Possible oil exploration deal still leaves more questions than answers December 16, 2011 Hargeisa (Somalilandpress) – Somaliland Mining and Energy Minister Dr. Hussein Ahmed Du’ale recently spoke to SomalilandPress reporter Shiine Elmi Kahin concerning possible oil deals that the Government of Somaliland is considering entering into with foreign oil companies. Firstly, the Minister gave lengthy explanation on the oil deals that his ministry signed with foreign firms and he told our reporter they entered an agreement with British company by the name of Ophir Energy. He firmly denied reports published by the local press claiming in the oil deal that Somaliland will receive 2.5%. He claimed it been wrongly misinterpreted and said that this is totally baseless. The thing is the license and the interest for the firm and the British firm is working with RAKGAS which has its share and both will receive about 75 percent. Therefore RAKGAS will earn 25 percent. He made clear that the British Oil company Ophir Energy starts exploration on the ground and engineers from the firm are due to arrive in the country shortly. The Minister mentioned that the exploration survey will last for thirteen months and once it comes to an end, oil production begins in the country. He said that the profit from the oil production agreement that the government of Somaliland signed with foreign firms will be equally shared. The minister was asked about why the Government had not drawn up a new Act of Oil and Mining (the existing one dating back to the time of the Said Barre regime). He stated that that process was underway and that they were seeking assistance in this regard from the Norwegian Government. It is hoped that the said Act will be put before the Council of Somaliland Ministers and Parliament in the near future. In the interview, the minister was asked questions concerning different issues and he told that his ministry is in charge of an enormous portfolio including of water, minerals and energy. He stated that the Ministry was trying to tackle on-going shortages and increase water production by setting up ten water wells at Xumboweyne and Jaleel districts which are located on the North east of Hargeisa. The Minister once asked about carrying out his ministry’s strategy to find lasting solution to the water scarcity in the country’s main urban areas, he responded that this issue worries him the most and he expects to bring it to an end. At the beginning of this year, the General Manager of Hargeisa Water Agency and I went to Kenya’s capital of Nairobi and we met there with International donors and we put forward the water shortage that the country is confronted with.The minister said that the EU responded to our appeal and pledged to provide 5 per cent of the budget allocated to water supplies in Hargeisa and assured that the fund will be available soon. TALEEH(Somalilandpress)-According to news reports coming from Taleeh fighting erupted between two opposing local Taleeh groups, one pro-Somaliland and the other supporting the semi-autonomous region of Puntland. The two groups clashed at the outskirts of Taleeh village which lies east of Sool province and 180km away from Las Anod, Sool’s provincial capital. Fighting left casualties including loss of life and injuries sustained by the two sides that engaged in armed war. The pro-Somaliland group ambushed officials from Puntland president who were en route to Taleeh while they were escorted with battle wagons. The group in favor of Somaliland fired to the militia group from Puntland’s capital of Garowe. Reports indicate that three men died and two other men were reported to have sustained injuries. Mr. Jama Ali Shire, the brother of Puntland vice president is one of three men reported to have been killed in the clash. Another confirmed dead is Mr. Quule who worked at the office of Puntland president. It became common occurrence for groups sporting the government of Somaliland and Puntland to clash in Taleeh on numerous occasions. This clash is believed to have something to do with an abduction carried out by militia group from Puntland that ambushed Somaliland delegation that were en route to Taleeh and was led by Mr. Saleban Ali Koore. The situation on the ground in Taleeh is calm and elders began mediation efforts between the two local groups. There are currently elders, intellectuals and politicians who are in Taleeh that are preoccupied In organizing conference for the ethnic tribes that inhabit in the region and which is supposed to open inTaleeh shortly.

