Uncertainty over talks as President names Cabinet By BERNARD NAMUNANE Last updated: 37 minutes ago A cloud of uncertainty hangs over mediation efforts after half of the Cabinet was named as Ghanaian President John Kufuor jetted in to help resolve the political crisis in the country. ODM leaders, who were meeting to prepare for mediation talks, were taken aback by President Kibaki’s announcement of 17 members of the Cabinet. Pentagon member William Ruto stepped out of the meeting and accused President Kibaki of engaging in acts that were likely to endanger the talks. “President Kibaki is showing acts of intransigence and utmost bad faith. He is trying to scuttle the discussions with President Kufuor,” he said. President Kufuor touched down at the Jomo Kenyatta International Airport evening to embark on a mission of bringing President Kibaki of PNU and Mr Raila Odinga of ODM to a negotiation table. Said Mr Ruto: “Kibaki was not elected the President of Kenya. Kenyans and everybody, including the international community, know who was elected.” Earlier, Mr Odinga had stated that his party was going into the mediation efforts by President Kufuor, the African Union chairman, knowing that President Kibaki was illegitimately in office. “Let Mr Kibaki know that as we go to the talks, we do not recognise him as the President of Kenya. We are going to put our cards on the table on the strength that we won the elections and we want to be given a chance to govern,” he said. The mediation mission by President Kufuor was widely supported by United States President George Bush, British Prime Minister Gordon Brown and the European Union. Mr Odinga asked President Kibaki to stop engaging in “sideshows” and instead concentrate on the mediation efforts to end the political impasse that has plunged the country into violence. He added that President Kibaki, re-appointed Finance minister Amos Kimunya and Government spokesman Alfred Mutua had issued statements that demean the efforts and demanded that the Government adhere to rules of engagement in the talks. Rule of law “We have already gone an extra mile and set aside my fully justified pre-conditions for any negotiations. I urge Mr Kibaki to begin treating the negotiations with the same seriousness if he wishes to ensure that Kenyans respect democracy and the rule of law,” Mr Odinga said. He added: “Even after finally facilitating President Kufuor’s arrival, Mr Kibaki could not refrain from starting a sideshow to distract attention from this mission with a reconciliation meeting. Clearly, he is extremely worried about an independent international review of the election outcome.” Sources said ODM had set its conditions for the mediation talks, which are expected to begin today. Top on their list is a re-tallying of the Presidential votes to determine the true winner. The party showed the media its own forensic audit of the 47 constituencies that were in contention. The audit showed that the ECK irregularly added 471,103 votes to President Kibaki’s tally and only 2,772 were added to Mr Odinga’s score. Their second condition was a re-run of the presidential election featuring only President Kibaki and Mr Odinga, in three months. The third condition was based on the proposal of a coalition government, floated by President Kibaki. ODM leaders, sources said, would demand that the Bomas Draft form the basis of the agreement, with President Kibaki playing a ceremonial role while ODM gets the executive prime minister’s position. In addition, ODM would demand 60 per cent of all Cabinet positions, key parastatal positions and civil service jobs. As ODM leaders planned their strategy, their rivals in PNU were also locked in meetings. Sources said they are working on the verification report of the presidential votes carried out by the Electoral Commission and presidential agents. The sources said the party planned to make public the audit to show Kenyans and the international community that President Kibaki won the bitterly contested elections. The report was a last-minute effort by the ECK to convince all political parties on the night of December 30, the day before it declared President Kibaki winner, of the integrity of the tallying. The scrutiny, which was witnessed by two presidential agents representing the eight contestants, was attended by Justice and Constitutional Affairs minister Martha Karua (PNU) and Ugenya MP-elect James Orengo (ODM). Commissioner Raiji Riunga supervised the inspection of the votes from all constituencies except Kajiado North and Molo. Said PNU’s presidential campaign manager George Nyamweya: “The truth in the verification report is there for everybody to see. It shows that President Kibaki won the elections.” But ODM has opposed the statement, stating that party agents were ejected from the tallying hall when they started pointing out the irregularities. Sources also said President Kibaki’s handlers thought it was important that he goes to the negotiation table having put in place a section of his Government to cement his hold on the position. One just hopes that they'll wisen up and see the real face of Kenya's ethnicized politics for what it is, sxb. In brief, the president is telling ODM, President Kuffour, Gordon Brown, Desmond Tutu and Madam Fraser and all 4.5 million Kenyans who voted against him - YOU CAN GO TO HELL, I AM PRESIDENT. Even as ODM shows goodwill by suspending protest rallies, the president is throwing mud at them by recalling parliament and naming his cabinet. The questions is: Is there need to continue negotiating with an individual who has shown over the last five years that he cannot honour agreement?? Bear in mind that a large percentage of the army and the General Service Unit (GSU) are Somalis, and that is not forgetting the country's police comissioner is Somali. If you ask me, the appointment of this cabinet is the impetus of a dictatorship . No doubt.

