  3. Hotbed for Terrorists: Ethiopia or Somalia? By Sophia Tesfamariam Al-Jazeerah, February 20, 2007 Africans, especially Somalis, stood by stunned by the manner with which international law was violated, trampled on and discarded by the US-backed Ethiopian war of aggression and invasion against Somalia. Why was the international community as deafeningly silent as innocent Somalis were bombed by US and Ethiopian bombers? Why was there no public outrage as innocent men, women and children were massacred in cold blood by the invading Ethiopian forces and labeled “extremists”, “Islamists” etc. etc.? Have we reached the point where human lives no longer merit our concern and that by simply labeling populations as “extremists”, “Islamists”, “jihadists”, etc. etc. that we can look the other way as thousands are massacred in front of our eyes and not care. Do we believe that we are somehow absolved of any responsibility in the carnage perpetuated under the auspices of the “global war on terrorism”? It is high time that we claimed humanity back! The other day, I listened as several terrorism experts from the US War College and Women in International Security discussed the global war on terrorism. I didn’t agree with some of the views presented by the panelists, some went out of their way to reinforce the racists and biased stereotypes that we have been hearing about Islam and its followers for the last few years. Some were there just to reinforce and feed into the public fear, by engaging in more of the same defamation, misinformation and disinformation under the guise of “research”, “analysis” etc. etc. but that is not my topic for today. I want to take a look at what happened in Somalia on Christmas Eve 2006 and how so many reasonable persons of high intellect fell for the deceptive, exaggerated claims by Jendayi E. Frazier and Meles Zenawi and remained deaf, dumb and mute as innocent people were pulverized and terrorized by Ethiopian aerial bombardments, supposedly targeted at “extremists”, “jihadists”, “fundamentalists”, etc. etc. Jendayi E. Frazier’s deliberate, very vocal and calculated vilification and demonization of the Union of Islamic Courts succeeded in dividing the international community and rendering it totally helpless and off guard as Ethiopia’s war of aggression and invasion of Somalia progressed. Suppression of the truth in the US media and the many tentacles policy institutions through “seminars”, “hearings”, “briefings”, “statements” etc. etc. raised the FEAR, UNCERTAINTY and DOUBT (FUD) about the UIC and its constituents and both Washington and Ethiopia took advantage of the situation. Ethiopia and its puppet the Transitional National Government of Somalia led by Abdulahi Yusuf and Ali Mohammed Geedi, and Jendayi E. Frazier ran a coordinated defamation campaign designed to alter the very positive public’s perception of the UIC and its popular support, to isolate it as they planned the end of year illegal aggressive invasion of Somalia. The FUDists, those that spread FEAR, UNCERTAINTY and DOUBT about the UIC, went out of their way to accuse other nations of violating the UN Arms Embargo on Somalia, while covering up their own 17 year long meddling in Somalia that has contributed to the chaos and anarchy that has earned Somalia the dubious title of being “a hotbed for terrorists”. It was Ethiopia and Washington that funneled funds into Somalia that exacerbated the crisis in Somalia as various warring factions, hired by the US (through the CIA) and Ethiopia, spread death and violence in Somalia. Washington and Ethiopia exploited the inter-clan fighting to advance their own selfish interests in Somalia and contributed to the balkanization of Somalia. Self-fulfilling prophecy…. Today, they are busy pointing fingers at others for not following their suit. They are still spreading FUD as they criticize and demonize those who did not support their misadventures into Somalia. To cover up their desperate and evil end of year invasion of Somalia, they are now engaged in bullying, blackmailing, coercing, intimidations and harassments as they try to put together the illegal AU “stabilization force” for Somalia, to replace the marauding Ethiopian forces, in order to prop up the illegitimate puppet TNG, further violating Somalia’s sovereignty or territorial integrity. This mistake will perpetuate the chaos and turmoil that has engulfed Somalia since the aggressive Ethiopian invasion and occupation. Jendayi E. Frazier’s incessant and irrational attacks on the UIC were challenged by many Horn observers and analysts, but there were enough Islam phobic FUDists in Washington that bought her unsubstantiated claims about the nature and makeup of the UIC, lock, stock and barrel. Here is what some of them said: .“…We're going to remain committed to reducing terrorist capabilities when and where we find them. The operation two days ago was an example of that…. It was based on credible intelligence that led us to believe that we had principal Al Qaeda leadership in an area where we could identify them and take action against them…” Bryan Whitman, Pentagon spokesperson • “…This is the way you fight the War on Terror. This is a way you hunt them out and take them out…” Senator Gordon Smith (R-Oregon) •“…My view is we should go after terrorists wherever they are… It depends on who that is and leader of what. They may just be a little small cell leader or they could have quite a bit of influence on the African continent or even beyond that…” Senator Mark Pryor (D-Arkansas). •“…The threat we face is in many, many countries and we have to be vigilant in many, many places…” Rep. Adam Smith (D-Washington) •Etc. etc. Jendayi E. Frazier down played Ethiopia’s invasion, and in the public arena, the invasion of Somalia was presented as part of the war on terrorism. The rubber stamp Ethiopian Parliament was equally duped by the street smart Prime Minister and today, Ethiopian forces are paying for Meles Zenawi’s lies, deceptions and mistakes in Somalia. Convincing lawmakers that the UIC was “harboring” terrorists and exaggerating the threats posed by the UIC to the US and Ethiopian, Jendayi E. Frazier got lawmakers to approve her agenda for Somalia, and Meles got his permission from the rubberstamp Ethiopian parliament “to take all necessary actions to defend Ethiopia’s sovereignty”. Jendayi E. Frazier missed the real danger that lurks in the region. She ignored the dangers posed to all the people in the region by the minority regime in Ethiopia led by her friend and confidante Meles Zenawi? While Somalia’s lack of a centralized government is often cited as the reason why Washington considers Somalia a “hotbed for terrorists”, nothing is ever said about the terrorist regime in Ethiopia. The people of Somalia are deliberately misrepresented in the mainstream western media and in their multi-tentacled policy institutions as being lawless, violent and anarchic. There is nothing about the Somali people, their culture or their religion that makes them inherently violent or anarchic. Their clan divisions have been exploited and exaggerated for political reasons. On the other hand, the people of Ethiopia with 80 ethnic groups constantly in conflict over scarce resources, with religious conflicts raging in various parts of the country are presented as poor but peaceful and “Christian”. Somalis are victims of self serving, myopic, power hungry individuals who have misrepresented them in the international arena to advance their own interests and agendas. More than anything else, it is the self serving interventions, in contravention of international law, that have contributed to the turmoil in Somalia for the last 15 years. The Somali people are no more prone to violence and anarchy then are any other peoples in this world who are forced to live under regimes