cap as well as their lack of ability to effectively enforce it. The Ethiopian government has vowed to take various measures to minimise the inflation level. Under the new measures the government will stop borrowing from the central bank and also subsidise certain basic commodities like wheat and oil. Both the World Bank and the IMF have said that the inflation could have a negative impact on the country's economic growth. The international lenders have predicted that the 40 percent inflation will cut the 11 percent growth projection for the year 2011/2012 by half. But the Ethiopian government says it can reduce the inflation to a single digit.
