UN warns Somalia's self-declared republic over border row

Nairobi, Kenya - The United Nations has urged the self- declared republic of Somaliland and the autonomous region of Puntland to exercise restraint over claims to their disputed border region of Sool.

 

In a statement obtained here Friday, the Coordination of International Support to Somalis (CISS) expressed concern over the increasing tensions and mobilisation of forces in Sool region and the potential of humanitarian consequences of further violent conflict in the disputed area.

 

The statement, which was signed by UN Resident Coordinator for Somalia, Eric Loroche and World Bank country director for Somalia and Eritrea, Chris Lovelace, urged them to seek a solution through political dialogue.

 

"We call on all parties to withdraw their forces from the area immediately and to return to the path of dialogue for the benefit of the communities involved," the statement said.

 

Tensions between Puntland, in northeast and Somaliland in northwest have been growing in recent weeks, with both claiming the same territory.

 

The regions of Sool and Sanag, in northern Somalia, geographically fall within the borders of pre-independence British Somaliland, but most of the area's inhabitants, the Warsangeli and *********** communities, who are members of the larger ***** clan, are associated with residents of Puntland.

 

Scores of families fled their homes last week following a clash between forces from the self-declared republic of Somaliland and the autonomous region of Puntland.

 

"We urge the leadership of both Puntland and Somaliland to exercise maximum restraint and to give their full support to peaceful approaches for resolution of any disputes," the statement said.

 

"Violent conflict can only undermine opportunities for rehabilitation and development in the area and disappoint the expectations of the communities for peace and stability," the statement said.

 

Conflict and the collapse of many institutions over the past decade have compounded the shortage of basic services all over Somalia, according to the World Bank and the UN.

 

Tension between the two sides had been simmering since Puntland troops took total control of Las Anod in December 2003. Before then, both sides had official representation in the town.

The UN's agenda is peace and peaceful resolution of disputes, so it's not surprising that they would ask both parties to this conflict to stop fighting and hit the negotiating tables.

 

However I can't help but notice that the UN never asked everyone to chill and talk about things when Ethiopia was invading the UIC. They were in fact conspicuously silent. Now when Puntland is losing control over Sool all of a sudden they are concerned.

The UN wanted negotiations when the UIC was winning, but as soon as the UIC started losing those calls for negotiations stopped.

 

UN just wants to delay Somaliland so Puntland can regroup.

Armchair, the purpose of the United Nation is both humantarian intervention and the maintainance of peace and security. This global institution's agenda is not restricted to one purpose alone.

It appears that you and Oodweyne have missed the point. The U.N has taken a legitimate position and sees the Sool conflict situations as a naked aggression by the Somaliland authorities using local men as the supply side of its precarious adventures to maim and kill innocent civilians. The network the Somaliland/SNM troops has in the region is not patchy and we are not to anticipate the establishment of a rule of law or respect for human righs .

 

Only the locals can have the primary responsibility to take due account of the sad state of nature they find themselves in at the moment so that they can influence and change the conditions under which they live through self-organization and then possibly overcome the dispotism of or the arbitrary power exericised by Somaliland/SNM troops.

Dear Mr. Caamir, Momentum is gathering...clearly the naked aggression on the side of SNM militia in LA, different international world bodies are recognizing it, what Mr. Oodweyne is missing that he must extend a visit to his ophthalmologist so he can fix his impairing vision as such to see what is happening in his surroundings.

the UN never spoke about LA even when the bugland militia attacked the region and the tension was really high.

 

They don't have (they never had) offices in the region and there are no UN programs running there. They don't even have local staff in the area.

 

They knew there will be a problem in the region and they never proposed any aganda to avoid any such confrontations.

 

 

Now, they don't have the right to even talk about the developments in the region. They neglected it before and they should shut their mouths now.

Jacaylbaro, are you saying the U.N office in Nairobi has not issued statement condemning Somaliland's adventures creating this huge instability.

 

As Oodweyne admits, the U.N recognized the jurisdictional claim of Las Anod by Puntland. Las Anod had been ruled by Puntland and was stable until this war, thereby forcing many families to flee and putting those in the city at a risky situation--revenge because of their committed support for Puntland.

Whateva they the UN recognizes (it doesn't concern me though) they've done nothing for the people of Sool. Sool region is a NO-GO zone for them.

 

They have done nothing to prevent any potential fighting although this actions have been there since months.

People, People lets look at this topic.

1st the topic thread is false because from reading the U.N. statement they never once warn somaliland nor state the problem is due to somaliland. Nice try Caamir, but copying and pasting articles and then posting title thread that dont match up with what the article says makes you look foolish.

 

2nd point is that no UN activity as occured in Sool, and no development aid from Puntland as come to this city. Lets be real here guys puntland as not made LA or Sool a top issue for them, which resulted with the people being own happy with them that resulted in the people being divided with one side with somaliland and the other side puntland.

 

So for the love of God, people dont just scream its somaliland doing this and that and look at the actual facts on the ground. The issue of Sool as being boiling for awhile, it has never been resolved by the U.N. and what we see today is the result of U.N. neglact in that region.
