Welsh-born Somali diplomat Abdulrahim Abby Farah who has died at home in New York aged 98 worked tirelessly behind the scenes at the United Nations . His death has prompted tributes from around the world. The early 20th century was not the easiest time to be born a Somali Welshman in a terraced street in Barry, but Abdulrahim Abby Farah’s family stood out as high achievers as Wales struggled in the aftermath of World War One. Racism and poverty were issues for many in the community, but from the small local primary he attended Abdulrahim used education to change his destiny and that of others far beyond Wales. Abdulrahim’s father Abby Farah, a Somali seaman, had crossed the world to work in Barry Docks in the late 19th century and set about becoming a community leader as well as encouraging his children’s studies. As a pupil at Gladstone Primary Abdulrahim did well and passed the 11-plus to attend Barry Grammar. From there he went on to study at Exeter College, Oxford before forging a career as diplomat for Somalia in the United Nations. As Permanent Representative of Somalia to the UN he was an influential figure in peace envoys to the middle east and worked to end apartheid. During 25 years with the UN he was Undersecretary General from 1979-1990 and chaired a special committee against apartheid which helped in the release of Nelson Mandela. When Somalia declared independence in 1960 he became ambassador to Ethiopia before moving to the UN as permanent representative of Somalia. He was also Minister of Agriculture for the self declared state of Somaliland and its representative on the Organisation of African Unity. From 1969 to 1972, the Barry-born diplomat was chairman of the UN Special Committee Against Apartheid, presiding over a special session of the United Nations Security Council in 1972. He also served as Somalia’s representative within the League of Arab States From 1979 to 1990 during which time he led several peace envoys, his family said. Abdulrahim’s great nephew Steve Khaireh himself such a successful community worker he was awarded an MBE, remembers him as a warm, unassuming man. “He did come back to visit and was last here in Barry two years ago,” says Steve. “He visited the community. He was very humble and straight forward and was always trying to encourage people. “In his job as a diplomat you do keep a low profile but he went all over the world on peace envoys. He was a big anti apartheid campaigner. “There is a sense of pride in the community for what he did. His funeral is being held in New York but we will be doing something in his memory here as well.” While tributes from around the world poured in on social media, with Cardiff community worker Ali Abdi led local tributes saying: “Very sad day for the Somali community. Abdulrahim Abby Farah was probably the most accomplished and decorated Somali diplomat.” The Vice President of the Republic of Somaliland Abdirahman Saylici paid tribute on Twitter saying: “Ambassador Abdulrahim was an outstanding and distinguished Diplomat from Somaliland. On behalf of Somaliland Government, I extend my deepest condolences to his family and friends. “ While his job as a diplomat meant much of his work was necessarily done behind the scenes his efforts to help free Nelson Mandela were celebrated by the Vale CVS charity as part of Black History Month in 2014 when the charity described him as a “Barry Boy that helped free Mandela”. During decades of service as a diplomat and at the UN he did far more than that, but it is for this that he may be best remembered. He is survived by his five children and at least three siblings including his brother Brian Farah who still lives locally, said his great nephew Steve. And while his achievements on the global stage stand out, Steve points out that two of Abdulrahim’s other brothers also studied at Oxford University while his father also received a MBE. Abby was known as “Father” to colonial seamen who visited Cardiff, Barry and Newport as he was the first point of reference for seamen who sought advice when they arrived in Wales. He founded “Cardiff and Barry Coloured Society” and the Domino Youth Club in Barry. Abby also became the president of the Colonial Club in Barry and went on to manage the Colonial Club in Cardiff. He was awarded the MBE by King George VI for his war time services to seamen. ANKARA – In the face of ongoing violence directed at Palestinians protesting the relocation of the U.S. Embassy to Jerusalem on Monday, Ankara called on Palestine to take the issue to the International Criminal Court (ICC) to hold Israel accountable. In an interview with state-broadcaster TRT Haber yesterday, Foreign Minister Mevlüt Çavuşoğlu said, “Palestine needs to take the case to the ICC, as third parties cannot,” and he added that Turkey has been examining possible steps that can be taken in line with the law as well. The U.S.’s provocative move – relocating its embassy to Jerusalem – added fuel to the fire in the Palestine conflict. Following the opening of the embassy, Israeli troops shot dead at least 62 Palestinian protesters and injured many on the Gaza border on Monday. Underlining that the International Human Rights Council will gather in