Both the President and the prime minister are good men, but that is not enough. The president should be above the fray and maintain the constitutional order, but the prime minister should work hard and confront these threats.
Sometimes, you might need a sacrificial lamp. Someone who will confront the Somali enemies and push as much as possible until he reduces the threat. In the meantime if he pushes too much and the government faces huge obstacle due to his plan, then he will resign and another one will finish.
In 2015, Turkey faced a lot of unprecedented obstacles from Syria, the Kurds and the refugees. A turkish fighter jet shot a Russian plain and the country was pushed from every corner. The foreign policy of the prime ,minister Ahmed Davutoglu was non interventionist in the region while ISIS, Kurds and other loomed at the border. The country was circled from every side.
THen Erdogan and the party decided to change the course, and prime minister Ahmed gracefully resigned and paved the way for the new policy. I n order to derail the new policy, bombings, terrorism and coup were orchestrated. Thankfully, the AKP survived all of those and came victorious. They entered Syria and removed the threat from their border. They also, realized that the Gulf financed wars of Syria could eventually destabilize Turkey.
Khayre should gracefully resign and pave the way for new policy and leadership for a brand new strategy of confronting these threats. THis event should be a wake up call for Farmaajo.

If this is not pearl Harbour or a D Day, as they say here i the west, I do not know what it is. As we speak the death toll has reached over 230 people while 300 are wounded. It is a tragedy for the Somali world.
This is the biggest tragedy in the history of the Somali war against terror. THis kind of things used to happen in Iraq and Syria, and those people who financed that war with weapons are money have come home through corrupt spies and cooperation of the regional government.
According to some insiders , it is the well crafted cooperation of UAE and Ethiopia. Through Al-shabaab and the foreign intelligence of Ethiopia that is providing the weapons and the bombs, while the UAE is doing the financing and political destabilizing of Somalia.
The UAE have given Ethiopia a 20% stake both in Berbera and Boosaaso, and they are preparing t o do the same thing in KIsmaayo. How can a country that uses the
these ports for imports and transit goods could stake in someone else's national assets. We were all surprised , but now everything's adding up.
The gulf killers who maimed Iraq and Syria had come home to Somalia in cooperation with Ethiopia. Since we shed a big light on the activity of Ethiopia, the TPLF has changed course and employed the regional leaders and Dubai to do their dirty work.

Well, mr Farmaajo has to change course now. The prime minister has to go. He is too connected to Ethiopia to confront them. If this job was a cooperation and teamwork among friends , it would have done long time ago. Why established nations like America , with thousands of talented leaders and diplomats try to seek the best people to confront difficult issues when hiring ministers and secretaries? , why companies look serious managers to rescue them from difficult situation?. People spend hundred of ours to find and recruit capable managers with skills and tenacity to confront tough issues.

Usually in the early days of the new president there are alawys competting interest and the old guard like Damujadiid seeking to keep the staus quo, but after eight or ten months, you could feel those who , we northerns call " Macaan Jecel" who are there for their own benefit, and others that you brought in order to keep the old guard satisfied, must be thrown out. A new group of people who are not your friends or comrades must be brought in. There people who you might like but are capable to do the job.

The time has come to bring the big guns and those Somalis who were tested and tried in the line of fire. Former mayor of Mogadishu Mr. Tarsan was those who built Mogadishu while he was constant fire from Al-shabaab and other criminals. He changed a war torn city with full of anarchists as livable and decent place to live and do business. Mr. Farmaajo, some of your supporters i n the diaspora,, in early 2011 and 2012, including Amin Amir, had attacked Tarzan for political reasons , in order to keep him challenging for the big job.
Mr. President the time has come to change the course and confront Ethiopia and UAE. Prime minister Khayre is a good man , but he is not tough enough to confront these people, besides in order to keep his job and fight back against regional leaders and their supporters inside the parliament, he allied himself with Ethiopia and its ambassador to survive the constant impeachment pushed by Xidig, Shariif Hassan and Mahad Sallaad. He is an NGO guy who does not want to wage war against his former employers and Ethiopia.
Tarzan will not be intimidated by no one. Al-shabaab used to call his cell phone daily and record threatening messages to his phone, yet he faced them without ridding tanks. He is from an orphanage, and he is not loyal to evil Somali tribes who are against their own interest and survival. Make him the new prime minister and change the course. Your in laws could not pull Somalia from this mess.
Give the helms to Mr. Tarzan and ask him to nominate a lean 18 minister cabinet that is organized for security and economic issues only. THen reform the the parliament and cut their numbers from 330 to 230. Eliminate one hundred from the parliament and use that saving for the army and security. Despite all the work he has done in MOgadishu, the Somali enemies convinced Hassan Sheikh to fire Tarzan and replace with ametuer mayors who were not good enough to see the big picture.
Mr. president, after what happened today, you can not hide or continue what you were doing before. This is a call for arms. It is do ar die for your government and the Somali people. Today must be the day Somalia turned the page.

