What is 4.5?

4 "big" tribes, 0.5 all the rest. It's absolute bullshit, if you ask me. The idea is Somalis are divided into 4 big tribes and a whole bunch of "others" to become the 0.5. Using that magical 4.5 figure, the government, parliament and all things Somalia should be split that way.

 

No mention of merit anywhere. :rolleyes:

I think perhaps the person(s) who came up with this model was keeping in mind obvious clan rivalries. Perhaps his heart was in the right place (who knows). But it is very flawed.

ya salaaam! Few corrections:

 

Somalia does not have tribes but clans. Somali is A tribe.

It is correct that we have four major clans and minorities that never had any representation before carta. AS for the reason behind it, if you have followed the events in Somalia sense, however small, you would not have asked such a question. why start now. Some of you are like the democrats: Opposition with a salution. If not 4.5, what should it be. perhaps 5.0?

The 4.5 was perfected during ARTA. The chief pioneer of it was Abdiqasim salad. The financier of the ICU or atleast one of the main money men.

Obviously 4.5 is a flawed concept. But much of Somalia is flawed. One side of my family is in the 4.0 and the other is 0.5. Sadly the case for making certain clans half of somalis are because they are of either low-caste, different ethnic groups, or different language group people.

 

inshallah when the government is fully established and elections happen in 2009, there will no need for this alien concept.

fashista, clan and tribe are not the same. this is one of basic facts that does not require a dictionary. If you insist however here it is according to basic search answer.com

4.5 is a bad formula, but one that was inherited from the Arta meeting held in Djibouti and which ushered in the Abdiqasin government.

 

It is flawd and will be replaced by district based parliment in which each district in Somalia will get representatives, at the local parliment, councilors and the federal one.

 

It is a better formula than the 1.0 of the courts.
