  2. US President Donald Trump’s “America First” stance on global trade has hit Rwanda, by imposing tariffs on clothing exports from the tiny East African nation. The issue revolves around an obscure import, second-hand clothes, and Rwanda’s refusal to back down from the fight. When did the dispute start? In March 2018, the US gave Rwanda 60 days’ notice that it would be suspending the landlocked country from selling clothes to America duty free – a status it enjoys under the Africa Growth and Opportunity Act (Agoa). Agoa is the flagship US trade legislation designed to boost trade and investment in qualifying African countries by granting duty-free access to 6,500 exported products. “The president’s determinations underscore his commitment to enforcing our trade laws and ensuring fairness in our trade relationships,” Deputy US Trade Representative CJ Mahoney said at the time. Those 60 days have now expired. Why did Rwanda ban the import of second-hand clothing? The idea is to protect its nascent garment and textile industry. Many African nations were once home to vibrant textile industries. But decades of mismanagement, instability, and increased global competition have taken a toll. This can be seen in Ghana, where a study found that market liberalisation the 1980s had led to a sharp drop in textile and clothing jobs – from 25,000 people in 1977 to just 5,000 in 2000. Kenya had half a million garment workers a couple of decades ago. Today that number is in the tens of thousands. Donald Trump and Paul Kagame did not seem too close when they met in January Second-hand clothing is one factor in the near-collapse of the garment industry in sub-Saharan Africa. The West’s cast-offs were so cheap that local textile factories and self-employed tailors could not compete. According to a study by the US Agency for International Development (USAID), in 2015 the East African Community (EAC) accounted for nearly 13% of global imports of used clothing, worth $274m (£205m). Around 67% of the population in East Africa purchased at least a portion of their clothes from used clothing markets, the USAID study found. East African governments argued that domestic demand for locally made clothes was being suffocated by cheap, second-hand clothes. So in 2015, countries in the EAC announced that second-hand apparel would be banned from their markets from 2019. In Rwanda’s case, the government said wearing hand-me-downs threatened the dignity of its people. Rwanda increased tariffs on imported used clothes from $0.20 (£0.15) to $2.50 (£1.90) per kg in 2016. The eventual aim is to phase out all used-clothes imports. Its government hopes the move will help nurture their garment industry and create more than 25,000 jobs. The second-hand clothing industry in the US is believed to employ thousands Why did this upset the US? It began when a trade organisation in the US filed a petition with the Office of the US Trade Representative (USTR). The organisation, called the Secondary Materials and Recycled Textiles Association (SMRTA), said that the EAC’s 2016 decision to phase out used-clothing would impose “significant economic hardship” on America’s used-clothing industry. It estimated that EAC’s second-hand apparel ban could cost 40,000 US jobs and $124m (£93m) in exports. Those figures have raised some eyebrows. According to Reuters, SMRTA has not publicly disclosed the survey of its members used to calculate the job losses in the US, saying it contains proprietary information. “The EAC has disputed a lot of the statistics SMRTA has used,” Grant T Harris, who served as the principal adviser to former US President Barack Obama on issues related to Africa, told the BBC. By March 2017, USTR threatened to remove four East African countries – Kenya, Uganda, Tanzania and Rwanda – from Agoa.Used-clothing markets like Gikomba in Nairobi can be found across Afric. AFP Why did Kenya, Uganda and Tanzania back out? Threats proved strong enough to ward them off. In mid 2017, Kenya said it would “comply” with Agoa and withdrew the proposed ban on used clothes. Kenya’s benefits from Agoa are considerably higher than Rwanda: exports to the US amounted to nearly $600m (£450m) in 2017, compared to just $43m (£32m) for Rwanda. The USTR explained in a press statement why Tanzania and Uganda capitulated: “The President is not suspending benefits for Tanzania and Uganda because each has taken steps toward eliminating prohibitive tariff rates on imports of used clothing and footwear and committed not to phase in a ban of these products.” Is what the US doing fair? Yes and no. The US has every right under Agoa to require countries to eliminate trade barriers, which is its stated aim. “But that doesn’t make it the right thing to do,” Mr Harris said. “The broader goal of Agoa is to use trade to support development, economic growth.” He added that the US provides duty-free access to its market to many other countries that have created barriers to US exports – this includes India and Brazil. “If the US wants to take a principled stance and pursue actions against every country that is blocking its product, that would make more sense. “To take this particular approach with Rwanda, which is working towards becoming a middle-income country, is not consistent