^^ I was having a subtle dig at those that claim that the international community was not involved in these talks, Stoic. So far, it is going exactly as the London conference communique stated; the two are meeting and the IC is providing them with the support they need.

Well thats good the somaliland somalia case needs the attention of the international community.

They ic puts pressure on both sl and somalia to talk. Lest see how the turkey conference goes.

It should not be like the israeli and palestenian talks with no progress at all.

 

Ngonge somaliland and somalia started talking last year things cannot be done in just a year give it time

If sl and somalia were talking the past 2 decades that would be another story.

Somaliland:Turkish foreign policy; the great mediator between Somalia and Somaliland.

Turkey’s mediating skills have even aroused excitement in Africa. Mr Davutoglu Turkish foreign minster recently revealed that Botswana had sought his help in fixing a territorial dispute with Namibia. Flattered though he was, however, Mr Davutoglu confessed that, for once, he was stumped.

But recently Turkish government has invited officials from both the Somalia federal government and Somaliland government to hold first talks in Turkey in the mid of this month, Somaliland foreign minister Mohamed Abdullahi Omar said on Monday.

 

In a press conference in Hargeysa, minister Omar confirmed that Somaliland administration has received the invitation letter from the Turkish prime minister to come to Turkey for talks with the Somali federal government.

 

“Both sides of Somaliland and Somalia have received the invitation and we confirm that we have officially approved.” the minister said.

Somaliland, an autonomous region in the north of Somalia has been lobbying to be separate state from Somalia since 1992, a year after the overthrown of former central government in Somalia, However, Somaliland’s self-proclaimed independence remains unrecognised by any country or international organization.

 

In 2012, both sides have started the first formal talks in London and were mediated by the British government but this time it is a new Turkish initiative.

“The two presidents will sit together and will discuss various issues concerning Somalia and Somaliland.” the minister added.

Somali federal government has not yet confirmed the initiative.

 

On Sunday, Somaliland president Ahmed Mohamed Mohamoud Silanyo has repeated that his administration will not attend the upcoming London conference on Somalia hosted by British government that will be held on May 7th, 2013 in London.The Oil and mineral discoveries by Turkish companies in somaliland give Siiraanyo government more leverage than before .

Turkey to host three-way talks with presidents of Somalia, Somaliland

 

8 April 2013 /SİNEM CENGİZ, ANKARA

Turkey will hold a meeting with leaders of Somalia and Somalia's autonomous Somaliland region in İstanbul on April 13, according to Turkish diplomatic sources.

A senior Turkish diplomat who spoke to Today's Zaman on the condition of anonymity stated that after the tripartite meeting, which will also be attended by Turkish Foreign Minister Ahmet Davutoğlu, Somali President Hassan Sheikh Mohamud and Somaliland President Ahmed Mahamoud Silanyo may also come together in a tête-à-tête meeting, adding that the two leaders may also hold talks with Turkish officials in Ankara after their meeting in İstanbul.

 

“Turkey will hold a tripartite meeting with the two leaders in order to facilitate the dialogue between them. This is the first meeting of its kind between the two leaders and Turkey is very pleased that the meeting is taking place in İstanbul. Turkey is ready to do its part for the maintenance of the dialogue between the two leaders. We are facilitating rather than mediating with this meeting,” said the diplomat.

 

Somaliland unilaterally declared its independence as a de facto sovereign state in 1991 after a coalition of clan-based armed opposition groups ousted the nation's long-standing military government. The area is internationally recognized as an autonomous region of Somalia.

 

According to the diplomat, Turkish Prime Minister Recep Tayyip Erdoğan may also come together with the two leaders if his schedule permits.

 

During his first diplomatic visit to Turkey in late December after taking office, Mohamud expressed his gratitude to the Turkish government and the nation for their support and aid and for instilling hope in Somalis. Mohamud, Somalia's president since last September, was invited to Turkey by his counterpart, President Abdullah Gül.

 

Silanyo visited Turkey in mid-March to have talks with Turkish officials, including Davutoğlu, who pledged to increase aid efforts to Somaliland. During his visit, Silanyo was also scheduled to meet with Erdoğan; however, the meeting had to be canceled due to Erdoğan's poor health. The diplomat stated that five ministers from the Somaliland side also attended the Davutoğlu-Silanyo meeting, which was closed to the press.

 

Following the meeting between Davutoğlu and Silanyo, the delegations came together over a working meal. According to the diplomat, the sides discussed the projects of the Turkish International Cooperation and Development Agency (TİKA) and other Turkish nongovernmental organizations in Somaliland. “The Turkish foreign minister pledged to increase Turkey's aid efforts in all regions of Somalia, including Somaliland. He also underlined that Somaliland is of great importance to Turkey due to historical ties that have existed since the Ottoman era,” said the diplomat.

 

According to the diplomat, Davutoğlu also pledged to continue his support for the reconciliation, stability, prosperity and development of Somalia. During the meeting, he also emphasized Turkey's commitment to the integrity of Somalia, said the source.

 

Aid from Turkey in the aftermath of the 2011 famine in Somalia, the opening of the Turkish Embassy in Mogadishu in November 2011 and a visit by Erdoğan in August 2011 to the country provided momentum for the relationship between Turkey and Somalia.

Somalia: Somaliland Delegation En Route to Ankara for Talks With Somalia

 

Somaliland’s delegation for the talks with Somalia being hosted by Turkey arrived in Addis Ababa yesterday en route for Ankara.

 

The delegation, led by President Ahmed Mahmud Silanyo, includes his wife, Amina Mohamed Jirdeh ‘Amina Weris’, Foreign Minister Dr. Omar and three other ministers as well as the leader of one of the opposition parties (UCID), Engineer Feisal Ali Warabe. The other opposition leader, Parliamentary Speaker Abdirahman Irro of Wadani is already in Europe and is expected to join the delegation in Turkey.

 

Before leaving Hargeisa, President Silanyo reiterated that the issue of Somaliland’s sovereignty will not be on the agenda in the talks, which Somaliland officials say should focus on possible areas of cooperation such as borders, security and trade.

 

The talks were initiated at the February 2012 London conference on Somalia and President Sheikh Sharif and President Silanyo later signed a four point declaration in Dubai to continue the discussions. Further talks were delayed by the change in the government in Somalia.

 

There were expectations that the talks might be resumed at the Conference on Somalia being held in London in May but Somaliland has announced it will not be attending.

I am quite sceptical if Somaliland and Somalia will reach a deal in Turkey. Turkey doesnt have the leverage needed to push for a compromise in Somaliland and neither in Somalia.

Carafaat Somaliland and Somalia needs African mediators , i some how think the world does not want SL and Somalia to reach a settlement. But lets see maybe the turks will surprise us all
