Former UK defence secretary faces criticism for his staunch support of a breakaway African republic, after its security forces killed 20 protesters. (Photo: Gavin Williamson / Twitter) Since being sacked from Boris Johnson’s cabinet over the exam grades fiasco, former education secretary Sir Gavin Williamson has largely faded from the public eye. The Conservative MP for South Staffordshire has little credibility left, having already blown his second chance. Theresa May had earlier dismissed Williamson as her defence secretary over an alleged leak of national security material. Even his enthusiastic support for Rishi Sunak’s leadership campaign was only enough to earn him a two week stint as a minister without portfolio. Shunned at home, Williamson has turned his attention abroad and become a minor celebrity in the geo-strategic Horn of Africa. His greatest supporters are in Somaliland, where in 2019 he was the first British cabinet minister ever to visit. Keen to have him back, Somaliland’s Chamber of Commerce spent £4,620 flying him over last February to meet their president, ex-colonel Muse Bihi Abdi. The authorities in its capital of Hargeisa even issued Williamson with a passport, although he might struggle to use it. The region is not recognised as an independent state by the UK, something Williamson believes is wrong. Shortly before his trip, he held a debate in Parliament to highlight the plight of this former British colony. Williamson was keen to tell fellow MPs that as far back as 2001, Somalilanders had voted in a referendum for independence from war-torn Somalia. How much longer until Britain embraced the result? While it is true that historically some parts of Somaliland did suffer greatly under central rule from Somalia, as my colleague Matt Kennard has meticulously documented, the situation now looks more complicated. When we were celebrating Christmas and New Year, pro-Somalia activists took to the streets of Laascaanood (also spelt Las Anod). That’s a city in the east of Somaliland which only came under Hargeisa’s control in 2007. They rallied over the killing of a popular local politician, blaming his death on masked assassins sent from Hargeisa. They also accused President Abdi of becoming increasingly autocratic. His mandate expired in November but new elections were cancelled. In response to these demonstrations, authorities deployed armed men to Laascaanood. A doctor at the local hospital told Reuters at least 20 people were subsequently killed by gunfire. Dozens more were injured. Many of them appeared to be civilians. Among the dead was an American citizen and Islamic scholar, Bidde Farah Alin. President Abdi sent his condolences and ordered an investigation, but put the death toll at just three. UK funding The bloodshed is politically embarrassing for Williamson. Dozens of British-Somalis gathered outside the Foreign Office in London yesterday to protest against the UK’s growing role in Somaliland. Many of them had family or friends in Laascaanood who were affected by the shootings. Healthcare worker Khadija Adam told Declassified that Westminster MPs “should be impartial” and “absolutely not” be taking money from the Hargeisa authorities. “They attacked our people – they were letting out bullets into the crowd,” she said. “They want them to join Somaliland by force. But when the British coloniser left Somaliland, we freely chose to join greater Somalia.” Another demonstrator, who asked not to be named, believed Williamson was “in the pocket” of Somaliland and said the situation was “very heartbreaking”. The massacre also has wider implications for Britain’s policy towards the region. Although Somaliland is not officially recognised, the UK has been willing to work closely with its security forces. These include the Rapid Response Unit (RRU), an elite police team implicated in the Laascaanood killings. Elham Ismail, a criminology student who visited the city soon after the massacre, told Declassified that 100 RRU paramilitaries with a dozen armed vehicles were responsible. She shared photos in which the group’s distinctive black-clad uniforms are visible among demonstrators. The RRU was funded by British taxpayers from around 2013 until 2020, despite long-running concerns over its human rights record. Britain’s Foreign Office did not respond when asked to confirm if the RRU had shot protesters in Laascaanood. Abdullah Hirad, a medical doctor in Birmingham who attended the London protest, commented: “As a British citizen, I feel very disappointed and angry that our tax has been paid to such criminals. We are in a volatile area in East Africa. The UK should not encourage the eruption of a new civil war in this part of Somalia.” RRU at protest in Laascaanood on 1 January 2023. (Photo: Supplied) Even if a different police unit was responsible for the killing, there’s a high chance they too have received UK aid. Britain built Somaliland’s police headquarters, training academy and a pre-trial detention facility. Vehicles and generators have also been donated. In one year alone, this support cost Britain £1.4m. Yet for all this money, the UK’s ambassador to Mogadishu (Somalia’s