that practice the rule of the jungle, over the rule of law. Somalia’s negative image has been advanced by those who seek to use Somalia in pursuit of their own agendas in the region and have taken advantage of the lack of a central government in Somalia to do so. The people of Somalia were never a threat to any neighboring states and they deserved a chance to rebuild their war torn nation. But because of the corrupt behavior of some Islam phobic officials in Washington and Ethiopia, the dreams and aspirations of the Somali people have been suppressed-temporarily. While Somalia’s reputation is muddied in the western press and by ill-informed, ill advised, myopic individuals and groups, the terrorist mercenary regime in Ethiopia seems to be enjoying praises for its violation of international laws, wrecking havoc in the lives of Horn inhabitants, for its warmongering and destabilizing of the entire region, undermining regional peace and security, and with it, destroying any prospects for measurable development for its inhabitants. If Jendayi E. Frazier were to take a few minutes to remove the wool that is over her eyes and distorting the truth, she would see that Meles Zenawi’s minority regime is itself a terrorist regime, and Meles Zenawi has made Ethiopia a “hotbed for terrorists”. Today Meles is playing the role of Washington’s dutiful mercenary; tomorrow he will surely seek another sponsor. His TPLF regime’s ugly history is replete with betrayals, broken promises, deceptions and greed. But let us put Meles’ trustworthiness aside and look at his regime through the eyes of the terrorism experts. According to them, Ethiopia under the minority regime led by Meles Zenawi possesses several key characteristics that create the right environments in which terrorists breed, flourish and thrive. These conditions enable Meles Zenawi’s rule of force; his regime has created the environment that fits his rule. A mercenary regime cannot be an ally in the global war on terrorism Ethiopia under the lawless and belligerent genocidal minority regime led by Meles Zenawi: •Is a lawless regime that refuses to abide by international law and agreements it willingly and consciously signed-terrorists operate outside international law and norms of acceptable behavior •Is a regime that believes in “might makes right” and uses force to effectuate its domestic and international policies -terrorists use violence and force to effectuate theirs •Is a regime that has exacerbated poverty in Ethiopia-Ethiopians are left destitute and hopeless. •Is a state suffering from the dangerous and debilitating grip of corruption •Is a brutal apartheid state-where major ethnic groups are marginalized (ex. Somalis in the ******, the Oromos in Oromia, the Anuak and Nuer of Gambela, etc. etc.) Latent tensions among Ethiopia’s 80 ethnic groups are in effect further exacerbated by the government’s ethnic policies •Ranks 170 out of 177 countries in the United Nation’s Human Development Report-adds to the humiliation of an otherwise very proud population •Is a country where between 6 and 13 million people are at risk of starvation each year and depend on food handouts-nothing undermines a person’s sense of self worth than to have to beg for food year in and year out •Is a country where 80% of the nearly 77 million people live below a poverty line of $2 a day-little hope for a better future •Is a country where over 65% of its national budget is subsidized by donors-lack of political independence, lack on confidence in their own ability to govern their nation in peace •Is a country where there is widespread human rights violations-cold blooded massacres, genocides, harassment and intimidation of opposition supporters, detention of all opposition leaders on trumped up charges of treason and inciting genocide etc. etc. Fear and anxiety are on the increase •Is a country where close to 600000 people have been internally displaced because of the regime’s war mongering and its reckless “poverty reduction” schemes, and live on the mercy of aid workers •Is a country that finances and harbors terrorist groups (Ex. Eritrean Islamic Jihad) In addition, the minority regime in Ethiopia has sponsored cross border terrorist attacks, human trafficking, kidnappings and murders, in Eritrea, Kenya, Sudan and Somalia and continues to harbor and finance the Eritrean Islamic Jihad-now operating under the umbrella organization Eritrean National Alliance (ENA) which has killed innocent civilians, destroyed vital infrastructure and terrorized border populations. ENA, much like the TNG in Somalia is made up of self-serving, greedy, treasonous individuals who have committed grave crimes against the people of Eritrea and they were also formed under the tutelage of Meles Zenawi in Gondar, Ethiopia. Meles Zenawi’s regime has flouted international law, violated the sovereignty and territorial integrity of all neighboring countries, tortured and massacred thousands of innocent Ethiopians, committed genocide in the Gambela region, has violated over two dozen Security Council Resolutions on Eritrea and Ethiopia, has rejected the Final and Binding Eritrea Ethiopia Boundary Commission’s (EEBC) ruling, has intimidated, harassed and forced the independent EEBC to close its offices and abandon its sole mandate of demarcating the Eritrea Ethiopia border, and continues to violate several articles of the African Union and UN Charters, and yet, Somalia is presented as a lawless country and a “hotbed for terrorists”, and Ethiopia is presented as the US’ staunch ally in the “global war against terrorism”…go figure! On 15 February 2007, I listened as President George Bush talk about Afghanistan and the fight against the Taliban and how the United States was going to support President Karzai in the rebuilding of Afghan institutions, including the Judicial System. Something he said got my attention. He told his audience the following: “…we're going to help President Karzai fight corruption. And one place where he needs help is in the judicial system. There's nothing more discouraging when justice is not fair. And Afghans too often see their courts run by crooked judges. It's important to have the confidence of the people in a free society. Crooked judges makes it hard to earn that confidence… The international community is helping this new government build a justice system so they can replace the rule of the Taliban with the rule of law…” I agree with the President; corruption breeds lawlessness, corruption undermines the people’s confidence in national and international institutions, and most of all, corruption obscures the truth and obstructs justice. Corruption breeds terrorism. What will it take for President Bush to support justice for the people of Eritrea, Ethiopia and Somalia by supporting the rule of law over the rule of Meles Zenawi? When will Washington stop providing diplomatic, financial, and political support for Meles Zenawi, a certified terrorist in his own rite? The rule of law must prevail over the law of the jungle!   