Egypt & Ethiopia Agree to reset Relations Egypt and Ethiopia have agreed to open a new chapter in relations that were strained under the regime of ousted Egyptian president Hosni Mubarak over disputes on Nile water sharing.Ethiopian Prime Minister Meles Zenawi was in Cairo on his first visit since a popular uprising ousted Mubarak in February. Zenawi thanked Prime Minister Essam Sharaf “for helping in opening a new chapter of relations between Egypt and Ethiopia.”“We all agree that the Nile is a bridge, it is not a barrier,” he told a news conference. “The future is a new relationship between Ethiopia and Egypt based on a win-win strategy. The past is a past based on a zero-sum game. That is gone. There is no going back,” Zenawi said.Countries that share the Nile River basin have demanded the revision of colonial-era agreements that allot the bulk of the river’s water to Egypt and Sudan and allow Cairo to veto upstream projects. Egypt did not recognise an agreement among other basin countries that revised the treaties.The revised agreement, signed by Burundi, Ethiopia, Kenya, Rwanda, Tanzania and Uganda, seeks to allow irrigation and hydroelectric projects to go ahead without Cairo’s consent. Under the Mubarak regime, Ethiopia took the lead in the campaign against Egypt — for whom the Nile is just about the only source of water — but Sharaf’s government has repeatedly stressed its intention to resolve the dispute. Zenawi said his country had delayed the submission of the treaty for ratification “so that the new Egypt can study in carefully.”“We will wait for the Egyptian side to make its decision in this regard,” he said. In March, Ethiopia announced the construction of the Renaissance Dam, which aims to be the largest hydroelectric plant in Africa. During their talks in Cairo, the prime ministers agreed that a technical team from Egypt, Ethiopia and Sudan would be sent to Ethiopia to look into how the dam would affect downstream countries, Zenawi said. “It is wrong to deliver a message to our children and grandchildren that establishing a dam is a problem,” Sharaf told reporters. “Our main goal and ultimate goal is to develop an integrated development plan and that it benefits both countries,” he said. Both Zenawi and Sharaf — who visited Ethiopia for Nile talks in May — highlighted the positive nature of the talks and said they would be followed by further discussion.

US Spy Drone Shot Down by Iran TEHRAN (FNA)- A senior Iranian legislator confirmed earlier reports saying that a US drone has been shot down by Iran over Fordo nuclear enrichment plant in the Central Qom province. Member of the parliament's National Security and Foreign Policy Commission Ali Aqazadeh Dafsari said on Tuesday that the unmanned spy plane was flying near the Fordo nuclear enrichment plant in Qom province when the Islamic Revolution Guards Corps (IRGC)'s Air Defense units brought it down. According to press tv, the official stated that the US drone was on a mission to identify the location of the Fordo nuclear enrichment plant and gather information about the nuclear facility for the CIA, Dafsari stated. Earlier this year, a senior Iranian military official had confirmed reports on the shooting down of several enemy drones over the Persian Gulf, and said Iran has targeted a large number of these pilotless planes during the last 7 years. "We have experienced similar incidents many times in the past and there have even been drones belonging to the occupying Zionist regime (Israel), the United States and Britain which have been shot down in the Persian Gulf during the past 7 years," the senior military official told FNA in January. Also in January 2007, the Iranian military troops shot down a spy plane of the US army when trying to cross Iran-Iraq borders in the Southwestern city of Dasht-e-Azadegan, Khuzestan province.

The vote is set for Monday but President Issaias Afeworki does not have enough time to get to New York, according to the UN envoy for the impoverished nation, which is accused of plotting an attack on an African Union summit this year. Several Security Council members, including Russia, China and South Africa, argued in informal talks for the vote to be delayed for two days, diplomats said. But the 15-member body stuck to the schedule demanded by the United States and Gabon, which drew up the resolution. "It is going to be Monday," said Russia's UN ambassador Vitaly Churkin after the talks, but he said the details of who would be present are not clear. Some East African ministers are expected to address the meeting by video-link. Afeworki asked in October to speak to the Security Council which sent an invitation this week. Eritrea's UN ambassador Araya Desta told AFP that Afeworki wanted to attend but did not get a visa to enter the United States on time to organize a flight. However US officials said visas were granted within hours of the application being made. Diplomats said Afeworki still had three days to get to the UN headquarters. Council members Gabon and Nigeria drew up the sanctions resolution against Eritrea. Gabon, backed by the United States, had pressed for a vote last Wednesday but they were persuaded to wait until Monday to give Afeworki a chance. Ethiopia and other East African countries have led the campaign outside the council for tougher action against Eritrea. Eritrea split from Ethiopia in 1993 and the two have remained arch-rivals ever since. A UN report this year accused the Asmara government of involvement in a plot to bomb an African Union summit in the Ethiopian capital. Kenya has complained about Eritrea's backing for Shebab Islamist militants in Somalia, while Djibouti has a border dispute with its neighbor. The UN sanctions monitoring group said in a report released in July that Eritrea was giving political, financial and logistical support to Shebab and other groups. The draft sanctions resolution would widen a travel ban and assets freeze against Eritrean individuals and entities passed by the Security Council in 2009. It demands that Eritrea "cease all direct or indirect efforts to destabilize states, including through financial, military, intelligence and non-military assistance." It also "condemns" the alleged Eritrean plot to bomb the African summit. The government has denied the allegations and the Eritrean ambassador called the resolution "outrageous". Demands in the first draft resolution to ban investment in Eritrea's key mining industry and a government tax on remittances sent back by Eritrean workers abroad have been dropped. The resolution "decides" that Eritrea shall "cease using extortion, threats of violence, fraud and other illicit means to collect taxes outside of Eritrea from its nationals." The document also expresses concern at the "potential use" of Eritrea's new mining revenues to "destabilize the Horn of Africa region". It calls on UN states to use greater "vigilance" in dealing with the Eritrean mining sector.
