Likewise many people I have come across from the west Puntland state don't consider themselves as mainland Puntlanders, that is why they don't adhere to the one sub clan Puntland Faroole project, neither do they take sides between Khaatumo, Jubbaland issues. Yes tax was determined by wealth, that is why Somalilanders had the means to pay higher tax than the natives thus they were on bar with the Asians and Arabs in Kenya.
