  7. There desperately needs to be a change in the psyche of these governments. The number of consultants and NGOs on the ground doing little to nothing is staggering. I doubt there are basic checks done at inception or any monitoring during their work. Are they required? What is the benefit? How will it be measured? It’s a free for all (and a few brown envelopes help).