5. After Somalia, Who is next? By Tekie Fessehatzion * Feb 17, 2007 — The US funded proxy Ethiopian invasion of Somalia has yielded meager results for the US but substantial misery for the people of Somalia. The only gainer from the misadventure has been Meles Zenawi’ Ethiopia. It has achieved its primary mission of scuttling any chance of a stable and cohesive Somalia; it has destroyed camps used by the Oromo and ****** Liberation Fronts. The US went in thinking that there were al-Queda camps to be destroyed and high value terrorists to be captured based on information the Ethiopians had provided. None were found. Thanks to the misadventure, the warlords, Somalia’s curse, are back. We know the invasion brought nothing but chaos and misery to the Somalis. And what did the US get out of the invasion it financed and blessed? It received nothing but blame for the ensuing chaos. In his February 6, 2007 testimony before the US Senate Africa Subcommittee on Foreign Relations, Professor Ken Menkhaus, described the mood in post-invasion Mogadishu as “weary, sullen, and angry. Anti-American sentiment is high. Rightly or wrongly, the US is held indirectly responsible for the collapse of public order in Mogadishu.” Although the American population at large is not aware because the major media has not said much about it, eleven American soldiers have been captured by UIC elements in southern Somalia immediately after the invasion. US diplomats worked around the clock to negotiate the soldiers’ release directly with one of the key leaders of the Union of Islamic Council (UIC), Sheik Sherif Sheik Ahmed, a man the Americans call moderate and with whom they said they can negotiate but still collaborated with Ethiopia to engineer his ouster from power. There is irony here. The US is in the curious position of seeking help to release detained American soldiers captured on Somali soiI, based on faulty intelligence the Ethiopians had provided. The US and Ethiopia do not have the same agenda for Somalia. The US wants to put together a unified government in Somalia; Meles wants anything but a unified government in Somalia. The US is working hard at reconciliation between the Transitional Government through “moderate” elements of the UIC, as represented by Sheik Sharif Sheik Ahmed. Meles is working behind the scenes to make sure the reconciliation does not take place. For Meles, Sheik Sharif is .unacceptable because the Sheik is a strong nationalist with a wide following in the country. Given a choice between anarchic and fragmented Somalia and one that is united, Meles chooses the former. The US wants to see a stable Somalia; Meles prefers an anarchic one. What he really wants is an ungovernable entity with diminished sovereignty, something he wanted to do to Eritrea in 2000 but could not. Now he wants the US to give him another chance to do to Eritrea what he has done to Somalia. Washington should not acquiesce to another adventure. Congress should stay firm in its request that a special envoy be appointed for Somalia since Dr. Frazer, hopelessly beholden to Meles, does not seem up to the job. The ill-conceived Somalia misadventure was based on false intelligence of the composition of the Union of Islamic Council and its relationship to al-Qaeda. Even at a time when John Negroponte, the head of the National Intelligence Agency doubted the existence of al-Queda figures in Smalia, the case for the Ethiopian invasion of Somalia was based on the assertion that Somalia was a haven for terrorists. Regardless of the pre-invasion intelligence no al-Qaeda leader or member has been caught, dead or alive. May be they were never there in the first place, something neither the Ethiopians nor the US wish to acknowledge. But we have seen this type of disconnect between intelligence and prudent actions before in Iraq. Like the folks who believed the WMD labs were moved to Syria when nothing could be found in Iraq, Dr. Frazer now believes the al-Qaeda types she could not find in Somalia are regrouping in Eritrea. Obviously she wants to punish Eritrea under Washington’s Doctrine of Pre-emption, the right of the US to respond by force to any perceived threat to US interest anywhere in the world before the perception becomes a reality. It does not matter if the basis of the perception was fabricated intelligence, as this surely is; as surely as the intelligence on WMD was. By no stretch of the imagination does Eritrea pose a threat to US interest. As for Eritrea harboring terrorists, it is unthinkable. Yet in a one-two punch Dr. Frazer and the Ethiopian Ministry of Foreign Affairs made statements that accused Eritrea of a planned terrorist activity (Ministry of Foreign Affairs) or abetting terrorists (Dr. Frazer). According to newswire account (AFP, February 1, 2007)), Dr. Frazer reportedly expressed concern because, elements of the defeated Islamists were "trying to reconstitute themselves either out of Saudi Arabia or Eritrea." Echoing one of Meles’ favorite characterization of Eritrea, she claimed that Eritrea was a "source of regional instability." While handling Saudi Arabia gingerly, Frazer vowed that eventually “Eritrea will see the limits of its actions to destabilise the Horn of Africa.” Parenthetically we have to note that while Dr. Frazer is flexing the mighty US muscle on small and resource poor Eritrea, Saudi Arabia, accused of the same charge is being handled with a lot of deference. Not exactly an act of courage. How did the American diplomat know Eritrea was a destabilizing force? Of course the Ministry of Foreign Affairs of Ethiopia told her. Juan William of NPR is right: Meles is Africa’s Ahmed Chalabi, the purveyor of self-serving intelligence to a gullible Washington establishment. Read in disbelief this gem of a statement that was issued by the Ministry the day after Frazer made her charges against Eritrea. This time the target of disinformation is the new UN Secretary General, to implant in his mind the canard that Eritrea is a terrorist state, and to convince the rest of the world that Eritrea is an outlaw. The Secretary General may be new to this sort of crude games, but it is unlikely the other participants of the 8th African Summit, the EU officials or those representing the Arab League were surprised by the mendacity of the charges. Perfecting the Chalabi art of disinformation, this is what the statement said, in part: “An attempt by the Eritrean regime, to mastermind terrorist attacks have successfully been foiled, the National Intelligence and Security Service and the Anti-terrorism Taskforce under the Federal Police Commission said. The terrorist attacks had been planned to be carried out during the 8th African Union Summit in which several African leaders, the UN Secretary General, senior officials of the European Union the Arab League as well as various countries from across the world were taking part, the statement said. “—Source: Ministry? Eritrea harboring terrorists? Highly unlikely. There might be lots of unflattering things that one can say about the Eritrean Government but it would be totally off-base to pin crude and ****** terrorist activity on its leaders. So what explains the campaign to demonize Eritrea? Could it be that we are witnessing the emergence of a pretext for invading Eritrea? There are personal and professional reasons that explain Dr. Frazer’s antipathy towards Eritrea. Firstly, it has to do with Eritrea’s refusal to budge from the “final and binding” ruling of the Ethippian Eritrean Border Commission to comply with Ethiopia’s demand that the ruling be revised to suit Ethiopia. The American diplomat adopted Ethiopia’s position, an unusual step for someone who came in as an honest broker. In particular, Dr.Frazer reinterpreted a crucial clause in the Agreement “no authority to decide on ex aequo et bono” to say that delimitation should be on what’s good and fair to the current squatters at Badme. Either she had not read the Agreement or she was willfully irresponsible in her interpretation. At the last African Studies Association Meeting she suggested that the a referendum should take place in Badme to ask the residents whether Badme should be given to Ethiopia or Eritrea, an incredible suggestion given the original residents have been ethnically cleansed out of Badme and as the Commission’s findings of August 2002 indicated have been replaced by Ethiopians while the Eritrean inhabitants are currently rotting at a refugee camp. She did not suggest whether the original residents of Badme should be given the same opportunity to express their wishes through the referendum. Dr. Frazer interpreted Eritrea’s