It's a far cry from a traditional Somali wedding, which is usually long and intricately planned, with an array of activities that stretch over a seven-day period. Marked with pomp and pageantry, the festivities are held at the bride's home, and are designed to display the host's hospitality, warmth and culinary skills - all considered pivotal in Somali culture. But Haret's is a modern-day Muslim marriage. With increasingly cheap cellular technology combined with a seemingly unending humanitarian crisis in Somali, a growing number of Somalis are how phoning their way down the aisle. All the details of Haret's wedding,including the marriage proposal, the acceptance and even the dowry payment, were done via phone, Haret said, without her knowledge. Haret said her mother, Kusa Onle, spent three days planning the ceremony with the groom's family, before Haret was even told what was going on. Over the course of just 11 days, Haret said, her dream of studying sociology at a local university was dashed. Now, she said, her biggest worry is how she will manage a marriage to a 46-year-old cleric who lives in Canada. Haret and her family settled in Nairobi in 2001 after fleeing war in Somalia. There has been a surge in "phone marriages" in Somali communities in the recent years. As more Somali men leave Africa to find work abroad, unmarried young women become financial liabilities for their parents. In most phone marriage cases, parents marry their daughters off to supplement their income, as long as their daughters remain in their homes. The men often spend three-quarters of the year overseas. Some are in constant communication with their in-laws, and send regular remittances to help pay the bills. Many men dream of building up a savings account that will one day fund a new business at home in Africa. Most phone marriages are facilitated by families - including supervision by a hawk-eyed mother of the bride - who want an economic gain. The groom follows the order of events, thousands of miles away, from the comfort of his own home. As a long-simmering humanitarian crisis continues in Somalia, suitors who live abroad are welcomed by families as a steady source of income, even by families who live in neighboring Kenya. The legality of the union is guaranteed when the families observe a set of conditions, including the presence of two witnesses and the bride's father, and the payment of a dowry, said Mohammed Swalihu, an imam at Jamia mosque in Nairobi. Swalihu, whose office issues marriage certificates, added that a representative of the groom should be present to oversee the engagement ceremony. “Should the three elements be observed, the marriage becomes legal and binding,” he said. “The contract does not have to be written. It can be verbal and will have the full force of (Islamic law)." Right now, Swalihu said, his mosque is asked to register about eight phone marriages every month. He expects that number to increase. “The procedure is cost-effective for the groom in the current economic crisis and many people are taking up this new phenomenon to escape unnecessary expenses and cost,” said Abdul Qani, who married the mother of his twin boys when he was in London two years ago. The ceremony took place via telephone. Even among the poorest Somali refugees, phone marriages are becoming more popular. About 350,000 Somali refugees live at Kenya's squalid Dadaab refugee camp, said Emmanuel Nyabera, a spokesman for the United Nations High Commission for Refugees. Mohammed Abdi-Odhowa, a 54-year-old refugee based in Dadaab, said cheap mobile phones make it easy to communicate across continents. "As an elder, I was was once called to witness (an) engagement ceremony over the phone," Odhowa said. Odhowa said he was startled at first, but then realized that phone marriages are an effective way for Somalis to work around the realities of economic hardship. Even so, Haret said, success stories are rare. Suspicions of infidelity quickly set in because of the distance. On the day of her wedding, Haret solemnly held her bouquet of flowers and gazed and the pile of gifts laid before her. She said she doesn't believe her union will prosper. “I’m literally being sold out,” she said. As she left the rented hall, an entourage of women sang about the marital bliss ahead of her. Landmine Fears Slow Bakara Offensive Traders Concerned Over Damage, Looting By YAHYA MOHAMED, YUSUF HAGI 05/23/2011 ©Somalia Report Pro-government forces on front lines The Somali government’s offensive through the al-Shabaab stronghold of Bakara Market in the capital Mogadishu looks set to be slowed down by the fear of landmines left behind by retreating insurgent forces. The peacekeeping mission, known as AMISOM, said in a statement that the southern and western edges of the market, including Wadnaha Road, came under government control on Sunday. “We have taken the offensive to the extremists and driven them back,” AMISOM Force Commander Nathan Mugisha said in a statement. “The impending removal of the insurgents from Bakara is our main goal, as we place more and more of the city under Government control.” AMISOM said 22 al-Shabaab fighters had been killed and 40 wounded, while two peacekeepers were killed and