A CABINET MADE IN HELL

Somalis both in the country and abroad kept longing for the appointment of the new cabinet. Rumors swirled around in Mogadishu about a deadlock between the president and the prime minister about the formation of the cabinet.

 

Then last night, PM Sharmarke dropped a bombshell.

 

Omer Cabdirashiid1“I am bringing back the old cabinet,” declared Sharmarke. What followed was a regurgitation of the list of the cabinet ministers that the last PM Abdiweli Ahmed had left behind.

 

President Mohamoud has finally got the right prime minister he has been looking for.

 

It is obvious that there was no deadlock or misunderstanding between the president and the prime minister. The whole thing was a game that Villa Somalia and PM Sharmarke had concocted. President Mohamoud was the one who in fact orchestrated the appointment of these ministers. The cabinet consists of the usual suspects: Damul Jadid ideologues, old friends of the president, and a few faces that have no distinction. For instance, a former cabinet named Abdikarim Hussein Guled (a Damul Jadid figure), failed in his old job as a minister in charge of Interior. Under his watch, there was an unprecedented spike of violence by Al-Shabaab, where civilians and various Parliament members have lost their precious lives. Subsequently, Guled was forced out of his job. Today, thanks to PM Sharmarke, Guled was gifted to his old job. This travesty only happens in Somalia under the leadership of President Mohamoud.

 

The new cabinet has 26 ministers and only two are women. In other words, the 60 officials PM Sharmarke appointed, only 4 are women, and hence less than 1 percent (0.06% to be exact).

 

Omar A. Sharmarke comes from a family steeped in Somali politics and history, and he himself was a former prime minister. He had spent most of his life abroad and worked for the United Nations. Only a few weeks ago, Sharmarke was the Somali Ambassador to the U.S, and was suddenly thrown into the PM position when the president needed someone who could bring to live his life’s vision of nepotism and corruption. If Mr. Sharmarke was chosen for his unique and stellar background, it did not help him select a fair, competent, inclusive, and gender-sensitive cabinet.

 

The predictions are clear, he will relent his duties to the President who had been infighting with two former Prime Ministers, because they refused to allow his willy-nilly, overextending, and manipulative ways.

 

 

 

The new cabinet is an embarrassment to the nation and to PM Sharmarke who has shown the world that he is nothing but a lackey to a president who never learns from his past colossal blunders. It is ironic that this sham cabinet will preside upon a government that is supposed to prepare the country for the 2016 elections.

 

Prime Minister Sharmarke has lost an opportunity to be visionary, creative, and an agent of change. He failed the mothers and children who are caught in the abyss, those whose lives haven’t seen a break in the interim of president Mohamoud’s tenure. He is one notch lower than the previous two prime ministers who—at least—had a modicum of independent mind.

 

Omar Abdirashid “Sharmarke”, reduced himself to a man who has accepted, from day one, a mere figurehead status.

Clearly, after long and tedious negotiations --PM Cumar, has tried to appease all the competing factions with this new cabinet. And in any fair negotiations, the parties involved must all come to an agreement and accept demands from the opposing side that might NOT, at first sight be palatable to the parties involved.

 

With that said, Mr. Maalaayacni, tell us about the noteworthy contingent from somaliland in the newly announced cabinet-- which includes, the Vice premiership and others? Dont you think this is a way for Konfuria to welcome back the elites of Marfashland back into the warm embrace of mother Somalia or do you think nothing will change in Hargaysa?

There were no negotiations Xassan and damuljadiid got what they want thats a fact.What does Somaliland got to do with all of this lets stick to the topic there was always one or 2 sell outs from Somaliland in the Mogadishu administration nothing new here fawziya was the deputy pm to. You ask, what is the purpose of Constitutional affairs? When everybody knows puntland and all the other federalists in Somalia, were making the loudest ruckus about the attempted adulteration of the current constitution by damjadiid. This was the true source of the last fight between the former primeminister and the president. Unfortunately, for Puntland, if you champion the constitution then you must also submit to the rules set by it, which say, hate it or love it, Culusow as president has the right in the constitution to fire the prime minister.

 

See, Xaaji, most numbskulls on SOL fail to accept this and choose to turn every little political tussle over the constitution into an issue about individuals.

 

I believe this cabinet is representative of all the political factions in Somalia, including the hapless Habros, who have gotten their share. Now, the task ahead for Ina Cabdirashid, is to herd these fighting cats(a daunting task) towards the 2016 vision using the current constitution as his guiding star.

 

Xaaji, step up you understanding of Somalia's politics. It ain't a zero sum game. All the opposing political camps in Somalia have no choice but to work together and move the country forward-- something, I know, that gives you nightmares.

It was the Gedo community that had a problem with Farah Sakin since he finished

off two PMs (Sacid and Yulka) hailing from that community. The way I see it Puntland

won in the cabinet big time constitution minister + education minister two ministers

they have been eying for a longtime + the prime minister. They will properly eat good

till 2016 elections. Dr Beyle is also back which might benefit the Awdal community

more. HAG gets their boy Guleed back and Farah, Puntland gets what it wanted. The

biggest political losers in this new cabinet are the Gedo constituency who were

tricked into clashing with HAG in a unwinnable battle. That is South Somalia politics

for you.

Saalax, saaxiib don't go the way of the rudderless Xaaji Maalaayacni! This ain't about individuals, like you say, nor is it about particular families loosing anything.

 

The conflict was constitutional in nature and the last primeminister had dealt a preemptive strike against the Damjadiid's attempt to tamper with the constitution. I believe he tremandously succeeded in that objective, and so today you have a very humbled Damjadiid that is unable to put their dirty hands on the constitution.

 

As for the two former primeminister--You haven't heard the last of them, especially Yuulka

Most likely wasaarada dastuurka falls under wasaarada Cadaalada. That's where the real conflict may be.
