The UN humanitarian agency said on Wednesday that shortage of funding continues to hamper life-saving response to the ongoing floods in Somalia. The UN Office for the Coordination of Humanitarian Affairs (OCHA) said the Somalia Humanitarian Fund (SHF) advisory board has approved a 9 million U.S. dollar reserve allocation to the worst floods affected areas. “Thus far, 14 partners have reprogrammed 76,000 U.S. dollars and requested no-cost extensions thereby ensuring the continuity of ongoing responses in health, water, sanitation and hygiene and food security alongside the adoption of COVID-19 prevention techniques in line with cluster and Ministry of Health guidelines and standards,” OCHA said in its latest report. According to the Food and Agriculture Organization of the United Nations (FAO), more than 650,000 Somalis had been forced to flee their homes since January due to flash and riverine flooding across Somalia. Rapid assessments conducted in August indicate that communities in Hirshabelle and South West States are amongst the worst hit. It said many of the newly displaced are now living in overcrowded, makeshift shelters constructed from old clothes, plastic bags, cardboard and sticks in already dire sites for Internally Displaced Persons (IDP). The UN humanitarian said the Somalia humanitarian fund also continues to support COVID-19-related reprogramming requests from its partners. It said the activities include targeted training, COVID-19-related messaging and awareness-raising sessions, purchase of PPE equipment for staff, construction of emergency latrines and installation of WASH facilities to ensure access to safe water in IDP settlements. In addition, OCHA said despite generous donor contributions, humanitarian needs in Somalia remain worryingly high; noting that by Sept. 1, some 567 million U.S. dollars had been received against activities in the Humanitarian Response Plan. A Somali official says a suicide bomber has killed at least three civilians, including a young boy, at a restaurant in Somalia’s capital. The spokesman for Somalia’s information ministry tells The Associated Press that seven other people were injured when the bomber detonated a suicide vest outside the restaurant near a security checkpoint close to the presidential palace in Mogadishu. Hargeisa (PP News Desk ) — The former Somaliland Minister for Presidency Mohamud Hashi Abdi yesterday held a press confrence in Hargeysa to express his position on the forthcoming confrence of Kulmiye, the ruling Somaliland party. Hashi, a former Mayor of Burao, accused Somaliland President Muse Bihi Abdi of breaking with the tradition of relinquishing chairmanship of the party once the party wins presidential elections. Hashi: President Bihi did not become Kulmiye chairman through guile. “Upon being elected president Ahmed Mohammed Mohamud gave up chairmanship of the party. President Bihi did not become Kulmiye chairman through guile. President Silanyo honoured a tradition and agreement to allow for other members to contest the party chairmanship” Hashi said. Hashi said that he would not participate in the fourth conference of Kulmiye. “President Bihi micromanages the process to appointment the committee to prepare the conference. President Bihi should not be a President and party chairman at the same time. He should give up one” Hashi told Hargeisa-based media. Kulmiye spokesman Hassan Gafadhi refuted Mohamud’s claim that President Muse Bihi had resorted to dictatorial practices to keep the ruling party under his control. The National Union of Somali Journalists (NUSOJ) welcomes the appointment of a Special Prosecutor for journalists’ killings to conduct a full investigation of the murders of journalists in Somalia to end the impunity of unpunished crimes committed against journalists. The decision of the Attorney General Suleyman Mohamud in appointing the Special Prosecutor is to execute the order of the Banadir (Mogadishu) Regional Court, which issued favourable verdict after NUSOJ petitioned to the Court in May 2020 about the endless killings of journalists and lack of justice for victim journalists and their families. “This declaration by the Attorney General is a significant step in the right direction to put an end to this scourge of impunity of crimes committed against Somali journalists. We believe that this appointment is in line with our concerns and requirements by the Court. We are very proud to have taken this bold action against journalists’ killers” said Omar Faruk Osman, NUSOJ Secretary General. For three decades, true justice has never been done to appease the hearts and comfort families of killed journalists who have long suffered injustice, and NUSOJ has all along insisted that peace cannot be achieved without justice when Somalia has earned the bad name as the most deadly country for journalists in Sub-Sahara Africa in the past 20 years. Attorney General Suleyman Mohamud said: “Pursuant to the order of the Banadir Regional Court referred to as MGB / XG / 02/2020, issued on 21 May 2020, regarding the investigation into the killings of journalists in the country, the Attorney General has appointed a special Prosecutor to investigate. , and follow up on the killings of journalists to bring to justice those who organized, planned and carried out the killings of journalists…… In accordance with Somali law and international law, the Office of the Attorney General guarantees the safety of witnesses which will be strictly observed.” “Impunity has fuelled a cycle of unceasing violence against journalists in almost all regions of Somalia. The court order reads as follows: “In reference to the letter dated 20 May 2020 from the National Union of Somali Journalists whose subject was a request to take action against impunity of journalists’ killings, it is therefore ordered the Office of Attorney General to conduct urgent investigation as per attached letter, and the results of the investigation must be brought before Banadir Regional Court”. In its application to Banadir Regional Court, NUSOJ stated that assassinations of journalists are not only violations of international human rights law but more pertinently constitute egregious and recurrent violations of article 13 (right to life) and article 18 (freedom of expression and opinion) of the provisional constitution of Somalia.
