According to their website, the African Union Mission in Somalia (AMISOM) is “…an active, regional peacekeeping mission operated by the African Union with the approval of the United Nations.” AMISOM was created by the African Union’s Peace and Security Council on January 19, 2007. And on February 20, 2007, exactly one month after its inception, the United Nations Security Council (UNSC) authorized the African Union (AU) to deploy a peacekeeping mission to Somalia in order to, among other things, reduce the threat posed by Al-Shabaab and other terrorist operations. In addition to the Al-Shabaab charter, AMISOM had also been originally established to assist the Somali security forces and bring a level of stability and security to a region that, at the time, was in desperate need of support. In essence, AMISOM has been providing peacekeepers to Somalia since early 2007. And, according to the International Peace Institute’s Global Observatory, (an organization that independently analyzes peace and security issues globally) the mission has run up a rather substantial tab, tallying in the neighborhood of hundreds of millions of dollars every year since 2007. So, the AMISOM mission has most certainly been expensive, but has it been successful? Given the current governance crisis facing Somalia, the uncertainty surrounding the coming presidential election and the fact that talks between the President & the PM have broken down and degraded into obstruction of justice from the President Office, one could certainly make the case that the stability of the country is as volatile as it’s ever been. And it’s a situation that could easily be exacerbated if (and when) Al-Shabaab continues to capitalize on the leadership divide and uncertainty arising from the central governance catastrophe. Today it is estimated that there are 9000 Al-Shabaab militants fighting in Somalia. Militants that set-off track bomb Zope junction in Mogadishu on October 14, 2017, that killed over 1200 people. Militants that set a bomb off in front of the Dayah Hotel in Mogadishu on January 25, 2017. Militants that exploded a car bomb in Warshadaha on February 27, 2017. Militants that detonated a checkpoint explosion near Somalia’s parliament and interior ministry on March 25, 2018. And militants with the audacity and impudence to set off a bomb near the President’s residency in Mogadishu on December 22, 2018. Most recently, Al-Shabaab claimed responsibility for a suicide bomb attack in July 2021 in Mogadishu that killed at least nine people and injured eight more. The explosive also targeted and struck the vehicle of the Mogadishu police commissioner. The incidents above are cherry-picked from a laundry list of attacks that Al-Shabaab has claimed responsibility for over the past five years and goes to strengthen the debate that the al Qaeda-linked Al-Shabaab fighters are getting ever more brazen and reckless as the years go by. In a joint statement released by the African Union Delegation (AU) and the Federal Government of Somalia (FGS) following a two-day meeting that took place on August 18-19 in Mogadishu, it was noted that the time of AMISOM is coming to end at a point “when the security situation in Somalia requires more engagements in the fight against the Al Shabaab insurgency.” So, the question must be asked. Given that the interim government that has shown itself to be weak against crime and corruption, and given the fact that the presence of AMISOM has been outrageously expensive and convincingly ineffective, why was an Independent Assessment Team (assembled to outline the future engagement of the AU in and with Somalia) recommending an extension of the AMISOM mandate? Particularly given the fact that there has been an abundance of allegations of political corruption and collusion within the ranks of AMISOM. Let’s face it. AMISOM has never operated as a cohesive humanitarian mission, but rather as individual military factions comprised of autonomous troops drawn from Uganda, Burundi, Djibouti, Kenya, and Ethiopia. And each faction is further isolated from each other by deployment region – Ugandan troops in Sector 1, Kenyan troops in Sector 2, and so on. This makes it virtually impossible to form a consistent and coherent strategy to stabilize Somalia and defeat Al Shabab, as each sector is essentially answerable only to their respective capital. And, worse, it makes it incredibly difficult to investigate and prosecute alleged human rights violations as the countries that contribute troops to AMISOM have exclusive jurisdiction over their personnel. As such, alleged incidents of sexual exploitation of women and girls and indiscriminate killing of civilians ultimately go largely unpunished. And the AU Peace & Security Council has also done very little to gain the trust of our citizens. We cannot continue to accept the corruption that is inherent in the organization simply because we have become blind to the pervasiveness of the behavior. The fact is, corruption compromises the rules, constrains the development of a safe and secure society and, of course, tends to filter the wealth of a nation into the hands of privileged and powerful few. This should never be viewed as an acceptable future for Somalia. The recommendation of the Independent Assessment Team needs to be a wake-up call for all Somalis. Knowing that the attention of the country would likely be distracted by the ongoing political uncertainty, the AU is trying to pull a fast one and slip this