I totally agree. Tough times need tough measures. In conversation with one of the experts told me that , Somalia needs a ruthless guy that could confront these evil people . Remember, late president C/laahi Yusuf said, " Soomaalia Inkaar qabe ayey u baahan tahay wakhtigan".
Man, that c/laahi Yusuf guy was tough. Imagine sleeping in a makeshift house in Jawhar and Baidoa. He had nothing, yet, he believed that in due course he will get his way, although the same Ethiopians who carried him betrayed him latter. Look at this guys, Hassan Sheikh and Farmaajo, they got an army , whether that army is credible army or not, they got thousands of police and millions of foreign cash, yet they can not move.
This president was handed to a functioning country in small ways with plenty of logistics to maneuver and build. I do not think these kids will be able to confront these tough situations.
Samatar might say that he believes in Muuse Biixi, but at this stage Somaliland has
to change course and get a new leadership. The country is in deep trouble in so many ways. Public buildings and state assets have been sold to the highest bidders , and the government ministers are working overtime to loot before their ultimate departure. Inflation is robbing the poor of their meagre resources and there are no answers the government . These people had seven years to build credible institutions, and it is too late now.
They must leave . The only hope is a change of government. Even Siilaanyo conceded indirectly that the ministers should stop campaigning and concentrate to their duties. I do believe that in the next few weeks Kulmiye will implode and everyone will abandon him except those with tribal alliances.

In Turkey, just before the coup, the country was rocked by huge bombs. Stadiums, concert halls, and subways were targeted. Then three suicide bombers attacked Ataturk airport with over dozen deaths. It was a well calculated operation.
After the explosion the Turks opened the airport within 10 hours. They decided that they will not be intimidate, while in Belgium , it took three weeks to reopen the airport after the suicide attack of the airport. . It was a plan to soften the people to
the oup. After the bombs, there was a debate about safety of the country. The Turks answered immediately and went to the offensive. They invaded Syria and cleaned their border from terrorists and their intelligence handlers.

This one has the hallmark of an intelligence operation. It is not small bomb organized by amateurs. This is clear a message for Framaajo and the government to back off from their agenda.

The next few days they might attack Villa -Somalia, the parliament or a big hotel, That is how they operate. Among the bombs by Ethiopian intelligence and are others were, Shaamow Hotel, the Beledweyne Bombing, the storming of the hotels and personally killing general Dhagabadan and this huge bomb.
The government should be on the offensive. If you spend your time about regional leaders and other Mogadishu politics , you would miss the big picture. Forget about the useless political chatter , and start building your r army, and start mobilizing the youth and within 90 days you could have an army. If you believe Somalia is an emergency, then you should act and operate like emergency.
Do not buy when they tell you that they will train the Somali army and after nine months they show you 150 soldiers paraded at one of their exclusive comps. My friends , nations with an emergency situation do not train a hundred or so soldiers to confront an invading army or an active insurgency. You mobilize and start conscription of your youth , train and get them ready for action within 120 days. Call all those who finished high school for the last few years and start conscription from every town , from Lawyacado to Kismaayo. Ignore the tribal militia of the regional governments, which are built to protect their own tribes. call openly to the youth to register and defend their country.
I will never believe that there is no money for the soldiers. If those who are giving their lives for their country can not get paid a decent salary, then we should not fool the people, because in Mogadishu , hundred of millions of dollars are looted every year.
They should be the first that must be paid, before the useless parliament or the 70 ministers. You can not allow your citizens to be murders like this every day. As Yoniz said, the media should not be allowed to broadcast the propaganda of Al-shabaab. The British media which the most free in the world used to put gag order on the broadcasting and other related issue of IRA propaganda. NO more Sheikh Cali Dheere or others, they should be ignored.
Farmaajo must understand these kind of bombings are messages , but he should know that he must not be intimidated by criminals. He should bring " Bando to the city from 6pm to 6am. Unannounced home inspections should follow. During raids and inspections, the telecom service must be suspended throughout the city. Mr, President, you need the active war measures to confront the enemies.

