MOGADISHU (Caasimada Online)–The Organization of Islamic Cooperation (OIC) Contact Group on Somalia has wrapped up ministerial summit in kicked off in Somali capital Mogadishu. Somali Prime Minister Hassan Ali Khaire has opened the meeting which reviewed the latest developments in Somalia. The OIC summit was focused on peace and state building process, stabilization efforts and the democratization process in Somalia. Here is final communiqué from OIC meeting in Somali capital Mogadishu The Meeting highlighted the importance of the respect for the unity, stability and territorial integrity of Somalia by all Somali leaders, as well as unified increased political commitment from the international community. The Meeting noted with satisfaction the landmark political agreements between the Federal Government of Somalia (FGS) and the Federal Member States (FMS) on the electoral model 2020 and the resource sharing reached in Baidoa in June 2018. These agreements will decisively contribute to the consolidation of the Federal model of government and the establishment of a durable political framework for the country. The Meeting commended the progress made towards achieving reconciliation among Somalis, stability, security, economic growth and prosperity, and equitable representation for all women, men and the youth in Somalia, since the election of President Mohamed Abdullahi Mohamed. It also acknowledged the laudable efforts of the Federal Government of Somalia, the Federal Member States, the Benadir Regional Administration (BRA), the Parliament, religious authorities, the private sector and many Somali citizens as well as civil society. The Meeting commended the Federal Government of Somalia (FGS), the Somali Security Forces, the Troop and Police Contributing Countries and AMISOM for their sacrifices in the stabilization project, and urged them to sustain the momentum essential to Somalia’s progress. It paid tribute to those who lost their lives and appealed to the UNSC to consider lifting fully the arms embargo imposed on Somalia in order to accelerate the building of Somalia’s capacity in the security sector. The Meeting appealed to the international community to accelerate the provision of financial and logistical support to the Somali Security Forces and stressed the importance of training the Somali national army to enhance security situation in the country. The Participants welcomed in this context the opening of the Anatolia Military Training Center in Mogadishu at the end of September 2017. The Meeting also commended the efforts of the Bosaso-based UAE Military Training Centre, established in 2011. The Meeting strongly condemned violent extremism and all acts of terrorism perpetrated by the Al-Shabaab militant group which continues to attack innocent civilians, AMISOM and the Somali security forces in their continuing desperate failed attempts to destabilize the Somali democratic project and the region and to hinder the reconstruction and rehabilitation process underway in the country. It emphasized that such abhorrent acts of violence run counter to the Islamic values of peace, moderation and the respect for the sanctity of human life. The Meeting called on militants to renounce violence and embrace the offer of the Somali Government to join the peace and reconciliation process. The Meeting welcomed the Somali Federal Government’s sentiments of appreciation for the States that participated in transporting and treating the injured in their respective countries, following the deadly terrorist attack of 14 October 2017. It commended in this connection the support provided by Djibouti, Egypt, the State of Qatar, the Kingdom of Saudi Arabia, the Sudan, Turkey, and the UAE. The Meeting welcomed the outcome of the Somalia Partnership Forum held in Brussels on 16-17July 2018 as a follow up on the progress since the conferences in London and Mogadishu held respectively in May and December 2017, in which the OIC participated. It called for an enduring international partnership with the Somali authorities to realize the goals of the New Partnership for Somalia. The Meeting also welcomed the recent positive developments in the Horn of Africa. The Meeting further noted with appreciation the Humanitarian Coordination Forum jointly convened by the OIC and its partners on 11 April 2017 in Mogadishu to strengthen partnership among relevant stakeholders, including national and international NGOs, the UN, FGS and donors to raise awareness on the drought situation and act to mitigate its impact on the most vulnerable people. The efforts of the international community and Somali diaspora helped to avert a famine in 2017. The Meeting welcomed the timely initiative of Turkey, as the Summit Chair of OIC, for having organized an OIC mission to assess the humanitarian situation in