University of Hargeisa inaugurates a science lab HARGEISA — Nation Link under its community regeneration initiatives and capacity building, donated a fully fledged science laboratory to the University of Hargeisa during a ceremony held in the capital last week. The new laboratory equipped with state-of-the-art science equipment, materials and other tools was handed over to the faculty of Science. The Chancellor of the university, Professor Muse Abdi Elmi and Dean of Faculty of Science, Professor Ahmed Mohamed Adad formally accepted the facility and applaud the telecom giant. Prof. Adad, who spoke there first thanked the donors and stated the university was happy to have its own laboratory. “We want to thank Nation Link for their generous contribution, we also equally wish to thank Edna Hospital, Manhal Hospital and Shifo health institution, who allowed us to use their laboratories since day one, their efforts will not be forgotten,” he said. Speaking at the ceremony Vice-President Abdulrahman Abdullahi Ismail praised Nation Link for their contribution to the institution and the community. He presented a certificate of appreciation to Mr. Mahdi Dahir Jama, the Deputy Manager of Nation Link. Mr. Jama on his side briefed the media and attendees during the event. “We’re very committed to community involvement,” he said. Furthermore, he revealed they spent over $45,000 to refurnish the lab and said all the equipment and chemicals were imported from Germany. The university was thrilled to have their lab in full working condition and fully equiped. “The University of Hargeisa thanks Nation Link for their support in this area which is vital for acquiring the scientific and technological knowledge badly needed for the development of our country,” it said in a statement. Other organizations who contributed to the project include CARE International and UNDP. Among the distinguished guests were Dr. Ahmed Haashi Oday, Minister of Telecommunication and Postal Services, Dr. Hussein Mohamoud Mohamed, Minister of Health, Dr. Edna Adan Ismail, Prof. Mubarak Ibrahim Aar, Vice-Chancellor of University of Hargeisa and many others. University of Hargeisa receives new science lab Nation Link is one of seven telecommunication providers operating in Somaliland’s competitive telecom industry. It began its operations in Somalia’s capital Mogadishu in 1997 and began its mobile, fixed lines, internet and satellite mobile services in Somaliland shortly after. It is the largest and oldest telecom operator in Somalia and Somaliland. The Somaliland government recently announced it plans to introduce a new regulatory legislation and will establish a body to help enforce regulations. Currently the country has no regulatory institution and relies on the cooperation of all operators through Somaliland Telecommunication Operators Association. The government claims a French firm will help develop a nationwide network and regulations.

March 30, 2011 For immediate release Abdourahman Boreh: President Guelleh has shattered hopes of a free & fair election LONDON — The people of Djibouti have given up hope of free and fair presidential election as President Guelleh tightens his grip on opposition groups and pro-democracy campaigners in the run-up to next week’s vote on April 8. With only days before the election, President Guelleh has “shown his true colours” by throwing out Democracy International, a US government-funded election monitoring group, amid “laughable” claims that it was supporting opposition groups, says Abdourahman Boreh, a leading opposition figure who withdrew from the election earlier this month following Mr Guelleh’s brutal suppression of anti-government demonstrators. Mr Boreh said the ejection of Democracy International had dealt “a devastating blow” to the country’s hopes of a free and fair election and was the culmination of a “despicable campaign of intimidation and violence”, which over the last few months has seen: Five people killed and dozens more wounded by armed police and soldiers who fired live bullets and used tear gas during anti-government demonstrators on February 18 Demonstrators cancel a rally on March 4 after armed police came out in force to confront and intimidate protestors Dozens of opposition and pro-democracy leaders imprisoned in squalid conditions, with little food or water President Guelleh’s People’s Rally for Progress party, and President Guelleh’s family, have ruled Djibouti since independence from France in 1977. Guelleh, first elected in 1999, amended the constitution in March 2010 to allow himself to extend his rule by two more six-year terms. “In the absence of Democracy International, and without independent election observers, President Guelleh will try to legitimise the results of the election by making all sorts of wild claims about voter turnout and the percentage of the vote he has received,” said Mr Boreh. “The reality is that the vast majority of people in Djibouti aren’t allowed to vote, and there is no transparency in voter registration, control of ballot papers, or the counting of votes. The vote will be rigged. We are confident however that most people will join the opposition’s boycott in defiance of Mr Guelleh’s brutal regime, and we will