Local police commander defects to Somaliland 8 Apr 8, 2007 - 8:51:36 PM LAS ANOD, Somalia Apr 8 (Garowe Online) - The Puntland-appointed police commander of Sool region in northern Somalia defected to the rival sub-state of Somaliland on Sunday, officials here said. Col. Mohamed Hussein Abtiile surrendered himself to Somaliland soldiers near Ari'adeye village, where the two forces stand opposite each other on disputed land. The commander was joined by at least four loyal soldiers driving two police cars when he defected over to Somaliland. Sources in the Puntland capital, Garowe, told Garowe Online that Col. Abtiile's defection came as a result of a dispute with Vice President Hassan Dahir Afqura, who is also from Sool region. The nature of the dispute could not be confirmed, but local police have not been paid in the last 10 months, according to one finance ministry official who did not wish to be named. Puntland considers itself an integral part of federal Somalia, while Somaliland seeks international recognition as an independent country. The two sub-states fought several times over the disputed regions of Sool and Sanaag, and the village of Ari'adeye has become the center of their border conflict. Soldiers from Somaliland and Puntland have surrendered to opposite camps in the past. Among these, a small minority demands the immediate and strict application of hudûd, assessing this as an essential prerequisite to truly defining a “Muslim majority society” as “Islamic”. Others, while accepting the fact that the hudûd are indeed found in the textual references (the Qur’an and the Sunna[2]), consider the application of hudûd to be conditional upon the state of the society which must be just and, for some, has to be “ideal” before these injunctions could be applied. Somali man sentenced to 8 years for molesting girl The Associated PressPublished: April 6, 2007 FORT WAYNE, Indiana: A judge sentenced a Somali man to eight years in prison for molesting a Somali girl, saying the 13-year-old and her family have been shunned by the Somali community since the assault. Judge Fran Gull said during Thursday's sentencing that "In their religion, the victim and her family have been shamed. His actions mean he killed her, yet she lives." Omar Abdi Abshir, 21, pleaded guilty last month to one charge of child molesting, which carries a sentence of two to eight years. Other charges of rape, criminal deviate conduct, criminal confinement were dropped in the plea agreement. Defense attorney Stephen Miller asked Gull to judge Abshir as an individual without a prior record and rather than by how the Somali community reacted, but Gull said it was impossible to separate those facts. Deputy Prosecutor Stacey Speith said Abshir shared the girl's religion and culture, so he knew the consequences of his actions. "He knew that virginity is a crucial aspect in their culture. If she loses it, whether it's consensual or forced upon her, as was in this case, she is to blame," Speith said. Abshir is not a U.S. citizen, but has been in the country legally since 2000, when he was brought to the U.S. at age 14 as a refugee. He likely faces deportation after serving his sentence, which he said he would appeal. The girl, who was 13, told police in August that Abshir threatened her with a knife and pinned her in a bathtub, where he raped her, according to court documents. Fort Wayne is home to about 110 Somali immigrants, and the population is growing. That community's reaction to the crime is consistent with how many African cultures would respond, said Chaplain Saneta Maiko, a Kenyan native with Crime Victim Care of Allen County. Maiko said it would have been very difficult for the girl's family to report the crime. "Unfortunately, it can not only happen here, but it can happen back in the country where they come from," he said. "It's not easy, but I'm so glad they (reported it). With the Oromos, the Sidamas and the other southern – all Cushitic – peoples totaling a 52% majority, living under multifaceted oppression for more than a century, the marginalized and terrorized ******is (10%) and Afars (7%) represent victims of later phases of the Amhara colonial expansion in the Horn of Africa region. Furthermore, the ruling classes of ‘Addis’, the capital of desolation par excellence, alienated the Amhara and Tigray Muslims, who amount to approximately 40 – 45% of the Semitic, Yemenite origin, Amhara – Tigray populations (19% and 12% of Abyssinia’s overall population respectively). For many long decades of absolute obscurantism, bogus-Christian, royal regime, the Monophysitic Amharas excluded even the Monophysitic Tigray from power. This means directly that an ethnic-religious group totaling 10% of the entire population ruled dictatorially and thanks to foreign support and aid. With the rise of the pro-Soviet gang of Mengistu, the notorious Derg, the base of