Sheffield City Council Recognises Somaliland..............!! 0 0 Google +0 0 The opening of the British Embassy in Mogadishu 2013 by Muuse Yuusuf Wednesday, June 18, 2014 On April 5, 2014 up to 600 Somalis (Somalilanders) from the northwest region of Somalia (Somaliland) living in Sheffield city gathered at Sheffield City Council’s headquarters. For them, this was a great day to celebrate for what they describe as “greater strides towards recognition for Somaliland", having persuaded this English council to recognise Somaliland as an independent state. It was not only ordinary Somalilanders who took to the streets, but a government delegation from Somaliland led by its foreign minister, Mohamed Bihi Yonis, was among the crowd. As a keen follower and analyst of Somalia’s current affairs, I could not believe what was happening in front of my eyes. Somaliland, a country, which has been striving to be among the world’s independent nation-states for the last two decades, has practically reduced itself to no more than the status of a city council in England! To understand the unfolding situation, I tried to explain it through different historical events and scenarios that might have led to this humiliating end. This is my favourite one. Contrary to what the diehard secessionists want the world to believe, Somaliland has never been an independent nation-state, but a small colony (region) that joined the other bigger Italian colony in the south to form the Republic of Somalia in 1960. It was then this new entity with recognisable flag, currency, defined borders, and population legitimised by functioning legislative, judiciary and executive organs that the international community recognised as an independent nation-state. Loath it or like it, this is the official legal status of the Federal Republic of Somalia, inclusive of the former British colony. Furthermore, Somaliland, before joining the union, had no many functioning state apparatus: an army, currency, diplomatic relation, as it had no seat in the UN or in regional bodies. Indeed, it only existed as an independent colony for a few days (26-30/6/1960) and was eventually absorbed in the Republic of Somalia. It also true that the region is inhabited by different clans and some them had never ever recognised or signed any treaty with the then British colonial authorities. Indeed, if given real democratic voice three out of the four major clans in the region are against the secession project. By seeking recognition from a city in south Yorkshire in England with a population of 640,720 and a land size of 367.94 km2 the diehard secessionists have confirmed what most people knew already. Somaliland is not a county, but a region in Somalia dominated by Hargeisa with an estimated population of up to one million people and a land size of a few square kilo meters. Another salient outcome of this bizarre action is that the diehard secessionists have inadvertently degraded their entity from nation-statehood to the level of local government. They have shot themselves in the foot. The other scenario that I thought might have inspired the pro-secession elite to seek recognition from Sheffield, is perhaps their desire to secure a twin city for Hargeisa, a city in dire need of infrastructure development. The twin-city is a phenomenon whereby a city is twinned with another one with the aim of enhancing socio-economic relations between them. As a matter of fact, Sheffield has the following twin cities: So reading between the lines, the most plausible outcome of the secessionists’ efforts is that the northwest region of Somalia (Somaliland) with its capital city Hargeisa has been twinned with Sheffield city in south Yorkshire, another region in England. If the second scenario was their goal and I hope it is, the good efforts of the 8,000 strong Somalis (Somalilanders) in Sheffield who pressurised their councillors to secure the “recognition” vote have not been wasted. This is because the secessionist elite, if they are wise enough, could use this opportunity to develop Hargeisa by seeking expertise and money from this great metropolitan city. For example, Sheffield city could help Hargeisa with the establishment of a reliable fire brigade service, a much need service. I was also perplexed by what the Somaliland Foreign Minister said: “In recent weeks this Somaliland community, with the support of Councillor Mohammad Maroof, Councillor Neale Gibson and MP Paul Blomfield, has made greater strides towards recognition for Somaliland than we have made through official channels in years.” This argument is a fallacy narrated in a dream land because the “recognition” vote has no legal status in south Yorkshire let alone in England! It would have been fair and appropriate if the minister had said by twinning Hargeisa with Sheffield we have made a great achievement towards the development of our under-developed city of Hargeisa. Indeed, this would have been a great way to say thank you to the thousands of Somalis who campaigned so hard to make Sheffield city council listen their voices. What is also a myth is the other argument propagated by the pro-secessionist camp. By using Sheffield’s “success story”, secessionists – having failed to secure recognition through state to state diplomatic channels – argue that Somalilanders could mobilise their communities across England to secure a “recognition” vote in their respective local authorities in the view of lobbying the UK government to recognise Somaliland!! The question is by adopting this grassroot campaign method how many years would it take to persuade over 152 local authorities for a recognition vote? Maybe another 150 years……….?! Do Somalis (Somalilanders) have majority in most English cities? Does “Somaliland” have the resource to pursue recognition the hard way? Would they then adopt the same strategy in other countries, e.g. the USA, perhaps Minnesota is the next target? It is obvious this is a futile exercise, which sounds like searching a needle lost in the ocean, or as a Somali