capital) merely said she was “concerned about the violence in Laascaanood resulting in civilian deaths and casualties.” Britain’s representative to Hargeisa has not commented separately. Several soldiers are also seen in images from the incident, and it’s possible the UK trained their unit too. When Williamson visited Somaliland in 2019 as defence secretary, he appeared thrilled to meet its top army general. He was accompanied by Sir Mark Carleton-Smith, the then head of the British army and a former head of UK special forces. The following year, Lieutenant Colonel Huan Davies, Britain’s defence attaché in Mogadishu, went to Hargeisa to discuss increasing support for Somaliland’s military. The UK Ministry of Defence has previously paid Adam Smith International, a security consultancy, to train Somaliland’s military intelligence. (Photo: Phil Miller / Declassified UK) Stability in this region is regarded as paramount for international trade, with a major shipping lane located along Somaliland’s coastline. DP World, the Dubai-owned logistics firm that fired 800 P&O workers, opened a new terminal in Somaliland’s Berbera Port last year. Its staff there briefed Williamson on his recent visit, and the company is close to the Conservative Party, who fancied it for their Brexit freeports. British company Genel Energy is trying to extract over two billion barrels of oil in the disputed region. Genel is well connected to the Tories, with ex-energy and defence minister Michael Fallon as its deputy chairman. Former shareholders include disgraced chancellor Nadhim Zahawi. Somalia’s government in Mogadishu rejects Genel’s claim to own oil rights in Somaliland. Historically, Laascaanood played a leading role in the movement against European imperialism. As a result, many residents remain deeply suspicious of Western agendas in the Horn of Africa and what they see as attempts to break up Somalia. (Photo: Phil Miller / DCUK) Missed warnings The massacre in Laascaanood is not the first sign that human rights in Somaliland are under threat. While the region is mercifully free from the scourge of Al Shabaab terrorism, its leaders have a selective attitude to civil liberties. Reporters Without Borders criticised Somaliland authorities for banning the BBC’s Somali language service. And Amnesty International has said: “Authorities in Somaliland severely restricted freedom of expression, particularly targeting individuals perceived to be promoting unity with Somalia.” Mohamed Abib, an MP in Somaliland, spoke out last month about a growing number of assassinations, which have often happened around Laascaanood. In 2021, over 7,000 people were evicted from the city and surrounding areas for allegedly posing a security risk. They were forcibly transferred to Puntland, a semi-autonomous region in Somalia. All this might give Williamson pause for thought on his support for President Abdi, so I asked him to comment on the recent events. He did not respond. Mogadishu (Caasimada Online) – The U.S. Africa Command (AFRICOM) announced that it conducted a collective self-defense strike in Somalia on January 23, 2023, at the request of the Federal Government of Somalia and in support of Somali National Army engagements against the terrorist group al-Shabaab. The strike occurred in a remote area near Haradheere, approximately 396 km northeast of Mogadishu, where Somali forces were engaged in operations. According to the AFRICOM statement, the initial assessment indicates that the strike killed two al-Shabaab terrorists, and no civilians were injured or killed. This is the second strike by AFRICOM in the past three days. On January 20, AFRICOM also conducted a collective self-defense strike near Galcad, approximately 260 km northeast of Mogadishu. The strike was in support of Somali National Army engagements against al-Shabaab, which had launched a complex, extended, and intense attack on Somali forces. The AFRICOM statement said that the combined actions of partner forces on the ground and the collective self-defense strike destroyed three vehicles and the killing of approximately thirty al-Shabaab terrorists. The command assessed that no civilians were injured or killed in the operation. The U.S. supports the Federal Government of Somalia’s ongoing campaign to disrupt, degrade and defeat terrorist groups, including al-Shabaab. AFRICOM’s role in this campaign is part of a broader U.S. whole-of-government approach with African partners, which includes diplomacy, development, and defense. This three-pronged approach aims to increase cooperation and support for “partner-led, U.S.