Op-Ed:Augustine Mahiga is Right Diplomat for Somali Affairs by Abdulaziz Al-Mutairi H.E. Amb. Augustine Philip Mahiga is a Tanzanian veteran diplomat. He is the current United Nations General Secretary Special Representative and Head of the United Nations Political Office for Somaliland and “Somalia”. Mr. Mahiga is the only UN Representative to Somaliland and “Somalia” who brought acceptable results to the complicated problems in Mogadishu. In his term, Transitional Government of “Somalia” (TGS) liberated Mogadishu from the terrorist groups and warlords in its history with support of UN and African Union (AU) Forces. Al-Shabab, terrorist group, are on the move and unable to establish save-heaven because of the combined efforts of the UN, AU Forces and TGS under watchfulness of H.E. Amb. Mahiga. Somaliland united with “Somalia” voluntarily on 1st July 1960, exactly, four days after Somaliland won its independence from United Kingdom on 26th June 1960. In other hand, H.E. Kenyan Prime Minister Ralia Odinga is very close friend of Somaliland, where he visited Somaliland as an Opposition Leader. “My father and Late President of Somaliland Mr. Mohamed H. Ibrahim Egal were very close friends”. Mr. Odinga went on saying “I visited Somaliland as Opposition Leader and I am ready to visit again as Prime Minister of Kenya, if Somaliland authority invites me.” He concluded. Recently, President of South Africa Mr. Jacob Zuma asked his legal office to assess the case of Somaliland. The legal office underlined that Somaliland has all the legal rights to reclaim their sovereignty out of 1960 Union with “Somalia”. High-ranking officials across Europe including Scandinavian countries, Denmark and UK are frequent visitors to Somaliland. Denmark expressed its desire to recognize Somaliland if African Union (AU) allows that, because Somaliland deserves diplomatic recognition. However, AU is failing to the understand the legitimacy of Somaliland Cause, and as per the AU regulations, which restores the colonial border. Somaliland is based on colonial border demarcated by United Kingdom. H.E. Amb. Mahinga defended the Somaliland’s legitimate right of self-determination and he defied stagnation on Somaliland cause of independence. The international community must follow Mahinga’s footsteps, as he understands the reality on the ground in the region. He knows that independence is final decision of the people of Somaliland. With his long experience in Somaliland and “Somalia”, Mr. Mahinga has, finally, produced solid solution to stabilize the vicious horn of Africa by cutting the problem into modules where Somaliland will be considered as an independent country. Today, International Community is approaching the instability in “Somalia” wrongly, but if world endorses Somaliland, it may enforce its military and experience to stabilize “Somalia” with minimum cost. The International support for Somaliland is growing because the world is realizing that Somaliland is not “Somalia” and the 1st July 1960 Unity between Somaliland and “Somalia” ended. The people of Somaliland voted in referendum 2003 with 97% YES to independence. Observers from UN, IGAD, European Union and African Union were overlooking the process of the election, and later they declared the voting Free and Fair. The never-ending support for Somaliland will continue, as long as, Somaliland maintains its current excellent record of democracy, good governance, human rights and state building. The opposition won the recent election with 49% vote, followed by peaceful power transfer that Africa never witnessed. The UN welcomed the civilized manner of power transfer. It is obvious that Mr. Mahinga will face numerous attacks by the terrorist groups in Mogadishu after declaring the true democratic and civilized face of Somaliland. There are Anti-Somaliland figures, mainly in Europe and North America, will do everything to bring Mr. Mahinga down because he said the TRUTH!!. PIS: Puntland’s Sub-clan terror Unit Op-Ed:Puntland´s False-Flag Terrorism Could Undermine Its Stability As we approach the 10th anniversary of those horrific terrorist attacks on America, America’s war on terror has taken many faces and has been waged in many corners around the globe under different pretext; and worse used entirely for different purposes whether it be to defend clan interests or settle territorial disputes. The terrorist card has become a national and international metal that could be bent to serve powerful people in office to subjugate and isolate those who they perceive to be enemies of the state. Many Americans might be surprised how a noble idea to defend self and country here and abroad have spiraled into a perpetual hegemonic conquest