The Minister for Finance of the federal government of Somalia, Abdirahman Duale Beileh has today held talks with the Parliamentary Committee on Finance a day after the Lower House Speaker reshuffled the committee following months of dispute over the controversial report. In a tweeter post, the minister said he had discussed with the officials of the committee on means to enhance cooperation between the committee and his ministry. “I have today met with the parliamentary committee on Finance. We discussed ways to work on the heavy task ahead of the ministry and the committee. Both the committee and the ministry are committed to jointly work on the efforts to develop this country,” the minister said in the post. On Wednesday, the Lower House speaker Mohamed Mursal Abdirahman reshuffled the committee less than a month after the committee which was previously dissolved was reinstated. In a statement, the speaker directed the committee to submit the report on the budget to the parliament before the end of the year. “The committee and finance ministry must closely cooperate to submit 2019 budget in the chamber before the end of the year for approval.” Speaker Mursal said. Later the day, the committee elected Mohamud Siraji as the chairperson of the committee. The committee had earlier criticized the Finance Ministry and the Municipality of Mogadishu for financial irregularity, a claim both rejected.   17. Somalia gives China license to exploit its shores and put local fishermen out of business. In what appears to be a repeat of the famous biblical story of Esau selling his birthright to his younger brother, Jacob for a bowl of porridge, Somalia has sold its birthright to China; but this time, the bargain was done for much less than the worth of a bowl of porridge to a hungry man. Within a year of taking office as the president of Somalia, Mohamed Abdullahi Farmajo has given fishing license to 31 Chinese fishing companies through the Chinese Overseas Fisheries Association. Under the agreement, the foreign fishing companies will have control over the Somalia waters to exploit the large presence of tuna and tuna-like species in its coastal waters. It is disheartening that this is coming at a time when local fishermen in the country are competing with foreign vessels whose presence continues to affect the fishing stock in the region. One would have thought that the government will empower local fishermen and enact laws that will protect the interests of local fishermen and business; rather, they have further plunged the locals into crisis as they have made the exploitation official. Apart from the disadvantages this new agreement will pose to local fishermen and businesses, there is the security treat. Somalia has surrendered Africa’s largest coastline to foreigners which furthers put not just the country but the entire African continent at risk, especially security and economy wise. The heavy presence of foreign vessels along the coastline of a country which is a major entry point to a defenseless continent like Africa is indeed a thread. On its part, the government said the agreement was signed in a bid to tap into the sector, towards boosting economic growth. How it plans on boosting economic growth through an agreement with the China Overseas Fisheries Association – a group founded in 2012 to ‘promote’ East Asia’s competitive fishing edge abroad, remains a miracle waiting to happen. It is alarming how a country can sign an agreement with a group whose core value is to promote its own selfish interest while exploiting others. China will begin its operation this month on a one-year agreement with an automatic renewal for an additional year. The State Department has urged US citizens to “exercise increased caution” whilst in Tanzania due to concerns over crime, terrorism and official actions targeting people on the basis of their gender or sexual identity. Violent crime is “common” in Tanzania, the State Department said on Wednesday, citing risks of assault, kidnapping, sexual assault and carjacking. “Terrorist groups continue plotting possible attacks in Tanzania,” the advisory also stated. It added that lesbian, gay, bisexual, transgender and intersex (LGBTI) persons have been “arrested, targeted, harassed and/or charged with unrelated offences.” “Individuals detained under suspicion of same-sex sexual conduct could be subject to forced anal examinations,” the State Department noted. Wednesday’s advisory does not cite specific incidents of crime, terrorism or abuse of LGBTI persons. In the case of violent crime, the State Department did say that “local police may lack the resources to respond effectively.” Regarding the threat of terrorism, the advisory warned that attacks may target “embassies, police stations, mosques and other places frequented by Westerners.” In the Tanzania section of its 2017 global survey of terrorism, the State Department pointed to a series of small-scale attacks in which “masked gunmen killed more than 30 police and local political officials in the Pwani region.” The perpetrators did not claim allegiance to a terrorist group, last year’s terrorism report on Tanzania added. The December 26 travel advisory concerning LGBTI persons may have come partly in response to comments in October by Dar es Salaam Governor Paul Makonda. “I have received reports that there are so many homosexuals in our city, and these homosexuals are advertising and selling their services on the internet,” Mr Makonda said in a video posted to