mandate through while camouflaged by the distractions created by a governmental crisis. They would like you to believe that this AMISOM extension mandate is in the best interest of the country. Don’t fall for it. The proposed option for the extension mandate is exclusively focused on achieving more funding for the AMISOM and AU mission at the expense of the security and stability of the country. Simply put, AMISOM has not taken part in any meaningful humanitarian or military operation in the past four years. On the contrary, we have seen more examples of AMISOM troops abandoning liberated areas with little or no coordination and consensus from the Federal Government of Somalia. And we simply cannot afford to continue to pay for this level of ineptitude. Here’s the thing. Other options are available. Clearly, we are not constrained by any financial shackles given the billions already sunk into the bottomless money pit of AMISOM. For the same investment we could have easily rebuilt the Somalia National Army & Navy or financed non-AMISOM troops that would have prioritized the interests of our citizens. And there is absolutely no reason to think we couldn’t do this now. As a very minimum, we must insist that any compensation expended to AMISOM should be directly linked with the performance of the operation and the organization. And that a recurring independent assessment is performed on all Troop Contributing Countries (TCC) so that those troops (and those countries) understand that they will be held accountable for crimes committed and that right and proper punishment for any violation will be swift and harsh. If this mandate is extended, we are in for more of the same. More crime. More deaths. More corruption. And more apathy. Any plans to radically restructure the AMISOM mandate must wait for the next Government to be established so that all stakeholders can be aligned to the future direction of the new administration. We are approaching a dangerous fork in the road. It is imperative that, this time, we choose our path wisely. Ismail D. PRESS RELEASE Somalia’s Economy Rebounding from ‘Triple Shock’ Real GDP growth is projected at 2.4 percent in 2021 NAIROBI, Kenya, September 14, 2021/ — Somalia’s economy is rebounding from the “triple shock” that ravaged the country in 2020: the COVID-19 pandemic, extreme flooding, and the locust infestation. Real GDP growth is projected at 2.4 percent in 2021. This growth momentum is expected to continue in the medium term and reach pre-COVID-19 levels of 3.2 percent in 2023. The latest World Bank Somalia Economic Update reports that the economy contracted by 0.4 percent in 2020, less severe than the 1.5 percent contraction projected at the onset of the global pandemic. Higher-than-anticipated aid flows, fiscal policy measures put in place by the Federal Government of Somalia to aid businesses, social protection measures to cushion vulnerable households, and higher-than-expected remittance inflows mitigated the adverse effects of the triple shock. The report notes that the disruptions stemming from COVID-19 containment measures reduced federal and state revenue collection while increasing pressure to spend more on health and disaster relief. Large increases in external grants enabled the federal government to begin rebalancing public spending toward economic and social services and to provide funds for new social programs and emergency response projects to increase resilience. “As Somalia embarks on the road to recovery from the triple shocks, policy interventions that raise productivity, create jobs and expand pro-poor programs will be key,” said Kristina Svensson, World Bank Country Manager for Somalia. “Creating jobs and ensuring that the most vulnerable are supported throughout the crisis need to be at the center of policy action and private sector response.” Interventions to improve the investment climate and encourage the formalization of businesses to attract more private investment would include reforms focused on reducing the cost of electricity and improving on its reliability, leveling the playing field among private firms, reducing red tape, and broadening financial inclusion. The special focus of the report is on the health sector. It highlights that 30 years of political instability has made Somalia’s health system the second most fragile in the world. The COVID-19 pandemic has brought the sector under sharp focus and put investing in Somalia’s health system as an urgent political and economic consideration that is foundational to reducing fragility. “Support for the health sector is an essential component of resilient and inclusive development and investing in health sets Somalia on a path to reaping substantial demographic dividends from improvements in life expectancy and reductions in fertility,” said John Randa, World Bank Senior Economist. “These investments are planned to contribute to improved health outcomes and strengthened government systems.” The report also notes that strengthening Somalia’s health system is one of the biggest direct influences on improving human development and enhancing economic development in the country. The report recommends opportunities in the areas of health financing, health service delivery and stewardship to improve Somalia’s health sector. PRESS RELEASE African Development Bank approves a $50 million Multinational Trade Finance Risk Participation Agreement facility for Standard Chartered Bank The agreement is expected to boost