    This is the first step to exercise Somali sovereignty throughout the REpublic. Anyone can claims an autonomous enclave, yet that does not give them authority over the air space of the Somali territory. People must understand that it was the instability of Southern Somalia that emboldened the politicians in Somaliland. If responsible government took charge of Mogadishu in the nineties, there would never have been this useless debate. Somaliland is flooded with foreign aid which all targeted in one single city called HArgeisa, if hundred of millions were poured in Baidoa or KIsmaayo the result could have been even better. Now, somewhat weak but responsible government has taken root in MOgadishu , and it must exercise full sovereignty over the Somali air space. Technical people could be based in HArgeisa or other places, but the decision must be in the hands of Somali authority. The reason the Turkish agreement was entered was the secessionists signed a memorandum of understanding to start the process of unity. Unless they renounce the secession they should never be allowed to enter any agreements, period. They have been fooling Southern presidents for too long.

    ^^ Very good point. But if there is an air disaster and Somaliland refuses to cooperate, it would damage Somaliland's credibility and standing in the region. Somaliland's airspace may become off limits to international air travel which will have a huge impact on Somaliland's economy and the booming Hargeisa/Duba/Djibouti/Addis travel business.