five wounded. Al-Shabaab did not give its own casualty figures. However, AMISOM and government forces are having to move slowly to clear landmines left along the road and in other areas of the market, while market traders are concerned that their livelihoods, already damaged by constant shelling, may be further damaged by the government advance. The business community’s discontent is in part fuelled by the destruction of houses caused by AMISOM tanks moving through private plots to avoid mined roads. Mohamed Hussein, a trader in Bakara, told Somalia Report that AMISOM tanks had already destroyed parts of the small and semi-permanent buildings in the market, including his own kiosk. AMISOM has promised to take care in the offensive in order to minimize civilian casualties and damage to property. ©AMISOM AMISOM commander (left) tours the new front lines “We appreciate that these are difficult times, and we urge the public to minimise movement in and around Bakara until the security operations are complete,” Mugisha said. “We urge the business community to help us push the insurgents out of Bakara." Looting fears Traders are also concerned about possible looting by Transitional Federal Government soldiers – a fear enhanced by al-Shabaab stating publicly that traders could expect to have their possessions stolen. Sheikh Hassan Dahir Aweys, a senior al-Shabaab official, told trades in areas of Bakara still under al-Shabaab control that is was their duty to defend their properties. “We call for on all Somali businessmen to join the fight to defend their properties from the infidels and puppet solders,” he said near the frontlines. “It is compulsory to pay all your capacity, finance and other means of support to defend Islam and Mogadishu’s main market, otherwise those so-called government troops will loot your properties and harm your dignity.” Traders suffered heavily from looting when the government controlled the market in 2007, but TFG security officials said this will not happen now. Police spokesman Abdullahi Hassan Barise told a local radio station on Monday morning that the TFG will establish a police post in the market, and his officers will provide a twenty-four hours security patrol in the area to prevent looting. Despite Aweys call and suspicion over the advancing forces, there were reports that businessmen were refusing to help al-Shabaab, particularly a request to allow insurgents to take up positions on the roofs of taller buildings to gain a vantage point over the government troops advancing through the streets below. Should the government manage to seize significant portions of Bakara, it would be a blow to the insurgents, who heavily on taxes on traders in the sprawling business center - along with revenues generated from the ports of Kismayo and Marka - to fund their battle to oust the government. Raskamboni to Execute Soldier Tensions High in Dhobley By AHMED ABDI 05/21/2011 A Raskamboni soldier who murdered Mohamed Abdikadir, a businessman in Dhobley, is scheduled to be executed in the town. A Senior army officer of the Raskamboni group, who requested to remain anonymous, told Somalia Report that the group managed to capture the murderer last night only hours after the killing. The pro-government militia decided to execute him according to the Islamic Law, but declined to disclose when and who will carry out the execution. The killing of Abdikadir came after a dispute broke between him and the soldier over the location of a small roadside shop he normally ran in the town. Abdikadir, armed with a long dagger, then removed it from its scabbard to deter the soldier, but the soldier retaliated by shooting the businessman three times in the chest. Ahmed Madobe, the Raskamboni group leader, told Somalia Report that the murderer had only recently joined his group and but had not attended the many military and discipline trainings for the group. Madobe confirmed that the soldier will be executed by hook or crook, and warned other soldiers not to kill innocent civilians or they would face the same fate. Since after the seizure of the town by the pro-government troops, the town's business activity diminished due to the military actions around the area. The town remains a military area, as hundreds of troops are stationed within the town. There are also large foxholes still in the center of the town, dug by Al Shabab, but used by pro-government troops as Al Shabab fighters are still active in the area. Tension High in Dhobley In the meantime, tension is high in Dhobley as government forces are reported to be preparing to attack al-Shabaab insurgents in Koday village, 25 km from Dhobley. This comes after the insurgents took control of the village in an ambush attack yesterday morning, seizing trucks loaded with goods and vehicles carrying Khat to Kismayo. However, al-Shabaab insurgents are also preparing themselves within the village. Sources in Koday told Somalia Report that the insurgents dug big trenches and foxholes in the village to resist the advancing troops. A senior al-Shabaab commander called Mohamed Abu Saaid is reported to be leading the insurgents who took control over the village. Ethiopia Arrests May Delay Gedo Offensive Colleagues of