refusal to budge from the border ruling as a personal affront. Once she had determined that Ethiopia was a principal ally of the US in the “war on terror, Dr. Frazer felt that Eritrea had to comply with Ethiopia’s wishes as a reward for Addis Ababa for agreeing to do America’s bidding in Somalia.. She pressured the Border Commission to hire as a consultant an American General with no discernable experience with border issues or cartography of any kind. She compromised her neutrality when she started advocating Ethiopia’s positions. Worse, in Eritrea’s eyes was her attempt to emasculate the heart of the border ruling by suggesting that the delimitation decision should be revised to conform to Ethiopia’s request. Her open advocacy of Ethiopia’s unlawful position on the ruling, made it impossible for the Border Commission to complete its task. Subsequently, Eritrea lost faith in Dr. Frazer’s professionalism and even handedness. And when the American diplomat started making wild allegation about Eritrea harboring terrorists, it appears that she was looking for a pretext to nudge Meles to invade, to make Eritrea the first victim of the Washington Doctrine on Preemption. The campaign against Eritrea can only mean that the proxy invaders of Somalia have cast their eyes towards Eritrea. Meles, of course, needs very little nudging. An invasion of Eritrea would do wonders for his sagging domestic support. As he did with Somalia with the creation of the Transitional government of Somalia, Meles has created a rump group of Eritreans with hardly any support from the Eritrean public to buy into his designs on Eritrea. The three-member “coalition of the willing” has been formed. The rationale for invasion, as dubious as it is, has been made. The question is, When would they pull the trigger ? We don’t know for certain if and when an invasion is coming. Washington, at least to the extent Dr. Frazer speaks for her government, is threatening to teach Eritrea a lesson. As for Meles he needs very little incentive. He has been etching for the right moment to invade. What about the collaborating Eritreans, the ones advocating a “strategic relationship “with Ethiopia? Do they know what they are getting into? One has to question the state of mind of those who confuse the occupation of Eritrea with the liberation of its people. Those who think a campaign from the south even when blessed from Washington would bring the “peace, prosperity and democracy,” don’t know what is coming. Once they bargain away Eritrea’s sovereignty, nothing good would follow: no peace, no prosperity. Democracy? Don’t even think about it. There is no such thing as democracy without sovereignty. To have a fighting chance to build democracy first you have to have a State of your own. But may be that does not matter. They are there for themselves. If their mentors succeed, a big if by itself, the hitch-hikers may get a chance to don the trappings of power, but it will be a hollow one, as it will always be controlled from outside, and sadly, to the long lasting detriment of Eritrea and its people. * The author is a professor of Economics based in the USA. The Only Road To Peace In Somalia The procedural system of selecting parliaments and forming governments for Somalia (In this article, Somalia is referred only to the South) since the fall of Siad`s dictatorship in 1991 is solely responsible and to blame for the failure of all peace talks and prolongation of civil strife and political turmoil in the country. The agendas for peace talks and national reconciliation conferences held for Somalia between 1991-2004 were all based on Greater Somalia approach with their delegates coming from Somalia, Somaliland, Ethiopian- occupied Somali Western Province, Kenyan-occupied Somali North Eastern Province, and Djibouti to participate in talks instead of holding exclusive peace conference for Somalia. To this date, no single true national reconciliation conference was held for the people of Somalia, where the problem exists, and no government genuinely representing Somalia's interest was formed yet. These misguided agendas for conferences created calculated political confusion that gradually led Somalia to anarchy and violence for 16 years and turned it into perennial failed state. Such situation, finally and sadly gave false pretext to the illegal invasion of land-locked Ethiopia, the archenemy of all Somalis in the Horn of Africa, to impose its infamous and brutal occupation on Somalia in order to exploit forcibly its seaports against the will of the people through puppet government. Of the many peace talks conferences held for Somalia since 1991, only three conferences set up government-like administrations without tangible results. The first one held in Djibouti in 1991, elected Ali Mahdi as the head of state and picked Omer Arteh Galib, hailing from Somaliland, as the prime minister of the government. The Second one held in Djibouti too in 2000, elected Abdiqasim Salad Hassan as the head of state and picked Ali Khalif Galayr, hailing from Somaliland too, as the prime minister of the government. The third one held in Nairobi in 2004, Kenya, elected Abdullahi Yussuf Ahmed as head of state and Ali Mohammed Ghedi succeeded in the premiership. Unfortunately, the first two conferences failed and the last one, which authorized Ethiopia to invade Somalia, is facing the same fate. The failure of these conferences was caused by making similar serious political blunders for claiming falsely to represent all the five Somali territories in the name of Greater Somalia. The idea of Greater Somalia had momentum in the 1940s and 1950s with the political objective of liberating all the five Somali territories and bringing them together under the same flag and government. Unfortunately, this Greater Somalia dream did not come true yet and its realization is unpredictable as Djibouti rejected it, Somali Western Province and Somali North Eastern Province are still being colonized by Ethiopia and Kenya respectively, and the union broke up into Somaliland and Somalia. Delegates not representing any one and hailing from Somaliland, Somali Western Province in Ethiopia, Somali North Eastern Province in Kenya, and Djibouti are each time allowed to participate in Somalia's peace conferences offering them many parliamentary seats, some of them holding important positions, and cabinet ministers that are neither recognized in their homelands nor serving for the interest of Somalia but turning it into no man's land with no man's government living in gun-culture and lawlessness. At the end of each conference, Somalia is stranded in the middle of political confusion denying its people of golden chance to have their own peace conference that would lead to form their own government which, in turn, would restore peace, law and order, and stability. It is well known that Somalia's citizens are not allowed to become members in the parliaments and governments of Somaliland, Djibouti, Ethiopia, and Kenya while many elements from these countries fill the ranks of Somalia's parliament and government. Some of these pseudo representatives falsely claim that they will bring Somaliland back to the union while others use Greater Somalia umbrella for their presence. But the truth is, these elements take advantage of the political confusion in Somalia and come there either for personal greed or for tribal power ambitions. When democratic elections are held in Somalia in the future, these outsiders will not have districts to run for to be elected. Many of these elements are deliberately engaged in acts preventing Somalia's people from having reconciliation conference believing that they would lose their profiteering positions if Somalia forms its own government. To mention some examples, the foreign minister of Somalia, Mr. Ismail