with the broader goals of Agoa even if it is consistent with the letter of the law.” He said the best way forward was for the administration to negotiate with Rwanda without using Agoa “as a cudgel”. Rwanda aims to be a middle-income country by 2020 How will this affect Rwanda? While the US is not Rwanda’s largest export market, the move could hurt the country, Florie Liser, the former assistant US Trade representative for Africa, told the BBC’s Newsday programme. “I visited a production facility where… 150 women were producing bags for Kate Spade specifically to come into the US market duty-free through Agoa,” Ms Liser said. Those jobs might be at risk and tariffs could scare off investors seeking to take advantage of Agoa, she said. Rwanda’s President Paul Kagame seems willing to sacrifice economic growth. “This is the choice we find that we have to make. As far as I am concerned, making the choice is simple [although] we might suffer consequences,” he said in 2017. “Rwanda and other countries in the region that are part of Agoa, have to do other things – we have to grow and establish our industries.” The real winner in this dispute will be China, experts say. Chinese exports of cheap, ready-made clothes to East Africa is worth $1.2 bn, according to the USAID survey. This far outstrips the value of second-hand clothing imports, which are currently being bought by the poorest 40% of the population in East Africa. “This will just open up more market space and greater dependency on them [China],” Mr Harris said. “The individuals buying the clothes won’t have the means to buy domestic-made apparel, so they are going to turn to cheap, ready-made clothes from China.” Rwanda’s used-clothes industry is worth nearly $20m What do Rwandans think about it? Some Rwandans are not thrilled by their government’s tough policy. The used-clothing market in Rwanda employs more than 22,000 people in 2016 and was worth $17m (£12m). That eco-system is struggling since President Kagame’s ban. Mariam, a clothes buyer in Kigali, told the BBC’s Swahili service that the only thing you can find in clothes markets today is “Chinese clothes and they are very expensive”. “I understand that Rwanda needs to develop its own industries, I support the ‘Made in Rwanda Campaign’, but we are yet to see these industries. It would have been fair if the government allowed second-hand clothes for the sake of the poor,” she said. Second-hand clothes trader, Rulinda Elmass, said he was not against the plan to develop local industries. “But for now they are few, and almost non-existent.” He said the fair thing would be to allow competition for second-hand clothes because “people should be allowed to have choices”. “As for the US sanctions, I think this is a big problem glaring the country.   3. Ethiopia’s state-affiliated broadcaster reports that a landslide triggered by heavy rains has killed 23 people in the country’s Oromia region. Fana Broadcasting Corporation reported that the landslide happened Saturday evening after hours of heavy rains in the area. The report said 16 of the fatalities were women. It said six others were injured and taken to health centers after sustaining heavy bodily injuries. Ethiopia is receiving heavy seasonal rains which sometimes cause severe landslides in some parts of the country. French President Emmanuel Macron announced that Mamoudou Gassama, an undocumented migrant, would become a “naturalised French” national and join the fire service, the AFP news agency reported on Monday. Gassama was filmed by crowds on the ground as he quickly climbed up four balconies to reach the toddler in distress. A couple in the neighbouring apartment, located in Paris’ 18th Arrondissement, were trying to reach the child but were unable to lift the boy over to their side safely. When Gassama reached the child and pulled him to safety, the crowds gathered below broke out into rapturous applause. He later told French media he loved children and “wouldn’t have wanted something to happen to him”. “I managed to get up to the balcony above. I went up like that. And thank God, I saved him,” Gassama said. According to his brother, Gassama did not have the necessary papers to take up residency in France and had been living in temporary accommodations. Before Macron’s announcement, officials hinted that the situation could change. A government spokesperson said the country should “open the doors of our national community”, and Paris Mayor Anne Hidalgo added the city was eager to support efforts to settle him in France. In Somaliland, there is an information and research gaps, which is important for the National Development in order to ensure that we made the best decisions in the use of our limited resources, for instance, if the government have been given to a 100 million aid for the improvement of the health of its society but the government didn’t know what diseases it’s people are dying most, then the government can’t made the right decisions and can’t scientifically defend decisions that it has made. What matters most to mention is that now we don’t know any information about exactly what we die mostly if its non communicable diseases or if it’s communicable diseases, we don’t know exact figures and information about the demographics