  3. A judge has thrown out a case against God - as the Almighty doesn't have an official address and legal papers can't be served. Nebraska State Senator Ernie Chambers filed the lawsuit last year seeking a permanent injunction against God who he said made terrorist threats against him and his Omaha constituents. Additionally, he said God inspired fear and caused "widespread death, destruction and terrorisation of millions upon millions of the Earth's inhabitants". The US politician said his case was over the fact that everyone should have access to the courts regardless of whether they have money or not. However, Douglas County District Court Judge Marlon Polk ruled that under state law a plaintiff must have access to the defendant for a lawsuit to move forward - and this would be rather tricky under the circumstances. Judge Polk said: "Given that this court finds that there can never be service effectuated on the named defendant this action will be dismissed with prejudice." But Senator Chambers, a law school graduate, thinks he's found a hole in the judge's ruling. He said: "The court itself acknowledges the existence of God. A consequence of that acknowledgement is a recognition of God's omniscience. "Since God knows everything, God has notice of this lawsuit." Senator Chambers, who has served a record 38 years in the Nebraska Legislature, has 30 days to decide whether to appeal. HERE

  9. Somaliland has made notable progress in building peace, security and constitutional democracy within its de facto borders. Hundreds of thousands of refugees and internally displaced people have returned home, tens of thousands of landmines have been removed and destroyed, and clan militias have been integrated into unified police and military forces. A multi-party political system and successive competitive elections have established Somaliland as a rarity in the Horn of Africa and the Muslim world. The African Union (AU) needs to engage in preventive diplomacy now, laying the groundwork for resolution of the dispute before it becomes a confrontation from which either side views violence as the only exit. As part of the process to achieve free and fair elections, Somaliland Election Commission is registering the voters electronically using biometric technology. This will eliminate the possibility of duplicate in the elections. Somaliland is committed to democracy development, but how long will Somaliland keep upgrading democracy without diplomatic support from AU and IGAD? If the world recognizes Somaliland, then Somaliland will contribute in democracy building, human rights promotion, and war on terror and better civil societies. AU and IGAD need to play very positive role in Somaliland democracy building, and grant diplomatic recognition, because Somalia failed and there is nothing to hold back Somaliland. World, including USA and EU, expressed their interest in Somaliland, but maintained their policy of not recognizing any African country before AU does. US Assistant Undersecretary for African Affairs Dr. Frazer expressed her country’s interest in Somaliland. "We are very interested in working with Somaliland authority but AU is the right body to decide the faith of its member – means Somaliland – and USA will only recognize Somaliland if AU does." Dr. Frazer said during her visit to Hargiesa, the Capital of Somaliland. Meanwhile, AU and IGAD are trying to install government in Mogadishu, Somalia for last 20 years. AU organized 14 Peace Conferences for Somalis to settle their differences but all these ended with failure. So, how long will AU and IGAD hold Somaliland hostage for failed Somalia? Somalia is in Comma, and Allah knows when it will recover. According to AU and IGAD, Somaliland should wait Somalia until coming back from the comma, even if it takes another 100 years. This is not fair judgment, in which AU and IGAD should recalculate their plan. IGAD member states have interest in Somaliland; Ethiopia has diplomatic office in Hargiesa, Ethiopian Banks are functioning across Somaliland, and even Ethiopian Government utilizes Berbera Port as their major access to the Sea. Ethiopian Banks connect Somaliland businessmen to outside world, because Somalilanders cannot do business with rest of the world due to diplomatic embargo on Somaliland by AU and IGAD. Also, Djibouti, with its blood and cultural link to Somaliland, enjoys very warm relations with Somaliland authorities. Both Somaliland and Djibouti authorities exchanged diplomatic missions, and Somaliland has diplomatic Office in Djibouti and vice versa too. Stability and security in Somaliland helped UNDP and UNHCR to relocate thousands of Somali refuges into Somaliland, in coordination with Somaliland Rehabilitation Ministry. Somaliland secured its regional sea water, as there are no pirates in Somaliland water unlike the neighboring Somalia, in which piracy is most lucrative business. Somaliland cooperated with US and International Forces in the region to destroy the piracy in the region, including intelligence information exchange. Somaliland formed flourishing economy, where thousands of livestock are exported to Middle East and Europe, in addition other locally produced goods. Somaliland have trade link with majority of IGAD member states and Arab countries. However, lack of diplomatic recognition disabled the trade and forced many Somalilander businessmen to market their goods using the name of Somalia, and even travel with Somali Passport and Ethiopian Passports in many occasions. Remarkably, Kingdom of Saudi Arabia allowed Somalilanders to use Somaliland Passport during pilgrimage. The freedom voice of Somaliland demand fair and free treatment from AU, IGAD, UN and Arab League, to look into their case fairly. It is not literal to hold Somaliland hostage for failed Somalia. 