A Criterion for Selecting a New PM for TFG

 

 

As Omer Abdirashid has effectively resigned from TFG’s prime ministerial post, many Somalis await Sharif to appoint a new man for the vacant post. Here are some pointers for Sharif in selecting his second prime minister.

 

1-Listen to the old man in the audio

He was offensive with speaking the truth to Somali politics, but he was largely truthful. Omer brought a recognizable name, but he did not bring managerial skills, and he lacked tangible support from his base.

 

So once and for all, go against the conventional wisdom, and give the pm position to a non-Puntlander. This will give Puntland a breathing room to sort things out: unlike Somaliland, Puntland is confused about its direction. Is it part of federal Somalia? If it’s a part of it, what does it mean to be part of federal Somalia? The answer is not easy, and a prime minister from Puntland would complicate the deliberation. It will also give incentive to other Somali stakeholders to commit significant contribution to the TFG arrangement.

 

Be mindful about the fact your time is up in a one year

 

Pick some one who can help you extend your time. And to extend it, you need a new strategy and new men. Your new strategy should be not to govern a country but to bring Benadir under your control. I trust by now you learnt UN agencies in Nairobi could care less about Somalia, and given your capacity and skills, you shouldn’t set yourself up for failure in assuming a role that requires resources that are not at the moment attainable. So pick a man who can articulate a new southern strategy with which you can realistically gain control over some significant land.

 

Never pick a groomed man

 

You should stay away from UN technocrats for they did Yusuf away. Lean toward Arabic speakers for he may be useful in putting together a wining prayer that could get one or two sheikhs in the Gulf Sheikdom to give.

 

If you base your pick on those three criteria, you will survive beyond one year.

 

ps. It is a working assumption that Sharif understands that he can never defeat Alshabaab. He shall compete with them over control in the south

Acting Somali PM Laments over Dismal Revenue from the Port

The acting PM, Abdiwahid Elmi Goonjeeh, who carried out a supervisory visit to the Mogadishu port, has expressed concern over the minimal revenue from the port. He said the revenue is mismanaged and embezzled and does not reach the treasury.

 

Mr. Goonjeeh said the other ports smaller than Mogadishu port brings in more revenue. He pledged that probing into this issue is inevitable.

 

The minister for finance said the income of the treasury in the last three months doesn’t exceed $12million. Goonjeeh said if the revenue from Mogadishu port is managed and supervised, it would have been sufficient and would have catered for the salary of the MPS and the soldiers.