Geneva on Friday, Çavuşoğlu said, “An independent commission needs to prepare a report on the violence in Gaza and Israel needs to stand before the law.” He also stressed that Turkey is continuing its efforts; however, they are not sufficient by themselves to resolve the whole conflict. Çavuşoğlu said that concrete steps are expected from the United Nations. “Palestine should be recognized and become a member country of the UN. From now on, the world needs to unremittingly exert efforts for a two-state resolution,” Çavuşoğlu said. Referring to the efforts to pose a united stance against Israeli aggression, the minister highlighted that Turkey is set to hold the summit of the Organisation of Islamic Cooperation (OIC) and added that foreign countries have been called one by one. Çavuşoğlu has held phone talks with foreign ministers of South Africa, Nigeria, Sweden, Bahrain, Lebanon, Djibouti, Eygpt and many more.   19. When Anab’s madrasa teacher in Mogadishu told her to stay behind after classes, everyone but her two younger brothers left. He ordered the boys to face the wall, then assaulted their six-year-old sister. Anab’s father, Yusuf, says he clearly saw the “shock and horror in the face” of his daughter later that day. “She told only her mother what the teacher did to her. I could not believe it. We rushed her to the nearest clinic,” says Yusuf. Five months after her ordeal, Anab now attends a new school and is beginning to recover. The Somali Women Development Centre, a Mogadishu-based organisation that provides medical, psychological and legal support to survivors of sexual violence, has been central to her rehabilitation. But she is not alone. Recently, there has been a rise in the number of reported cases of sexual violence involving children, according to the centre. “In the last three months alone, we have documented about 100 rape cases including 26 children, some as young as four, in Mogadishu,” says Amina Arale, the centre’s executive director. “Most victims come from overcrowded camps for internally displaced people in and around the outskirts of the capital, Mogadishu.” Sexual violence is pervasive in Somalia, but most cases go unreported because of the accompanying stigma. Between September 2016 and February 2017, the Somalia Protection Cluster – a network of about 130 organisations focused on rights and support – reported more than 1,500 incidents in the country. Yusuf says two of his neighbours told him the same teacher had sexually assaulted their daughters. Shame prevented them from reported the incidents. “If they first reported him to the police, my daughter would not have been affected today. I suspect he has been abusing her for quite a long time,” he says. The few who dare to speak out encounter a weak legal justice system. Consequently, many people turn to customary law – conducted by clan elders – which often results in victims marrying their assailants while their families are given some cash compensation. Yusuf resisted pressure from elders and demanded the perpetrator be brought to book. In February, the man was arrested, found guilty and sentenced to two years in prison. “I am not satisfied with the judgment,” Yusuf says. “I am working with my lawyer to appeal against the decision and seek a tougher punishment. I do not understand how they come to such a verdict. If I stop pushing the case now, the chances are he will come back and abuse other children.” The same court sentenced a man convicted of raping a 14-year-old boy to five years in prison earlier this year. The boy’s mother told the Guardian: “For me it is just like a murder. He killed my son, he destroyed his future and my son will live with the trauma for the rest of his life. “He threw him on the ground, held his head against a ditch – face down – and raped him.” The ruling was based on a colonial-era penal code written in Italy in the 1930s. “The penal code is a weak, non-comprehensive legislation that does not respond to the realities on the ground in Somalia in 2018,” says Antonia Mulvey, executive director of Legal Action Worldwide (Law), a non-profit network of human rights lawyers that is supporting the federal government in the drafting of a new sexual offences bill. The bill has been in the making for the past four years, but has still not been passed. Political in-fighting within the executive delayed much-needed justice for the many victims of gender-based violence. The speaker of the Somali parliament resigned last month following internal conflict with the president. The woman who braves bullets and bombs to uphold her father’s legacy in Somalia – podcast Eight-year-old Fartun is still waiting for justice. He was allegedly raped by a man in his 40s in the outskirts of Mogadishu last October. The man was arrested on the same day, and is being held in the central prison. “I was told the political crisis in the parliament has affected everything,” says Fartun’s father, Jelle. It is more difficult when the alleged perpetrator is from the security forces, which means the victims themselves might end up being arrested. Faiza, 20, and her brother were both detained about three weeks ago after they reported a police officer, who had allegedly