^^Isn't it still smuggled in to the US, Canada and other EU countries? I don't think the majority would give up. I was hearing this funny story about some Faaraxs in New Zealand the other day lol. Tired of the days old baarixi, they did their research and discovered that there was a local botanist who has one khaat plant in his garden. So every evening they would go prunning lol. The botanist got puzzled as to the plant's nightly pruning and thus installed a CTTV, which revealed laba Faaraxoo daarada ka soo dhacaya . Thats how far they'll go to get a fresh harvest sxb. I don't think it would be easily given up. Another story from my childhood lol. One friday morning, jaadkiibaa iman waayey and so all the muqayiliinta made their presence known in the mosque for the friday prayers. The imam was happy and started preaching them ..ittaqullaah. Jaadka iska daaya..and so they listened very gentlemantly until they qaad vehecle honked its arrival! Soo dhacyeey intay yiraahdeen ayeey masaajidka ka wada yaaceen. The imam was gobsmacked .

^^Actually prohibiting Khaad would turn out to be more expensive than many would have us believe. Moreover, the act of banning it would make khaad gain a fashionable status. If it becomes as rare/expensive as heroin, coke or even marijuana, then you are looking at its glamourization and associative effects. Ban it and you increase demand. Expendature comes in the form of hard earned cash. Collateral - time (adding many hours to work)/energy/family. Most crucially, may men with alot of children on child benefit would allocate this vital income to buy khaat. Currently half of the child beenfits go to Ayuutos . Thus, if one thought banning it would help fathers/men and their families then think again.

^^Odey, I get what you are saying sxb. Thanks. Here is , which was the then government's broadcast. It seems as though that government was coming to the realization of switching from heavy dependence on livestock-trade and to agri-produce. However, their efforts and actions were really miniscle in comparison to the sort of overhaul I envisage sxb. What hit me negatively was the mention of World Bank and Usaid, considering the country's food-stuff self-sufficiency was good in the early 1970s. The involvement of these two, combined with other factors have surely blighted the agri-produce campaign the government propagated, I will assume*. The strangest of all of is to find out that 'economic development' came under the ministry of agriculture. Insha-Allah, I will post (in Economics: State's role) something I should've finished writing long time ago; some pointers on the direction of economics in future Somali state. PS: Odey, if you follow the youtube link about, you will see all the other parts of the show. Perhabs you could even look at other clips on defence and how much vital resource was allocated to it...thus off-setting the balance of sector expendature.

By Boqor Raabi's on reckoning, during his testimoney at the summer traditional elders' conference, "majority of" people in Awdal favor a united Somalia but the circumstances, i.e anarchy in the south in conjunction with the large SNM clan to their east, prevent them from speaking out the truth. Some say reer Awdal are going through ashuun-ku-aadaan period in history. The few friends I have from the region hint at such a thing but who knows about those on the ground? -
