Sudan's Bashir pledges peace in first South Sudan visit since split By Khalid Abdelaziz and Andrew Green | Reuters – Fri, Apr 12, 2013 By Khalid Abdelaziz and Andrew Green JUBA (Reuters) - Sudanese President Omar Hassan al-Bashir said on Friday he wanted peace and normal relations with South Sudan in his first visit there since it split off from his country in 2011 after decades of civil war. The neighbors agreed in March to resume pumping oil through pipelines from south to north and ease the tensions which had threatened to reignite the war between them that had killed more than two million people. Diplomats hope Bashir's visit will help the two sides overcome deep mistrust and solve their remaining disputes over the ownership of Abyei and other contested border regions. Bashir, who canceled a visit to Juba a year ago when border fighting almost flared into full-scale war, said in a speech in the southern capital that he had ordered Sudan's borders with South Sudan to be opened for traffic. "I have instructed Sudan's authorities and civil society to open up to their brothers in the Republic of South Sudan," Bashir said, alongside South Sudan's President Salva Kiir. Kiir said he had agreed with Bashir to continue talks to solve all conflicts over disputed regions along their volatile 2,000 km (1,200 mile) frontier. "Some issues need more discussions," Kiir said, adding that he had accepted an invitation from Bashir, who was walking on his trademark walking stick, to visit Sudan soon, his second trip since the secession. Neither leader offered a solution for Abyei, a border region that contains fertile land, some oil and is highly symbolic. After their meeting in the presidential palace, Bashir swapped his business suit and tie for a traditional white robe to join Friday prayers in the "Kuwaiti" mosque in central Juba. "I came to Juba because we now have the biggest chance to make peace," he told 400 Muslim worshippers from South Sudan and the Sudanese expatriate community. "We won't go back to war. President Kiir and I agreed that the war was too long," said Bashir, who last visited Juba to attend South Sudan's independence ceremony on July 9, 2011. At a press conference, local journalists challenged Bashir for referring to the South's ruling party, the Sudan People's Liberation Movement (SPLM), as "insects" when emotions ran high on both sides during last year's border fighting. "I didn't call the people of South Sudan insects...I cannot do this because I ruled them for 20 years," Bashir said, adding that he had only been making a play on the SPLM's Arabic name. He said Sudan had been hurt when South Sudan's army in April of last year briefly seized the Heglig oilfield, which is vital to Sudan's economy. "There was no justification for this," he said. "WE NEED PEACE" In the ramshackle capital Juba, where main roads were closed and festooned with the flags of both countries, residents said they hoped Bashir's visit would finally bring peace. "We need to live in harmony. We need peace between Sudan and South Sudan," said 22-year-old engineering student Robert Mori. Edmund Yakani, head of the Community Empowerment for Progress Organization (CEPO), which promotes civil society values, said Bashir's presence showed he wanted peace. South Sudan, the world's newest state, shut down its 350,000-barrel-a-day oil output in January 2012 at the height of a pipeline fee dispute, with devastating effect on both struggling economies. The two sides subsequently agreed to restart oil shipments, grant each others' citizens residency, increase border trade and encourage close cooperation between their central banks. Last week, South Sudan re-launched crude production with the first oil cargo expected to reach Sudan's Red Sea export terminal at Port Sudan by the end of May. Both nations withdrew troops from border areas as agreed in an African Union-brokered deal in September. But they took until March to set up the demilitarized border zone, due to mistrust. But even as Bashir's visit raised hopes of eased tension on Sudan's southern frontier, conflict has flared up again in its western region of Darfur, forcing some 50,000 Sudanese to flee into neighboring Chad over the past week. Fighting has ravaged Darfur since 2003 when mainly non-Arab rebels took up arms against Sudan's Arab-led government, accusing it of politically and economically marginalizing the region. The violence has fallen off from its peak in 2003 and 2004, but a fresh surge has forced more than 130,000 people to flee their homes this year, according to the United Nations. Somaliland:Turkey Meeting Set Issues Straight Letting be all rumours peddled within and without, it is noteworthy to shade a logical light on the Turkish SL/Somalia talks to put things straight. It is quite well known that the last time the Somalia question was delved into abroad, and by extension vis-à-vis the Somaliland factor, both the London Chevening and Dubai communiqués were dealt with and addressed by the TFG while in her twilight. With the