proverb goes “Hal bacaad lagu lisay….!! The fact of the matter is that the 193 UN member states have all said “NO” to the secessionists’ demand for recognition. Indeed, the British government is the first western country which has opened an embassy in Mogadishu to show its determination to protect the territorial integrity and sovereignty of the Federal Republic of Somalia, which is now emerging slowly and gradually as a federal state. Let me make this clear: some local politicians and councillors in English local governments and city councils are very unlikely to open a door shut by the 193 strong UN member states. In recent years, the use of USD was on the increase in Somalia where a cup of coffee costs one dollar.The mobile money transfer system replaced the use of Somali Shilling, as about 90% of the people are having their money in mobile phones to use for shopping, for eating at restaurants or even for public transport. Somalia’s GDP will double in the next five years Somalia GDP $5.896 billion (based on 2010) On June 3, 2014 I attended a speech given by Wendy Sherman, Undersecretary for Political Affairs on “US Foreign policy in Somalia” at the US Institute of Peace. Ambassador Sherman’s announcement that the president will be naming an ambassador to Somalia “soon” ignited many rapid-fire conversations within the Somali Diaspora, Somali media, as well as non-Somalis; all sharing a similar hopeful reaction for what is to come. Those of us in the Diaspora who have been working and appealing for this major step, see it as a sign that Somalia and the Somali people are on the long road back to becoming contributing members of the global community. I was encouraged to hear in Ambassador Sherman’s remarks a changing of the narrative of the Somali people, from one of solely focused security concerns, to one with a vision that includes economic growth, development, investment, and opportunity. Great to the ears of those who have given much of themselves to rebuilding the quality of life for Somalis including its crumbling and non-existent infrastructure. In the past several years many Diaspora business, social and political entrepreneurs have ventured back to the country to do what they can. And while the Ambassador’s acknowledgement that economic development is important for the future, more needs to be done to foster and encourage real development by focusing on development of infrastructure. Ensuring the gains of the millions of dollars spent to stabilize the region are reinforced with people-focused development. Somalia’s GDP is on the road to doubling in the future, simple math and demographics bear that out – but it can double in the next five years and vastly improve the quality of life for the entire region if the global community understands not only what is at stake but appreciates what is possible. Already, the infusion of development assistance from Turkey and China for example are reshaping much of the Horn of Africa as they have recognized opportunities that lay in investing. And an engaged world body, starting with the United States, leading with investment capital will not only speed up the recovery but will bear a high return on the investment that will continue to pay dividends for generations and not betray the valuable resources that have already been spent. Somalia’s strategic location in Horn of Africa as a convergence point of the Indian Ocean, Red Sea, East Africa and Arabian Peninsula make it a natural stopping for the large scale trade that Africa will surely demand in the coming years for the continents coming growth. Thereby ensuring jobs, and sustained growth for a generation as rebuilding of major cities welcomes more growth and stability. Somalis for the most past have learned a blood-written lesson and recognize that they need to stop isolating themselves into clans, and work to rebuild the country. They know that their remittances are at least 1/3 of the country’s GDP, that they must carry the lion-share of the work because they are the key to Somalia’s comeback. Recent history has shown that the Somali people are resilient but they need to step up and take on the challenge of building their country in all aspects – and allow an entryway for a generation within the Diaspora who are disconnected from the back and forth of the politics, but attached to the wellbeing of the people and the country. And while Somalia has yet to name an Ambassador to the US of its own, the Somali Diaspora has had hundreds of thousands of Ambassadors already in the US for many years not to mention the UK, Canada, European powers and others. The almost daily diplomacy between the Diaspora and those in-country is beginning to shape into a coherent vision of the future. Both sides of the remittance transaction pay very close attention to the security climate, political climate and most importantly to the economic climate. And both sides of the remittances would prefer not to be sending and receiving remittances. Opening the door for this unifying vision to turn into a mission will create an inward bound heavy flow of additional Diaspora money, talent and energy, it is time for Somalis to get in gear. Ambassador Sherman’s welcomed remarks will continue to ripple within the Somali global community and I believe will be heard loudly throughout the continent of Africa. A continent with 1 billion people and every conceivable natural resource, yet hampered by persistent instability, chaos and violence. MOGADISHU – 5th JUNE 2014 Excellencies, Ladies and Gentlemen, PSG (2) It is my great pleasure and honor to speak to you here today as the government of Somalia is working diligently to advance the three core transitional tasks that are necessary for consolidating a culture and practice of democratic governance in Somalia. These three tasks collectively referred to now as Vision 2016, include defining and establishing federalism, completing the process of democratization, and finally the review and implementation of the Somali constitution. While there is