North African Democracy Looks to China for the Aid It Needs Most By Sophie Quinton Updated: September 15, 2011 | 3:15 p.m. September 15, 2011 | 2:09 p.m. The West has proven a valuable source of democracy-building and development aid for Somaliland, a blink-and-you'll-miss-it republic in northern Africa. But it is China that has been willing to gamble big on the economic-development projects it needs most. “When you talk about infrastructure development, China is one of the leading countries in the world,” said Somaliland Foreign Affairs Minister Mohamed Omar, who is in Washington this week. “You cannot get roads built and bridges done, and ports done and airports, with humanitarian and development assistance.” “Contemporary development assistance focuses on what I would call ‘soft sector’,” Omar said: things like institutional development, education, health, capacity building. “Aid is not aimed to build roads—and for the economic development you would need to develop that infrastructure,” Omar said. “The Chinese are very good at that.” Chinese oil company PetroTrans plans to turn Berbera port into a modern facility, in a deal with the Somaliland government that will help PetroTrans export the natural gas it extracts from Ethiopia. Modern roads connecting Somaliland and Ethiopia will be part of the deal, which has yet to be finalized, Omar said. Somaliland’s democracy is still far from perfect, 20 years in transition from dictatorship, said Ibrahim Hashi Jama, a Somalilander and a lawyer now living in Britain. It also took a long time to build: Clan meetings on the constitution began in 1991, but the document was not finalized until 2001. Building up the judicial system to check government power and make sure that elections happen on time remain major challenges. The government is “an eclectic mix of our own,” Jama said in an e-mail: a U.S.-style president and separation of powers, but a parliament that includes a "House of Elders," a body similar to the U.K.'s House of Lords that has a special focus on traditional issues. Somaliland is an Islamic state, and sharia is the basis of its constitution and legal system. Somalilanders themselves were “the ones who decided they were going to have a stable Somaliland,” said Paul Fagan, Africa director for the International Republican Institute. “They came together across clan lines, set aside their differences, and did it with no international intervention whatsoever.” The Somaliland system balances Islamic law, tribal tradition, and republican governance with respect for human rights and a commitment to fighting terrorism. “There aren’t many places like this in the world,” Fagan said. He called Somaliland an “easy place” to work because the government wants to improve its democracy and eagerly cooperates with capacity-building efforts. The institute is helping Somaliland’s legislative branch develop, a project financed by USAID. USAID and Britain’s Department for International Development both set aside unique aid budgets for Somaliland. Somaliland’s government believes it can set an example for Arab nations beginning to wrestle with regime change—and it may have something to teach the Western aid world as well. “We offer a lesson” for other countries going through a democratic transition, Omar said. “Somaliland did it. Why can’t you do it? And with limited resources and limited possibility and support, we have done it, and we are still working on it.” Omar traveled to Washington this week to raise his country’s profile and ask for humanitarian and development assistance. Lack of political recognition has hampered his country’s ability to attract humanitarian and development aid—not to mention foreign direct investment. But Omar, Jama, and Fagan all agreed that Somaliland is ready to move to a new phase and that economic investment is going to be vital, if the impoverished, arid country is ever going to develop. Until Somaliland is officially recognized as an independent nation—and not part of Somalia—it will be extremely difficult for foreign businesses to take on the risk of investing there. China has increasingly taken a more active role in Africa. As state-owned companies move in to extract African resources, Chinese investment in the continent has skyrocketed. Chinese involvement in Africa has worried some Western observers, but Omar argued that partnerships with China and the West were both vital and would complement each other. “The Chinese seem to be taking a bit more risk than any other country,” he said. “And where else would you go in this climate of economic difficulty? China has got the most cash and investment."

The delegate paid a short visit to the country and held high level talks with President Siilaanyo. According to a press release issued from the presidential palace and it was written in this way. “The president of Somaliland Mr. Ahmed Mohamed Mohamud ‘Siilaanyo’ cordially welcomes at his office in the presidential palace delegation from donors that assist Somaliland when it comes to democracy and elections. The delegation consists of five members and was headed by Mr. Ole Thonke and they briefed their main goal behind paying a short visit to the country. As the press release indicates that their main reason behind arriving in Somaliland is to know fully if the necessary preparations were made by the government when it comes to the forthcoming local council elections. Delegates who are members of donors assured that they are fully prepared when it comes to holding local council elections be it technically and financially. The head of the country informed the delegate that Somaliland embraced the ideology of democracy. He indebted to donors the positive role that they play when it comes to democracy that thrived in Somaliland. Somaliland’s president briefed the delegate that his government did the right preparations and things are going very smoothly. He added that as the country’s head of state, he opened for Somaliland citizens to form political parties and also nominated the registration committee for political parties. The president further informed the delegation that his government is ready to hold the elections. Finally, he told the delegate that his government welcomes those individuals concerned be it elections in the country.

