Council conclusions on Somalia

2776th EXTERNAL RELATIONS Council meeting

 

Brussels, 22 January 2007

 

The Council adopted the following conclusions:

 

"1 The EU believes that a window of opportunity exists for a sustainable solution to Somalia's difficulties. It considers that the current momentum should be seized by all parties in order to reach a durable political settlement that will enable Somalia to achieve lasting peace, development and prosperity.

 

2. The EU, however, remains concerned by the current situation of the reconciliation process and in particular the impact on it by recent events, including the vote of the Transitional Parliament under state of emergency to remove the Speaker of the Transitional Parliament. The EU urges the resumption of the full functioning of political institutions and civil society, as soon as possible.

 

3. The EU remains concerned about the humanitarian situation, and the difficulties faced by humanitarian organisations working in Somalia in recent years. Access for relief organizations must not be hampered. The EU urges neighbouring countries to do all they can to help in this regard. The EU will continue to provide humanitarian assistance. It urges all parties to end violence and to respect international law, including human rights and humanitarian law.

 

4. The Council welcomes past and ongoing efforts aiming at reducing tensions, including those of the African Union (AU), of the Intergovernmental Authority on Development (IGAD) and its chair and of the League of Arab States.

 

5. The EU recalls its already substantial support for the Transitional Federal Institutions (TFIs), which are now gradually establishing their authority on the whole of Somalia. The EU calls on the TFIs to solve their internal differences and to reach out to all Somalis of good will, in a spirit of national reconciliation. It is of the utmost importance to ensure that all key stakeholders – including clan elders, Islamic leaders, representatives of the business community, civil society and women – are engaged in an inclusive political and institutional process on the basis of the Transitional Federal Charter. The EU calls for the establishment of conditions allowing the Parliament to resume political activities.

 

6. An inclusive broad based political process will offer the basis for further international support to stabilisation, already authorised in principle by UNSC Resolution 1725. International assistance could support the development and implementation of plans for disarmament, demobilisation and reintegration (DDR) and security sector reform (SSR). A stabilisation force would facilitate the functioning of inclusive institutions and the reconciliation process. The EU takes note of the decision of the Peace and Security Council of the AU of 19 January 2007 to authorise the deployment of the AU Mission in Somalia (AMISOM), for a period of six months, and welcomes the current efforts of the AU and member states to identify possible troop providers.

 

7. The EU stands ready to offer financial support for AMISOM within the framework of a concerted and global international effort stressing the importance of an all-inclusive political dialogue and genuine reconciliation as the basis for stability and the important role of the UN in facilitating longer-term stabilization in Somalia. To this end, the EU is ready to consider positively the scope to provide support through the 15 million EUR from the African Peace Facility for AMISOM as soon as the necessary requirements are met, including authorization by the UN. The EU invites the AU also to explore other possible sources of funding for the continued financing of the stabilisation force.

 

8. The EU, as Somalia’s biggest aid donor, will continue to provide assistance for reconstruction in Somalia, and to strengthen TFIs capacity to implement the Transitional Federal Charter and engage in SSR and DDR activities on the basis of the National Security Stabilisation Plan. However, a genuine political process of reconciliation and sustainable all-inclusive institutions are essential for reconstruction efforts and the foreseen donor round table to be effective."

Some took it to themselves to say that the funds from the EU have been frozen, that in itself would be a political dibacle for the EU because they can ill afford to halt the peace process in Somalia afterall they were labouring so hard in its establishment, who was paying for the reconcilliation process in Nairobi? It was the EU!

 

They will release the funds as promised however it is only fair that they point out some of their 'concerns'!

The perception is the parliment has been dissolved and that there will be no speaker. This what caused their "concern". The parliment is working and will elect our new speaker soon insha Allah.

 

Somalis can not differntiate suggestions and orders.

Wallahi when people say "money talks and bullsh*t walks", they are not joking.

 

Many of these recommendations are what many Somali people have been calling for. But it seems they don't have $15 million to “smooth the way” for these recommendations to be adopted.

I on the other hand feel like a blind man in a dark room when it comes to grasping current politics in Somalia.

 

If you don’t mind I would like to tap into your ‘grasp’ and maybe you can take the time to share your insight into this matter.

a. What is the “reconciliation process”?

b. Why is there concern about the current situation of the reconciliation process?

c. Why would the resumption of the full functioning of political institutions and civil society help alleviate their concern?

 

3. In the 5rd conclusion “the EU calls on the TFIs to solve their internal differences and to reach out to all Somalis of good will, in a spirit of national reconciliation”

 

Questions:

a. What are the TFIs and what are their “internal differences”?

b. Why aren’t the TFIs reaching out to all Somalis of good will?

 

4. In the 6th conclusion the EU states that “An inclusive broad based political process will offer the basis for further international support”.

 

Question:

a. Isn’t the TFG an “inclusive broad based political process”? If not, what has changed? If the TFG is an “inclusive broad based political process”, why is the EU calling for another one?

These conditions are very hard to meet and it simply means sorry we can't support you. EU just drifts with the tide of U.S foreign policy issues. It does not have the ability to lead or make genuine decisions.

All parties refer to all the major stakeholders in Somalia. These would include women, unarmed clans, armed factions as well as civil society.

 

2. In conclusion 2 the EU says they are “concerned by the current situation of the reconciliation process” and “urges the resumption of the full functioning of political institutions and civil society, as soon as possible”

 

Questions:

a. What is the “reconciliation process”?

b. Why is there concern about the current situation of the reconciliation process?

c. Why would the resumption of the full functioning of political institutions and civil society help alleviate their concern?

 

a. The reconciliation process is the one that we have been in from the inception of the TFG.

b. The concern arises from the fact that there has been heavy fighting, lately and the fact that there is a state of emergency as well as some , change is in the air and many, NGO’s , “Experts” are crying day and night because they have been proven wrong.

c. This comes from the emergency laws passed, which they would like to see as being temporary. The EU, being a western entity would like the promotion of democracy and division of power as a prerequisite to support. I would add they will be pleased when the new speaker is elected, thus being democracy in action.

a. What are the TFIs and what are their “internal differences”?

The internal differences is a misleading assumptions made with regards to the rogue MP’s and former speaker. Again the fact is that the parliament, executive and judiciary are united more so today than at any time. The issue of Sharif and some opposition MP’s is being addressed.

b. They have been and have the support of most Somali’s. However they have been opposed by the armed factions, warlords and clan courts for the past two years. A matter which is coming to a conclusion.

 

4. In the 6th conclusion the EU states that “An inclusive broad based political process will offer the basis for further international support”.

 

Question:

a. Isn’t the TFG an “inclusive broad based political process”? If not, what has changed? If the TFG is an “inclusive broad based political process”, why is the EU calling for another one?

 

The TFG is a broad based all inclusive entity, it is working to build local administration in every region taking into account all stakeholders, women groups, elders, religious and local clan leaders. Thus this is what they mean, make sure that all Somali’s play a role in local, state and federal governance of their country. That’s exactly what the TFG is following a broad based political process.
