  5. KAMPALA – Uganda’s President Yoweri Museveni will on March 2 convene a Summit of Troop Contributing Countries (TCCs) of the African Union Mission in Somalia (AMISOM) in Kampala. Leaders from the AMISOM contributing countries and and the Federal Republic of Somalia are expected to participate at the highest level. The Summit is being convened within the framework of conclusions of a September 2017 meeting hosted in New York by President Museveni on the margins of the United Nations General Assembly. The New York Summit was called to exchange views on the situation in Somalia and the future of AMISOM following the adoption of the UN Security Council Resolution 2372 (2017), whose main thrust was the phased reduction and draw-down of AMISOM troops; and the gradual handover of security responsibilities to Somali National Security Forces(SNSF). The March 2nd Summit in Kampala, will therefore provide an opportunity to further discuss the current situation in Somalia. Focus will be on the continued role of the TCCs/AMISOM in Somalia, a mechanism for sustainable and predictable funding for AMISOM plus inputs to the AMISOM transition plan. Representatives of the African Union Commission, UN Secretariat, the European Union Commission, Regional and Sub-Regional organizations, and representatives of the Five Permanent Members of the UN Security Council. The Summit and will be preceded by a Meeting of Experts and Senior Officials on Tuesday March 27, a meeting of Chiefs of Defense Forces on Wednesday , a Meeting of Ministers of Foreign Affairs and Defence on March 1, 2018 . There will also be a Meeting between TCCs and Partners on the same day. Uganda was the first country to deploy troops under AMISOM into Somalia in March 2007. So far, Uganda has provided six AMISOM Force Commanders. Uganda’s Lt Gen Jim Owoyesigire is the current commander. The Ugandan contingent remains the largest contingent in AMISOM with over 6,000 troops based in Sector 1 which comprises of Banadir (Mogadishu), Middle and Lower Shabelle regions.   17. HARGEISA–The Norwegian envoy to Kenya, Mr. Vabjorn Heines is visiting Somaliland at the moment. The Energy & Mineral Minister, Hon. Jama Mohamud Egal flanked by the director general, Saed Ahmed Jibril on Monday met with the Norway Envoy to Kenya. The minister and the envoy discussed on electricity project which the Norwegian govt is funding it. NIS Foundation has undertaken to implement the electricity projects to remote eastern regions in Somaliland where residents do not have access to electricity will benefit from it. They also talked about other development projects that Norway is carrying out in Somaliland.
  18. By Bashir Goth Somalis have always regarded poetry as the pinnacle of their literary heritage but the elegance of the poetic expression came through singing in folklore dances. Before the arrival of the Arabian oud, the ears of the Somali people were trained to the beat of the African drum. Known as ‘the Nation of Bards’, the people found expression through rhythm and rhyme in dance and singing. Somalis who lived before the 1960s and 1970s watched folklore dances like the xoogweyn, saddexley, dhaanto, hirwo, wilwile and the saylici. This was alongside the light dance songs of Somali women, the heelo-yar-yar, and the lullabies of Somali mothers, the hees carruureed, as well as the ubiquitous hees-hawleed (work songs), which Somali herdsmen, farmers, builders and other workers sang. Abdi Deeqsi Warfaa, better known as Abdi Sinimo, emerged out of this rich background to create balwo, the genre that pioneered modern Somali song. As a young boy, Abdi Sinimo became acquainted with many genres of Somali poetry like the gabay, geeraar, jiib, jiifto and buraanbur. He reached adulthood during the 1930s, a time of change when classical Somali poetry began integrating jiifto quatrains of the dhaanto folk dance, which paved the way for the balwo. Besides the jiifto, the reer-magaal (urban people) also listened to Arabic songs brought from Aden. Known as dunya diwani (دنيا ديواني), or ‘the world is my poetry book’, these songs were played on phonographs by kabacad (clean shoes) groups. They were performed by filling the music breaks with quick and rhythmic handclapping called kasrad. Dunya diwani remained dominant in the years between 1939 and 1943, until balwo was born. In its final days, the Arabic words were replaced with Somali, while the music remained the same. These songs were enjoyed at majlises (kat chewing sessions) where men and women sat and sang together while the girls danced taxriig (a type of Arab dance). In the 1940s, two sisters, Maryan and Khadiija Eyeh Dharaar, became the centre of attention in the town of Borama. It was at this time that Abdi Sinimo, then a lorry driver, fell under the spell of Khadiija, later known as Khadiija Balwo after becoming Abdi Sinimo’s partner in music and one of the first Somali women to partake in musical performance. One