representativeness was even more reduced. The collapse of the USSR brought that criminal regime to its knees in May 1991. The then initiated American Horn of Africa policy bears the stamp of Michael John’s Heritage Foundation. The basic concept, supporting the advancing Tigray forces, and thus expanding the base of representativeness of the ruling group, was correct in itself. The Democratic administration did not however follow up, and soon a Monophysitic Christian, Semitic Amhara and Tigray alliance was formed; but by alienating the Oromos and all the rest they perpetuated the tyrannical governing practices, representing an accumulated 16 – 18% of Abyssinia’s combined ethnic-religious groups. ‘Galla’: Abyssinia’s ‘Untermenschen’ Until nowadays, the Abyssinian ruling class consists in a most provocative form of political-social-cultural-economic-religious tyranny that practices the worst colonial methods of cultural racism and ethnic discrimination. The use of the name Oromo is prohibited in this African Cemetery of Peoples, being disreputably replaced by the Amhara – Tigray tyrants with the derogatory pseudonym ‘Galla’. It is a historical replay of the other tragic story, when the Nazis used to call the Jews in Hitler’s Germany ‘Untermenschen’ (subhuman beings). ‘Addis Ababa’ instead of Finfinne / ‘Aelia Capitolina’ instead of Jerusalem Even worse is the imposition of the false name of Addis Ababa, instead of Finfinne, the real appellation of the tyrannized Oromo capital. However, before so demented efforts of cultural racism die, masses are undeservedly exposed to torture, massacres, and all sorts of human humiliation. Helping eradicate the Amhara / Tigray tyranny would be for the American administration an act of commitment to Human Respectability, a proof of due devotion to the Principles of the Founding Fathers. It would help America win the friendship, the esteem, and the love of numerous African peoples, all those who would get rid of the Abyssinian cholera. Furthermore, expressing full commitment to the Principle of Peoples’ Self-Determination, the US would win the veneration of all the Cushitic, Berber, and Nilo-Saharan populations that have successively been terrorized by the monstrous French colonials and their posterior puppets, the currently ruling gangsters of the Pan-Arabist tyrannies of Sudan, Algeria, Morocco, and Libya. Under the current circumstances of the Abyssinian interference in Somalia, the ongoing war at Mogadishu, and the disastrous benefits got by the Islamic Courts of Justice that gets momentum throughout the Horn of Africa area (not only in Somalia), the immediate ousting of the bogus-democratic and severely unrepresentative government of Meles Zenawi takes a dramatic allure of the utmost urgency for the American African and anti-terrorist policy. The most critical choice for President Bush: do not make of the Islamists the only alternative Africans may think they have! In the past, various, successive administrations set their policies on the basis of cooperation with dictators who allied themselves with Washington. This was a common ‘topos’ of the American foreign policy. Admittedly, it produced some results during the Cold War, adding however a great dose of grave and undeserved anti-Americanism to the world politics. Further extension of the tactics will only cause severe damages to American interests and ideals. The reason is very simple; oppressed masses allover the world, and more particularly in Africa and Asia, nations that have been left without a homeland, peoples who have been abandoned without national education in their native language, ethnic groups that although of great historicity did not develop their own writing system, immense populations that have been disreputably dispossessed of almost everything, all these hundreds of millions, either Muslims or belonging to other religions, have now an alternative. A most frightening alternative that is not scary for the American interests only but for the global balance of power as well. These alienated masses have nothing to lose if they adhere, politically not spiritually, to an extremist and definitely false Islam that promises however something. This is the down-to-earth reality that people in the State Department and various foundations seem to be unable to detect, let alone perceive, analyze and address. Trembling fake-Ethiopia will be defeated by the Somali Islamists. It will be lethal for America to believe that a state-corpse like the Abyssinian tyranny has any chance to win over the fanaticism of the Somali Islamist militias, who survived the comical Abyssinian invasion of the surface of the Somali soil. You cannot compare the trembling Abyssinian soldiers, who are afraid to cross their own country to arrive to the front (because precisely the vast regions they have to cross to reach the Somali / Abyssinian border do not belong