Mohamoud Hurre (Known as Buuba) hails from Somaliland but he is not welcome to Hargeisa, the capital city of Somaliland, because Somaliland people and their government regard him as a puppet serving for Somalia. Recently, he openly rejected the inclusion of Sheikh Sharif Sheikh Ahmed, A Southern famous politician and a leading member of the Islamic Courts Union, in the proposal of the international community to hold national reconciliation conference for Somalia. Mr. Buuba sees Sheik Sharif as a defeated terrorist who should not be included in the talks of his own country. Likewise, the vice president of Somalia`s parliament, Mr. Osman Elmi Boqorre, who is also hailing from Somaliland, engaged recently in relentless campaign against Sharif Hassan Sheikh Aden, a famous Southern politician too, and removed him from the presidency of Somalia's parliament in January 2007. Mr. Yussuf Omer Az-hari, Somalia's presidential advisor, hails from Somali Western Province in Ethiopia (From Diridhaba) and he is one of the fierce opponents of Sheikh Sharif Sheikh Ahmed and Sharif Hassan Sheikh Aden shockingly calling the first "CRIMINAL." These two politicians are embraced by the international community for being seen as key players in any future peace talks and reconciliation process for Somalia. Outsiders, opportunity seekers, prevent citizens of Somalia from helping their people in need for peace. The world witnessed that the Islamic Courts Union restored peace and law and order in the capital, Mogadishu, and other parts of the country in less than 6 months after 16 years of violence and anarchy. The reason why they succeeded in such a short period is because all the members of the leading council of Islamic Courts Union were citizens of Somalia touched by the long ordeal and blight of their people and committed to help them. The so called federal government and its Ethiopian backer, which over blew the threats from the Islamic Courts Union to justify invading Somalia, put Mogadishu back in anarchy, violence and chaos again. Having seen the endless anarchy, fear, violence, and misery in Somalia and the total failure of the successive Pan- somali parliaments and governments, Somalia's politicians, business people, intellectuals, traditional leaders, and civil society must stand up for the cause of their country and take matters in their own hands to restore peace and law and order in Somalia. They must reject the idea of basing Somalia's peace and reconciliation conferences on Greater Somalia which is not realistic today but perpetuates the misery and suffering of their people. The Only Road To Peace in Somalia lies in holding Southern National Reconciliation Conference to form parliament and government that belong and represent only Somalia and its people. Somalia must no longer remain hostage to Greater Somalia. An old Somali say tells: "Fruits kept in the waist are not discarded for fruits on a tree." "Miro gunti ku jira, looma daadiyo miro geed saaran." Somalia must rely on itself for reconciliation and peace. To implement The Only Road To Peace in Somalia, with the help and sponsorship f the international community, the following 4 step-plan needs to be adopted: 1. Immediate withdrawal or expulsion of all Ethiopian troops from Somalia. Any genuine reconciliation process or government formation for Somalia will be impossible under Ethiopian occupation and influence. For historical hostility, Ethiopia is and has been destabilizing factor in Somalia for the last 16 years and now is practicing old colonial divide and rule policy. Somalia must be free of all foreign influence and meddling to determine its destiny. 2. Holding Southern National Reconciliation Conference for Somalia where the delegates of the conference come only from the provinces of Somalia which are: Banaadir, Sh/Hoose, J/Hoose, J/Dhexe, Gedo, Bay, Bakool, Sh/dhexe, Hiiraan, Galguduud, Mudug, Nugaal iyo Bari - The land formerly known as Italian Somalia. Delegates from Somaliland, Ethiopian- occupied Somali Western Province, Kenyan- occupied Somali North Eastern Province, and Djibouti must be banned from participating in this conference to avoid the past deceptive Pan-Somali conferences that prolonged anarchy and violence in Somalia. 3. The conference dissolves all clan-based administrations within Somalia to restore the national and territorial unity and identity of Somalia. 4. The conference elects provisional parliament and government that restores peace and stability in Somalia and paves the way for democratic elections. This article may draw ire and anger from Somaliland critics accusing me of justifying Somaliland independence. That is not the case but my heart sympathizes with Somalia's people living in fear, violence and misery for 16 years of political gambling hijacking their destiny. Somaliland's legitimacy is already justified by the 1960 independence status and the history of the failed union. Somaliland is not a province like ugaal or Bay that broke away or seceded from Somalia. Somaliland achieved independence from British colonial rule on June 26, 1960 and duly recognized as sovereign, independent nation by the United Nations and 35 countries including United States and Egypt. Pioneering Greater Somalia dream, independent Somaliland joined voluntarily with the newly independent Southern counterpart (Italian Somalia) on July 1, 1960. Somaliland withdrew from the union in 1991 as the successor states of the former Soviet Union and former Yugoslavia did in 1990s. Somaliland's withdrawal was based on the two following major reasons: 1. The voluntary union of 1960 was derailed in 1969 by military coup d`etat led by General Mohammed Siad Barre who ruledthe union with brutal dictatorship for two decades. Siad Barre, a southerner, destroyed the foundations of North-South democratic agreement and unleashed merciless, murderous military campaign of ethnic cleansing in 1980s against northern civilians. This brutal campaign resulted in more than 50,000 deaths, dumping the bodies of many in mass graves at midnight, and created over 500,000 refugees let alone the massive destruction of cities (Hargeisa and Burao), rural villages, and public and private property through shelling and aerial bombardment. 2. When Siad Barre was ousted in January 1991 and SNM seized the North, the northern expectations for national unity government were dismissed by unilateral government declared in the South in February 1991 naming Ali Mahdi, a southerner, as president thus hijacking the union again. These are the historical facts of Somaliland independence and the reasons of its withdrawal from the disastrous union. The South squandered the unification opportunity and betrayed the good will of the northern people by committing heinous crimes against them. Many of those advocating for unity today or screaming behind Somaliland were either behind the horrendous crimes, supportive or silent. Somaliland has the same legitimacy for international diplomatic recognition within its borders drawn in 1884 as Djibouti or any other African independent country has. Threats against Somaliland independence, interfering its internal affairs, false claims over its, and uncalled invitations of Somaliland to Somalia's conferences will only put the two sisterly states farther apart. If the people of Somalia form their own representative parliament and government that bring hope, peace, and stability to them, then Somaliland government is not ruling out to have bilateral, mutual talks with Somalia. Somalia: Warlordism, Ethiopian Invasion, Dictatorship, & America’s Role by Prof Abdi Ismail Samatar University of Minnesota The American sponsored UN Security Council Resolution on Somalia in December 2006 prepared the grounds for an Ethiopia invasion of Somalia. This resolution authorized the deployment of an African