^It does matter and thanks for the input. Can you give more details on how the UN thinks it can run the country and how the govnt managed to kick them? Also, who are the funders? If a foreign engineering company was to set up in Hargaisa, do they manage funds for Infrastructure projects?

A reasonable way forward proposed by the government. The federal state of Jubbaland is still on the cards but better to be patient and get things right (bottom up approach) now than be back tracking later on. Reconciliation is a good start.