day, as he was driving from Zeila to Borama, Abdi Sinimo’s lorry broke down in the desert of Giryaad Dhagaxle near the village of Jidhi. With the help of his apprentices, he pulled the lorry to the shade of a kulan tree. Abdi Sinimo was seen for many days with rolled-up sleeves under the bonnet of the Ford lorry with his young helpers, Kamil and Gaydh. Although passing vehicles provided them with food and other necessities, Abdi Sinimo felt depressed, as he missed Khadiija. He then ordered one of his helpers to bring him an empty kerosene tin from the lorry. He began to beat it like a drum while humming a tune. After some time, he stopped the beating, went into deep thought and, gripping his forelock, uttered the following lines that changed the course of Somali poetry and struck the first note of the modern Somali song in 1943: “Balwooy! hooy balwooy / Waxaa i baleeyey mooyaan” (Balwo! O balwo / I know not that made me suffer). He later created the first Balwo Band in Borama in 1944. Members of the band were Cabdi Deeqsi Warfaa (Cabdi Sinimoo), Koobali Caashaad, Hussein Aare Meecaad, Xaashi Warsame, Khadiija Ciye Dharaar (Khadiija Balwo) and Nuuriya Catiiq. Balwo quickly spread to other parts of British Somaliland but not without resistance from some religious men. Foremost among them was Hajji Manati, who composed many verses in the genre portraying music as sinful and blasphemous. The following lines are some of Hajji Manati’s rebuttal: “Nin waliba balwadii tumayey / Ma taydii baa la baal marayey” (Everyone sings his balwo / Oh, how come my own is ignored?). The second Balwo Band created on the eve of the country’s independence changed the theme of balwo from love and longing to patriotism. Members of this bank included Cabdillahi Xuseen (Dabshid), Xuseen Madar (Suleex), Aadan Cashuur Cumar, Koobane and Farah Sufi Tubeec. But the spread of balwo wasn’t complete until the third Balwo Band used the oud for the first time. Abdi Sinimo also reached another milestone by broadcasting his songs a cappella on Addis Ababa Radio, the first radio broadcast in history of a Somali song. Among the third Balwo Band were Cabdillahi Xuseen (Dabshid), Xuseen Madar (Suleex), Aadan Cashuur Cumar, Aw Muuse Indhamood Kaariye (Shafiiq), Cabdiilaahi Jaamac (Garab Yare), Axmad Aw Ibrahim Aw Cumar (Rodol), Bowki (an Oromo man from Jigjiga), and Arab musician Saalax Kuwaiti Al Cantari. The third Balwo Band disbanded in 1946, but from its ashes sprang up a more sophisticated group by the French name Bons Bras (Good Arms/Hands). The new band made a breakthrough by staging the first modern play called Abiido (Eternity) in a theatre in 1955. Shortly after this, another historic event took place in Hargeisa with the creation of Walaalo Hargeisa (Hargeisa Brothers Band). It was formed by Abdillahi Qarshi, the first Somali to play oud while singing, and Hussein Aw Farah, a composer and playwright. The situation at the height of struggle for independence demanded a new mode of expression to educate the people and rouse them to fight for their freedom. This new mode came in the form of the ‘Jowhara Luul’ song, which John William Johnson described as having become “a sort of ‘Marseillaise’ to the general public”. This forceful expression of musical patriotism – performed with an oud, drum, reed flute and handclapping – is also considered to have started the heello genre, a further modernised version of balwo. ‘Jowhara Luul’ was the collective work of a new generation of balwo aspirants: Abdillahi Maydhane (Fajac), Abdillahi Huseen (Dabshid) and Omar Subagle. Walaalo Hargeisa The Walaalo Hargeisa group further elevated the heello genre and Somali music in general on the back of the patriotic tide. Heello made use of patterned refrains sometimes sung by male and female choirs. Walaalo Hargeisa and later the first official band of Radio Hargeisa produced some of the biggest names of Somali music of all time. They are credited with the addition of the flute, violin and tambourine to the traditional drum and initiating the qaraami genre, which has become a generic name for classic Somali music, mostly performed with the oud and drum. Waaberi and the golden days of Somali music Somali music again progressed in the 1970s with the creation of the Waaberi Group of Radio Mogadishu, which comprised famous names of the Hargeisa Group and a new generation of singers and composers from all parts of the country. The Education Ministry’s ensemble, Iftin, and military and police music groups all had their lasting input on the Somali music bonanza of the 1970s. Private ensembles such as Shareero and Dur-Dur Band blended Arab music, American jazz, Afrobeat and reggae with Somali music. And according to Brian Simkowitz, the curator of Awesome Tapes from Africa (ATFA), “the way Somali musicians internalised and renegotiated American soul music and jazz is striking … The land’s geographic location at a crossroads of so many worlds has contributed