of the health care services consumers and service users. In Somaliland currently the situation is more or less similar as above and though there is significant number of people who are dying for Non communicable diseases and its complications such as heart attacks and stroke, cancers, chronic respiratory diseases and diabetes. Thus far there aren’t significant ongoing health projects with the focus of addressing these diseases, including healthy life style education and awareness raising on this reducing risk factors of these diseases, for the reason being that there are no figures, researches, and evident based data to support the decision of putting in our limited funds to address this diseases. Recently, there has been the launching of Somaliland Demographic and Health Survey which is the first ever of its kind, the objective of this survey is generating accurate and reliable Demographic, Health and Socio-economic Indicators to fill the existing data gap and come up baseline for HSSP2, NPP and SDGs. The Somaliland Health and Demographic survey (SHDS) will help the Somaliland National Statistical offices and Ministry of Health produce valid, reliable, and representative national and sub-national data on infant and child mortality, adult mortality, fertility, and birth spacing, maternal and child health indicators and gender based violence. The main objective of the SHDS is to bridge important gap in the Somaliland statistical systems, by providing baseline health and demographic indicators for the development and monitoring of Somaliland development plan and framework which are based on the globally aimed Sustainable Development Goals (SDGs). The magnitude of this data for the development of sound national and sub-national evidence based policy, for the effective planning of service delivery to our limited resources, while above all this is important to the monitoring and evaluation of performance by services provides and development projects and programs. The UNFPA Somaliland office with the financial support of UKAID has supported the Ministry of Health and Planningthe implementation of Somaliland Demographic and Health Survey which will provide us the necessary data for decision making, with a sample size of 3600 households in Somaliland. Somaliland has been suffering decades for poor health care services, but I believe the new government of President Muse has recruited the right people in the leadership of the Ministry of Health Development, who are lucky enough to show up their potentialities of improving the nation’s health sector and on the contrary they are unlucky to have the road to change which is a long way to take is waiting them ahead. As per the Somaliland National Health Policy, 2nd edition, 2011, “Health Sector Reform is a sustained process of fundamental change in policies and institutional arrangements of the health sector, usually guided by the government. Any meaningful reform process ought to be based on evidence and information about the current state of affairs, and potential effect of alternative policy choices” and based on that any meaningful policy and institutional arrangements reform process ought to be based on evidence and proof is why the Minister of Health H.E. Dr. Hassan Ismail Yusuf, director of planning and research of MoHD Dr. Hamud, Dr. Osman from Office of Statistics of Ministry of Planning and Head of UNFPA Somaliland Dr. Adam Haybe has provided a huge input for this survey to be successfully implemented. This survey has been also named Somali Health Demographic Survey and was covered throughout the 3 Somali zonal government administrations. If used efficiently to the developmental programs and projects in the data produced by the survey report at the end of this survey, then a one step forward was taken to the evidence based decision making of the national developmental programs and projects, the development of national evidence-based policy, effective planning and service delivery, monitoring and evaluation of performance by service providers and development projects and programs. The government of Somaliland as well has in place to a national development plan which is based and in line with the globally aimed sustainable development goals SDGs. Somaliland, with its limited resources is aiming to tackle down the figures of disease burden from its people, with the help of the international community, and I believe that Somaliland has a bright future a head. Somaliland is yet unrecognized and poor but is able and willing to use its resources and attract foreign international investment so as to tackle the level of poor health, poverty and unemployment among its societies. Above all I would like to conclude that the way forward isn’t to try to stop the unstoppable (Somaliland) but the way forward is to look and search win-win solutions. Somaliland Roads Development Authority (RDA) has today launched an up scaling and reform initiative to be implemented by RDA with the collaboration of University of Hargeisa (UoH) and other civil society organizations. The launch event which was held at University of Hargeisa saw participation of high level governmental officials including Minister of Transport and Roads Development Abdillahi Abokor Osman and Director of