clear overlap between these three core transitional tasks, as Minister of Justice and Constitutional Affairs, it is my responsibility to create the enabling conditions that allow the process of review and implementation of the constitution to move forward in a way that is both efficient AND inclusive of all somali perspectives and voices. Efficiency — referring to the need to advance as quickly as possible with clear and transparent milestones of progress — is important because we recognize that our time frame is very limited now and the Somali people have high expectations and hopes that this process be concluded within the time period of this current administration. We urgently need a well-established constitution developed and owned by the Somali people. Inclusion is of vital importance because we understand that a Constitution for Somalia is only valuable to the extent it is truly owned by the Somali people. A Constitution is not a product of the Government. It is not a product of the Parliament, it is a product, a societal agreement, developed BY the Somali people, FOR the Somali people. While it is the responsibility of the Ministry, the Parliament, the Oversight Committee and the Independent Commission to provide the leadership and process necessary for completing the Constitution, this will only be useful and effective to the extent that the Somali public feels they own the process and its outcomes which will depend upon the public being sufficiently informed and actively engaged throughout the process. We are pleased to report significant progress that has been made in the last weeks and months. Through a process of consultation and outreach, we were successful at gathering a list of very good candidates for the Independent Review and Implementation Commission. From this list, the Council was able to choose five strong individuals who are recognized as outstanding citizens who we believe have the required expertise, moral legitimacy and integrity, and strong commitment to the common good of the Somali public. We expect this commission will be approved by Parliament and be installed with venue and necessary equipment to begin working by the end of the current month. As the ICRIC begins to work, we have organized a number of activities in June and July to ensure the right conditions for the Independent Commission to begin its work and strengthen the coordination among all institutions that will be necessary to ensure the process moves forward immediately. Some of these activities include: 1. Finding and establishing a venue with the necessary equipment and logistics to become the home for the ICRIC 2. Gathering all existing documents and materials related to the review process to deliver to the commission 3. Technical retreat, jointly convened by the MoJC and the Speaker, will be held in Mogadishu during second week of July for the technical advisors (focal points for Constitutional Review) from the MoJC, MoIF, Parliament and Presidency along with the five members of the ICRIC. The purpose of this retreat is to share information and create the conditions that will ensure legitimacy of the independent commission, clarify expectations regarding roles and responsibilities, and strengthen coordination across all institutions. The outcome of this retreat will be a jointly agreed upon Process Framework that establishes clear milestones as well as the mechanisms and procedures required to promote efficiency and inclusion as well as transparency and accountability. The Speaker and Minister believe that transparency and accountability are vital if the process is to be perceived as legitimate and credible by the Somali people. 4. Immediately following the retreat, this Process Framework will be presented to the corresponding political authorities (Ministers, PM, President, Speaker, Oversight Committee for feedback. 5. We hope to organize a space to present this Process Framework with a group of authorities from the different regions to inform them and receive any feedback they may have that can help strengthen the process. 6. The two Ministers will take the Process Framework to the Council of Ministers for endorsement. It will then be presented to Parliament for the purpose of ensuring Parliament is adequately briefed. This will occur before Parliament enters recess on July 20. 7. Once Parliament is briefed, an event will be planned to share the Process Framework with the Somali public and celebrate the launch of the Independent Commission. 8. A meeting will be convened that brings together the PSG1 working group as well as others from International Community (those positioned to offer resources and technical expertise). The purpose of this meeting is to share the Process Framework with the International Community and discuss together guidelines and principles that will build greater coordination and alignment and minimize the possibility of dispersion, redundancy, and contradiction that often results through uncoordinated and fragmented support. 9. During the month of August, activities are planned that will focus on strengthening capacities in the design and facilitation of public education, dialogue and consultation processes to ensure these processes are informed by state-of-the-art practices and tools. The review process will require bringing people together who come from different perspectives to discuss important and challenging issues. These conversations will require a high level of competency in the design and facilitation of these processes to ensure all voices are heard, all perspectives are considered. While we celebrate these achievements and are confident things are moving forward positively, we recognize the journey is long and there is much to do and many challenges to face. We appreciate any support offered that helps bring together the Somali people and inspires and empowers them to engage actively in this process of working together to finalize a constitution that favors the common good and is truly owned by all the people of Somalia.