to a unique flavour”. Radio stations in Addis Ababa, Djibouti, Cairo, London, Moscow and ‘Peking’ featured Somali music and poetry, while Somali artists toured Sudan, Egypt and Nigeria. Among the country’s greatest female singers were Magool, Maandeeq, Dalays, Hibo Nura, Maryan Mursal, Fadumo Qasim, Sahra Ahmed, Khadra Dahir, Baxsan, Amina Abdillahi and Saado Ali. Leading male singers were Mohamed Suleiman, Omar Dhuule, Osman Gacanlo, Mohamed Ahmed, Ahmed Ali Egal, Ahmed Naji, Saleh Qaasim and Hassan Adan Samatar, as well as the Mooge brothers. The crowning moment of Somali music and artistic expression came with the participation of Waaberi at the Second World Black and African Festival of Arts and Culture (FESTAC ’77) in Lagos, Nigeria. The band’s performances at the festival were some of the most admired and memorable. With the collapse of the Somali state in 1991, Somali music and artists were among the worst affected. The onerous task of preserving and collecting Somali music largely fell on the shoulders of conscientious individuals such as the late Maryam Omar Ali (Ariyette) who digitised and categorised the more than 9 000 songs and plays she collected over the years and gifted these to Amoud University. The Redsea Cultural Foundation at the Hargeisa Cultural Centre also played a role in the preservation. It claims to have salvaged the largest single collection of Somali music. A great deal of preservation was, however, done by the staff of Radio Hargeisa and Radio Mogadishu, who risked their lives and stayed put despite the war to save priceless collections of Somali music. Conclusion From its groundbreaking origins in balwo, modern Somali music of the late 20th Century phased through many genres including heello, waddani, qaraami, benadiri, jazz, reggae and others. Although music will continue to be created by Somalis wherever they set foot in the world, it is undeniably the music of the 1960s through the 1980s that remains the epitome of the potential of Somali music, as it encapsulates the collective musical memory of the Somali people. Without prior warning the participants awaiting launch of the campaign including businessmen, local leaders and ordinary citizens were left stranded at the venue following failure to appear by the Somaliland minister of Energy and minerals Jama Egal. Though he did not give any reasons for delay in launch of the awareness oil exploration campaign minister Jama Egal left the venue as abruptly as he had arrived Speaking to the press a number of disappointed participants pointed launch failure to a few greedy but influential persons who will not accept any people and national oriented development unless they hold a profitable stake. Mr. President, democracy must be build through open societies that share information. When there is information sharing, there is enlightenment. When there is debate, there are solutions. When there is no sharing of power, no rule of law, no accountability, there is abuse of power, there is corruption, there is subjugation and indignation. During the Silanyo Regime the Government was so bloated and infested with fraud, deceit, corruption and abuse of power. Uninterrupted history of thievery, bigotry and crooked politicians have betrayed the working class. Pocketing the profit and every penny of the national budget and have treated us like sheep. The cancer that demands our urgent attention is corruption and the Mother – In – Law from Hell ( Tribalism ). Anyone in a position of power is either corrupt or assumed to be corrupt. If we want to survive we must weed out corruption by building strong system of justice that the people can trust. There are also three key societal members who can make a difference. They are the healthy father, the healthy mother and the healthy teacher. So fighting corruption is not just good Governance, but it is Jihad, Self – Defense and Patriotism. The function of leadership is to produce more leaders, not more followers. Leaders who empower others. A successful leader is one who can lay a firm foundation with the bricks others have thrown at him. Mr. President, Bill Gates said, when stop chasing the wrong things; you give the right things to catch you. The universe does not give you what you ask for with your thoughts; it gives what you demand with your actions. Imam Ghazali said, declare your Jihad on thirteen enemies that you can’t see. They are, egoism, arrogance, conceit, selfishness, greed, lust, intolerance, anger, lying, cheating, gossiping and slandering. Remember ! Selfish – desires make slaves out of kings and patience and Self – Satisfaction makes kings out of slaves. In life there is always failure, and there is always disappointments and loss. But the secret behind it is to learn something from those mistakes, and somebody must held responsible and punishable for the mistakes that has been done. So that none of those holes and vacuums happen again. It is not fun if you always