Stringer/Reuters Introduction Somaliland has been a self-governing region of Somalia for more than two decades, but its claim of independence is not recognized by Mogadishu or any foreign government. While this has limited Somaliland’s access to international markets, it has not prevented the breakaway state from making steady democratic gains and attracting foreign investment. Some analysts say Somaliland, which has a distinct history and remains more stable than the rest of Somalia, has a strong case for independence. Others fear that international recognition would encourage other secessionist movements in Africa. Where is Somaliland? Somaliland is part of Somalia and the larger Horn of Africa region. It has hundreds of miles of coastline along the Gulf of Aden to the north, and it borders Ethiopia to the south and west and Djibouti to the northwest. Puntland, a semiautonomous state of Somalia that lies due east, disputes some of Somaliland’s territorial claims. What is its political status? Somaliland has sought international recognition as an independent state since 1991. No foreign government recognizes its sovereignty, but many effectively acknowledge the region as separate from Somalia. Some, such as France, the United Kingdom, and United States, as well as the European Union, sent a delegationto observe Somaliland’s 2017 presidential election. The state effectively broke ties with Somalia’s government in Mogadishu after declaring independence. It has held its own democratic elections since 2003, and in 2010 it saw a largely peaceful transfer of power to the opposition Peace, Unity, and Development Party. How did it get here? Somaliland’s history as a distinct region of Somalia dates back to the late 1800s. The territory was a British protectorate until 1960, when it unified with the rest of present-day Somalia, which had been under Italian rule. The merger faced challenges early on, with many in Somaliland rejecting the centralization of power in the country’s south. A rebel group, the Somali National Movement (SNM), emerged in Somaliland in the 1980s opposing the military junta of President Siad Barre, which seized power in 1969. In January 1991, SNM and other insurgent groups ousted Barre, whose forces had killed tens of thousands of Somalilanders [PDF] and destroyed much of the region’s infrastructure. SNM refused to recognize an interim government led by another militia group, and that May it declared Somaliland’s independence, with the city of Hargeisa as capital. It took delegates a decade to thrash out a new constitution for Somaliland, which voters overwhelmingly approved in 2001. The referendum saw a transition from a power-sharing agreement among leading clans to a multiparty democracy. Although some international observers applauded the peaceful vote [PDF], no government recognized the process. What is Somaliland’s case for independence? The Somaliland government asserts that it meets most of the requirements of a sovereign democratic state: it holds free and fair elections, has its own currency and security forces, and issues its own passports. It also says that its independence claim is consistent with a longstanding norm [PDF] of the African Union and its predecessor that colonial-era borders should be maintained. Some analysts also note that Somalilanders are predominantly from the Isaaq clan, and thus ethnically distinctive from other Somalis. “From the Somalilanders’ perspective, they have a completely reasonable argument,” says Bronwyn Bruton, deputy director of the Atlantic Council’s Africa center. “Somaliland is trying to break off from Somalia, which hasn’t been a functioning country in decades.” What is its financial situation? A weak economy and limited opportunities for foreign trade and investment have stifled the government’s capacity to provide services to its approximately four million residents. Somaliland has a gross domestic product (GDP) of about $2 billion, most of which it receives in remittances from Somalilanders working abroad. Its main export is livestock, which it ships to neighboring Djibouti and Ethiopia, as well as to Gulf states, such as Saudi Arabia and Oman. Its GDP per capita, in the hundreds of dollars, is one of the lowest in the world. Meanwhile, the government will be ineligible for loans from the World Bank and the International Monetary Fund as long as Somaliland is not an internationally recognized state or reconciled with Somalia. President Muse Bihi Abdi, in an op-ed after his November 2017 election victory, said that Somaliland’s exclusion from international markets “compounds the socioeconomic pressures that Somaliland faces,” and analysts say that an anemic economy puts decades of political progress at risk. Where do negotiations between Somalia and Somaliland stand? Mogadishu has rejected Somaliland’s call for independence, and Somali President Mohamed Abdullahi Mohamed, commonly known as Farmajo, has pushed to renew unity talks, which stalled in 2015. However, Somaliland remains steadfast in its ambitions. Foreign Minister Saad Ali Shire says that while Somaliland is open to collaborating with Somalia on issues such as counterterrorism and food security, the two must agree to “recognize each other as independent African states.” International mediators hope dialogue will soon begin. The United Nations’ top envoy to Somalia, Michael Keating, says