to them) with the already victorious (in their imagination, but this is what counts beforehand) Somali pro-Islamist fighters, who believe that the war with the disreputable, dysfunctional, anachronistic relic of Abyssinia will open the gates of the Islamic Caliphate, granting them the reward of Eternal Paradise. The casualty on the other side was unclear but sources close to the insurgents say there are fighters killed and wounded in the battle. Some reports say that the Ethiopian forces retreated after one of its trucks was burnt by the militia. Today’s fighting which lasted several hours was the heaviest and bloodiest in the capital since the Ethiopian backed interim government troops took control of the city late December 2006. Deafening sound of heavy artilleries could be heard in many parts of the city. Clamor for peace. Civilians living in Mogadishu have begun appealing for peace with phone calls to major Radio stations in the capital city. “It goes with saying that Somalia has seen enough of bullets and death so we solemnly ask the Ethiopians and the insurgents to stop the fighting” said Aamno Hassan a resident of Mogadishu while speaking to a phone-in program on Shabelle Radio. Written By:Daniel Waitere , Posted: Sun, Apr 08, 2007 United States Assistant Secretary of state for African Affairs Jendayi Frazer says excessive force was used in the latest fighting in Somalia between the Transitional Federal Government and the Islamic Courts Union extremists where scores of civilians were killed . Frazer said the current insecurity in Somalia was a threat to reconciliation and called for a cease-fire between warring clans. The killing of innocent civilians in latest fighting in Mogadishu, Somali has been blamed on excessive force by troops fighting the Islamic courts union extremists who are attempting to wrestle power from the Transitional federal government. Frazer blamed both sides in the war but said, the government had every right to defend itself from the extremists. Fraser who had earlier toured Baidoa and held talks with President Adullahi Yusuf said the TFG needed to expedite the process of National reconciliation and work on a constitution so as to bring an end to the war. Frazer's visit to Somalia appears to reinforce a renewed commitment by the United States towards achieving peace in a country that has been at war for over a decade. Frazer was briefing local and international press at the residence of United States ambassador to Kenya Michael Rannebeger in Nairobi. baaac!

War on Terror Spawns War Crimes Charges in Somalia Chris Floyd, Empire Burlesque April 8, 2007 When a Bush-backed "regime change" is in high gear, you can bet that war crimes are not far behind. And so it has proved in Somalia, where a senior European Union security official has told the organization that the American-trained and American-funded Ethiopian invaders and their Somali allies "may have committed war crimes and that donor countries could be considered complicit if they do nothing to stop them," the Independent reports. The official's message to the EU's Somalia delegation detailed: "the exact statutes that were violated. They included intentionally directing attacks against civilians and ordering the displacement of civilians for reasons related to the conflict," the Independent notes. "'In regard to the abovementioned potential violations of international law there arise urgent questions of responsibility and potential complicity in the commission of war crimes by the European Commission and its partners,' the e-mail said. The European Commission has been a major financial backer of the Somali government and the African Union peacekeeping mission, which is currently made up of only Ugandan troops...The United States is also a major financial supporter of the Somali government and the peacekeepers, pledging more than $120 million." That figure dwarfs the $20 million that the EU is laying out for bankrolling the new government installed by Bush and the Ethiopian dictatorship. And of course, the $120 million for "peacekeeping" doled out by Washington does not include the untold millions in secret dosh to supply the Ethiopian military with training, equipment and intelligence support. Nor does it cover the cost of the U.S. Special Ops forces that have been operating in Somalia and surrounding states in the wake of the invasion. Nor the cost of the many bombing raids that Bush has ordered in support of the Ethiopian dictatorship's assault, raids which have killed scores of civilians in supposed attempts to assassinate alleged al Qaeda allies from thousands of feet in the air. Nor does this $120 million "peacekeeping" largess cover the cost of the rendition operation that the Bush gang has been running, grabbing Somalians fleeing for their lives from Bush's regime change operation and "rendering" them back to Ethiopia's notorious