gather evidence of the expected very low turnout.” He added: “It’s no longer enough for the world to watch in silence as the people of Djibouti are forced to put up with a President who has consistently refused to follow the rule of law. Opposition groups must be allowed to exercise their right to stand for election without the fear of imprisonment and voters should be confident that they can cast their vote without intimidation. “As the election approaches, I call on the international community to consider the dangers to civil peace of an illegitimate election, in the wake of events in Yemen, Egypt, Libya and elsewhere, and take steps to postpone voting until we can be confident that it will be organized in a free and fair manner.” Mr Boreh concluded: “All we’ve been asking for throughout this campaign is an opportunity for the people of Djibouti to decide on their future after living for more than 30 years under one-party rule. Born into a well known and respected Djiboutian family with a long tradition in trading in the Horn of Africa, Boreh studied business and finance in the UK before returning to Djibouti in the early 1980s to start up his own trading, investment and construction company, Red Sea Central SARL. Red Sea Central SARL would later become one of the biggest trading companies in the region, trading commodities such as steel, cement, wood, bitumen and sugar. Despite his independent business success, Boreh wanted to take a more dynamic role to promote the business environment of Djibouti and the Horn of Africa. In the 1990s, he was elected as the first Vice President of the Djibouti Chamber of Commerce and used his position to create and fund an extensive business education and training programme throughout Djibouti. Boreh served as President of the Djibouti Port and Free Zone Authority from 2000 to 2009. In this role he was instrumental in positioning Djibouti as a strategic hub for the Horn of Africa and the extended geographical zone (East Africa, Sudan, Yemen and the Red Sea). He helped Djibouti secure co-investment from Dubai Port International (later DP World) and Dubai World to develop Djibouti’s port facility. This was the first international port investment made by DP World and it paved the way for DP World to be an international player in international port investment and management. The state of the art port facility is now the most prominent contributor towards Djibouti’s economy. Boreh represented the Djibouti Government in the successful negotiations and agreement for the establishment of the US army base in Djibouti. He was instrumental in establishing security, surveillance and other services for the US Army Base, who, in addition to the French military, continue to have a strategic presence in the country.   22. HARGEISA — Foreign Minister Mohamed Abdullahi Omar left for London on Tuesday for development, security and investment talks with the British government and investors. Dr. Hussein Abdi Duale, Minister of Mining and Water Resources, Mr. Mohamoud Hashi Abdi, Minister of Aviation and Dr. Omar will sit down with officials from the British Foreign & Commonwealth Office (FCO) on Thursday in London. The discussion between the two sides will focus on issues such as security, stability, development, a devastating drought ravaging the region and investment according to official sources close to the government in Hargeisa. The Somaliland government received an invitation from FCO to take part in a two-day trade and commerce conference that will be held in London this week. The conference is expected to draw British investors from both the public and private sector and will boost bilateral economic collaboration between the two nations. This visit is part of an on-going efforts to build a closer working relationship between Somaliland and UK. It was three weeks ago when President Ahmed Silanyo received a British delegation consisting of Ambassador Norman Ling, British embassy in Addis Ababa, Tim Hitchens, Director for Africa at the British Foreign and Commonwealth Office and Matt Woods, Deputy Secretary of the British embassy in Ethiopia. A week before that, Somaliland warmly welcomed six British investors for fact-finding mission and key talks with government officials (See British Investors Arrive in Somaliland). The delegation will stopover in the Ethiopian capital, Addis Ababa, to hold talks with key officials before they fly to UK. The unannounced trip comes days after official sources said President Ahmed Silanyo was due to fly to Washington next week to hold informal talks with U.S. officials on key issues. They added, he is expected to stopover in Addis Ababa to sign a crucial trade agreement that involves the port of Berbera with the government of Ethiopia and a Chinese firm. Dr. Omar recently returned back from Beijing but some citizens say a dark cloud of secrecy surrounds that trip since he did not reveal any information. Britain is home to a large Somaliland Diaspora community that dates back to when Somaliland was a British Protectorate in the 19th century. The government of UK will provide $110 million in aids for Somaliland while helping to boost its security by funding its police, coastguards and other key security projects.
