Mr Ban said the conditions were not in place for sending peacekeepers

 

On Tuesday US Secretary of State Condoleezza Rice called for a UN force to be sent to the conflict-hit nation.

 

But Mr Ban said the situation in Somalia was too risky and there was no peace to keep.

 

There was also very limited world support for a multinational stabilisation force, he added, with few countries prepared to take part.

 

He had contacted 50 nations - but none had agreed to lead such a force and only one or two were willing to send troops, he said.

 

Somalia has not had an effective national government for 17 years, leading to a collapse of law and order.

 

Ethiopia-backed government forces have been fighting Islamist insurgents for the last two years, but the Ethiopian troops are due to pull out next month - leaving only the 3,200-strong African Union peacekeeping force behind.

 

'No peace to keep'

 

The danger of anarchy in Somalia was "clear and present", Mr Ban said, and action must be taken.

 

But he said conditions were not in place for sending peacekeepers.

 

"If there is no peace to keep, peacekeeping operations are not supposed to be there," the UN chief said.

 

Instead, he said, more efforts were needed on an inter-Somali peace process and to bolster the current African Union force.

 

His comments came a day after the Security Council unanimously approved a resolution allowing foreign military forces to pursue pirates on land in Somalia.

 

Pirates there are currently holding more than a dozen hijacked ships, while attacks in seas off Somalia have increased dramatically in recent months.

 

The resolution gives authority for one year for countries to use "all necessary measures" by land or air to stop anyone using Somali territory for piracy.

What nabad to keep in Soomaaliya? Peacemakers should be the correct term.

 

I for one would welcome haddee wax ka qabanayaan. I wouldn't even mind a trusted country dalkeena la wareego for a decade, under a trusteeship. Dadkeena waa heshiin waayeen for 20 sano, waxna waa isku diideen, it is about time dad kale la wareego dhulkaas.

 

See, dhulalka shisheeye si nabad ku deganahay, quuq iyo qaaqna kama dhahno only because we are ruled by non-Soomaalis. Maxaa dalkeena u diiday saas then? We own the land? The majority are us among ourselves? Eebba noogu hibeeye dhulkaas and dad wada dhashay naga dhigay, laakiinse waaku jisaarnay and if any country Soomaalida conflict dhexmarin imaanaayo and to help us in just, by all means let them come. Soomaalida qaarkood in la maamulo u baahanyihiin by non-Soomaalis, iyaga waa isku diideen xaasidnimo iyo naceyb qabyaaladeed isku qabaan.

they have been saying this for few years now, no surprise there but if the condition for peace keepers is peace, what the point of sending them to begin with. It just been a catchy thing for diplomats to say that there is no peace to keep but that is nonsense, the truth is, no one is willing to risk their troops for what they do not consider their interest. Mr. ban ki knows he can not rally nations into donating troops, even when piracy that is the result of the lawlessness in that country is effecting everyone pocket. to them the risk is just not worth it.

No "international" troops coming, Ethiopians are not going anywhere anytime soon, and he is "protected" by the same people he was fighting two years ago.

 

He has Lost the support he had with the ICU leadership in Jowhar and Baladweyne after the declaration by the somali scholars.

 

All he can possibly do know is sell those MP seats to different clans, in the hope they wil provide him some tribal militias in which he will claim they were the "Opposition" fighting the govt.