Union force, excluding Ethiopia, Kenya, and Djibouti from participating in the force due to their conflict of interest in Somali affairs. Despite such a clear instruction from the Security Council the US government gave Ethiopia the green light to invade Somalia. The aborted visit to Mogadishu, under Ethiopian occupation, by the America Assistant Secretary of State for African Affair, US air bombardment of southern Somali villages, and the confirmation that US and UK forces and mercenaries have worked with Ethiopia over the last year all attest to Washington’s collusion with Addis Ababa from the start. These American direct actions and those of its proxy once more demonstrate the disregard the world’s dominant power has for international law. Such an affront sends the message that might is right no matter how illegal its application. In addition to the American/Ethiopian aggression against Somalia, warlords who have terrorized the Somali people, before the Union of Islamic Courts drove them out, have returned with Ethiopian blessing. These developments completely discredit America’s claim of being the friend of democrats in the Third World. This short editorial examines four concerns: a) why the American government endorsed Ethiopia’s illegal invasion; (b) why does it support the deeply sectarian and corrupt Somali transitional government which it loathed until recently; © why is it silent about the return of the warlords on the backs of Ethiopian tanks if its rhetoric on democracy has any validity; (d) and what all of this might mean for the Somali people[1] and American image in the region. Genesis of the Problem The Somali saga began about 37 years ago when a military coup ousted the last democratically elected government on October 1969. Somalia which was up to that time Africa’s most democratic country succumbed to a military coup. Military rule undermined and ultimately destroyed the nascent democratic institutions as well as the functioning quasi-meritocratic public services. Moreover, the regime developed an elaborate sectarian system which further politicized genealogical difference between communities as it divided citizens into friendlies and enemies, and rewarded its allies while it punished whole communities it considered anti-regime. This war against many segments of the population eroded public confidence in state institutions and the rule of law became the rule of the man with the gun. The military regime turned the state into the people’s enemy and most denizens became estranged from public affairs. Disaffected Somalis failed to organize a national movement to remove the dictatorship from power. Instead they became the foot soldiers of estranged members of the elite whose agenda was driven by personal ambition rather than a national cause. Opposition members of the elite turned to force as their preferred method of confronting the regime and mobilized the population on the basis of genealogical identity rather than civic belonging or a political program. The net result of the opposition’s strategy was to play into the hands of the regime by adopting the same tactic. Such a genealogy based political mobilization also fractured the various elements of the elite into enemies rather than allies. As a result, the regime’s life span was extended for almost a decade due the weakness of the fragmented opposition. When the regime finally collapsed under its dead weight no national political front existed to hold the country together under one authority. The first Prime Minister of the post-military government instructed the remnants of the national army to surrender to the sectarian militias and this was in effect the final act of literally killing the Somali state. Warlords and Dictators as proxies With the collapse of the state in January 1991, Somalia became the first country in modern history to become stateless. Consequently, lawlessness gripped the country and roaming militias terrorized the population. A little over a year after the regime disintegrated, violent confrontations developed between two competing factions in Mogadishu which ultimately led to one of them using food as a weapon against vulnerable population in southwestern region of the country in the vicinity of Baidoa. Farmers in the region were unable to cultivate their fields due to the fear induced by gangs and with warlords blocking food shipments to the region thousands of people began to slowly waste away. By the time the news media took note of the problem an awful famine was in full swing and tens of thousands of people were deliberately condemned to death through starvation. The United Nations which had a small contingent of peace-keepers was unable to clear bandits off the roads in order to deliver food aid to the needy. Life conditions became so ghastly that the first President Bush was moved to act and ordered thousands of American troops to enter Somalia in order to open the roads so emergency food aid can urgently get through to the people. The troops were able to accomplish this task with relative ease and as a result tens of thousand of lives were saved. By contrast, rebuilding Somalia’s government from scratch was more difficult, even under the best of circumstances, but the US/UN force had ill-defined mandate and solicited bad advice regarding the causes of Somalia’s disintegration. American/UN agenda of rebuilding the government was incoherent and led to a fiasco in which 18 American soldiers were killed by the militias of one of the warlords of Mogadishu. By then a new American President, Clinton, was so shaken by this singular event that he evacuated US forces from Somalia. Other nations who had contributed troops to the campaign and the UN followed and Somalia was left to the warlords. Warlord terror became the order of the day since 1995 and numerous attempts to form a national government failed. A most promising effort in this regard was in the neighboring state of Djibouti where representatives of nearly all Somali civil society groups were invited in 1999 excluding warlords. The conference successfully led to the establishment of a Transitional National Government (TNG). However, the Ethiopian government which had supported many of the warlords, particularly Mr. Abdullahi Yusuf, and supplied them with weapons over the years was not happy about the prospect of a civic order and worked against it from the start. The combination of Ethiopian sabotage and Somali leaders’ incompetence and venality destroyed this precious chance. At one point the Ethiopian Foreign Minister told the TNG’s Foreign Affair chief that Ethiopia will be able to support the Somali government on the condition that their ally, Mr. Yusuf, was appointed as prime minister. The Ethiopian minister was not pleased when he was told that the responsibility to appoint and confirm the PM rested with the president and parliament. In the meantime, Ethiopia used its diplomatic influence in Africa and elsewhere to call for yet another Somali reconciliation conference with the pretext of forming an “inclusive” government while it continued to supply the warlords with weapons. The proposal was accepted by the Intergovernmental Agency on development (IGAD) and there started another reconciliation process in which the mediators (Kenya and Ethiopia) openly favored the warlords.