In your earlier post ,you did not present an actual chart but you just trowed some numbers, and i missed some. . Even the new chart that shows the real break is misleading. Since most, if not, 50% of the budget is coming from donors, they usually demand some kind of financial management schemes in order to dole out the money. THe logical move from the leaders is to create a false narrative misleading charts in order to qualify for the aid, and Somalis or regional minions are clever to mislead and present false numbers in order to mislead the donors who does not care about the end result of the budget.

All this numbers are for tribal consumption and misleading for the donors. The Puntland budget at the calendar year of 2014-2015 was 29 million dollars, and the estimate could probably have been higher. Now, how can a budget grow from 30 million to 160 million within two years?? that is impossible, especially for a year were the north east suffered a devastating drought for livestock and rural economy.
In fact if you remove the 20 million or so foreign aid from the budget , Puntland will be luck to generate another 30 million. in your charts it showed that the estimated budget of 2016 was around 70 million. How can a budget grow 140% in one single year where a severe drought affected the economy?. Remove the aid and that estimate will not reach even 30m. In the year of 2015-2016, they estimated a 60 million , and if you remove the foreign aid ,they settled around 35-40 million. So , you can not go from low thirties of 2016, to 160 million just after one year.In 2016, Puntland soldiers took over the parliament for the luck of salary of almost few months.
Look, you might be an educated fellow, but i will advice you not to follow these false charts of the enclaves which is totally intended to mislead and cheat both the people and donors. Yes, there is livestock export, taxes on telecom and the Boosaaso port, which is the main engine of the economy produces some internal revanue, but the bureaucracy does not have the capacity for sound tax collection or safeguard the tax payer money. I used to follow Somaliland budget estimates which ministers over estimate. In 2014, he estimated around 250 million, but at the end of the year it barely reached 126 million. As I said in these pages, the Punties are following the foot steps of Somaliland to lie and deceive.
Finally , do not be fooled by these numbers, no budget could grow from 70m-to 160m without any new found natural resources or miracles, and financial miracles that bring unforeseen money do not happen in Somali run provinces. The company I work generates over 20 million and all that sales and other productions are done in one single building with cubicles. Somalis have become masters when it comes to misappropriation and misleading, even the diaspora communities become clever of how to account for the grants, and prepare illusive activities that covers tgheir tracks.
I know it's disappointing for some Somali person to be told that your enclave is and it;s leaders are nothing more than a fraud that misleads it's people with false pride that does not improve the lives of average citizen. Of course their are military economy, NGO; jails that look hotels and others, but when was the last time anyone built a hospital?
Brother, try and help bring peace order and good governance to the Somali nation state which in turn could help all of us reach our potentials. Forgery about the false enclave that and it's false charts.
If you really want to know what goes in these places, let us do real research and find out what is their actual revenues, . You will be surprised.
Furthermore, in you combine the total population of Togdheer, Sool, Sanaag and Nugaal, and compare those in Shabeelaha hoose , you will be surprised.

United Nation yearly aid: 5,588,000
7 district monthly revenue 576,496 x 12 = 6,935,952
Total yearly budget estimate of Puntland = 31, 893, 648
This budget is similar to the one presented by Puntland last year .
so, you must bring the real break down to reach the so called 160 million. We might not be correct always, but at least we follow what is going on in Somali government's finances, and for me that 160 million is huge surprise.

I do not know large businesses affect the overall middle class income, but one issue that I have been told many times in Somaliland is the effects of the Telecom companies in the economy. In fact I was trying to write about it for a while.
For example, the Telesom owned by Al-barakat , and Somtel which is owned by Dahabshiil are making a killing. In any part of the world , utilities, telephone and cable are regulated and taxed accordingly. There are commission to check their rates and charges. In Somaliland they set their own rates.
A friend who just came from Borama told me that people deposit two dollars a day for telephone service and it eats up quickly. On average , poor people pay almost $70 dollars a month. If you talk too much and use for business it could reach $150. If you add internet data it is hundreds.
Yet, no one is regulating them. Every young man and woman has a telephone. Furthermore, they will fight to the nail if any one tried to bring a internet competition. Dahabshiil is the monopoly. Some people tried to pull a cable from Oman, and when Siilaanyo and Dahabshiill found out they did stop immediately and the minister who signed the deal was fired. Certainly , there is huge concentration money i this companies. He told me they fire and hire ministers through their lobbying power.