by rogue governments against innocent civilians. The deadly terrorist game is unfortunately weaved into the political quagmire of modern Somali politics. While southern Somalia has the well-entrenched terrorist group Alshabaab that are armed to the teeth, it is the more peaceful North that has taken the terrorist card to new heights. A self-perpetuated killing spree spearheaded by notorious thugs known as the Puntland Intelligence Service (PIS) have staged clannish killings to justify an all out war against ‘rival sub-clan’ in high dense populated areas of Puntland. The semi-autonomous region of Puntland, once a prosperous and peaceful region, is semi-arid land deprived of any economic viability except human potential. Its only income streams came from business taxation, airports, and the economic hub of the state-the port. It is no wonder America’s war on terror was viewed in this part of the world as another means of diversifying its economic portfolio along with the alleged piracy operations. With meager resources to pay for security personnel, army, and police it was a dream-come-true for the Puntland administration to get funding for a well-trained and fed sub-clan militia to find real terrorists. Eventually, they become to embody an entity they wished to destroy; terrorists. Though Puntland is composed of many sub-clans, PIS is exclusively composed of one sub-clan. This overrepresentation inevitably caused them to defend the aspirations, claims, and territorial lands of that constituency. They are the main force deployed by Puntland to haunt minorities, southerners, and mingle in sub-clan territorial disputes. This CIA-funded group has waged avoidable wars to get more funding from Washington, not surprising, against ‘rival sub-clans.’ The forceful capture of hapless southerners is the cornerstone of these thugs, and lately with Washington tightening its vault, saw the extension of these merciless tactics to peaceful “rival sub-clans.” With not judicial system, and the few that are set up mainly to retract the rulings of the day before, these ruthless thugs act with impunity. At desperate times, and to keep the proverbial wheel rolling, they have become provocateurs and instigators of clannish wars between brotherly sub-clans in major urban areas that coexisted for centuries. After dismal successes in Bari, they moved to Mudug. After year and some of instigating clannish warfare in Mudug, they have become too impatient for their own devices to materialize. After the PIS killed a well-known peace-maker, Hassan Waloore, the family of the man without any assistance from the state captured two of the three hit men. Through these men, the family came to know of the funds and the source of the endless killings that have become too familiar in Puntland. It was clear through these men that they worked and collected from the PIS office in Galkacyo. After all, one would need a well-oiled, organized, and systematic infrastructure to carry out such heinous acts. What would hapless and stateless person in Garsoor gain from killing former political and prominent individuals? The PIS and the Puntland state are one and the same. The state apparatus approves and uses the services of this junta freely. They wage coordinated attacks, share intelligence, and in Garsoor have combined forces to fight against “a rival sub-clan.” You would think the sheer audacity of such attacks against a ‘rival sub-clan’ while using all the resources of the state would shame these state-sponsored thugs but their plan was even more deadly. This form of collective punishment against sub-clans is not new to these thugs. They have used these same tactics against another ‘rival clan’ in Sanaag when they cut all food supplies and convoys from entering or exiting the area. In the Garsoor region, these hateful thugs have gone one step further by restoring to medical terrorism. Medical Terrorism The PIS thugs denied bystanders and civilians the medical attention they needed the most. As if using excessive power and deadly bombardment of residential areas with heavy artillery, Anti-aircraft guns, tikniko, and tangs was not enough; they barred (through closure or otherwise) the injured from the two hospitals in Galkacyo. The two main hospitals in Galkacyo Mudug General Hospital (MGH) and Galkacyo Medical Center (GMC) were specifically closed to Garsoor residents while the PIS, Puntland army, and sub-clan militias that shelled residential areas miraculously got medical treatment. The only private hospital in Garsoor, Al-Xayaat, was not only specifically targeted by the PIS thugs but all of its equipment confiscated, looted, and taken by them. This is one awkward way of fighting terrorism.