[2] After two years of pretentious negotiations the conference was brought to a conclusion without any reconciliation among Somalis. The Ethiopian government successfully attained its goals of wasting the remaining time of the TNG’s tenure, enabled the warlords to appoint more than two-thirds of the members of parliament, and finally succeeded in having its clients selected as president and prime minister. American policy, during the long two years of negotiations in Kenya, was characterized by indifference at best and tacit support for warlords’ domination of the conference. In the main, the US representatives in Kenya watched the process from the sidelines and seemed disgusted with the quality of the output in the form of the Transitional Federal Government (TFG). For nearly two years after the formation of the TFG the American government remained disinterested in the affairs of the TFG. Instead it financed the formation of “anti-terror alliance” which consisted of the very warlords who have tormented the population for over a decade. America’s objective in supporting the warlords was to hound three people accused of being involved in the attacks on US embassies in Kenya and Tanzania in 1998 and who were presumed to be hiding somewhere in southern Somalia. The warlords’ contract with the CIA also included capturing or killing those who were considered radical Islamicists. America’s warlord project backfired as the majority of Mogadishu’s population sided with the Muslim leaders and routed the warlords. American policy makers panicked with the formation of the Union of Islamic Courts (UICs) and the liberation of Mogadishu and surrounding region from the tyranny of the warlords. Shortly after UICs took over Mogadishu senior American policy makers began to speak about the “internationally legitimate” government of Somalia and actively used America’s diplomatic and other resources to bestow respect on what it previously considered decrepit operation. Meanwhile, Ethiopia activated its propaganda machine and accused the courts of trying to establish a fundamentalist regime which it claimed will endanger its security despite the fact that Somalia did not have an army. It immediately dispatched a “protection” force for its client Somali government holed in the regional center of Baidoa. As the Courts spread their reach into most parts of southern Somalia, Ethiopia increased its troop presence in Baidoa into several thousand heavily armed units. The US government encouraged this invasion and used its diplomatic muscle to shield Ethiopia from international criticism. The united American-Ethiopian propaganda machine completed the demonization of the courts as a fundamentalist organization in cahoots with Al Qaida. This joint effort led to US government sponsoring a resolution at the Security Council, 1725, which mandated the deployment of an African Union force in Somalia aimed at protecting the TFG and stabilizing the country. Other countries in the Security Council insisted and prevailed that those countries who share a border with Somalia must not be part of the African force. America and Ethiopia were worried that the Courts might overrun their client in Baidoa before the African Union force was in place. Consequently, Washington gave Ethiopia the green light to take on the Courts and openly invade Somalia, contrary to the tenets of the UN Security Council Resolution. Ethiopia’s invasion of Somalia was accomplished four weeks after the UN resolution was passed in violation of two UN Security Council Resolutions. Attempts by some members of the Security Council to demand Ethiopian withdrawal was blocked by the American government. While most analysts knew that America was implicated in the invasion, it was the use of American airpower against villages in Southern Somalia in early January 2007 that confirmed how deeply the US was involved. About 73 nomadic individuals and their livestock were killed by the air raid and no one openly condemned this aggression, including the AU. More recently, it has been discovered that American, British, and hired mercenaries supported the Ethiopian invasion. Supplicant Tyranny versus Autonomous Legacy Somalia’s “internationally legitimate” government came to Mogadishu, the Somali capital, onboard Ethiopian military helicopters and guarded by Ethiopian troops. The Ethiopian invasion brought back the warlords who were defeated by the Courts and the latter took over their former fiefdoms. Some of Mogadishu’s roads are once again punctuated with checkpoints manned by young thugs. It is not certain how long the warlords and their fiefdoms will last but it is clear that insecurity has returned to the city and the country. The declaration of martial law by the TFG on January 13, 2007 gives utmost power to the TFG president [3] who is known for his clanistic behavior and dictatorial practices. Such leadership does not bode well for the city and the country, and is unlikely to lead to just peace and stability. The imposition of martial law (the troops enforcing this law are Ethiopian) means that the TFG is no longer a government of reconciliation, if it ever was, as this act forbids public meetings and citizens’ attempts to organize political campaigns to challenge the TFG. Subsequently, the TFG ordered that the major radio and TV stations in the capital cease their operation. This draconian law muzzles freedom of expression and association, and is therefore a throw back to the days of the old military dictatorship. Finally, the Ethiopian occupation force and the militias of the warlords have begun to scour the city for people who were opposed to their agenda and others suspected of being against the regime in Ethiopia such as Oromo refugees. The hunt is on and more bloodshed can be expected. Ethiopian military contingents continue to abduct businessmen, professional, and others who are opposed to the TFG and the invasion, from their homes in the dead of night. Senior leaders of the TFG and the majority of MPs are people not known for their public management skills and high ethical standards. Consequently, Somalis can not expect political relief from these leaders who are supplicants of the Tigray regime in Addis Ababa. The Union of Islamic Courts has ceased to exist as an effective organization and their last refuge in the acacia forests and swamps of south-eastern Somalia was devastated by air raid and shelling of American and Ethiopian military forces. It was clear that the Courts made serious strategic mistakes over the last three months of their tenure induced by the haughtiness of their military wing. Among these blunder were their rigid religious rhetoric and interpretation of Islamic texts, and the absence of serious and effective engagement with credible nationalist and skilled people. But the most damaging affair was their military hot-headedness. Such blind miscalculation suggest that the courts will not recover as an organization, but the message that earned them so much respect and following among the Somalis is more salient today than ever before. Among the principals they articulated were: Somalia’s independence, freedom from warlord terror, justice, and respect for the Islamic faith. Whatever were the shortcomings and mistakes of the Islamic Courts, they certainly had an independent mind which was not subservient to other countries or leaders. During their brief tenure the Courts began a process of returning looted property to their rightful owners using Islamic law and without advice from expensive outside consultants. Once the announcement of the restitution policy was announced people came from other regions of the country and from overseas to reclaim their properties. In addition, they nullified the clanist 4.5 formula and articulated the importance of a unified citizenry. The TFG has yet to make any declaration regarding any of these matters or any other vital issue central to reconciliation. Further, the Courts acted as independent Somali leadership which is in sharp contrast with the Ethiopian domination of the TFG. This comparison between the two reminds citizens of the country an earlier time when Somali authorities were accountable to their people and had an autonomous Somali centered domestic and foreign policy. Two interrelated principals that guided the Courts will have far reaching consequences for the future of the Somali people and their polity. These anchors were common citizenship unmarred by sectarian and clanistic identity, and Islamic values of justice and inclusion. One of the first things that attracted a majority of the population’s support was the courts’ emphasis on faith and justice and the containment of tyranny. Islam as a foundational principal of community affairs easily dovetailed with common Somali citizenship regardless of genealogical pedigree and that attracted popular support. These twin principals contradict the transitional charter which the warlords wrote in Nairobi and that marginalizes both of these values. The charter grounds public affairs on genealogy rather than common citizenship.