  1. Domestic flights in Somalia are set to resume on 5th July, in line with the partial easing of lockdown restrictions in parts of the country. The Somali cabinet has outlined the measures it has adopted to offer a “healthy and comfortable travel experience” in compliance with directives from the Ministry of Health. The measures include installing markers on the floor of terminal buildings to encourage social distancing, recommending travelers keep 1.5 meters from others. The wearing of a face mask has been made mandatory in all areas of the airports, and hand sanitizing stations are now available throughout terminal buildings. View the full article
  2. Djibouti seeks to bring stability to neighboring Somalia as the situation of the country impacts the security of the Horn of Africa, the country’s envoy to Saudi Arabia said on Wednesday. Establishing stability and security in Somalia and limiting “the flow of refugees” is key for the Horn of Africa as “the region is geographically, culturally, humanly and economically linked to each other,” Ambassador Ziauddin Saeed Bamakhrama said in an opinion piece published by Arab News’ sister-paper Asharq Al-Awsat. Last month, Djibouti held a consultative summit between Mohamed Abdullahi Farmajo, the President of the Federal Republic of Somalia, and Muse Bihi Abdi, the President of Somaliland. The meeting was hosted and chaired by Djibouti President Ismail Omar Guelleh. “The resumption of the talks between Somalia and Somaliland is a perfect illustration of the continued determination of the leaders of the region to resolve differences through dialogue,” Guelleh said via Twitter. Somalia and Somaliland have been at odds since the latter’s 1991 declaration of independence, which the former rejects. The dispute has cooled after heating up in 2018, but lingering tensions could threaten regional stability. The two sides agreed during the meeting to appoint technical committees to continue the talks and also assented not to politicize international development assistance and investment. The ambassador also discussed the success of the historic Arta Conference, which paved the way for the cessation of all armed conflict, in his opinion piece. The Arta process, as it is commonly known, achieved an important political breakthrough, producing a power-sharing agreement in August 2000 with the establishment of a Transitional National Government, which secured a measure of international recognition. This was due, in part, to an innovative peace process that consulted with Somali society beyond the usual faction leaders, including clan elders, civic leaders and business people. “President Ismail Omar Guelleh did not only sponsor Arta Conference 2000, but participated in it actively, interacting with the participants, based on his deep knowledge of the region and its peoples, out of his determination and commitment to bring the conference to a successful closure for the benefit of the Somali people,” the ambassador said.   3. A military court in Somalia sentenced a police officer to death on Thursday in the fatal shooting of two civilians while enforcing coronavirus restrictions in April. The shootings sparked protests in the capital, Mogadishu, for more than two days, with crowds of angry young men burning tires and demanding justice. Hassan Aden Hassan was convicted of the “deliberate” fatal shooting of Hassan Ali Adawe and Madino Abdullahi Abdi and was sentenced to death by firing squad, according to Col. Hassan Alinur Shute, the military court’s chief. Somalia’s police chief had immediately fired the commissioner in charge of security in Bondhere district where the shooting occurred.   4. Somalia’s historic one-person-one-vote election, scheduled for late 2020, looks set to be postponed. Electoral commission chair Halima Ismail told the country’s federal Parliament on 29 June that the much-anticipated polls could not be carried out in less than 13 months. Somalia faces multiple threats from continued terrorist attacks, increased political polarisation, incomplete electoral laws, the COVID-19 pandemic, the worst desert locust invasion in decades, and floods. The result has been food insecurity for an estimated 1.3 million people and an increase in internally displaced persons. Given this dire situation, the African Union’s (AU) recent engagement in Somalia comes at a critical juncture. The Peace and Security Council (PSC) has discussed Somalia twice since the beginning of 2020. The meetings focused on the elections, the future of the African Union Mission in Somalia (AMISOM), and the renewal of AMISOM’s mandate for another nine months. The AU also held another high-level meeting with Somali stakeholders and key partners in April. But to overcome the current political and security stalemate in the country, the AU’s role in Somalia must evolve beyond the counter-terrorism operations currently led by AMISOM. The AU should focus on conflict resolution to find a political solution to the crisis. This could include supporting outreach by the government, and community-level reconciliation, which would help counteract inter-clan conflicts as well as terrorist activities. The AU could also support efforts by Somali stakeholders to consider negotiations with al-Shabaab. As it repositions its role in Somalia, the AU can directly contribute to bringing together the federal government and regional states for political dialogue. The contentious relationship between the federal government