Roads Development Authority Osman Sheikh Abdi Sheikh Mohamed along with other various stakeholders including community based roads development associations, civil society organizations, traditional leaders, religious leaders, media groups as well as engineers and academicians from University of Hargeisa. RDA Director Osman Sheikh Abdi who addressed the event emphasized importance of roads development for economic improvement and social integration across Somaliland regions. “We are launching this initiative today to make reforms in the roads development approaches, ensure that our programmes are led by researches and upscale implementation of ongoing projects. We would also strengthen the coordination mechanisms among stakeholders involved in the development of roads and related infrastructures” Director Osman Shekh Abdi said. Mr. Abdi added that RDA initiatives are inline with President’s vision and the wider national development plan of the country. He urged diaspora associations, private sector actors and civil society organizations to take part the development and maintenance of Somaliland’s key roads. The President of University of Hargeisa Prof. Mohamed Yousuf praised RDA for holding this important meeting at University of Hargeisa and creating collaboration and working relationship between the two organizations. “University of Hargeisa welcomes any working relationship between RDA and UoH. We would provide support in researches and contribute to technical aspects of projects that RDA implements” Prof. Mohamed Yousuf said. Abdiaziz Hersi Warsame from Somaliland Y-PEER, who also provided speech at the event, commended RDA for this coordination and up scaling initiative. He said Y-PEER is already a partner of RDA and is willing to take part in this new endeavor as well. Finally, the Minister of Transport and Roads Development Abdillahi Abokor officially launched the program. “We gathered here today to listen to you, to consult with you and to work with you on the development of Somaliland roads which are vital for the wider economic growth of the country” Minister Abokor said. He went on to say “I particularly very much thank to the leaders of the community based roads associations who on their own initiatives began constructing new roads. This encourages us and shows that people of Somaliland understand importance of roads. We stand ready to give you any support you may need from our side.” Finally, Minister Abokor told participants that President Muse Bihi encouraged all governmental institutions to utilize research and development units of Somaliland universities.

Following sweeping reforms that the United Arab Emirates made to its visa and immigration rules on Sunday, Abdirashid Duale, CEO of the global remittance giant Dahabshiil, said this provided an unprecedented window of opportunity for Somali investors. “Somalis had been trading with the UAE in the past 100 years or so and new, relaxed ruled for residence visa grants opens a wide vista of investment opportunities for the Somali business community as it eases stringent visa restrictions which inhibited healthy investment in the past,” he said. Mr. Duale pointed out that Dahabshiil, which provides a number of critical services to businesses, including but not confined to banking and remittance, lauded the UAE initiative which His Highness Shaikh Muhammad Bin Rashid Al Maktoum spearheaded. “The new measures will grant residence visas to selected categories of professionals, investors, engineers, doctors, specialists in the medical field, research specialists, innovators and those in creative fields viewed as professionals,” he said. “But the most welcome proviso evident in the decision that will be of tremendous significance to Somali investors is the fact they will no longer have to look for Emirati with a majority stake in order to set up a new business in the UAE,” he added “Foreign nationals will be allowed to set up companies that they own – all 100% of it”. The resolution was adopted at a Cabinet meeting on Sunday chaired by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, on Sunday. The decisions were expected to ‘reinforce the UAE’s position as a top destination for international investors and global talent’. Presently, foreign investors were allowed to own 100% of companies located only within demarcated free zones. The new laws take them out of there to give investors free choice anywhere within the UAE. The new law will grant 10-year, renewable residence visas to investors and professionals and their dependents in order to attract ‘top international investments as well as exceptional talent to the country and build a solid foundation for a diversified knowledge economy’. As reported by the Gulfnews, HH Shaikh Muhammad maintains that the UAE “will remain a global incubator for exceptional talents and a permanent destination for international investors. Our open environment, tolerant values, infrastructure and flexible legislation are the best plan to attract global investment and exceptional talents to the UAE”. The UAE leadership also hopes that a significant portion of the huge expatriate remittance to countries of origin which, for instance, stood at, Dh164.3 billion in 2017, will be ploughed back to the country. Dahabshiil, which handles the largest remittance flow of Diaspora Somalis, also has a banking and investments portfolios which rightly earned the loyal custom of a huge cross-section of Somali business owners.   