The document is AMISOM’s intent regarding plans and aspirations that will culminate in the scheduled 2021 one-man-one-vote elections and consequently the transfer, 

I confess this can be the done the year 2021. 70 of 84 districts will be ready for the election. from buuhoodle to mandheera.

If Somaliland's track record is any guidance, i.e. the work that needs to get done before a 1-person 1-vote can happen, then it will be after 2025 that South Somalia will be in such a position. 

2021 will be a dejavu of 2016, the most corrupted selection process ever.  The only voting system where candidates can secure a position if they have enough cash. 

Another sad reality, AMISom will not leave 2021. 

My predictions are, by end of 2019, things will get really really bad as candidates and clans prepare for the 2021 selection process. This time the stakes are very high. Qatar will leave no stone unturned to keep Cheeseman and Co in power, while the Saudi/UAE block will funnel the same to theirs. While the so called SNA will keep on selling its weapons to the clan melitia and Alshbab.

That means,  2021 withdrawal timetable will not be achieveable.

From the what is happening on the ground, AMISON is here to stay for at least another 10 years. Somalis through corruption are not ready, old ladies, retires, nepotism selected in police force, and public sector, while the educated young have no jobs.

There won't be any elections  the vast majority of south central Somalia is in the hands of shabaab jihadists. It's wishful thinking on the part of the koonfurians. But amisom is not going to leave. Yuweri musafaanin is milking the cow. Rumours are that even afewerqi wants to join Amisom get some training for his sawa  soldiers as long as he gets the same treatment as Ethiopia and uganda. War meesha waxbakama sonaasocada. It's like Afghanistan. Where Taliban is fighting and there is no effective western backed government  in place. Wala kheyre  wala heblaayo  cheese ba wax kabadali kara.

In fact, in Burundi, the gov't gets around 60% tax on salary from its soldiers in Mogadishu. It is part of its national budget.

Even if they want to stay their bases in the future as they do today and train themselves, there will be no money to pay them any more. The west does not have money for them and the mission has come to end. This is something that QUEN people do not understand. They always assume the QUEN is gone deliver, no matter what. The QUEN is done for the AMISON.

What happened to the constitution issue that was so hot when they wanted to get rid of a speaker?

Without that even a temporary one, things will get worst. Bad or good there has to be something agreed by most people.

Otherwise every group will rely on foreigners. Eritrea is coming out of the cold too and Ethiopia has taken to UAE with no exit possibility, going deeper everyday.
