  2. Understood. But what now that one part of the article has been achieved? Usually, such documents are more detailed in that the processes are explicit with little room for ambiguity. What we have here is the requirement for one sub article being achieved (by the Kismayo locals) before a sub article that proceeds it (which was supposed to be done by the Govn't.). What are the 'inner' workings here?

  5. Baashe, I agree. I think the government has been on the back foot all along not knowing what to do and which way to go. Its all been reactionary. They have had ample time to progress the implementation of the required constitutional framework (even if only on paper). One can't say they haven't had a reasonable amount of time. It has got to the stage where Jubbaland holds all the cards (and good on them).