[4] Thus, citizens are divided into 4.5 clan units and all public institutions are staffed on the basis of such arithmetic. The immediate and long term consequence of this strategy is to balkanize citizenship and community. Such compartmentalized political order is driven by rent-seeking (corruption) rather than providing an efficient service to the citizens, and has no chance of leading to political stability and economic development. America’s Pledge: A Sectarian Dictatorship Finally, the American-endorsed Ethiopian invasion of Somalia and the imposition of sectarian warlord-dominated government on the country are unlikely to lead to a democratic development. The U.S. government’s absurd support for the warlords in Somalia and an Ethiopian government that is at war with its own people and American leaders’ anti-Islamic orientation has deepened that population’s antipathy towards the USA. America’s instrumental collaboration with other people’s terrorists (states and non-state actors) has undermined the purchase of its democratic rhetoric. In essence, the hallmark of America’s bankrupt policy is the conspicuous gulf between its democratic rhetoric and its support for thugs, warlords, tyrants, and venal politicians in the Horn of Africa and elsewhere. In the minds of most people in the region American foreign policy and practice has become synonymous with dictatorship and arrogance, and most people believe that those are the core values of the America government. Consequently, the US government has lost the hearts and minds of the Muslim people all over. America’s gifts to the Somali people in the last few years have been warlords, an Ethiopian invasion, and an authoritarian, sectarian and incompetent regime. Recent discussions of creating a broad-based government and a reconciliation conference based on the TFG model will not deliver legitimacy for the occupation or produce the necessary peace and common Somali agenda. Supporters of the proposed conference to be held in Mogadishu can not seriously expect a genuine agreement since the capital is under Ethiopian occupation and is dominated by the sectarian militias of the TFG leadership.[5] Participants of such a conference will be handpicked by the Ethiopian occupiers and their clients and therefore will be charade. The alternative positive sum game is a civic centered program which does not seem to be on the cards for now, but this is the only avenue to reconciliation, and through which the people’s hearts and minds could be won and which might eliminate all types of terror. March 2008 is when Obama has said he would bring U.S. troops home from Iraq, according to legislation he introduced in the Senate. Obama, who represents Illinois in the U.S. Senate, declared his candidacy for the Democratic presidential nomination in a speech on Saturday in his home state. (Obama makes his announcement ) Howard -- who faces reelection this year -- is a staunch supporter of President Bush and committed Australian troops to help the U.S.-led invasion of Iraq in 2003. Like Bush, Howard has come under increased criticism at home for supporting the unpopular war. Australia has more than 1,000 troops in and around Iraq, many in non-combat roles. Obama, campaigning in Iowa, told reporters Sunday he's flattered that one of Bush's allies "started attacking me the day after I announced (his presidential run) -- I take that as a compliment." The Democratic presidential hopeful said if the Australian prime minister was "ginned up to fight the good fight in Iraq," he needs to send another 20,000 Australians to the war. "Otherwise, it's just a bunch of empty rhetoric," Obama said. The Illinois Democrat dismissed the suggestion that his election would help terrorist groups, noting that even the Bush administration's "own intelligence agencies have indicated that the threat of terrorism has increased as a consequence of our actions over there." When asked about Howard's comment, a senior White House official voiced support for the Australian leader. Mr. Aideed who met today with clan and traditional elders in the former presidential palace in the Somalia capital, Mogadishu, said since Somalis and Ethiopians are brothers and both countries share 2000 km long border my government would suggest to use a single passport in the two countries and a unified security force because there is blood relations between both communities in Somalia and Ethiopia. “There are thousands of Somali refugees living in Ethiopian and who hold Ethiopian passports who can travel everywhere in the world,” Mr. Aideed said. Hussein Aideed said 60% the Somali refugees are in Ethiopia and argued that nothing can prevent us from joining hands with Ethiopia since they came to help us from thousands miles away. The Interior Minister asked the elders to welcome the Ethiopian forces helping the government in restoring peace and stability. He said the Ethiopians should be seen as friends and not as enemies. “Ethiopia is the only country which supported Somalia out of the problem,” he said. December 10, 2006, some members of the transitional parliament in Somalia put on view publicly a map which they said secretly stolen from the office of Prime Minister Ali Mohamed Gedi in Baidoa. The map shows all countries in African continent with Ethiopia annexing Somalia. But the premier Gedi denied the allegation as false paper.

The Militarization of the Horn of Africa Editorial Note Ignored by the majority of media sources is the coordinated and synchronized involvement and intervention of both Ethiopian and American military forces and intelligence operations in the Horn of Africa. The timing of the intervention of Ethiopian troops, supported by the Anglo-American alliance, into Somalia was also originally denied by the Ethiopian government who seemingly lied to African and Arab journalists and mainstream media when asked if Ethiopian troops were operating inside Somalia. The crisis in Somalia and East Africa, triggered by U.S. interventionism is intimately related to events in the Middle East in what could become a major regional war against Iran, Syria, and their regional allies. Ethiopia is acting as an agent of Anglo-American policy and objectives in the Horn of Africa. The Somalian Transitional Government is also subservient to Anglo-American edicts and is claiming that it is fighting terrorists, just as the puppet Iraqi government is claiming that the Iraqi Resistance is nothing but a group of terrorists. It also appears marshal law is being imposed over Somalia with the help of Ethiopian troops and covertly by the United States. Additionally, what the mainstream media fails to report about is the U.S.-backed Somali government’s attempts at merging Somalia and Ethiopia with unified borders, a single currency, joint management, a single passport, and a joint military force. Finally it must be noted that Somalia, like Sudan, is both an African and Muslim country with large oil reserves that have not been tapped into yet. Somalia, also like Sudan, is conflict ridden, and its roots are linked to oil reserves.
