Somalia: Puntland ‘suspends cooperation’ with Federal Government in Mogadishu

GAROWE, Somalia Aug. 2, 2013 (Garowe Online) - Puntland government in northern Somalia has suspended cooperation with the Somali Federal Government in Mogadishu until the country’s constitution is restored, Garowe Online reports.

President Farole gave the keynote address on Thursday evening at a celebratory event held at Puntland State House in Garowe marking 15 years since Puntland’s statehood was founded in 1998.

 

President Farole said that Puntland was founded in 1998 to establish law and order in the territory and to help establish a federal system of government for Somalia.

 

“If Puntland had existed as it does today in 1991 when Mogadishu collapsed, then Puntland would not have collapsed. This is among the benefits of federalism,” President Farole said.

 

The Puntland leader spoke at length about the process to establish the Federal Government in Mogadishu, noting the sacrifices of life and limb made to ensure that Somalia had a functioning national government.

 

'Tampered constitution'

 

“However, the federal constitution is the fundamental thing that keeps Somalia together. Without the constitution, Puntland is not married to Mogadishu; Puntland is only married to its state constitution,” President Farole declared, to the crowd’s applause.

 

He criticized the Federal Government for failing to print new Somali Shilling currency and to help Somali markets recover, despite Puntland’s repeated appeals and the March 11 agreement signed in Garowe between President Farole and Somali Prime Minister Abdi Farah Shirdon.

 

President Farole condemned Somali federal officials for preventing Sudanese scholarships for Puntland students, saying: “Do they [Federal Government] expect us to travel to Mogadishu so Sudanese scholarships can be distributed? What era are we in? Who do they think we are?” he asked to the crowd’s applause.

 

“Puntland educational certificates do not require Mogadishu’s stamp of approval. If anything, Puntland should approve Mogadishu’s educational certificates, because Puntland has a unified curriculum, functioning institutions, standardized examinations, and an educational policy,” said President Farole.

 

Continuing, he said: “Puntland will suspend all cooperation and relations with Somali Federal Government until the country’s genuine federal constitution is restored. Puntland does not recognize the tampered constitution the Federal Government now uses and Puntland does not recognize any law passed by Federal Parliament using the tampered constitution. Puntland considers the tampered constitution as Mogadishu regional government's constitution, not Somalia's federal constitution.”

 

New Deal Conference

 

President Farole declared that Puntland “will attend the New Deal conference in Brussels in September only with its own name, status and will speak on its own behalf. No entity will represent Puntland except Puntland government,” he added.

 

The Puntland leader said that he informed the European Union delegation that visited Garowe on July 25 that Puntland will attend the New Deal conference with its own status, or will not attend at all.

 

“If our condition is not satisfied, we will not attend, but we will forward priorities in our new Five Year Development Plan to Brussels to be incorporated into the New Deal Compact for Somalia,” said President Farole.

 

Puntland has had strained relations with Mogadishu in recent years. Somalia's president Hassan Sheikh Mohamud has yet to address Puntland's concerns about the country's federal constitution.

The question is when did Faroole actually cooperate with the goverment in Mogadishu for over a year he has been crying the constitution had been changed why dont he visits Mogadishu, and adress the parliament ,he has not visited his capital. President hassan should ignore faroole altogether and just focus on the southern part of Somalia.

I support Cabdi Raxmaad Faroole for bringing the so called Federal government to account. If there is an agreement signed between the state of Puntland and the administration in Mogadishu, then that agreement should be followed to the letter, no ifs and no buts. Until the Somalis learn how to follow rules and regulations, they will always be in chaos. If Mogadishu does not like the agreements they signed, they should lobby Puntland to agree to the amendment of those documents but the Mogadishu administration should not behave like an imperial power.