-enabled” solutions to shared security challenges, such as violent extremism and terrorism. AFRICOM emphasized that all kinetic operations are conducted and supported in coordination with the Federal Government of Somalia. AFRICOM noted that Somalia remains central to stability and security in all of East Africa and that its forces will continue to train, advise, and equip partner forces to help them defeat al-Shabaab, the largest and most deadly al-Qaeda network in the world. AFRICOM also said it would continue to assess the results of the operation and provide additional information as appropriate. As students do after taking exam, interviewees recall the questions they were asked, reflect on the theme that guided the interview and the responses that weren’t as clear as they wanted them to be. As an interviewee, Hinbir reviewed the interviews in the light of S/land’s current social and political system and came to know that the theme of the interview was all about the abuse of political system. He then asked himself the questions: How did politics begin? Why people always talk about politics? Who can enhance and elaborate political ethics and who can abuse or misuse it? Hinbir couldn’t figure out how did politics begin and decided to check it out. But he thought that the goodness and badness of politics depend much upon how those who govern the people use political system. He based his thought tbat the goodness and badness depend much upon how politics is used on dividing the people into leaders and the led – those who govern and those that are governed. And to ensure whether his assumptions were right or wrong, Hinbir decided to see Hanad in order to know more about politics and its accompanying ethics. Keeping that in mind, Hinbir came to Hanad and said after they greeted with each other warmly, “Whatever we encounter and experience, whether pain or pleasure, as we make plans in our life, is a direct reflection of what we aim at in life in order to have different tastes. What is it that motivates humans to have different tastes, Mr. Hanad?” “People need different looks. They hurry here, too slow there, too strong here, too weak there. They try one thing today and do another tomorrow. At times they fail in some things; at other times they succeed in others. The bond of need and necessity compells people to keep trying things constantly in many different ways,” Hanad returned. “There are times when people own more than what they need and yet do things in different ways in order to possess what is much more than what they already have. What does doing things in different ways mean in such times as this?” “Trials and tests always turn out to have many layers of meaning. The discovery of each new layer changes the perception of the whole. The theory of evolution proves this point.” “Out of wisdom of the past,” Hanad continued, “helps us over the present. History gives people the evidence to analyse and explain problems in the past and puts people in a position to see patterns that might be invisible in the present. If we do not refer to the past as we do in schools, it is because we want something that we can apply to the present more directly. It is fine when past experience leads to a prophecy of the future,” replied Hanad. “How history helps humans perceive the present and predict the future,” demanded Hinbir “Generations always pass inspiring and energizing habits onto each other through a shared values, not through means of faltering views. By examining and analysing old tools, new generations can elaborate how old generations made things as they are today. Without inheriting hints and hypothesis of evolutionary changes, a nation may falter, argue or otherwise fail. People cannot change their past, but can change their future provided that they don’t repeat the same mistakes.” “How people can change their future? Can they change their destiny individually or collectively? Which option do you recommend, Mr. Hanad?” “I have often been told that there is strength in unity. Such belief is substantiated by thoughts like two heads are better than one and united we stand and divided we fall. This brings us to another saying that one is lonely, two is company, and three a crowd.” “What is the importance above sayings raise?” “The first involves unity and the second involves how human life originally began, that all of us must recall and recount,” replied Hanad. “‘How human life has begun? Knowing how our life began is for me very interesting issue.” “Human life is a journey that began from a little procession. The prediction then bred a perception.” “What do you mean by perception?” “Perception is the ability to become aware of the sense that, for example, moving from one place to another promises a respite, but not a resolution that can by definition deliver an eternal rest.” “And what was that promised respite?” “The promised respite of that little procession was that out of the company a crowd sprang, from the crowd a community was born and from the community tribes and nations were born.” “And after that respite what happened? I mean where did the journey of human life stop?” “It is through this little procession that the ideas of organization, of shelter, of unity and of how villages finally got formed which later got developed into the towns, principalities, polities, cities, and the countries began.” As they say, great ideas are born from a beard stroke. Hinbir stroke his beard and stared at Hanad for a while. He then said, “‘who was the first man who suggested to settle in an empty land after that little procession’s rest?” “Hinbir, the history of who suggested to settle in an empty land and form the first village is something we cannot exactly know. To presume