YouTube. “Therefore, I am announcing this to every citizen of Dar es Salaam: If you know any gays … report them to me.” Tanzania is designated a “Level 2” travel destination on a 4-level scale established by the Trump administration last year. Kenya and Uganda are also listed as Level 2 countries where the US advises more than normal precautions. Somalia and South Sudan are both given Level 4 designations, which carry a “Do Not Travel” warning. Noordin Haji is a man with a white goatee, a man who never smiles — at least not in public — and the man who everyone will watch next year as he attempts to unmask cartels and convict the masterminds. As the Director of Public Prosecutions, Mr Haji knows that the collective eye of the nation is on him. It is a bit scary for him, because he likes to keep to himself. As an intelligence officer, he was your common man on the streets, but, as the DPP, he can’t hide beneath the cloak of anonymity. Even in his new office, Mr Haji prefers to keep himself out of the way of power brokers and influence peddlers. He only socialises with his family and is careful with whom he interacts to avoid accusations of not being impartial. “I have made it clear that nobody comes to talk to me about work,” he says. “If you come to the office you’ll encounter a rigorous process before seeing me or my deputy.” When he entered office some nine months ago, the Malindi-born son of Garissa Senator Yusuf Haji brought back some zeal to an office that had lost glamour over the years, thanks to a cold-war between this office and the Directorate of Criminal Investigations. TWO PROBES It was public knowledge that the former DCI Ndegwa Muhoro and the former Director of Public Prosecutions Keriako Tobiko did not see eye-to-eye. At one point, Tobiko formed an independent multi-agency team to probe Mr Muhoro over the disputed Tatu City project and accused the DCI of ordering two probes that had come up with two recommendations. At the moment, Mr Haji seems to enjoy a close working relationship with the new DCI, Mr George Kinoti. Their collaboration has seen them take on Kenya’s corruption cartels with unheralded determination. How far the two can go remains to be seen, although Mr Haji refuses to be seen as the hope to tame runaway pilferage of public money. While Mr Kinoti thinks that the Judiciary is not giving the two offices the required support, Mr Haji is playing on the safe side, and told the Nation in an interview that “there is no friction” between his office and the Judiciary, and that they are working well with other agencies, such as the Ethics and Anti-Corruption Commission and the Directorate of Criminal Investigations. “We believe we will work hard to fight corruption in the country,” says Mr Haji. But early this month he lost a case at the High Court, where he had sought to block those charged with crimes from accessing their offices. In the case, Mr Haji wanted National Land Commission chairman Prof Muhammad Swazuri barred from getting back to his office. SERIOUS CRIMES The NLC chair had been charged in August with abuse of office for, it is alleged, using his position to facilitate Sh221 million compensations to Keibukwo Investment Limited, Dasahe Investment Limited and Olomotit Estate Limited during the construction of the Standard Gauge Railway. While the trial magistrate had released him on a cash bail of Sh3.5 million, on condition that he cannot go back to his office pending the outcome of the case, High Court judge Hedwig Ong’udi ruled that the DPP had not provided any evidence to warrant locking out Swazuri from office, arguing that that was akin to removing the chairman through the back door. This line of argument seems to be bothering the DPP, who still thinks that suspects charged with serious crimes should not be allowed to access their offices once they have been charged. Among those who have resumed office include Migori governor Okoth Obado, who was charged with the murder of his University of Rongo girlfriend Sharon Otieno. “I am frustrated that once I charge certain individuals, I can’t get them to face the law,” he says. “Some remain in office to flex their muscles, to intimidate witnesses and interfere with the investigations.” During a recent interview with a local TV station, Mr Haji also complained that high-profile individuals charged with graft and serious crimes had been allowed to resume work. “When we have individuals who have been charged and who happen to be ambassadors in foreign countries asking for bail so they can present their credentials in a foreign country, what message are we sending? The courts need to help us,” he said. LOCAL LAWYERS But it is the battle with local lawyers over his appointment of Queen’s Counsel Khawar Qureshi to prosecute the case against Deputy Chief Justice Philomena Mwilu that is his latest headache. At one point, he had to appear before the Senate’s Justice, Human Rights and Legal Affairs Committee to explain the reasons. It was not an easy session. “Are you telling us that this country does not have qualified lawyers to take up that position? That we have to go back to England for assistance?” asked Ms Susan Kihika, the Senator for Nakuru. “The appointment makes me wonder whether you have an office of prosecutors that you don’t trust. Don’t you think you need to boost the morale of your officers?” By striking at the heart of the Judiciary through a fraud case against Ms Mwilu, Mr Haji had started a fire that had all the elements of a thriller, and