29/10 Attacks in Somaliland = 1998 US Embassy Bombing in East Africa: I strongly believe that mighty of Somalilanders will triumph despite the enemy’s attacks in Hargiesa. Democracy will grow and accelerate faster, because the people of Somaliland will understand their enemies better. The attack was awakening alarm and to defuse future attacks. The system of government will build stronger and bolder from the enmity, attacks and critics. The three terrorist bombings in Hargiesa on 29/10, which targeted the president, UNDP office and Ethiopian Commercial Office was planned terrorist attacks similar to that in Kenya and Tanzania in 1998. Somaliland government suspended voter registration for ten days and declared holidays to schools and other public areas, in order to avoid further massacre in another terrorist attacks. This step is similar to that of USA during 11/9 terrorist attacks in New York and Washington. The terrorist can strike once in Somaliland, but will not be allowed to repeat the same. Al-Jazeera and Al-Arabiya Arabic News Channels broadcasted video clip of suicide bombers at their residence in Hargiesa, the suicide bombers were brain-washed teenagers in mid 20’s. Some of Somali clip viewers said that suicide bombers were from southern Somalia due to their language accent. The suicide bombers were very young teenagers who are been brain-washed by the terrorist masterminds including Al-Shabab top leaders. These leaders don’t carry out operations by them selves instead use the underage children to die. These leaders use these teenagers as bridge to achieve their personal interest. The people of Somaliland are recovering from the destruction by the Somali government in Mogadishu in 1988, which completely destroyed the infrastructure of the country including hospitals, schools and all civil societies. 50,000 innocent citizens of Somaliland were killed by air bombing of Somali Army, and other 2 millions were displaced from their homes to UN Refuges Camps in Ethiopia. Today, Somalilanders reestablished fully functioning democratic state from scratches without international and regional financial and diplomatic support. Somaliland got strong experience and capabilities to defeat terrorists, and will go after them even in Mogadishu. As known, British Somaliland (Republic of Somaliland) joined Italian Somalia (Republic of Somalia) on 1st June 1960 without preconditions to form united, democratic and peaceful Somali Republic. However, such theory failed due to military coup by General Mohamed Siyad Barre (1969-1991), in which Somalilanders suffered a lot under Barre’s regime. The children, women, elderly and religious leaders were killed and displaced. Pro-union Somaliland politicians who are accommodated in the TFG are believed to hold strong anti-Ethiopian sentiments with apparent links to hard-line Somali Islamist factions. Ethiopia would like to see that these politicians are excluded from future government structures. Ethiopia's position towards pro-unity Somaliland politicians is in harmony with the longstanding stance of the Somaliland administration which vigorously campaigned in the recent past for the exclusion of its nationals from the political arenas of southern Somalis.

A new Ethiopian initiative on Somalia, obviously sinister in the eyes of many Somali nationals, is getting unanimous backing from IGAD as violence intensifies in Mogadishu and Baidoa, the respective seats of the Transitional Federal Government and the Parliament. A loosely affiliated network of Islamists have resurged in Mogadishu and much of southern Somalia, co-opting the beleaguered common people and launching concerted furious assaults against the Ethiopian and IGAD forces backing the TFG. Since early 90's, various Somali factions and some members of the IGAD had accused Ethiopia of hatching numerous unsuccessful propositions on Somalia and for acting unilaterally when it suited its national interest. Ethiopia opposed the Transitional National Government - the predecessor of the TFG, which was formed in Djibouti in 2000, and provided full backing for the candidacy of Abdillahi Yusuf at the Somali peace conference which was concluded in October 2004 at Mbagathi, outside Nairobi, Kenya. Ethiopian officials cite national security concerns and determination to arrest the spread of Islamic extremism as the two overriding strategic interests in its involvement in the lawless, conflict-ridden Somalia. Notwithstanding inherent suspicions on the part of Somali nationalists and Islamists, Ethiopia is genuinely concerned on the spillover effect of conflict and extremism across its long porous borders with ungoverned Somalia. This time round, Ethiopia seems to have learned a bitter lesson from its ill-advised unilateralism. A vicious costly war in Somalia is devouring what was already meager national coffers while perilously overstretches Ethiopia's military capabilities. The war is no more popular among the Ethiopian public who obviously are uneasy with the mounting human cost. Moreover, there is a growing concern on the adverse ramifications of a failure to defeat the Islamists in Mogadishu. Recently, in consultation with the visiting