Gedi and Ali who served as Prime Ministers under the incumbency of former Transitional Federal Government (TFG) President Abdullahi Yusuf Ahmed on Tuesday expressed interest in the formation of Banadir state in Mogadishu. The two also called for the speeding up of a semi-autonomous state consisting of Hiran and Middle Shabelle regions of southern Somalia. United Nations envoy to Somalia Ambassador Nicholas Kay received Gedi and Ali at his office in Mogadishu, voicing support for the latter while stressing the need for inclusive consensus when it comes to Mogadishu federation. Phantom Banadir state was established abroad by presidential claimant before President Hassan Sheikh Mohamud came to power in September 2011. Odey Posted May 2, 2015 So, you want the Capital of the Nation to be a federal state and to be run by HAG subsidiary?. How can it be the capital?. The nation's capital cannot be a state. It has to be under the Federal Government control- DIRECT. That is the only way it can be the Nation's capital. If these folks who all happen to be on one lineage of the HAG community want to have a state, they have to relinquish the notion of calling it the "Capital city of Somalia", that title will go to any other city that is willing to allow itself to be directly ruled by the Federal Government regardless of whether it sits in the middle of particular state or not. I remember another " Unaka" member Mr. "Oba Hilawle", last year mentioned about giving certain districts of Mogadishu as the nations capital and joining the rest with " Shabeelaha Hoose". Before we address these silly propositions from the " Unaka", is there any precedents or similar capitals in the world with similar arrangements like the one suggests by our friend Malister?. To be sure , We are not talking about centralized, unitary, monarchies or republics with a capital and regions like France, Italy or Egypt. Here, we are specifically addressing Federal states. Some of these Federal states have their own unique history of autonomous colonies forming the federation as in United States and Canada, while others are the result of people with different cultural and ethnic background coming together, like nigeria, india and Russia. In these states, the national capital is the seat of the federal government. Since tribal identity is even stronger than the ethnic one, Somali Federal states with agreed upon National Capital region is a must. We don't have to go even further to find the right model copied by toady's Somalis. Ethiopia, our neighbor, which has great influence on the formation of these states, have implemented not only a federal capital region, but also formed federal administered cities within the regions. The size of Addis Ababa has doubled for the last 25 years. every year , the federal government annexes land from neighboring regions to accommodate the growing population of the Capital. Dire Dawa, a city in the Somali region, used to be the second largest and railway hub between Djibouti and Addis. It was A Somali town with substantial mix of Yemenis, Oromo, Harrai and small number of Ahmara. After 1991, most of the Somalis either left for Djibouti , Somalia or outside the country. At the same time large number of Oroms and other ethnic groups settled. When Federal regions were forming , it was disputed between the growing Oromos and Somalis. To resolve the issue, the Ethiopian Government made the city under the Federal control. Now, Mogadishu is the symbol of Somali rejuvenation and revival after the collapse of the state in 1991. At the same time, it is the commercial hub and the largest city with millions of people. To sustain the millions of Somalis from all over the country, Mogadishu must not only be maintained as a whole, but other neighboring communities like Balcad and Afgooye must be incorporated. Modern city planing and more land is needed for the capital to accommodate up to 2.5 million Somalis, including those from the diaspora, who could be going back if peace is achieved. Now, to be fair, let us address the issue of representation, especially the residents of the city regardless of their tribe. Living in the capital does not deny one a complete representational of the national parliament. in fact, they will probably have the largest number of parliamentary seats. This is a win win situation for all Somalis. I urge Ali Geddi and others to look these facts carefully. Of course, there will be an elected mayor who runs the city and maintains the basic services. Folks, the issue of cutting the city to pieces is a non starter for all of us. After what has happened in Mogadishu in early nineties and subsequent miseries Somalis suffered every where, it is only fair to be inclusive at this juncture of history. Ant thing else will be impunity. If the debate continues, then an elected Somali parliamentarians should decide the location. there other places who are willing to invite everyone. . different regions with different .