intra-Africa trade, promote regional integration, and contribute to the reduction of the trade finance gap in Africa ABIDJAN, Ivory Coast, September 15, 2021/ — The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved a $50 million Trade Finance Unfunded Risk Participation Agreement (RPA) facility between the African Development Bank and Standard Chartered Bank. The agreement is expected to boost intra-Africa trade, promote regional integration, and contribute to the reduction of the trade finance gap in Africa, in line with implementation aspirations of the African Continental Free Trade Area (AfCFTA). The parties will share the default risk on a portfolio of eligible trade transactions originated by African Issuing Banks and indemnified by Standard Chartered Bank. Beneficiaries of this facility are issuing banks in Africa whose ability to grow their trade finance business has been constrained by inadequate trade confirmation lines from international banks, as well as small and medium enterprises (SMEs) and domestic firms who rely on these issuing banks to fulfill their trade finance commitments. The agreement was signed on Wednesday, 8 September 2021. Speaking soon after the Board approval, the Bank’s Director for Financial Sector Development, Stefan Nalletamby, stated: “We are excited about finalizing this facility with Standard Chartered Bank as it offers us the flexibility to use our strong AAA-rated risk-bearing capacity to increase access to trade finance and boost intra/extra- African trade on the continent, in support of the AfCFTA. This partnership is expected to catalyze more than $600 million in value of trade finance transactions across multi-sectors such as agriculture, manufacturing and energy over the next three years.” The African Development Bank estimates the trade finance gap in 2019 for the African continent at $81 billion. Compared to multinational corporates and large local corporates, SMEs and other domestic firms have greater difficulty accessing trade finance. The Director General of the Bank’s Southern Africa region, Leila Mokadem, added: “The advent of Covid-19, coupled with stringent regulatory/capital requirements and Know Your Customer( KYC) compliance enforcement, has seen many global banks reduce their correspondent banking relationships in Africa, while some are exiting the market altogether. There is therefore an urgent need for financing to reenergize Africa’s trade, which requires more participation of institutions like the African Development Bank.” The Risk Participation Agreement facility is aligned with the African Development Bank’s High 5 priority goals: (i) Light up and power Africa; (ii) Feed Africa; (iii) Industrialize Africa; (iv) Integrate Africa; and (v) Improve the quality of life for the people of Africa. Somaliland: The Diaspora vs homeland “Three main periods of migration can be identified, when comes to giving an overview of the history of the African Diaspora. Historically, the first wave of forced African migrations began during the Transatlantic Slave trade (16th-19th) century…The second African diaspora generation was the result of the difficult process of decolonization. During the late-colonial period, early post-independence, starting from the 1950s…this diaspora was mainly the product of ‘voluntary migration’. This period marked a rather important increase in emigration aimed at acquiring better quality of life and education. Starting from the 1980s, the most common grounds on which Africans left their countries changed in its nature. Fleeing from broken and breakable states, wars, hopeless poverty or political persecution became a major cause of emigration, up until today“ (Experience Africa, n.d.). The Somali Diaspora in general was the result of fleeing broken state, civil war and political persecution. Somalilanders in particular were subjected to ethnic cleansing and genocide by the late dictator of Somalia. The Somaliland Diaspora played major role during the armed struggle in defeating the brutal regime by funding the cause or by joining the forces to reclaim the Somaliland independence again. They still continue to be the main source of economic development through remittance and by investing in the local business which creates employment to improve the lives of fellow Somalilanders. Today Somaliland is an island of peace and prosperity, surrounded by walls of despair and uncertainty beyond the boundary lines to Somalia, Ethiopia including east beyond the shorelines to Yemen. Democracy in Somaliland has flourished as it was witnessed by the latest successful simultaneous local and parliamentary elections. Nevertheless, today’s Somaliland Diaspora seemed to be blind-sided by the local issues between political parties or concerns rising from clan rivalries, which are mostly resolved through traditional means by elders or by local government authorities. In theory, the Somaliland diaspora having lived in most civilized western democracies were supposed to see beyond the clan loyalty and expand their visions and build on the successes already accomplished in strengthening the young democratic that does not exist beyond our borders. Fortunately, today there are home grown smart educated young Somalilanders who are more issue oriented than partisan tribal disputes, as they have proven in the most recent election when they successfully elected two very talented young leaders, Barkhad and Abdikarim to the parliament and to the mayorship respectfully.