dungeons, where they are beaten, starved and abused – while CIA and FBI officials drop by the hellholes for "interrogation sessions" with the captives, as the Associated Press reported this week in an almost universally ignored in-depth investigation: U.S. Agents Visit Secret Ethiopian Jails: CIA and FBI agents hunting for al-Qaida militants in the Horn of Africa have been interrogating terrorism suspects from 19 countries held at secret prisons in Ethiopia, which is notorious for torture and abuse, according to an investigation by The Associated Press. We wrote here recently about a U.S. citizen who was "rendered" to the Ethiopians for the crime of refusing to confess to American agents that he was an al Qaeda agent. Amir Mohamed Meshal, 24, remains in Ethiopian custody, while Bush officials claim they are powerless to get him out. It appears they have no leverage at all with the Ethiopian government, despite providing the dictatorship with milllions in military aid, shielding it from international heat over its draconian abuses – and even allowing it to score $20 million in military equipment from North Korea, despite the Bush Administration's supposedly "zero-tolerance" sanctions against the Korean regime, as the New York Times reports. (It seems killing darkie Muslims in Africa takes priority over nuclear non-proliferation for the Bushists.) No, the Bush Administration has no influence whatsoever over Ethiopia; there's just no way in hell they could convince Addis Ababa to hand over an American citizen with no criminal charges against him. So while Bush's "War on Terror" proxies go about the Master's business by shooting and forcibly uprooting civilians, the mass exodous of refugees continues, with more than 124,000 people fleeing Mogadishu alone since February, the UN High Commissioner for Refugees reports. Some 11,000 have been forced from their homes since the beginning of this month. These are refugees not from the invasion itself – which was another quickie "mission accomplished" job – but from the "peace" that Bush and his proxies have visited upon the land, an occupation that is bidding fair to become a smaller-scale version of the four-alarm FUBAR that Bush has wrought in Iraq. The attack overturned Somalia's "Islamic Courts" government, which had brought a measure of security and stability to the ravaged nation after 15 years of murderous anarchy. But because the Horn of Africa is considered a linchpin of the Bush gang's "New American Century" plans for military and economic domination of the region's oil supplies and distribution, Somalia became a target of "the path of action," the Mussolinian tag that Bush has given to America's official national security strategy. Also -- and this is perhaps the most important thing for the lily-livered bullies of the Bush Faction -- Somalia was "doable." This, as you recall, was the battle cry of chickenhawk Paul Wolfowitz immediately after the 9/11 attacks, when he urged his master to hit Iraq right away. As Bob Woodward relates in his hagiographic Bush at War (Woodward had not yet bitten the royal hand that fed him), Wolfowitz told the Bush inner circle that while "attacking Afghanistan would be uncertain … Iraq was a brittle oppressive regime that might break easily. It was doable." That is to say, Howlin' Wolf, George the Deserter and Dick "Other Priorities" Cheney all knew that Iraq was a broken-backed country that was no threat to anyone and could not strike back, as a state, with a standing army, if attacked. You could go to war against Iraq -- even fight a long "counterinsurgency" struggle if you had to -- and still keep the malls full, the corporate welfare flowing, the rubes gulled with reality shows and propaganda pageants, and "the base" stoked with bloody-eyed hatred of "Islmaofascists" and their "dhimmicrat" allies, etc. etc. Like Iraq, Somalia was "doable;" so it's been "done." But also like Iraq, the aftermath of this latest Terror War rape is unlikely to follow the Bushist script. As we noted last week, yet another whirlwind of blowback will be reaped from these rotten seeds. Yet another generation will be raised in violence and despair, will be taught – by the "guiding lights of world civilization" – that the true meaning of life is the power that flows from the barrel of a gun, from a bomb, from the blood of innocent people. This is the lesson that the "War on Terror" is teaching and confirming around the world, day after day after day. Suspects 'detained in Ethiopia' US agents have been interrogating al-Qaeda suspects in secret Ethiopian prisons, human rights groups allege. The detainees were taken into custody after the Union of Islamic Courts (UIC) were ousted from power in Somalia by Ethiopian-backed forces, they say. "We fear that many of the detainees will face mistreatment... or execution in Ethiopian custody," Human Rights Watch's Peter Takirambudde