and regional states is complicated by clan rivalries, and divisions have deepened as Somalia prepares for elections. Relations between the federal government and the Puntland and Jubaland states especially have soured of late. At the centre of the dispute lies the federal system, which states claim has not led to a full devolution of power, including the administration of security forces, or the equitable sharing of resources. Disagreements on key governance issues could further destabilise the country. These are the inclusiveness and transparency of the constitutional review process, the legislative process that led to the adoption of the new electoral law, and the universal suffrage voting system meant to replace the clan-based quota approach. The electoral process specifically could benefit from the AU’s support. Somalia’s National Independent Electoral Commission needs help to deliver inclusive, independent and credible polls. Unless properly managed, the election could foment divisions and lead to post-election violence. The announcement this week that the polls might only take place in a year’s time makes AU support even more necessary. According to Somalia’s electoral commission chair, the delay was due to ‘significant technical and security challenges.’ The current political and security context, as well as the COVID-19 pandemic, do indeed make for poor electoral conditions. But the delay ought to be discussed among the country’s political stakeholders so that it does not worsen existing tensions in the country. The AU had been pushing for timely elections and called on international partners to mobilise resources to this end. It has provided training and technical support to the electoral commission and other stakeholders, but COVID-19 disrupted these activities. The AU has also called for dialogue between the federal government and regional states, but this has yet to take place. Another area of support for the AU is the completion of Somalia’s constitutional review. The continental body can help ensure that a consultative national dialogue process takes place ahead of a referendum to adopt the constitution. In collaboration with the United Nations (UN) and the Intergovernmental Authority on Development (IGAD), the AU can also help improve regional security. Rivalries and great power politics in the Horn could further destabilise Somalia. Ethiopia and Kenya, both troop-contributors to AMISOM, differ on Somali politics. They have accused one another of interfering in the internal politics of the country and of trying to influence elections in regional states such as Jubaland, which borders both states. There have also been allegations of troop movements from both countries outside the AMISOM umbrella into Doolow town, heightening tensions along the border. Relations between Kenya and Somalia are also tense as a result of their maritime border dispute. This worsened when heavy fighting between Somali government troops and forces loyal to Ahmed Madobe, the Governor of Jubaland, spilled across the Kenyan border. In addition to support on conflict resolution, the electoral process and regional security, AU responses to terrorism in Somalia should continue. Al-Shabaab remains a significant threat to peace and stability. There have been repeated attacks on AMISOM troops, and al-Shabaab has killed three governors from Mudug and Nugal, both in Puntland state, and the governor and mayor of Mogadishu since the beginning of 2020. The impact of terrorism is worsened by Somalia’s protracted inter-clan conflict, which involves internal, regional and extra-regional dynamics. Links between clan affiliated militias established in response to growing insecurity, and the way al-Shabaab recruits and operates, require scrutiny of the nexus between inter-clan conflict and terrorism. Continued instability undermines what AMISOM has achieved since 2007. It also shows that military intervention alone cannot solve the security impasse. Successive Somali governments and the AU have mostly resisted the idea of political dialogue with al-Shabaab. But many civil society groups have been calling for talks as a non-military solution to the conflict. Ultimately, the AU’s security and stability strategy for Somalia beyond 2021 should focus on finding a political solution to the crisis. On a visit to the major tertiary hospital in Mogadishu, which plays a critical role in the management of COVID-19 patients’ care, on 21 June, the United Nations Secretary General’s Special Representative to Somalia Mr James Swan called for continuing international support to the Government’s response to COVID-19 and praised the efforts of frontline health care workers. “Since the start of the pandemic, the United Nations family has supported the Somali Government’s response to the COVID-19 pandemic in a range of integrated ways. The De Martino Hospital has been central to testing, case detection and critical care support in Somalia,” said the United Nations Secretary General’s Special Representative. “I am glad to have had the chance to see firsthand the work being carried out by Somali health workers in responding to the need for patient care and critical care support. It has been a welcome opportunity to express the UN’s solidarity with these courageous individuals who are on the frontline of Somalia’s efforts in combating the outbreak,” he added. “I commend health workers and the Government on their tireless efforts.” Located in the capital city of Mogadishu, the hospital is the major and only tertiary hospital in the public sector with an intensive care facility for critical care. The hospital has been recently upgraded with 71 dedicated isolation beds for the treatment of COVID-19 patients. 