As I said Boosaaso has a tradition of business and self reliance. They were never dependent on government handouts and jobs. By far the " Bari" region is the most populous in Puntland. Nugaal is very small. Before the Sool region became a province in the middle of eighties, the Nugaal region was : Garoowe, Tallex, Eyl iyo Laascaanood. After Sool became provence, Nugaal was left with Eyl and Garoowe then other small towns were added.
My only beef with the report is the sampling does not specify the size or the actual region. I agree the water access part which favors Puntland, yet because of huge Urban growth in Somaliland , a large number of cities have lower water access.
If you read carefully my quick written paragraphs , I did mention the size of middle class and access to wealth. Larger cities have more middle class and also large poor underclass.

Illyra, You do not need to accuse me schizophrenia or other names, then call for reasonable debate. I see People in Somali forums who say " IlLaahay Ha laga cabsado oo Qayaalada ha la iska daayo, Kadibna ka dab geeya reer hebel ayaa Soomaali qasaya ee halaga Qabto".
Any way if is any consolation, I did not call you a liar, but I was pointing out that statistics are used for nefarious purposes in order to propagate certain agenda. Guys, I am a champion of Puntland, and in these pages I did write the political maturity of the people despite the constant bad leadership that is ruling the land. Also, in these pages, we all need to be informed and educated i n so many different ways. Somalia, the people and the landscape probably has changed for the last thirty years.
In the early eighties when I traveled the highway from Gaalkacayo to Garoowe, the only village that was visible was Burtine, with two blocks on both side of the highway. Since then things has changed and a video clip that I saw during the drought showed Burtinle as vibrant town. Any way , I stand corrects o those new towns.
At the same time Puntland has huge land with less population. Having big space is not disadvantage. In fact, if you add the "Harti" land of Sool, Sanaag and Buuhoodle, Puntland could claim a third of Somali territories.
I did read the report, but I did not analyze it fully. When they said North west, they did not explain which North West. If you compare the two and half provinces of Puntland with five provinces of Somaliland, it is totally different both in population size and Urban area. I also conceded that because of less rural population Puntland might have less poverty compared to Somaliland.

I objected your budget estimate and I do remember, in the early 2000, the Puntland budget was around 16 million. Lately, I have seen any where where the budget hit three digits.
Generally, I do not like these NGO's who keep spending money about FGM, poverty, and how many relieve aids Africa and others take. Those who compiled these report probably made a cool million that could have built an irrigation canal.
Furthermore, we should not be debating which village is bigger than mine or yours. WE are all poor Somalis ruled by corrupt oligarchs and thieves
As our friend Maakhiri said, we need someone to study the disastrous Qat effect both in Puntland and Somaliland which would have helped our people.

An orientalist by the name Bernard Lewis, some twenty years or so suggested that fragmentation of the middle east. as the best way to defeat ARab nationalism which includes also Somalia. The idea was to turn the history back and make these Arab to go back to their original tribal roots before Islam or the modern nation states.
Despite it's weaknesses, the Somali nation was a modern functioning nation from 1965-1985. . Just like the Arabs, tribal supremacy and anarchy became the tools to destroy our nation. I was Talking with a friend from Burco city who was a Somali civil servant for 30 years, and then abandoned for the tribal cause. I ask him that how come governing and institution building became so elusive for many people including Somalis?.
He said , " when I was young , I was a member of "Shacbul Arabia" who believed Arab identity and Nationalism. The modern functioning Arab states with institutions were Egypt, Tunisia , Iraq and Syria. The rest were just tribes or oil rich tribes who were riding the petrodollar. One the oil runs out these fact Sheikhs will probably ride gain their camels.

Politicking and maneuvering could not bring back Somalia. Hard work, and vision is needed. If you spend your days dealing what Kismaayo want or what Hiiraan said, plus the constant " Xadhigjiid" of the parliament , you could not travel far. AS they say, real leaders understand that " dogs may bark , but the caravan should travel and reach it's destination.