said. Ethiopia denies such prisons exist. The US says it has not acted illegally. Fingerprinted According to East African and international human rights group, suspected Islamist militants from 19 countries are being held in Ethiopia without access to lawyers. Some detainees were captured in Somalia by Ethiopian forces after routing of the Islamists in December. Others, who were arrested in Kenya after fleeing fighting in Somalia, were deported to Somalia and then flown to Ethiopia. "Kenya has secretly expelled people, the Ethiopians have caused dozens to disappear and US security agents have routinely interrogated people held incommunicado," Georgette Gagnon of the US-based HRW told the UK's Daily Telegraph newspaper. Correspondents say prison conditions in Ethiopia are harsh and notorious for abuse. "While in custody of the foreign government, the FBI was granted limited access to interview certain individuals of interest," FBI spokesman Richard Kolko told Associated Press news agency. "We do not support or participate in any system of that illegally detains foreign fighters or terror suspects, including women and children," he said. A female prisoner released on 24 March after a two-and-a-half month detention said her experience was a "nightmare". "We cried the whole time because we did not know what would happen. The whole thing was very scary," 42-year-old Kamilya Mohammedi Tuweni, who holds a United Arab Emirates passport told AP. She says she was arrested in Kenya while on business trip and taken to Ethiopia where she was interviewed, fingerprinted and photographed by a US agent in Addis Ababa, the agency reports. "No such kind of secret prisons exist in Ethiopia," Bereket Simon, special adviser to Ethiopia's prime minister, told AP. It was only a matter of time,,,,,,, Moves to marginalise extremists By Dominic Casciani BBC News home affairs The government is planning to intervene in some mosques to support Muslims who want to marginalise extremists. Communities Secretary Ruth Kelly will announce a new role for the Charity Commission, strengthening its task of overseeing religious institutions. A £600,000 faith unit within the commission will help Muslims strengthen governance and leadership in mosques. Ministers are also changing how prosecutors target extremists, with new specialist counter-terrorism teams. The plans are part of the government's broader counter-terrorism strategy. In February, ministers announced support for pilot projects to root out Islamist extremists grooming young men in British cities. In a speech on Thursday, Ruth Kelly is expected to say: "I do not under-estimate the difficulties we face or the scale of this challenge. But I know from my conversations with Muslim communities up and down the country that the desire and commitment to tackle extremism is there. "Success will hinge on forging a new alliance against violent extremism. We need to reach out and give greater support to the overwhelming majority who are disgusted by terrorist attacks carried out in the name of Islam." Ms Kelly's department has changed government strategy by launching talks with a broader range of Muslim groups. But at the same time, the largest body, the Muslim Council of Britain, has fallen out of favour, leading to claims that ministers are talking only to those prepared to agree with government. Prosecutions move In a related move, the Attorney General Lord Goldsmith said specialist prosecutors are beginning to work with police officers to improve how they target extremist preachers. "For some time I have been concerned that we have not taken sufficiently effective action against a very small minority of extremists among our communities who incite others to terrorism," said Lord Goldsmith. "By bringing together the law enforcement agencies and the prosecutors we now have a commitment to tackle these cases in an effective, focused and well co-ordinated way and the structures to enable that to happen." New study The strategy is part of the government's attempts to develop a plan to prevent extremism, a key plank of counter-terrorism policy. New research commissioned by the government links radicalisation of young Muslims with a failure of traditional mosque leadership. The study, written by a Muslim academic, is understood to pinpoint a conveyor belt towards extremism which starts with identity crises during teenager years. These problems are then easily compounded by discrimination, lack of opportunity and the poor quality of religious leadership in some traditional mosques. The BBC understands the research warns the government that extremist groups successfully recruit by exploiting a combination of alienation and religious illiteracy among youths. But at the same time, the report predicts that a positive British-Islam voice can emerge to defeat extremists, if there is investment in religious leadership. source