16 of these beds are fitted with ventilators donated by WHO and the United Nations International Organization for Migration. Along with other partners of the UN system in Somalia, WHO continues to provide technical, logistical and operational support to this hospital for patient management and care. Recently, WHO has donated ventilators, oxygen concentrators and other essential medical and hospital supplies for patient care. WHO is also supporting budget support to the Ministry of Health to cover salaries of additional health care workers who have been hired to respond to the surge in patient numbers and provide patient care at this hospital. Recently, WHO has also helped in managing patient data with an electronic information management system for the hospital. While commenting on the visit, the WHO Representative stated, “We have come here to thank the health care workers of this hospital where the majority of patients with COVID-19 have been treated since the first case was officially confirmed on 16 March 2020. Since that period, health care workers have been providing dedicated services by sacrificing their own comfort. Many lives have been saved in this hospital owing to the early intervention of the health care workers. This hospital has treated over 200 patients in the last few months which is testimony to its paramount role in responding to this epidemic. We express our solidarity with them and assure them of our continued support in the days ahead”. The United Nations family’s support for Somalia’s COVID-19 response has included planning, coordinating and supporting policy development; building the capacity of health professionals working in hospitals; establishing and supporting operation of intensive care beds, making available medical oxygen, supplying personal protective equipment, ventilators and other equipment for the hospital and providing operational support to run and manage the intensive care unit in the hospital. According to the Federal Ministry of Health and WHO, as of 2 July, 2020, there have been more than 2900 confirmed cases of COVID-19 in Somalia, including another 90 associated deaths.   14. China has warned Somaliland against establishing ties with Taiwan, the unrecognized region within its territory. The Chinese embassy in Mogadishu has tweeted: “We will never allow anyone, any organization, or any political party to separate any piece of territory from China at any time or in any form.” The warning followed the announcement of new relations between Somaliland and Taiwan by the leaders of the two breakaway regions in East Africa and in East Asia. They have agreed to cooperate on several key areas including setting up diplomatic offices.   17. Garowe ( PPM) — Puntland State of Somalia prides itself upon coming up with the federalism project for Somalia. As an idea it sounded appealing compared to the centralist agenda of the first transitional government for Somalia formed in 2000 after the Arta Reconciliation Conference in Djibouti. Puntland facilitated the end of the transition through Garowe I and II conferences that built on the first 2012 Somalia London Conference to enable Somalia to have a permanent government. To Puntland the end of the transition was a strategy to institutionalise federalism. Eight years after the end of the transition Puntland State has demanded abrogation of electoral and resource-sharing laws passed by bicameral legislatures in Mogadishu. Since 2017 Puntland has lost the privilege to issue fishing licenses for foreign companies. The incumbent Federal Government of Somalia instituted the policy to render fishing licenses issued by Federal Member States null and void. The legal challenge that Puntland State mounts against the Federal Parliament and the Upper House is premised on an article Puntland constitution that stipulates “Puntland will have the privileges of an independent state until the Somali draft constitution gets finalised and put to a national referendum.” Puntland has not revised its constitution to avoid an indirect sovereignty claim in a country with a recognised government. In Puntland federalism is still an idea waiting for implementation. President Deni demands abrogation of laws passed by bicameral legislatures in Mogadishu The administration is centralised. That means Puntland has not pounced at the opportunity to decentralise certain powers to the regions and districts. Efforts are under way to conduct pilot local government elections at several districts. More than ten political associations will participate in planned elections. Three political associations will emerge to become political parties twenty two years after the creation of Puntland as an autonomous administration. Puntland lacks clear separation of powers. Its system of government saddles the executive with unaccountable powers. On the sixtieth anniversary of the Somali Union President Said Abdullahi Deni vowed to follow recommendations offered by Puntland Parliament to respond to the rift with the Federal Government. Puntland Parliament is not wholly independent of Puntland Presidency, not an anomaly in Somali politics but a common political aberration delaying the transition to good governance throughout Somalia.
