The difference in the tone of the TFG/Ethio/West over the last 3 months is a far cry away from a year ago. The upper hand is currently with the Shabaab hence the 'lets negotiate' coming out of the TFG.

The people knew nothing until Riyaale's announcement. Do they want it now, probably. The problem I have with it are numerous (well stated by another nomad previously). Also, such a move is usually openly debated by all parties before any decision is made. Its a political card by UDUB to try and sway the elections. Ratification will be delayed and all will forgotten about.