which attracted a galaxy of legal and political minds from the opposition Nasa alliance. Mr Haji has told those who care to listen that the Mwilu case is complicated and, as such, needs an independent person who has no political links or emotional attachment to it. The DPP hired Mr Qureshi on December 4 to pursue abuse of office, forgery and tax evasion charges against Justice Mwilu, but the DCJ has obtained temporary orders barring her prosecution until a High Court petition she filed challenging the move is determined. NATIONAL INTELLIGENCE Mr Haji has also gone to court to have senators James Orengo and Okong’o Omogeni barred from defending the DCJ since they have been participating in Senate committee proceedings over the same. A man whose background is with national intelligence, Mr Haji believes that the country has the capacity to conclude graft cases within months, just like election cases. “If we have decided that graft is a national issue that needs to be tackled, I think we need more resources to make sure graft cases are expeditiously dealt with, both by the ODPP and the Judiciary,” he says. And this is a conversation he intends to have with the Judiciary in the coming year “to see how best we can expedite the graft cases in the shortest time possible”. Mr Haji knows that he can only be successful by working close with the Judiciary, and told the Nationonce again that he was not fighting the office of Chief Justice David Maraga. “One thing that I want to make clear is that we all have to protect the independence of the Judiciary, and to us, as prosecutors, that is very important,” he says. Russia warned the U.S. against any effort to influence the royal succession in Saudi Arabia, offering its support to embattled Saudi Crown Prince Mohammed bin Salman, who’s under continuing pressure over the killing of a government critic. President Vladimir Putin’s envoy to the Middle East said Prince Mohammed has every right to inherit the throne when the ailing 82-year-old King Salman dies. “Of course we are against interference. The Saudi people and leadership must decide such questions themselves,” Mikhail Bogdanov, who is also deputy foreign minister, said in an interview in Moscow on Tuesday. “The King made a decision and I can’t even imagine on what grounds someone in America will interfere in such an issue and think about who should rule Saudi Arabia, now or in the future. This is a Saudi matter.” Senior U.S. lawmakers have blamed the crown prince the murder of columnist Jamal Khashoggi in Turkey, a conclusion they said was backed by the Central Intelligence Agency. The Saudi government has repeatedly denied the prince’s involvement and said he was killed by government agents in a botched plan to force his return home. Russia says it accepts the Saudi account. Russia has built increasingly close ties to Saudi Arabia since King Salman appointed Prince Mohammed as his heir, turning the 33-year-old into the oil-rich kingdom’s de facto ruler. The two countries have cooperated in limiting oil production to support prices under the OPEC+ arrangement and Putin is scheduled to visit Saudi Arabia next year. Last month at the G-20 summit in Argentina, Putin and Prince Mohammed greeted each other with broad grins and a high five handshake even as the Saudi crown prince faced a chilly reception from other leaders in the wake of the Khashoggi killing. After the only surviving full brother of King Salman, Prince Ahmed, returned to Saudi Arabia from London in late October, speculation emerged that disgruntled members of the Saudi royal family might seek to install Ahmed, the crown prince’s uncle, instead of him as king. Prince Mohammed has steadily amassed more power since he became the heir to the throne in 2017, sidelining his rivals. Senior U.S. officials indicated they might back Prince Ahmed as king, Reuters reported last month, citing unidentified people close to the Saudi court. Iraqi political and militia leaders condemned US President Donald Trump’s surprise visit to US troops in Iraq yesterday as a violation of Iraq’s sovereignty, and lawmakers said a meeting between Trump and Iraqi Prime Minister Adel Abdul Mahdi was canceled due to a disagreement over venue. Sabah Al Saadi, the leader of the Islah parliamentary bloc, called for an emergency session of parliament “to discuss this blatant violation of Iraq’s sovereignty and to stop these aggressive actions by Trump who should know his limits: The US occupation of Iraq is over.” The Bina bloc, Islah’s rival in parliament, also objected to Trump’s trip to Iraq. Trump’s visit is a flagrant and clear violation of diplomatic norms and shows his disdain and hostility in his dealings with the Iraqi government, said a statement from Bina. The prime minister’s office said in a statement that US authorities had informed Iraq’s leadership of the president’s visit ahead of time. The statement said the Iraqi prime minister and US president talked by telephone due to a “disagreement over how to conduct the meeting.” Iraqi lawmakers told Reuters that the pair had disagreed over where their planned meeting should take place: Trump had asked to meet at the Ain Al Asad military base, an offer which Abdul Mahdi declined. Falih Khazali, a former militia leader turned politician allied with Bina, accused the United States of wanting to increase its presence in Iraq. “The American leadership was defeated in Iraq and wants to return again under any pretext, and this is what we will never allow,” he said.