Hate it or love it,Faroole speaks the truth no one needs HAG Gangs and Culusow comapany , they are doomed and can't even walk outside of Villa Somalia. punch of cocoons who are hiding behind African Army. Puntland should be left alone, but warning to my Abtiyos and Habaryaroos, Silanyo is up to no good , he is putting Somaliland in Reverse Mode, no one should talk to Culusow ,let him paly with his brothers and sisters alone. If SL continues this route they i beleive it is time to start electing new president who is for SL and not mingling with Mogadishu and its ills.

It doesn't make sense to cut the ties. The constitition is an un-finished documents, which is still under revieuw by Parlementarian committee and so many issues are still open for discussion.

 

Puntland is the mother and father of the current constitition and Federal governent, dont give up the child already. But be patient till it grows to become a strong, confident and fair lady.

Something i noticed about all Somalis, they will agree things they don't want or belief for the sake of agreeing and later backtrack:mad: very childish behavior for grown men and women, no wonder no one in IC takes seriously Somali's politicians words.

 

the support was there for SFG in every corner when Qoslaaye and gang was elected, it was only for them to lose and how fast they did lose everyone who supported them? the current policies of SFG is misguided and clannish politics that divides already fractured society by civil war and famine, the blame lies with SFG.

Miyir your observations are correct. Somali politicians are on the whole corrupt, greed, opportunistic and incredible shortsighted. They are more concerned with enriching themselves and their cronies. They are an enemy of the common and they piggyback on and exploit tribal divisions to maintain their positions and ill gotten gains. We all pay for their failures but they keep profits.

Somali politicians are fighting for the interests of their people some how Faroole cannot afford that the Mogadishu community changes the federalism accord so he has to speak up. For as he believes the only thing that bonds Puntland to Mogadishu is the federal constitution. He cannot support Mogadishu if they misbehave this is his point of view and his constituency supports him in this. The same with Ahmed madoobe he has to uphold the legal framework that elected him as president the Jubbaland elder assembly, if he chooses another path he will lose support from his people. The same with Axmed Godane he must uphold the Alshabaab political islamists principles he cannot give into the demands of the other Somali leaders or even that of the international community or else his group will collapse. The same with Hassan sheikh he has a powerful constituency fragile community his own background will stop supporting him if he deviates from the powerful stake holders path of Mogadishu and south central Somalia. Now will they get rich down the line sure but that's not the only thing they also need to remain in power, and they will do everything to achieve that and their communities support them because they give them protection honer and respect and a future in the eyes of the mainstream Somalis. This is not simply just about money, but there are other major factors that play a role.

All Somalis have common interests. Peace, development, justice and stable democratic government. The common good and the interests of the petty politician are mutually exclusive. A peaceful, stable and prosperous Somalia would put most of them them out of business. These parasites thrive on division, hatred, war, mistrust and poverty. It is in their best interest for Somalia to remain a coma, the more puntlands, somalilands, khaatumos, galmudugs and jubbalands.....the better.

The divisions already existed prior to the civil war even before independence even before colonialism, the politicians are a reflection of the people.We cannot all blame it on the politicians. Who is going to manage the resources of the country who will rule what part who will distribute the wealth of the country. The Politicians are there to make sure that their region community or clan or sub clan isn't cheated. If Somalis had common interests they would not allow the so called politicians represent them. Somalis have learned from the previous regime particularly from the Siad bare regime. If on community takes control the others will be followers and will eat the left overs. And they will use the state resources to enrich themselves. Things are not as black and white as you depict them, the divisions are there for a reason.

Saxiib, Somali politicians manage resources by distributing right into their pockets. Ninyahow open your eyes. When was the last time these tinpot tribal republics such as puntland and somaliland managed and distributed resources equatable? Let me give you an example from your very own banana republic.Somaliland's budget last year was apparently 185 million dollars and 178 million of that supposedly went to "reoccurring" costs. Only 8 million was set aside for "development" and most of that disappeared without a trace. This is the resource management and distribution you speak of. Saxiib, Somalia is basket case and whatever the average Somali receives comes from NGOs and international aid money that deliberately bypass somali "administrations"