exit of the TFG (and after a two decade hiatus), a centralized federal oriented government enters the scene. It is therefore natural for the incumbent Somalia President to reiterate the objectives of the subjects set at the stage hence formally acknowledge the status quo of the scenes of the episodes that are both abound and expected to unfold. Again, it is against this background that both sides had/have to meet and face and live up to the expectation; however sensitive, fragile or grey matters they may be. A plus for the SL as per the Turkey meeting is that that which off-sets the wishes of anti-Somalilanders who wanted to see SL at the May 7th London round-table. While both the world and this country acknowledge the “more legit” Hassan regime, the fact is that the impending future talks would have to continue whatever the case. This Turkey party puts to rest the upcoming London one thus validating our difference as an entity very distinct from the southerners. It also underscores the importance of the British non-invitation of Somaliland. In other words what has been clarified is the UK acknowledgment of the real issue at stake hence respected our stand by not inviting us to an exclusive Somalia affair. Every mind, small ones notwithstanding, ought to know that the London one would undermine our status if we do attend. We are happy that, as for starters, Hassan swiftly conceded the two state (at par) setting, a bone of contention that shouldn’t have been in the first place. Che but this is a permanent goverment not a transitional one it doesn't have much control on the ground domestically its still disorganized but its still regarded as the legitimate of government of Somalia.There is also a parliament and they have to approve what ever agreement the 2 sides agree on in the near future. The implementation on the ground will be a bit difficult but they still could agree, not saying SL and Somalia will agree any time soon but there is still a chance as long as the talking continues.

Turkey’s Contribution to Efforts to Overcome Problems between Somalia and Somaliland 13.04.2013 President Abdullah Gül met with President Sheikh Mohamud of Somalia and President Ahmed Mohamed Silanyo of Somaliland at the Çankaya Presidential Palace. During the talk among the three Presidents, which was held at the invitation of Turkey, the “Ankara Communiqué”, which aims at overcoming the existing problems between the Federal Republic of Somalia and the Republic of Somaliland through dialogue, was signed. The three Presidents discussed how to overcome the current conflicts between Somalia and Somaliland, reviewed Turkey-Africa relations which have considerably gained momentum in recent years and tackled other regional issues during their talks which Foreign Minister Ahmet Davutoğlu also attended. This meeting between Presidents Gül, Mohamud and Silanyo is regarded as the first step toward the resolution of the existing problems between the two African countries by means of dialogue and good will. As part of this objective, the “Ankara Communiqué” was signed. The three Presidents underscored that Turkey’s contribution to this dialogue process between Somalia and Somaliland will continue and they also decided to hold another trilateral meeting in Istanbul within 90 days. President Mohamud of Somalia, who took office in September, 2012, had paid his first foreign visit to Turkey in December last year.

Ankara Communiqué 13 April 2013 Following the meeting at Chevening House (UK) of June 20-21, 2012 and the Dubai (UAE) of June 28, 2012, President Hassan Sheikh Mohamud of the Somali Federal Republic and President Ahmed Mohamed Silanyo of Somaliland Government met on 13 April 2013 in Ankara. The meeting is hosted by the Government of Turkey at the request of the two parties. The purpose of this meeting is to reopen the dialogue after the change in the leadership of the Somali Federal Republic, and to establish a way forward for the dialogue. The two parties: 1. Expressed their commitment to the continuation of the Dialogue. 2. Endorsed the content of the Chevening house Declaration agreed on 21 June 2012, and the Dubai Statement signed on 28 June 2012. 3. Stated that the Dialogue is between the Federal Government of Somalia and the Government of Somaliland. The international community that is supporting this process will only provide facilitation when is needed. 4. Agreed to encourage and facilitate International aid and development provided to Somaliland. 5. Agreed the need to consolidate a cooperation on security sector through sharing intelligence, training as well as sharing scholarships for security sector professionals in order to become more effective in the fight against terrorism, extremism, piracy, illegal fishing toxic dumping, maritime crime and serious crime. 6. Proposed to meet within 90 days in Istanbul at a date later to be agreed by the parties. 7. Agreed to refrain from using any inflammatory language and any other act which may put the continuation of the Dialogue at risk.