raped Faiza in Mogadishu. Their mother says Faiza is being coerced to withdraw the case if she wants her children to be released. “My daughter was in the house alone when the police entered and raped her, and when her brother came, the officer fired at him,” she says. “They charged them of false accusation and want us to withdraw the case but I will not do that. I will continue to fight until I get justice.” Activists say many victims, particularly those from poor backgrounds or less powerful clans, fear reporting assaults if the attacker is from the security forces. In 2013, a woman who said she was raped by Somali security forces and the journalist who interviewed her were arrested and sentenced to one year in prison. The widely publicised case was later overthrown by a judge in Mogadishu. The new bill, if enacted, will empower victims and give special protection to vulnerable children and internally displaced people. But rights groups believe enforcement will be difficult. A landmark law criminalising all forms of sexual offence was passed in August 2016, in Puntland, the relatively stable semi-autonomous region in north-eastern Somalia. But it has not lived up to campaigners’ hopes, according to rights activist Hawa Abdi, who runs a centre that supports survivors of sexual violence. Since then a record number of 54 rape cases were reported in the state in just three months, including those of young boys and girls. Based on these figures, campaigners estimate that reported cases for 2018 will be nearly triple those for 2017.   20. From a childhood in war-torn Somalia to becoming Sheffield’s first citizen, Councillor Magid Magid was typically all smiles as he was sworn in as Lord Mayor. The council chamber at Sheffield Town Hall was packed to the rafters during the annual mayor-making ceremony – this year showing all the diversity and all the welcome our city is famed for. And this year, Sheffield has welcomed its youngest ever Lord Mayor, and its first Green to hold the post. He is also the first Lord Mayor to hold a degree in marine biology, the mayor-making service was told, and the first Lord Mayor to have spent a year trekking in the Amazon. Another first, presumably, is that Magid is the first Lord Mayor to swear during his inaugural speech, thanking his mother “for putting up with all the s*** he’d caused her over the years”. Humour was thick in the air – the Imperial March from Star Wars was played as invited guests and elected members took their seats, followed by the Superman theme tune. Magid, 28, arrived in Sheffield aged five with his mother, who, he said, “left Somalia with nothing but hope and courage’. Settling in Burngreave, he studied at Fir Vale School and later attended The University of Hull, where he became involved in activism and was elected as the students’ union president, despite not being an ardent political type. Magid was elected as a councillor for Broomhill and Sharrow Vale two years ago, and has spent 12 months as deputy lord mayor – the second-in-command always graduates to the proper job. “I’m not here to change the world,” he said. “But from any one of the people I meet through my year in office, whether they are volunteers, students, artists or entrepreneurs, they may be the one who does change the world for the better, and if I can be any part in starting that, then that will be a job well done.” Magid referenced Coun Tony Damms, 40 at the time, who was the youngest of Magid’s 121 predecessors, saying that he was Lord Mayor the year he was born. He also invited a Sheffield couple who “took him in” when he was on the run, taking part in reality TV show The Hunted.   21. Somalia on Wednesday announced plans to establish the country’s first Internet Exchange Point (IXP) in Mogadishu to help enhance digital services across the country. Abdi Ashur Hassan, the Minister of Post, Telecom and Technology, said establishing the first IXP is a very positive step forward in building Somalia’s ICT infrastructure which will enhance the digital services being offered by local institutions in business, education, health, government services. “We want this infrastructure to be owned and managed by the stakeholders. I hope you will discuss and come up with the best governance model for MogIX and form an interim committee from the community that will run the facility,” Hassan told participants at a forum in Mogadishu. He said his ministry and its partner organizations, such as World Bank and Packet Clearing House (PCH) would only help establish the facility, but noted that the government wants the local internet providers to run it in the best interest of both the sector and consumers. The minister said the IXP will allow local Internet Service Providers (ISPs) to connect their networks and exchange Internet traffic locally, providing high-bandwidth and low-latency access. Nisha Goburdhan, an IXP expert from Packet Clearing House (PCH), said a domestic IXP could serve as a catalyst for developing local content and local Internet applications. Goburdhan said MogIX would provide an incentive for entrepreneurs and innovators to create local Internet-based services that take advantage of the availability of more local bandwidth.
