Puntland has some solid key institutions in the following areasl

 

1. Government Institutions. Like ministries, palaces, local councils, parliament

2. Security Institutions in all aspects from army, coastal, and airforce

3. Prison institutions

4. It has a-lot of social institutions like paswe welfare agency that is one i singled out cuz i like it but u can see every second day there is some sort of social institution holding a conference or awareness program

5. Medical and Educational Institutions. Now I don't mean schools or hospitals (the state has alot in that aspect) but I mean key institutions where the teachers are trained in puntland not addis or where our doctors are trained in puntland not nairobi. These facilities are operating in Puntland.

6. There is also infrastructure institution covering a wide area but mainly roads and ports. We see a port being built in las qorey and Bosaso port expanded and upgraded.

7. Farming is huge now in Puntland and there already is a farming union in Bosaso which is expected to expand to all puntland. This is a key sector for puntland and it appears the state is going full swing in greening up puntland

8. Fishery union has been set up and will overlook and progress the fishery sector of Puntland

9. We all know Puntland has a very strong entrepenerial spirit so its no suprise the chamber of commerce overlooks and progresses puntland business community.

10. Manufacturing union has been set up for Puntland's manufacturers and will look to expand the state capability in this sector

Carafaat, Puntland has a number of institutions, so I don't know where u get this idea somalia doesnt have institutions? when you say somalia you mean the tfg. Let me say I have been monitoring the mogadishu lately and it is developing rapidly to the point the doctor is a bit concerned

My hart goes out to those many Somali children who have been traumatized by our collective mistakes. We should therefor collectlively appreciate, reward and organize all those volunteers taking care of children in to local, district and regional Child Services. And there should be even a Minister or High Commissioner for Children responsible for the welbeing and rights of our children. That institutions should have a significant mandate to give a voice to all those voice less children.

Which Independent Commissions does the draft Provisional

Constitution envisage being established?

 

While the establishment of Independent Commissions is not limited to

those mentioned in the draft Provisional Constitution, the draft

Provisional Constitution explicitly names some Independent Commissions

that must be appointed according to the constitution. There must be

established:

 

A Judicial Service Commission,
responsible for the administration of the

Judiciary including the appointment, dismissal, and discipline of members

of the Judiciary – see Articles 109A and 111A. This is to be appointed 30

days after the new Council of Ministers is formed – see Article 135 (2) (a).

 

A Human Rights Commission
, responsible for the promotion and

protection of Human Rights, and the monitoring and supervision of their

observance – see Article 111B. This is to be appointed 45 days after the new

Council of Ministers is formed – see Article 135 (2) ©.

An Anti-Corruption Commission
, responsible for the investigation and

publication of corruption allegations, and cases involving the public sector

– see Article 111C.

 

A Parliamentary Service Commission
, responsible for providing services,

facilities, and offices to ensure the effective functioning of the Federal

Parliament – see Article 111D. This is to be appointed 15 days after the new

Council of Ministers is formed – see Article 135 (2) (d).

 

A Boundaries and Federation Commission
, responsible for studying and

recommending on the number and boundaries of future Federal Member

States – see Article 111E. This is to be appointed 60 days after the new

Council of Ministers is formed – see Article 135 (2) (e).

 

An Interstate Commission
, responsible for ensuring intergovernmental

coordination and cooperation, and the amicable resolution of

intergovernmental disputes between the Federal Government and the

Federal Member State governments, or among the Federal Member State

governments – see Article 111F. This is to be appointed 1 year after the new

Council of Ministers is formed – see Article 135 (2) (f).

 

A National Independent Electoral Commission
, responsible for the

development of a comprehensive legal framework for the management,

monitoring, and publication of electoral results at the Federal Government

level, and the registration of voters, candidates and political parties – see

Article 111G. This is to be appointed 60 days after the new Council of

Ministers is formed – see Article 135 (2) (e).

 

A National Security Commission
, responsible for the development of an

integrated security framework providing for civil oversight and public

monitoring of expenditures of the security forces – see Article 111H. This is

to be appointed 45 days after the new Council of Ministers is formed – see

Article 135 (2) ©.

 

A Truth and Reconciliation Commission
, responsible for fostering national

healing, reconciliation and unity – see Article 111I. This is to be appointed

30 days after the new Council of Ministers is formed – see Article 135 (2)

(g).
