Yes, social reconciliation is the most important thing, this point was raised by Abdiweli Mohamed Gaas, Harvard graduate, George Mason Ph.D holder.

 

That said, hell to the mothercanjeelo no should the arms embargo be lifted, on which planet can a bunch of isbaaro constructing "m" words possess and maintain weapons such as tanks and artilleries, it's just unrealistic. It has been proven again and again that those weapons end up in Al-Shabaab hands.

Somalia needs a strong military to secure the countries sovereignty not a mega army like in the 70s. That said it takes time to reach that it takes lots of effort. So in order to fight against shabaab and not to be dependent on the amisom forces. The army needs to be reinstated with the help of the Somali people and their friends particularly turkey but Arms embargo needs to be lifted at some point so that Somalia's government can get Military aid and so that it can import Military hardware. We don't want to see Amisom for ever in Somalia.

i also believe there should be lots of reconciliation while the army is being reinstated we should not put it on hold as abdiraxmaan suggested,we don't have much time. And i also believe the army needs to be all inclusive it needs to win the hearts and minds of the Somali people.

A professional and responsible army is needed first, weapons will only fall into the hands of armed factions who are fronting as the SNA if the embargo is lifted now.

In my opinion the lifting or stay of the embargo is meaningless for now. Arms will still end up in the hands if anti state groups embargo or no embargo and Somalia is in no position to build a military. What they should be concerned with us disarmament. Look at Somaliland and Puntland, the supposed models for which the rest of the country should aspire too, people still get killed for walking in the wrong side of invisible clan lines and people are armed to the the teeth