who that human was, is too large a story to conclude. What we exactly know is that villages, towns, and cities are the places where politics and policing began — the art of law and order.” “How did politics begin?” “The first time when politics began is when someone suggested an idea and tried to convince a group of people, and someone else came up with a different idea, and they both began trying to convince people to compare and contrast the two ideas and select the better idea.” “Mt. Hansd, how preferring one idea over another was determined?” “The actual determination of that debate just lied in how exactly the two ideas were conceived, which is a matter of choice — that is preferring one action or idea over another. And choice is the decision that determines what one wants to make, achieve and Implement.” “Hanad, if politics began from a matter of choice – choosing between two different ideas – what began thousands of years ago as an idea that was meant to either change it, accept it or leave it, why it has now swelled into a cacophany of voices laying claim to the meaning of politics that pains us all the time?” “See, Hinbir, politics is a pain when it is not seen in the right prerspective and even becomes a blister that oozes pus out when it is not applied to what it is meant to deliver and display. In the instances of the latter, politics is a wound and weakness is the scab on it. When political weakness grows bigger it becomes septic. The effect of septic wound, when remained un-nursed, causes irritation that engenders scratching that in turn makes the wound wide open.” “Thus politics,” Hanad continued, “is like a scab we cannot stop scraching. One event after another propels it centre stage, where the subject proliferates questions:How are we to define politics; ispire it, enrich it, interpret it and enhance and elaborate it, and apply it nicrly to people and be proud of it.” “Mr. Hanad, do you think that S/land people are proud of our country’s current political sysyem?” “Politics should present an awareness that tells citizens in advance who really they may become as a people and where they want to be. There is no S/land politician who can articulate how the destiny of this nation would look like. The consenus of politics, as it is widely known, is not a tool to defend a privilege and postion when a leader’s capacity to lead a nation becomes questionable.” “Worse than useless,” Hanad went on, ” niether the government nor self-mobilzed wise intellectuals have taken the role or responsibility to divert and disuade the masses from what is unwise and wrong toward what is right and good.” “Mr.Hanad, what is wrong with S/land politicians, particularly the mujahids?” “The real problem with S/land government officials and the mujahids is that they lie before they ever understand the things as they are in real truth. They avoid to tell the truth. They always go by assumptions. They even twist the story, change the way things happened and stll continue to happen, and retell everything emotionally rather than intellectually and then come to believe their own individual nonsense,” Hanad returned. “It hurts. Isn’t?” “Yes, it hurts and it already hurt S/land masses and still continues to hurt them. And the injuries are bleeding and remain uncauterized.” “When did the moral decay, lost of vision and direction, and depletion of all standards and values and sense of losing social responsibility in S/and politics begin in this country?” “Probably, when the mujahids rose to power,” replied Hanad. “Sorry, since when?” “Hinbir, since the year 2010, every elected S/land administration which was and is still headed by a mujahid was turning out to be just like a child seeing the sky reflected in a puddle after rain, letting his foot touch the puddle, which at his touch will turn into a raging flood that will sweep him away?” “Mr. Hanad, what about those governments before the Mujahids administration, commrncing from independence day? We must be fair in what we tell about S/land politics.” “‘Hinbir, fairness is what we are always advocating and intending to revive and resurrect in the long run. What creates unfairness is the way we decide to take operation that directly or indirectly affects human rights. That is one tbing?” “The other thing,” Hanad went on, “is those politicians before the mujahids were not perfect. Most of them were non-professional, with no transformational characheristics, particularly those who were in political control after independence,” returned Hanad. “Does this mean tbat S/land people always suffers from bad leadership, leaders with no passion or providence for S/land progress?” The situation sounds that S/land political leaders, they be those in the past or those present ones, are no better than the other. What is the cause of this problem?” “Look Hinbir. Each century, while giving birth to new ideas, gains new perceptions. Each and every leader of other nations looks differently at the world than those before them did. The reason why they look at the world in a different way is that they have witnessed the appearance of a range of factors that compel them to distinguish the difference