Arrested Men Refusing to Fight By YAHYA MOHAMED 05/24/2011 A renewed government offensive against militant Islamist group al-Shabaab in the Gedo region could be delayed by a dispute over the arrests of militia leaders by Ethiopia. Forces supporting the Transitional Federation Government on Monday started moving from Ceel Waaq towards Buusaar/Faafax Dhuun villages. Another group of soldiers moved from Luq towards Yurkud and Berdale settlements to attack al-Shabaab bases and continue with the government’s advances in the Gedo region. The government-allied forces are supported by two Ethiopian battalions based in Luq and Garbaharey. Similar movements were reported from Dhobley towards Afmadow. The move is apparently the first step of a new offensive targeting Bardhere and Berdale districts. However, reports indicate that the anti-Al-Shabaab forces based in Luq and Bohol Bashiir are currently divided over the arrests of some Transitional Federal Government lawmakers and other militia commanders, mainly from the ***** sub-clan of the ******* clan, by Ethiopia. One group is accusing Kiish Buur, leader of the ex-TFG militias from Baidoa, of being behind those arrests and are refusing to fight until their colleagues are released. The offensive towards Berdale/Baidoa could be postponed until this issue is resolved. A lawmaker on Tuesday expressed over his concern on the arrests of TFG militia commanders. MP Adan Ibrahim Dayow, who hails from the Bay region, told a Mogadishu-based radio that Ethiopia was an obstacle to the government offensive. Dayow urged the Ethiopian government to release the leaders without conditions. He also demanded the TFG make all possible efforts to release the lawmakers in Ethiopian custody. Although the TFG promised to talk to the Ethiopian government, no progress has been made as the leaders are still held in Ethiopia. The Ethiopian government alleged that the commanders and Gen. Barre Hirale were unreliable and difficult to control. Ethiopia mainly provides logistics and military supplies to the government-allied forces in Juba and Gedo regions. Ethiopia’s invasion to oust the Islamic Courts Union prompted the al-Shabaab insurgency in early 2007, although the regional power pulled out its troops in early 2009. TFG Needs More Recruits to Hold South 700 Recruits Being Trained, But Not Enough to Defeat Militants By MOHAMED YUSUF 05/24/2011 ©Somalia Report New TFG Recruits Somalia's national army requires more forces in southern Somalia to hold the areas they captured from al-Shabaab militants, according to Somalia's deputy defense minister and the military and political coordinator for southern regions, Abdirashid Hidig. Hidig, who was appointed two months ago to lead the military offensive in southern Somalia, told Somalia Report they don’t have enough soldiers to hold to the towns they have recently captured and that has hampered effort to move forward to crush al-Shabaab. "We don’t have a large force that can cover the whole of southern Somalia. It’s a large area and an al-Shabaab stronghold,” he said. “For example, if we want to use the forces who are here in Dhobley to capture another town, then it means all the soldiers will have to move from this town and we won’t have any soldiers left here.” “Our forces are have high morale, and we are doing well so far against our enemy but we need to recruit and train more so that we can capture the whole of southern Somalia.” In southern Somalia’s southern town of Dhobley, 15km from the Kenya-Somali border, the Transitional Federal Government (TFG) is training seven hundred new recruits. Ahmed Odoway, a 20 year old from Kismayo, signed up for a six-month training course that he believes will lead to a well paying job in the Somali national army. Odowey told Somalia Report he heard about the recruitment drive from people who fled towns that experienced fighting between the government forces and al-shabaab. “I was a charcoal vendor and it reached a point that I was not making any profit. We were heavily taxed and my family depends on me, therefore, I decided to train as soldier to make ends meet and made my way to Dhobley," Odowey said. For hundreds of young men in Somalia, including Odowey, the training opportunity is a chance to turn their lives around after decades of warfare and poverty. Odowey says he was happy in the training camp and will work hard to finish his training to liberate the country from the Islamist insurgency. Mohamed Salat, a 23 year old from Sakow, Middle Juba who signed up a month ago, told Somalia Report that he was just like any other Somali young man without education. "I loved always wanted to get an education and I waited for a long time for the opportunity to arise but none has come. The only option to survive in this our country is to carry a gun and this is the opportunity that knocked at my door," he explained. Colonel Abdirizak Jamaa, one of the trainers, said they train this young men how to operate weapons and understand warfare tactics. “We are more than ten experience trainers. These young men have high morale and they want to fight for the country,” he said. “They are doing well in their training we haven’t yet had any difficulties with these new recruits.