Lately there is a lot of propaganda in SOL. It used to be Suldaanka and Landers to throw " Way Duushay iyo Miisaaniyada oo cirka martay", but now the Puntlanders are out doing Suldaanka.
It said , statistics do not lie, but liars use statistics. I have never seen anywhere about Puntland budget reaching %160 million. In 2016, it was 35 million, so you can not grow fifth fold in one year. Of course SOmaliland budget is exaggerated and the estimate is always much lower than the actual budget. Also, since the Siilaanyo tribe took the power, there were never one single debate about budget items. The system ceased to exist as institution and the budget is divided among the Siilaanyo household and the whole of Somaliland. Did you ever heard one single debate about the budget? None. . The palace budget is more than 10 ministries.
Of course Somaliland has huge rural population, from Awdal to Sanaag which could triple in size than Puntland, hence the poverty level could be higher, but to o say that Puntland has more middle class than Somaliland is a red herring. The public servants and government employees in Hargeisa alone can surpass all government workers in Whole of Puntland. In Somaliland , there are more than ten universities with tens of thousands of students who could afford to attend. Remembers, because of higher tuition fees of $500 dollars per semester only the middle class and the upper class could attend., that means thousands of families are spending huge money just for an education.
Compare that to Puntland which has probably two mediocre universities. Today Hargeisa is like how Muqdishu was in the late eighties. Millions are looted from both public, private and the NGO's. THere is inflation and the poor is suffering, but there is huge middle and upper class in Hargeisa today than anywhere else in the Somali speaking world. Burco city has relocated to Hargeisa, so does Gabiley and Some from Awdal. There are 120 NGO's operating in Hargeisa alone and they are spending millions. Hotels are full.
One advantage Puntland has is the cost of living is much lower than Hargeisa or Borama. Boosaaso has been traditionally a hard working and business people , but one single city can not outperform Somaliland. Another important issue is other than Garoowe, Puntland has the lowest participation or diaspora returnees who settles there. Gaalkacayo is no go zone, and Boosaaso is unpredictable. I have friends who hail from Boosaaso, and both their families settled in HArgeisa and Borama, in fact an old friend of mine who travels to Hargeisa to almost every year told me his wife demanded to relocate from Boosaaso to Hargeisa due to insecurity. Certainly there is peace in. Boosaaso, but from time to time there is targeted killings and murders that is more common than Garoowe. So Puntland has a long way to reach full stability.
On the rural issue, Puntland has the lowest number of villages and rural communities. Between Garoowe and Gaalkacayo, which is almost 250km , there is one single town called Burtinle. If you travel the highway from Garoowe to Boosaaso which is 450 km , the only major town is Qardo.That is 700km of empty land. If you leave Borama and Travel to Lowyacado , you would travel almost 10 villages and towns.
To be honest I did not read the report, but we all know that per capita Somaliland has more stable middle class than both Puntland and even Mogadishu.

Other than Puntland, most of these regional governments were established during the war . Most of them including Puntland were possible due to the guarantee given by the neighboring countries. If fact, they could only exist during the transition from conflict to nation state.
They were born out of the war. Most of their money comes from foreign donors and NGO's . They are the profiteers of the war on terror. Every year or even months they receive direct and indirect military aid and other resources due to their war against Al-shabaab. Even Somaliland receives around $15-20 million a year for their anti terror brigade called RRU. There is nothing going on i Kismaayo other than creating the forces that suppose to fight Al-shabaab. Every single building in that town was built other than Somalis. Go figure.
The warlords could not exist if peace prevails in Somalia, so does the greedy businessmen and their telecom community. Let me give you an example: When Shariif Hassan of the South West needs some money for his political moves he has to call Addis Abbeba. In return , the Ethiopians will talk to the foreign donors and other NGO's in Nairobi and request that their friend Shariif Hassan needs cash and some projects to sideline his enemies and survive. If some one in Baydhabo makes trouble or challenge him militarily, the Ethiopians will cross and deal the offending part. Folks, these regions and Ethiopia need one another. Without their foreign protectors and donors , they would not survive, heck they can not afford the flight to Kismaayo. Do you know who provides these daily flights from Garoowe to Nairobi and Kismaayo?. geuss .
If peace prevails in Somalia, this fat cats like C/weli will not be flying to Nairobi or Addis , but will be concentrating building hospitals and schools. Also, the people might vote and throw them out all of them. MY, friends, these regions were the idea of our enemies and rivals. Why would a British foreign minister would fly to Mogadishu and invite them one by one to come to LOndon. By the way, not one single dollar has reached Somalia. Most of the money went to Amiso and regional states. It is part of the fragmentation of the Somali nation.
None of today's regional leaders could survive a day if peace comes to Somalia. THey would have to collected their own taxes on the hard way and build their communities rather than living like a king with subjects. If I were Farmaajo, I would not bother them , but would double my efforts to build federal capacity.