drought-affected countries including Somalia, to collect firsthand information regarding the humanitarian situation on the ground and to determine the requirements of these countries to overcome the severe impacts of the ongoing drought that may continue several years according to several climate forecasts. The Meeting requested the OIC Member States and financial institutions to step up their assistance including humanitarian assistance to the FGS and the vulnerable regions, to build a Resilience and Recovery Framework (RRF), consistent with the “New Partnership for Somalia”. The Meeting reviewed the OIC’s overall engagement in Somalia and welcomed the transformation of the OIC Developmental Office into an OIC Mission to contribute to the long term political and socio-economic development of the country. In this context, it requested the Secretary General to explore ways and means to reinvigorate the said Office to further strengthen the support of Somalia’s inclusive policies and reconciliation efforts. The Meeting congratulated the Member States which have already re-opened their diplomatic missions in Mogadishu in accordance with the conclusions of the meeting at ministerial level of the Contact Group held on the sidelines of the 72nd session of the UNGA in New York and requested other Member States of the OIC to reopen their diplomatic missions in Mogadishu. The Meeting also called on the OIC Member States, financial institutions and Islamic NGOs to continue to generously extend humanitarian assistance in order to alleviate the suffering of the Somali IDPs and refugees including supporting the efforts of the host countries and the Government of Somalia. The Meeting called for direct financial support to be provided to the Government of the Federal Republic of Somalia with a view to strengthening its institutions; and commended in this regard the budgetary support provided by the Kingdom of Saudi Arabia and Turkey to the Federal Government of Somalia, as well as the financial and material assistance which Egypt extends along with covering transfer expenses of severe cases to Egyptian hospitals; lauds the support provided by the Kingdom of Saudi Arabia amounting to 6 billion Saudi Riyal; and equally praises the State of Qatar’s support to Somalia and called on other sisterly countries to continue to support Somalia. The Meeting welcomed the progress achieved by the Government of Somalia in the implementation of the third IMF Program. The meeting urged the OIC member states to support the Government of Somalia in its efforts to attain debt relief to reduce the burden on the Somali people. The Meeting welcomed the State of Kuwait’s initiative to host the Donor’s Conference to Promote Education in Somalia, and called on the General Secretariat to pursue its efforts to hold the Conference on Intellectual Security and Counter-Extremism next December. The Meeting expressed its deep appreciation to His Excellency President Mohamed Abdullahi Mohamed, His Excellency Prime Minister Hassan Ali Khayre, and His Excellency Foreign Minister Ahmed Isse Awad for their support and participation. NAIROBI (Caasimada Online)– Police are racing to thwart an al Shabaab plan to carry out a series of terror attacks in Nairobi. A security brief sent to Flying Squad and divisional DCI bosses on Thursday required them to put their teams on high alert. “Six al Shabaab (AS) operatives led by Ahmed Harith Mahmoud are planning to attack Times Tower and Treasury buildings within the Central Business District (CBD) between Sunday 28th October 2018 and Sunday4th November2018,” the memo reads in part. The memo said Harith is an associate and logistician of Ahmed Iman Ali alias Engineer, a Kenyanborn in Majengo, Nairobi, but currently based in Somalia. The terrorists include a woman, and have been conducting reconnaissance of the targeted buildings for a month. They are staying in Umoja and Kariobangi. Although Inspector General of Police Joseph Boinnet dismissed the memo as a fake, its leakage caused a storm in the police command, and there was a meeting over the same at the Nairobi area police headquarters yesterday. A senior officer confirmed the alert and said more officers are already deployed around the targeted buildings and the city. The officers were yesterday seen at strategic points around the buildings. “It is not genuine. And that is not to say there are no such things [ terror threats], but we are always alert,” Boinnet said on the phone. Police in March said the botched terror attack in February targeted the Supreme Court and other government buildings in Nairobi. They said key suspect Abdimajit Hassan Adan worked closely with Anthony Kitila Makau, Mohamed Osman Nane, John Kiarie, and Lydia Nyawira Mbur. The Supreme Court would have been the epicentre of the bomb attack, which would have been followed by successive attcks at the Kenyatta International Convention Centre, Parliament Buildings, City Hall, the Technical University of Kenya, Central Bus Station, Jeevanjee Gardens, Serena Hotel, the University of Nairobi, and Milimani law courts.