bang your head against a Brick – Wall all the time, as we do always. Simply because, in youth we learn; and in old – age we understand. We must prepare for the unknown and expect the unexpected, by studying how others in the past have coped with the unforeseeable and the unpredictable. Somalia’s Prime Minister Hassan Ali Khaire has ordered police and intelligence agents to immediately intensify security “a hundred percent” in the capital of Mogadishu after attacks by Al-Shabab killed nearly 40 people on Friday. Friday’s attacks were the first by Al-Shabab in the capital since October when a truck bomb killed more than 500, and an attack on a hotel two weeks later claimed the lives of at another 30 people. “Security is the utmost priority,” Khaire said. “We will not tolerate the killing of our people. We will not be demoralized by one or two explosions. It’s important you end insecurity in Mogadishu.” Internal fighting Last year, the government formed the Mogadishu Security and Stabilization Forces, who were instructed to raid homes suspected of being hiding places for militants and to erect checkpoints without warning. But the effort had several setbacks, including the deadly truck bombing and the firing of two security chiefs in the aftermath of the bombing. There were also incidents where security forces working with the stabilization force clashed after mistaking each other for Al-Shabab. Khaire warned the security forces to avoid such mistakes. “You must avoid every step that could lead to internal fights between yourselves,” he said. “We do not have any more time for an enemy among us who is dressed to take the lives of Somali people. You must be watchful every night.” Incident under investigation In another setback, African Union Mission in Somalia peacekeepers were involved in a shooting that led to the death of at least one Somali soldier Friday evening. Six other people were wounded, including two soldiers and a senior legal adviser to the Somali justice ministry. The shooting happened after an AU military convoy approached a checkpoint near the airport that was manned by Somali troops. But Somali forces on orders to check all vehicles entering the airport stopped the convoy, according to an incident report. An argument ensued, and shooting erupted. Dahir Amin Jesow, a member of the Somali parliamentary committee on security and internal affairs, discussed the issue on Sunday. He told VOA Somali that AMISOM troops fired on Somali forces. He said the Somali forces were expected to stop vehicles approaching the airport, including AMISOM, because of the security lockdown. “We suspect that Al-Shabab is capable of obtaining vehicles similar to AMISOM’s, which they may have seized during attacks on peacekeepers, like the attack in El-Adde,” Jesow said. “Therefore, it was a matter of caution by the Somali troops to stop them since the convoy was headed for the airport.” AMISOM officials could not be reached for comment. In a press release, Ambassador Francisco Caetano Madeira, head of AMISOM, confirmed that the peacekeepers were involved in an incident at the checkpoint. He said the troops involved in the incident were transporting civilians injured in the Al-Shabab attack to an AMISOM hospital. Madeira said the incident was now under investigation by the Somali government and AMISOM. Hearts and minds Officials say Somali troops and AU forces will have to improve security in Mogadishu if they are to earn the support of the public who doubt the two groups can stop Al-Shabab attacks. Khaire echoed the need to win public support and has urged the soldiers to show compassion. “When you enter their homes, be courteous,” he said. “When you speak to them in the streets, show good conduct and discipline. Don’t be kind to the enemy, but be compassionate to the people.” The new commander of the police, Gen. Bashir Abdi Mohamed, told Khaire that new operations started effective Sunday night.   22. 2018 opens a new cycle in Somaliland’s foreign policy. The result of the 2017 presidential election showed that hardliners won the election. By hardliners, it means that a senior leader from the military wing of SNM won the election by a majority of 55%. Many analysts agree that the election result implies that there will be changes in the foreign policy, although the foreign minister retained his position, changes in the presidency demonstrates a new desire to shift the policy, while the foreign ministry executes the policies that are initiated by the president. However, analysts are looking to the extent it will be shifted and its effect on the dialogue between Somaliland and Somalia. Despite the fact that the dialogue was a proposal from the ruling party, Bihi seems to oppose the policy of opening a dialogue with Somalia as his stated positions were during the election campaign. His main argument was that until Somalia recognizes the ‘independence’ of Somaliland, Somaliland is not ready to negotiate