Somaliland is Political mature its an all inclusive Country a multi tribal society it works with Viable working institutions a government that functions and its people united with a genuine democracy.Now you will view it from A clanish Lens not sure why but because you feel that everything should be clan orientated in order to make sense in your mind.I don't have a real problem with the O name if you are willing to use that name to fight against the other Ethiopians if you think you are going to be successful you should do it. But some will say that you are Clan Secessionist or should i say a subclan secessionist and not an honest Somali Secessionist who is willing to involve all the Somalis in the region.

And that's something really to be proud of we will continue doing that with the will of Allah Unity between Somaliland and Somalia did not only destroy Somaliland but look what is happening today in Somalia just imagine if Somaliland and Somalia din't unite in 1960 how the horn of Africa would have been, I don't think though it would have made any difference for Abtigis and the Folks in Kilinka.

According to a press release issued by the presidential spokesperson Mr. Abdilahi Mohamed Dahir ‘Cukuse’ and it was written in this way:- “The president of Somaliland Mr. Ahmed Mohamed Mohamud ‘Siilaanyo’ today confers with delegation from the British embassy in Addis Ababa, the capital of Ethiopia. The meeting took place at the presidential palace in Hargeisa, the capital of Somaliland.” The British delegation was headed by Chris Allan who is the deputy head of an organization by the name of MSIISIO, and was accompanied by the deputy secretary to the British embassy in Ethiopia and woman from an organization by the name of DFID that is special to the UK government on development and assistance and is known as Paulina. The president and the delegation held high level talks in which the two sides discussed issues ranging on improving and developing social services, strengthening security, combating piracy, and consolidating the bilateral ties with neighboring countries. The two sides held series meetings intended that issues dominated their previous discussions to bear fruit. The UK government sent the delegate in order to assess and get the real situation on the ground in Somaliland. Hence, the bilateral ties between the two governments based on the socio-economic development are getting stronger and stronger. Finally, the president greatly indebted to the delegate’s visit to Somaliland and he praised that the government of UK managed to establish good ties with Somaliland. The meeting was attended by the minister for presidency Mr. Hirsi Ali Haji Hasan, the minister for planning Mr. Sacad Ali Shire and Somaliland foreign affairs secretary Mr. Mohamed Rashid Sh. Hasan.

Holding it in laascanood would be great i mean the garaads are welcome in Laascanood its their city you have seen how the laascanood residents welcomed the Committee.

  16. Somaliland: Mayor of Hargeisa opens police station and health center Posted on 13/09/2011 Hargeisa (JSLtimes)-The mayor of Hargeisa Eng. Husen Mohamud Jicir today opens a new police station and health center that were built and implemented in Hrageisa, The police station was built in 26th June district while the health center was built in Ahmed Dhagah district. The implementation of these two centers were jointly built and implemented by Hargeisa City Hall in collaboration with United Nations organization under the project of GLPG. The mayor of Hargeisa Mr. Husen Mohamud Jicir spoke at the opening ceremony and he told that the police station will play a big role when it comes to the security. He pointed out that the community living in this area was badly in need of police station that promotes security. He also said that the implementation of health center will improve health services provided to the large community residing in this area and it will be of great help to them. He acknowledged that being a large community in this area, it did not have a health center and this will boost the services that the center will provide to the entire community residing in this residences. The deputy commander of Somaliland police Mr. Abdirahman Liibaan Fooxle also attended the ceremony and he made a speech by calling on the community to have full cooperation with police who are expected to start their duty. He urged the entire community to keep watchful eyes on the conduct of their children. Mr. Abdirahman praised the the endless efforts that the Mayor of Hargeisa is extending to Somaliland police and he called upon the mayor to continue working with them. The ceremony was attended by the mayor of Hargeisa Mr. Husen Mohamud Jicir, deputy commander of police Mr. Abdirahman Liban Fooxle, local councilor by the name of Hasan Abdi Mohamud better known as Hasan Xaydh and other officials from the Hargeisa City Hall. * ?????????????