MOGADISHU (Caasimada Online)—Heavy clash flared up on Saturday in the capital of Mogadishu, when Somali police soldiers clashed with military forces, leaving 3 people injured. The skirmish erupted after police soldiers attempted to stop military forces loyal to Somali military commander, Gen. Shegow Ahmed Ali, a witness said. He says the heavily armed military soldiers on board from south regions were on their way to the capital, but clashed with police soldiers at Seybiano area in the city’s Hodan district. “Heavy exchanges of gun fire started after disagreement between police and military soldiers as the major roads in the capital were blocked for security reasons”, he said. A woman was among those who were injured in the clash. The victims were rushed into hospital in the capital Mogadishu, he told Caasimada Online. By: Abukar Arman In the moral version of human history – expressed in the Quran, Bible, and Torah – corruption is considered the worst reckless impulse that caused men to fall from grace. It was the betrayal of trust and loyalty for purely selfish gains. From that perspective, the root cause of corruption is individual moral shutdown, derailment or deficiency. On the other hand, modern-day scrutiny of corruption zooms in on institutions and good governance – professional and technocratic excellence and adherence to policies and procedures. Much of this article will be dealing with the latter perspective, though no lasting solution to corruption can be found without considering the individual aspect. This could be the reason why corruption is scandalously ever-present in every aspect of the Somali government. Harmonized Contradictions Ironically, if a “Corruption Hall of Shame” were inaugurated, the majority of the top 10 list would be Muslim rulers representing nations ranking high in natural resources. Somalia would be leading the list as it has the past decade. This is the direct result of a culture of impunity and a lack of anti-corruption teachings. However, you would not have heard this from the former UN Secretary General’s Special Representative for Somalia Michael Keating. In his briefing to the Security Council last month, he said that Somalia has “a government with a compelling reform agenda anchored in strong partnership between President Mohamed Abdullahi Farmajo and Prime Minister Hassan Ali Khayre.” He continued by telling the Council members that “its centerpiece is to make the country creditworthy and accountable as a step to gain full sovereignty, reduce dependency and attract both public and private investments. IMF benchmarks are being met … and debt relief is closer.” President of Somalia Mohamed Abdullahi Farmajo. Photo: AFPWell, of course. Somalia’s politicians are ready for more loans and dodgy deals such as Soma Oil and Gas, whose former Executive Director for Africa is the country’s current prime minister. Never mind the glaring conflict of interests. Being instituted a few months after Somalia emerged out of its “transitional period” in 2012, the UN Assistance Mission in Somalia (UNSOM) was established as a central bank of the donor funds and to facilitate the reconciliation process. However, UNSOM gradually morphed into the carrot-dangler that lures all across the political spectrum, the gatekeeper of the political process, and the legitimizer of any selected new government through corruption as long as it does not challenge certain dubious deals such as Soma Oil and Gas and the massive IMF and World Bank debts. Incidentally, the United Kingdom is Somalia’s penholder at the Security Council. In other words, the U.K. has the most powerful role in all Somalia related issues. It has the exclusive authority to draft resolutions and frame any debate on the country. All three UNSOM leaders were British (guerilla) diplomats, though the latest has South African citizenship. If I was not blunt enough in the past, let me try again. The international apparatus that was set up to “fix Somalia” is the main hoax for keeping it perpetually broken. As long as there are corrupt or pitifully credulous Somali politicians who are eager to legitimize the current system for their personal gains the nation will remain at the mercy of international and local predators. On Scale In a 2013 article titled The Corruption Tango I wrote: “While robust functioning of all governmental institutions and policies of checks and balances are crucial to fighting corruption, the most crucial is the branch that enforces such policies.” Five years later, there is not an iota of improvement towards