On the contrary, I am very proud of my roots as Reer Woqoyi (Somaliland) and very proud of my Somali heritage. Yes, I write this drivel to illustrate and correct the institutional weaknesses of Somaliland and others. LIKe most of you sometimes it is difficult to comprehend these kind of crimes. Here you have a guy who was rejected by America, waiting for his deportation hearing and then coming to Canada. .
This country gave him a second chance to build his life with acceptance and work permit and in return ge want to kill them. That is why people are angry and they right to be angry.
Yet, there are few strange things that must be answered by authority. After this guy rammed his car to the police and lifted him to the air , he jumped and stabbed the police. Fortunately , the police regained his composure and fended off the attack. after they both stood up the attacker just walked away and the police did not shoot or use his other tools to neutralize the threat. He probably thought that this guy might have been deranged or drunk. An attacker just walks away from crime scene with hundreds of police and then showed up with another vehicle just after four hours. WE shall wait for the police.
Within hours the video of the incident was out for the public to see and the media covered this attack like a D day. THe headline started like , " EDmonton traumatized like Europe and so on, but the public and politicians spoke up and urged people not to be divided by hate or the criminal acts of one person.
The Las VEgas mass shooting upstaged and overshadowed the local attack, yet some media people made it the first headline. The strange thing is despite the mass killing of almost 60 people and wounding of another 500 did not push the American leaders to act or even debate the gun issue. How can you allow citizens to be killed with this automatic machine guns and nothing is done.
THe silence is deafening. The so called Republicans do not care how many people have to die like this. The fun lobby owns the politicians. Very strange and sad.

Hollacholac, this was too close to home peaceful Canada woke to a shock of another loser . So far the local police charged him of four counts of et tempt murder . No terrorist charged layer yet. My early assumption is the loser might have been drank or impaired when he hit the police officer. We have to wait for authority to do their full investigations. Of course , we are all mourning and sometimes we would like to make sense for these senseless murders.

This year the killers used huge trucks many times and the government did stop them few times. If the truck passed the check points without stopping, those soldiers should have shot it's tires, the drivers and should have used a deadly force to stop it. As you said, they just followed it until it reached the busiest intersection of the city. May Allah give Jannah for the martyred soldiers who were not probably paid for the last few months. Actually few months ago, a huge track was stopped and it detonated when soldiers reached . If they do not stop, they must be destroyed with deadly force.
If Al-shabaab are in Afgooye or few miles from Balcad or even Sheabeelha hoose, that means they have a safe heaven to assemble their bombs. Everyone knows that these bombs are coming from a third party and the only way to eliminate the third party is to take over these safe havens. Amisom has bases in these regions, but they are defensive positions to protect big cities, but Al-shabaab controls the countryside.
You need a huge offensive to chase until you reach the sea or the border. Also, the military intelligence must monitor the movements of the foreign troops since some of them are involved in selling their weapons or facilitating foreign intelligence operations. As I said it is a message and Farmaajo knows it very well who is delivering these message . If the Amisom can not wage an offensive to rid of Al-shabaab 60km from Mogadishu, then what is their use. Having huge bases in the city with thousands of soldiers who drive through Mogadishu wil not bring peace.
In war torn Somalia , politicking and debating with ignorant Somalis would not take you anywhere. .You must have your own plan and flow it. When you assembling the cabinet, they will tell you that every tribe and clan must have enough ministers like a parliament, yet when you form a 70 people cabinet to satisfy the tribes , they still complain. THere are thousands of people who have never worked a day in their life who are politicking day and night. If these presidents had a visitation before they run for office, they would have implemented long ago.
I see these video clips in Mogadishu and I see hundred of generals, and officers with neet clothes and grades in their shoulders, and I ask, which army these generals are commanding?. Every police and military assembly has hundreds of these fake officers. This nation needs few officers and bureaucrats, but more soldiers and front like officers..
I am screaming because , I have seen this movie before through Shariif Ahmed and Hassan Sheikh. Forget about this useless talk of capacity building, good governance, regional governments, London conference and all these NGO driven social issues, and concentrate national security and eliminating of the Al-shabaab threat.
Three months months from now , it will be one year since you come to power, and for one year if you can not build a decent army, then we should be worrying.
