Somaliland Government to Expel All Illegal Immigrants Hargeisa (SomalilandPress)— The Government of Somaliland today announced that it will expel about 100,000 illegal immigrants from the country. The government set one month for illegal immigrants to leave Somaliland, or face punishment, warning Somalilanders found hiding illegal immigrants will also be subject to punishment. The Government plans to repatriate about 80,000 – 90,000 illegal immigrants mainly Ethiopians in one month. In a joint press conference by the deputy minister and the general director for the Interior ministry, General Director of the Ministry of Resettlement, governor of MarodiJeh region and the Mayor of Hargeisa, ordered all illegal immigrants in Somaliland to leave within thirty days, calling upon all Somaliland citizens to help the government in removing illegal foreigners. “The government calls for all illegal persons in Somaliland who were not accepted as a refugee, to leave the country immediately “said the Deputy Minister for Interior Affairs. There are about 470 families from Pakistan, Yemen and Ethiopia accepted as refugees and they will not be affected by this order. The Deputy Minister for Interior Mr. Mohamoud Garaad Soofe explained the reasoning behind this announcement; ” We are concerned that over 100,000 illegal immigrants living in Somaliland, doing whatever they want and going where ever they want. Moreover, large number of illegal immigrants enters the country daily, and for these reasons we are worried that these people can mix with citizens and settle down here, displacing Somaliland citizens…” Mr. Soofe said that illegal immigrants reluctant to obey this order will face the justice, without violating their personal rights. “ We have decided starting from today, 4th September, 2011 until 4 October 2011, the expulsion of all illegal immigrants from Somaliland, and anyone being reluctant or failing to leave the country on the scheduled period will be brought to dealt with according to the Law” said Soofe. The General Director for the Ministry of Resettlement Mr. Ahmed Elmi Barre, said “Somaliland is not a dust bin but a nation with laws and constitution, and we will not tolerate those entering Somaliland without legal documents”. This is not the first time Somaliland government announces the repatriation of Ethiopian immigrants, but hundreds of illegal immigrants were sent home for the last decade, although many of them returned shortly. Some Ethiopian immigrants do low paid jobs, whilst many others resort to begging and are a familiar sight on the streets of the large cities in Somaliland. The issue of illegal immigrants is a thorny one and for some time now there has been a concern about the strain on precious resources and over-crowding in urban areas.

It was attended by Somaliland deputy Interior Minister Mr. Mohamud Garaad Soofe, Director General of Ministry of Interior Mr. Abdulahi Huseen known as ‘Black’, Director General of Ministry of Rehabilitation Mr. Ahmed Elmi Bare, Hargeisa Governor Mr. Ahmed Abdilahi known as ‘Xamarje’, and deputy Mayor of Hargeisa Mr. Mohamed Abdilahi better known as ‘Uurcade’. Officials called upon Somaliland people that they should not provide safe heaven or hiding palace to illegal foreigners. Those natives who fail to comply with government’s order will face the consequences of their actions. Officials told that four hundred seventy families mainly from Pakistan, Ethiopia Yemen and other countries that Somaliland government recognizes as refugees can live in the country. Somaliland deputy Interior Minister Mr. Mohamud Garad Soofe told local media that Somaliland’s government decided to deport people staying illegal in the country must leave within month. He urged Somaliland people to abide by government’s order and cooperate. He called upon the people of Somaliland that they should not give hide illegal. The minister acknowledged that these people pose a constant problems to Somaliland be it security, Hygiene, and economy. Speaking about this, the deputy interior minister said, “We cannot allow more than one hundred thousand people to stay in Somaliland illegally. We need to protect our country from being taken over by illegals.” He announced the ultimate decision by saying that starting from today on 4th September 2011 till 4th October 2011; illegal foreigners must leave the country. Those who fail to abide by the decision will face its consequences. The fighting has been continuing sporadically since Friday but clashes became more intense on Saturday as forces from the regional state of Puntland battled with local militias in the central Somalia town of Galkayo, 750 km north of the Somali capital. Residents said that most of the dead and injured were combatants from both sides but several local civilians were also affected by the fighting and were taken to the local hospital. It was not clear what triggered the flare up of the fighting. "We know 28 people died in the fighting and dozens more got injured including civilians because they are fighting among the people and that is causing most of the casualties," Dahir Farah, an elder in Galkayo, told Xinhua by phone. Medics at the central hospital in the town confirmed the figures and said they were receiving dozens of people mostly civilians injured in the cross fighting. The hospital staff said they were overwhelmed by the number of the wounded admitted for treatment of bullet and shrapnel wounds. Puntland authorities said their forces battled with militias linking to the militant group of Al Shabaab which mainly operates in southern Somalia, but reports indicate they fought with local clan militias. Meanwhile in Mogadishu, Somali government announced that a much anticipated UN-sponsored national consultative meeting will kick off in the Somali capital. The meeting will be attended by Somali government representatives and local leaders as well as a key faction fighting the Islamist Al Shabaab group in central Somalia. The three-day meeting is expected to address the transitional tasks that need to be completed during the next 12-month mandate of the current government. The consultative meeting delegates will set up a roadmap for the drafting of a national constitution, completion of the reconciliation with willing opposition members, and the conducting of a national census that will lead to free and fair election next year.

Tannock renews call for Somaliland independence at meeting with Ethiopian Prime Minister 1st September 2011 — Ethiopia should take the lead and declare Somaliland – the former British protectorate breakaway region within the state of Somalia – an independent sovereign state, Charles Tannock MEP, European Conservatives and Reformists group foreign affairs spokesman, said today at a meeting in Addis Ababa with Ethiopian Prime Minister Meles Zenawi. Dr Tannock said that a stable and sovereign Somaliland would act as a powerful moderate neighbouring partner to Ethiopia both economically and politically. He argued that many other major African nations, the EU and the USA, would also eventually support independence, but not until a major African Union nation makes the first move. It is also important to remind the newly independent Republic of South Sudan of its stated commitment to recognise Somaliland in exchange for the longstanding help it gave Juba in its liberation struggle from Khartoum. Historically Somaliland was very briefly independent in 1960 so it is legally a case of re-reccognition rather than recognition after Hargeisa, much to its subsequent regret, joined the former Italian Somalia in the south for an unhappy marriage which lasted until 1991. Somaliland is a moderate Islamic nation with a small cohesive population and which has strong economic prospects with unexplored possible significant oil and gas resources and thorium deposits essential for the nuclear power industry. Its Soviet built deepwater port at Berbera could make it a complimentary trading ally to landlocked Ethiopia. Its functioning democracy would also help bolster the forces of moderation and stability in the Horn of Africa and countenance the Islamist insurgents in Somalia – Al.Shabab. Speaking after the meeting, Dr Tannock said: “Somaliland is a relatively peaceful, stable and economically growing polity. It is a world away from the failed state of Somalia where the TFG’s remit barely reaches beyond Mogadishu and which still faces the brutality of the Al-Shabab insurgency and the serious challenge of piracy. “Western governments rightly do not yet feel empowered to declare Somaliland a sovereign nation without a clear declaration from a leading African nation. As the major force for stability, security and growth in the Horn of Africa, Ethiopia has the ability to give a lead on re-recognising Somaliland independence, and I strongly believe that many other AU nations, and the EU and USA, would follow suit. “Somaliland can be a partner for peace and prosperity to the Ethiopian people in an unsettled region. I hope that Prime Minister Zenawi will seriously consider taking the first step towards granting re-recognition of its sovereignty and independence. Somaliland is already effectively a functioning country and we owe it now the right to independent statehood.