that end. The courts remain scandalously corrupt. Cash, clan, and connections are still the three most popular currencies in Somalia. Yet the current government audaciously claims it is committed to ending corruption. Can a government that came to power through a manifestly corrupt process of purchasing votes through dark money “eradicate that sick mentality,” as Prime Minster Khayre said in 2017? Of course not, but it can manage perceptions and put on a good show for public relations. Selective Enforcement and Co-option Unlike its predecessor, the current government has a clever plan for distraction. They routinely carry out public prosecutions of petty corruption cases with media fanfare and public trumpet blasts while turning a blind eye to various shady deals that involve top officials within the government. A few mega “corporations” practically own the entire country. Over the past two decades, these companies, especially those in the telecommunication business who are granted exclusive right to use the official gateway and country code without paying licensing fees or taxes, have been investing in keeping business as usual. It is an open secret how these mega companies co-opt key political actors by bringing them on board as stakeholders or through kickbacks to ensure their silence. Meanwhile, the old lady selling tomatoes under the scorching sun is routinely harassed by the municipality to pay her “public service” dues. This widely accepted, flagrantly unjust clan-based system, known as the 4.5 system, remains the most potent force that maintains the culture of corruption and impunity in Somalia. Certain clans are guaranteed high ministerial positions. Once inside, these ministers are expected to suck as much as they can for their respective clans, themselves or both. Nepotism continues to be the most common practice in all branches of the government. #Somalia 4.5 system isn’t z real problem. It’s z Orwellian mindset that “All (clans) are equal, but some (clans) are more equal than others” — Abukar Arman (@Abukar_Arman) April 2, 2016 Defusing Scrutiny Like the previous governments, the current administration facilitates key Members of Parliament and their family members with foreign medical services, scholarships for their children, and armored vehicles for protection. Certain elements within the international community not only tolerate this corruption but also cultivate the right environment for it. Selected Somalian ministers may be granted easy access to funds for this or that project, or may be invited to some of those never-ending conferences in foreign cities. In return, these key individuals give those in the international community priceless cover, a patronage system, and a code of silence that sustains a two-way system of corruption. Most of the Somalian ministers are members of the parliament, and the government is aggressively using whatever is in its disposal to co-opt the parliament. Only days after President Farmajo returned from his Qatar state visit in May, his office or the executive branch offered the Somali parliamentarians a deal none of them could refuse: an early vacation or recess and $5,000 cash per MP – so much for checks and balances. These actions are to neutralize a restless parliament bent on advancing a “no confidence” motion to oust the current prime minister, whose long affiliation with the predatory Soma Oil and Gas and his draconian policies to silence opposition groups reached a breaking point. Somalia’s Prime Minister Hassan Ali Khayre.You probably got the hunch now as to why a provisional constitution that fails to address key issues such as the national border has been the law of the land since 2012, why “constitutional reform” conferences are being held almost bi-monthly, and why the Constitutional Court and an Independent Reconciliation Commission are not established. Corruption does not only erode public trust or causes division and malice. It squanders scarce resources and thus creates an existential threat. Impunity opens the gate for a culture of self-destruction (politically, economically, socially, and spiritually). Therefore, institutional tolerance of a culture of corruption is corruption. Corruption is dangerous as it directly undermines security by making infiltration and intelligence compromise an easy endeavor. Terrorists have been going through checkpoints and security barricades very easily to reach their soft targets. When it comes to corruption, there is no such thing as “bottom top” reform. There is only “top bottom.” Both the parliament and the executive branch are well aware of where to start if and when they become serious about fighting corruption. But knowing what kind of funky business it is in, the government remains too thin-skinned when it comes to scrutiny or criticism. DISCLAIMER!