the time is right for fresh talks given leadership changes on both sides. “Both Farmajo and Bihi are up for it,” Keating told CFR. Negotiations could focus on common concerns, such as drought and environmental degradation, security and maritime issues, and airspace management, Keating says. But complicating this diplomacy is the tenuous security situation in the rest of the country. For more than a decade, regional military forces supported by the African Union and United Nations have been battling the Islamist militant group al-Shabab. Mogadishu suffered its worst terrorist attack to date in October 2017, when suspected al-Shabab fighters detonated truck bombs that killed more than five hundred people. Meanwhile, a severe drought has put millions at risk of famine. Is there international support for Somaliland’s independence? Many countries have encouraged the breakaway state’s elections and economic development, but none have recognized Somaliland. Some experts say the African Union would have to be the first to do so. “The United States and the UN and all of their allies have worked hard to try to build up the AU and position it as a moral authority,” says Bruton. The bloc, however, fears that formal recognition would embolden other secessionist movements on the continent, such as Nigeria’s Biafra or Morocco’s Western Sahara, to demand the same. Since the creation of a continental bloc in 1963, there have only been two widely recognized border changes in Africa: Eritrea’s split from Ethiopia in 1993 and South Sudan’s independence in 2011. What is Somaliland’s strategic importance? Somaliland is positioned along the Gulf of Aden near the entrance to the Bab al-Mandeb, a major sea-lane through which almost one-third of the world’s shipping passes. Its location has helped the government attract new trade and development deals. For instance, in late 2016, a Dubai firm announced that it would invest nearly $450 million to manage and upgrade the port of Berbera[PDF] and develop a corridor running from there to the Ethiopian border. Ethiopia is reportedly negotiating a share in the deal. The Horn of Africa has also attracted security-related investments in recent years. Djibouti has become a hub for foreign military bases; China, France, Italy, Japan, and the United States all have facilities in the country. BERLIN (Reuters) - The German military will stop participating in a European Union training mission in Somalia at the end of March, a Foreign Ministry official said on Thursday, expressing frustration at the pace of progress. Germany has about five soldiers taking part in the training mission alongside 15 from other EU countries. The decision to end Germany’s participation in the program, which began in 2010, was first reported by Der Spiegel magazine. “The development of a Somali national army is moving forward only very slowly, in part due to deficits in political and institutional structures, as well as equipment gaps among trained Somali soldiers,” the ministry official said. Berlin is now looking at how to bolster its engagement in civilian security in Somalia and supports a shift recommended by an EU strategic assessment to focus more on providing advisory help, a concept currently being discussed in Brussels. During President Trump’s first State of the Union address Tuesday night, he repeatedly tried to conflate immigrants, including DREAMers, with terrorists and gang members—the latest in a string of racist or xenophobic statements Trump has made throughout his time in office. Yet, on Tuesday night, many lawmakers with the Congressional Black Caucus protested against Trump’s racism—and his recent comments calling African nations “shithole countries”—by wearing traditional African kente cloth. For more on the State of the Union, we speak with Minnesota state Representative Ilhan Omar, the highest-elected Somali-American public official in the United States. AMY GOODMAN: This is Democracy Now!, as we look at President Trump’s first State of the Union, spending the hour on it. On Tuesday night, some Democrats in the chamber booed when President Trump used the term “chain migration” and tried to link terrorist attacks to policies allowing recent immigrants to sponsor relatives. PRESIDENT DONALD TRUMP: The fourth and final pillar protects the nuclear family by ending chain migration. Under the current broken system, a single immigrant can bring in virtually unlimited numbers of distant relatives. Under our plan, we focus on the immediate family by limiting sponsorships to spouses and minor children. This vital reform is necessary not just for our economy, but for our security and for the future of America. In recent weeks, two terrorist attacks in New York were made possible by the visa lottery and chain migration. In the age of terrorism, these programs present risks we can just no longer afford. It’s time to reform these outdated immigration rules and finally bring our immigration system into the 21st century. AMY GOODMAN: That was President Trump at his State of the Union. Joining us now, Minnesota state Representative Ilhan Omar, former refugee, Muslim, the highest-elected Somali-American public official in the United States. You were in Washington, D.C., from Minnesota, to attend one of the alternative State of the Unions, Ilhan Omar. Can you respond to what President Trump said last night? REP. ILHAN