The president didn't say the government will form those federal states obviously the people have an input but the structure how it will be designed will be decided by the Parliament eventually in the finer details.The goverment is fully involved though it will be coordinating those states and facilitate state building. The President made clear on how he views the federal states he assured that the Parliament will make the final decision regarding how the structure and federal states will be eventually. The decision lies with in the parliament and 2 weeks ago who remembers the interior Minister was given the executive power to form the federal states. He doesn't recognize any federal states right now that's what he said he also said he will work with the existing administrations. On Somaliland he said that he will continue to hold talks with Somaliland he doesn't believe in a forced union he also said that Somaliland statehood is an aspiration of the people no official ever uttered those words before from Mogadishu , eventhough he wants a union but not at all cost. wonderful

His government seems to be sending conflicting messages with respect to this matter: on a one hand, the government announces an initiative to set up (not coordinate) local administrations in South Central regions, an initiative led by the Interior minister, and on the other hand, the government proclaims the right of local people to establish local administration in accordance with the federal charter. This contradiction is a remarkable manifestation of how civil war experience in the south still poses a real risk to derail the progress made last year in Mogadishu. For if local initiatives such as Kismayo are aborted on the basis of an ‘enemy’ clan would gain a significant political foothold in the south, then the very political framework upon which President Hassan was elected would be aborted and de-legitimized. And that would be a significant setback from the political progress made in the last few years

Well there are many Somalis who have Jewish ancestry they are a minority though i have seen many in Somaliland even though they are Muslim they know their ancestry and trace their lineage back to Jewish forefathers and also in Djibouti.