President Ismail Omar Guelleh of Djibouti, Prime Minister Meles Zenawi proposed a new initiative that has already won the support of IGAD and donor countries. The new initiative which is now owned by IGAD was initially considered to be unfurled in the recently concluded - hastily convened, meeting of Somali legislators in Nairobi, but was deferred at last at the insistence of President Yusuf. The initiative envisions the formation of a new National Unity Government in which moderate Islamists are incorporated, and few drastic revisions of the transitional charter formulated during a former peace conference also held in Kenya that created the current TFG. The new initiative underlines the best strategy to tackle the escalating Islamist insurgency to be the fragmentation of the loosely-knit Islamist factions and to foment discord within their ranks. The latter is among various tasks projected to be implemented by the new Somali government to be constituted in the near future. The new IGAD initiative which is yet to be disclosed to the Somali legislators includes several underlying provisions that require the endorsement of the majority of the current parliament. Therefore, the upcoming session of the parliament is expected to enact the following: 1. Amendment of several provisions stipulated in the transitional charter, including the constitutional responsibilities and status of the president of state and that of the prime minister. The new amendment to be approved by the parliament shall render the position of the president as a ceremonial one with no executive powers. The highest executive powers of the federal government shall be vested in the Prime Minister and in his/her Cabinet of Ministers. 2. Amendment of the transitional charter to allow the increase of the size of the current parliament to make sufficient room for the Djibouti wing of the Islamist faction headed by Sheikh Sharif Ahmed, who courageously denounced the violence of the Islamist factions fighting the TFG and Ethiopian security forces. 3. Authorization of the deployment of a hybrid IGAD and UN peace-keeping mission to Somalia, which includes troops from neighbouring countries. The Ethiopian and IGAD forces currently based in Somalia are yet to be approved by the Somali parliament. 4. One thing is clear though, that the majority of the members of the parliament will not hesitate to unseat Mr. Yusuf. Paralyzed by unending internal power struggle and dysfunctional, for all practical purposes and intent, the TFG seems to have crumbled from within. Ethiopian military officers in Mogadishu are dismayed with President Abdillahi Yusuf's lack of military strategy to defeat the Islamists. At the ministry of foreign affairs here in Addis Ababa, Mr. Yusuf is regarded as a hardheaded divisive figure. A senior official at the ministry described Mr. Yusuf as "out-of-touch and divisive character lacking political flexibility and consensus-building skills." Ethiopia, a long time ally of Mr. Yusuf, has decided to abandon him at last, auguring into a new phase of power struggle among the rival clans. Ethiopia and IGAD have identified a prominent, unanimous choice to lead the new Somali government to be constituted sometime early next year in the person of Ahmed Abdisalam, the charismatic deputy prime minister and minister of information of the TFG. Mr. Abdisalam is a member of the ***, the most dominant clan in southern Somalia and a Canadian citizen. He enjoys the confidence of Ethiopia's political, military and security establishments and has the potential to rally the support of his clan against the Islamist militants. He has already played an important role in splitting the Asmara-based Islamist opposition faction. For the past two decades, the Djibouti based Intergovernmental Authority on Development (IGAD) has been anything but a peace building medium. An intergovernmental body established in 1986 for drought control, IGAD has later transmogrified into an ineffective regional political outfit. It comprises the Horn of African countries of Djibouti, Ethiopia, Kenya, Uganda, Sudan and Somalia. Eritrea which joined in 1993 has unilaterally suspended its membership in 2007. Four of its members, namely Sudan, Uganda, Ethiopia and Somalia, are mired in long running, unresolved internal conflicts. Almost every member state has been implicated in engaging activities undermining the sovereignty and territorial integrity of another member state. For several decades, Ethiopia, Kenya and Uganda have supported the Sudan People's Liberation Army (SPLA), a predominantly Christian rebel movement that fought civil war against the Sudanese government from 1983 to 2005. Uganda has accused Sudan of supporting the Lord's Resistance Army, a rebel group fighting the government of Yoweri Museveni in northern parts of the country. Ethiopia, Djibouti, and Kenya were extensively engaged in the Somali crisis for the past 18 years, without making concrete breakthroughs in the restoration of effective central government. Ethiopia, Uganda and Kenya are currently training and supplying weapons to the forces of the government of Southern Sudan which is expecting to divorce itself from the government of Khartoum through a referendum scheduled to be held on 2011. In view of the above, the new Ethiopia-sponsored IGAD initiative on Somalia is seen by political pundits here in Addis Ababa as a political litmus test on whether IGAD has transformed itself into a credible and cohesive peace building entity.