OMAR: Yeah, thank you, Amy, for having me. I was just sort of listening to that little bizarre bit about our immigration programs being outdated, and the only thing I could think about was his fascist ideas being outdated. AMY GOODMAN: Talk specifically about these linkages he made, continually, this line he drew between young people coming to the United States over the border and MS-13 killing people. REP. ILHAN OMAR: I mean, it is really disappointing, and it saddens me, but it doesn’t surprise me, that this person can’t comprehend how dangerous it is to create a link between people who might be committing some atrocious crimes to immigrants that are coming to this country seeking a brighter future for their children, and the countless people from Central America and South America who are coming to this country for opportunities, that my family came here for, and many of the immigrants before us came.   23. Facebook is putting its short-term money where its mouth is, reducing the presence of viral videos in an effort to boost well-being of users of its site. In Facebook’s Q4 2017 earnings report today CEO Mark Zuckerberg announced that “Already last quarter, we made changes to show fewer viral videos to make sure people’s time is well spent. In total, we made changes that reduced time spent on Facebook by roughly 50 million hours every day.” That’s a reduction of roughly 2.14 minutes per day per user, given that Facebook has 1.4 billion users now. Zuckerberg later said that’s a reduction of total time spent on Facebook by 5 percent. This showed up as a reduction from 185 million to 184 million daily active users in the US & Canada region. That’s the first time Facebook’s ever reported a user count decline in any market, and it’s in the one where it earns the most from ads. Facebook earned an average revenue per user of $26.76 in the region compared to a global average of $6.18. What happened? The viral video changes and other prioritization of well-being over time spent contributed to a reduction of 700,000 daily active users in the U.S. and Canada region. Facebook’s CFO David Wehner says he believes this is a one-time decline and not a trend. That could depend on how many time-reducing changes Facebook is willing to make, however. Here’s the key quote from Wehner: As Mark mentioned, certain product quality changes impacted our DAU growth. In the US & Canada, these changes contributed to a DAU decline of 700,000 compared to Q3. We don’t see this as an ongoing trend, but we do anticipate that DAU in this region may fluctuate given the relatively high penetration level. Even if Facebook hadn’t lost the 700,000 daily users in the U.S. and Canada, the company would still have had the slowest quarter-over-quarter percentage daily user growth ever, at 2.24 percent. The 2.18 percent growth it did experience is much lower than its previous worst quarters, Q4 2015 and Q4 2016, when it had 3 percent growth. It’s the slower global DAU growth, not the changes-related decline in the US & Canada that should give investors and social marketers pause. Still, once Facebook explained that U.S. and Canada DAU decline wasn’t a trend but a result of the viral video and well-being changes, Facebook’s share price rocketed up from being down as much as -4 percent in after-hours trading to around +4 percent. Eventually Facebook shares settled at +1.4 percent. Investors may believe this means Facebook won’t be taking massive user count hits from the changes, and that the overall growth trend persists. Facebook is making good on the promises Zuckerberg made on last quarter’s earnings call when he said “Protecting our community is more important than maximizing our profits.” It shows Facebook is executing on the big News Feed changes it announced earlier this month that were designed to reduce passive browsing, video consumption and news in favor of active interactions with close friends. Today Zuckerberg explained that he’s changed the directive to his employees from showing the most meaningful content to people to showing content that drives the most meaningful interactions. That’s a subtle but important change that could decrease the prevalence of content people find informative or entertaining, but not special enough to share and talk about. Zuckerberg says the company will begin to judge itself by “The number of interactions that people have on the platform and off the platform that people report to us as meaningful.” Facebook’s willingness to promote user well-being over its bottom line is unusual amongst big corporations. Some see it as an act of compassion. Others believe it’s just a long-term strategy designed to prevent a bigger “ditch Facebook” movement from emerging that could cost it a lot more than the time-spent reduction announced today. But for now, investors trust the company will be able to make a more meaningful, less passive News Feed work. Less time spent could mean fewer ad impressions but deeper engagement which everything people see which might increase auction competition and lead to higher ad prices. Zuckerberg explained this saying that if you’re used to meaningless content, you grow accustomed to skipping stuff in your News Feed, and that can translate over to ads. So, Facebook might actually earn just as much money or more by ditching its reliance on the blank-eyed scrolling addiction of its users.