25. The economic numbers say Turkey is booming. The financial markets seem to think it’s on the verge of a crash. In the streets and shops of Mersin, a large city on Turkey’s Mediterranean coast, there’s little evidence of either extreme. Business-owners are feeling the squeeze from double-digit inflation and a currency that’s slumped 25 percent this year. But many say they’re inclined to stick with the government of President Recep Tayyip Erdogan, who’s seeking re-election in what may prove a knife-edge vote next month. “Yes, prices are higher and our profit margin is falling,” said Mehmet Kurt, 38, a kitchenware wholesaler. About a third of the items in his large store come from China, and the rest are getting more expensive too because their local producers use imported steel and plastics. “But this is temporary,” said Kurt. “The government can’t make things better, but it’s stopping them from getting worse. If we change Erdogan, will whoever comes in do any better? That’s the concern.” Rate Surrender With an economic growth rate of 7.4 percent last year, Turkey has been racing ahead of its peers. In recent weeks, investors have begun to worry that the wheels could come off. All the fragilities of the Erdogan economy came into focus. Bloomberg’s Chief Middle East Economist Ziad Daoud expects economic growth to slow to 3.7 percent next year, while inflation remains firmly above 10 percent, more than twice the central bank’s 5 percent target. A widening trade deficit has to be plugged with foreign cash. Turkish companies have racked up debts in dollars and euros that are now much more expensive to repay. And the president has fiercely opposed the higher interest rates that most economists prescribe — though he had to give way last week, green-lighting an emergency hike to halt a run on the lira. But even if the economy is headed for trouble, the crunch probably won’t come before Turks cast their ballots on June 24, according to Mert Yildiz, founder of Istanbul-based economic consultancy Foresight. Only about 2 percent of the electorate is directly hit by market volatility, Yildiz estimates. “For the opposition to defeat Erdogan, at least 8 percent of voters should swing sides,” he said. “There needs to be a severe impact from financial markets to the real economy for that kind of voter shift.” Running Hot Most polls show the president far ahead of rivals but short of the 50 percent needed for a first-round win — opening the way for a risky runoff, in which an “anyone-but-Erdogan” candidate would stand a chance. Surveys like the one by Ankara-based MAK this month rank the economy as the top voter concern. Erdogan and his AK Party came to power after the financial crisis and recession of 2001, which swept away Turkey’s established parties, and they’re working hard to avoid a repeat. With the economy running hot, elections were brought forward by 18 months. The government has enacted a series of stimulus programs, mostly aimed at merchants and small-to-medium businesses, a key chunk of the party’s base. State-guaranteed loans made it easier for entrepreneurs and farmers to borrow. Arguments over those policies are raging in Mersin, a competitive constituency where all four main parties won seats in the last election in 2015. ‘The People Know’ Abdullah Baser, a 58-year-old AK Party official, points to a cap on gasoline and diesel prices that cushioned the impact of the lira’s slide. “At the gas pump it’s been bypassed, thanks to the government’s precautions,” he said. “The people know this.” Nedim Karakas doesn’t think such measures are enough. “They’re all save-the-day solutions,” said Karakas, whose tobacco and liquor store is across the street from an AK Party branch office. “The problems will come back.” Karakas says business is terrible: the Islamist-rooted AK Party has raised taxes on alcohol, and the lira’s slump has made it impossible to renew stocks of imported whisky. He’s sometimes tempted to shut up shop and look for work, “but there are no factories in Mersin to work in.” Karakas said he’s always voted for Erdogan, but is undecided this time. “On the economy, the government is doing something wrong.” ‘Cases of Fear’ The AK Party’s line on the lira is that foreign manipulation has caused its decline. That argument resonates with voters, pollster MAK said in a summary of its recent survey. One reason is Turkey’s government-dominated media, which means that “all the information about the economy is channeled through a filter,” said Ozgehan Senyuva, an associate professor at the Middle East Technical University in Ankara. There’s another factor that may count in Erdogan’s favor. The crash of 2001 showed that Turkish voters deal out severe punishment for economic mismanagement once its full impact is felt. But when a collapse is something feared in the future, instead of a present reality, they may prefer to stick with the rulers they know, according to Senyuva. “In cases of fear, people tend to repeat the last decision that worked,” he said. “You don’t take risks.” Source: – Bloomberg