with Somalia. Dialogue with Somalia was not an option before the Bihi’s predecessor Silanyo came to office in 2010. The fundamental test that Bihi would face is setting up a policy towards Somalia that includes the official dialogue, while in fact there was an absence of approach to negotiating with Somalia since the talk commenced, due to various reasons. In fact, a dialogue with Somalia was not on the table when Somaliland participated in an international conference hosted by the United Kingdom back in 2012, but it suddenly appeared in the communiqué. Four months after the conference, representatives from both sides met in London to establish ‘a framework for future talks,’ without a prepared strategy. This first round of talks was facilitated by the United Kingdom, in the presence of representatives from the European Union and Norway. After seven official meetings between representatives from the two countries, the dialogue failed and Somaliland suspended any formal talks with Somalia. New reports suggested that several European countries are interested in playing a mediatory role in the talks. Somaliland welcomes this new initiative and Foreign Minister Shire made public that Switzerland will host official talks between the two countries, as Turkey, which facilitated four out of the seven official meetings, had huge political, economic, security and strategic interests in Somalia, and Somaliland accused Turkey of lacking neutrality among the two sides. Ankara’s involvement in the dialogue played a role in the failure of a productive dialogue. During a phone call between Bihi and Farmajo with the initiative of the Center of Humanitarian Dialogue, the two presidents agreed to restart the talks between Hargeisa and Mogadishu for a meeting between the two leaders at the earliest opportunity and new reports suggest that Djibouti is hosting the first official meeting between the two presidents in early March. Foreign ministers of both countries had a sideline meeting during the African Union summit in Addis Ababa, Ethiopia to discuss the prospects of a meeting between the two presidents. While the foreign ministers were meeting, Somalia was on the other hand campaigning for Abdisalam Hadliye from Somaliland to become the new Secretary General of IGAD, the Horn of Africa regional bloc. Although this effort ended unsuccessfully, it can undermine the trust needed for both sides before the negotiation officially starts. Although President Bihi has not publicly announced his plan for the negotiation, he met with the opposition parties leaders last week in an attempt to discuss the upcoming meetings. Statements from the presidency and from the opposition party leaders reiterated that they discussed how to prepare the negotiations, but they do not offer a clear plan for the dialogue. President Bihi needs to clearly study the significant issues that caused the negotiation to collapse in 2015, while the two governments have not reached an agreement. He also has to recognize to negotiate from a position of strength, due to the facts on the ground in Somalia. One of the important things to mention was that Somaliland has not had a clear strategy to come to the negotiation table. Two things that are supporting this argument are that the government has not clearly decided to create a framework for the dialogue, and its members who participate in the meetings usually change from one meeting to another. Although the foreign minister was assigned to lead the negotiation team, others from various agencies that are not in charge of foreign affairs usually attend the meetings, while the agenda on the table usually does not relate to their responsibilities. Members from the parliament and opposition parties also attend the meetings, which can be a challenge to the checks and balances of the system. Another thing to mention is that there were new faces in every meeting, and maybe these members are not briefed before coming to the negotiation table. Evidence of this is that in every meeting, both sides have a talk about new issues, while not focusing on implementing those that have been agreed in the previous meeting. In order to have a successful dialogue with Somalia, President Bihi needs to appoint a special envoy who leads the negotiation who works independently and reports back to the president. A timeline is another important thing that President Bihi has to make. Facilitators from the international community should be countries who do not have a significant interest in the two countries which can help to build trust, which is essential for the dialogue. Another thing to have in mind is Djibouti’s involvement as a mediatory role, which was raised by Foreign Minister Shire this week. Analysts and some politicians have a suspicion that Djibouti is biased in favor of Somalia when it comes to the future of the Horn of Africa, especially in the Somali Peninsula, due to its economic and security interests.