between the problems of the past and the present ones and the way they use to encounter them.” “Somaliland leaders,” Hanad added, “are not guided by the circumstances that are variable and changing day after day. It has become so common and so seemingly agreeable that every individual Somaliland government repeats the mistakes committed by the previous one. The strange thing is why it is hard for all S/land leaders to look at the world differently than those before them did, and whoever becomes a president or a parliamentarian can not read his thoughts any other way.” “Here are,” Hanad went on, “the questions that need to addressed nationally: When myopia to rebel grips the S/land society time and time again, what would it acquire, and whom would it identify as its adversary? Is our land not a land of sages and saints? Is our nation infertile to produce keen leadership? Is arrogance what Somaliland leadership can all in all evoke? Where the care is that leadership is known to inspire? The sheer perfection of its design and dedication? The elegance of its strides? The searing integrity of its elaborate element? The qualities of its nobility, idea of dignity, of unself-interestedness, of largeness of spirit, and of a rising above spite, faction and greed? How come S/land masses experience and ecounter political situations in which their leaders are aware of what the country needs and most of them are not even brooding the past, leave alone they are to ensure that the future is safe?,” concluded Hanad. Conflict, environmental disasters, and displacement make it difficult to provide quality education to Somalia’s children and youth. Instability derails access to school, training educators and getting materials to students. It also destroys a community’s sense of trust and wellbeing, which are critical to building resilience and learning. Officials across Somalia’s Ministry of Education, Culture, and Higher Education are working tirelessly to improve basic education services for the country’s three million out-of-school children. One of the Ministry’s flexible, age-appropriate education solutions is Bar Ama Baro (“Teach or Learn”) — an accelerated education program funded by the U.S. Agency for International Development. The program teaches children ages 9 to 16 the skills needed to reintegrate into different stages of the formal school system or achieve Grade 8 equivalency certification. In partnership with USAID, the Ministry formulated new policies, created a streamlined curriculum, and developed a set of teacher guides and student textbooks. Over-age Somali students can now complete an eight-year primary education cycle in four years. “This collaboration allowed for diverse perspectives and expertise to be brought together to create a well-rounded and effective curriculum [that was] led, developed and owned by Somalis,” says Mohamed Hassan Mukhtar, the Ministry’s Director of Curriculum. Supporting the national education vision — States and Districts Scaling the Ministry’s vision for rigorous, inclusive, student-centered accelerated education required extending the spirit of teamwork beyond the federal level to include member states and districts. “From inception to implementation, state-level Ministries of Education officials played a critical role in the operationalization of the accelerated education program, including the validation of the Accelerated Basic Education Policy and curriculum, as well as mapping resources such as identifying available learning spaces, teachers, and students,” says Fadal Abdullahi Mursal, the Director General for the Southwest State Ministry of Education. One effective solution was repurposing existing infrastructure and human resources. Today, across all states, accelerated classes are hosted at formal schools, supervised by the same school management committees, and taught by the same schoolteachers as a second shift. Districts have been able to rapidly provide educational access to over 100,000 out-of-school students. “Incorporating the accelerated basic education program into the overall education system will have a great impact on improving access and outcomes,” says Abdiaziz Nur, the Ministry’s Director of Non-Formal Education. Another impactful solution proposed by the states was expanding the roles and responsibilities of education officers. The officers previously only monitored formal schools, but now supervise accelerated basic education classes as well. Since taking on greater ownership, the officers work in tandem with school leadership to conduct door-to-door awareness-raising campaigns and have reduced school dropouts and the number of out-of-school children in their districts. Communities’ vital role in education “Engaging with the community members — including elders, women, and youth groups — helped build trust and collaboration, which increased enrollment and retention of students,” says Nur Abukar Nur, a District Education Officer in Barawe. Communities play a vibrant role in sustaining education. They have raised awareness about the accelerated basic education program and the benefits it offers, encouraging more parents to enroll their children.
